Durban welcomes development on regional speed train linking major cities

EThekwini Municipality Mayor Cyril Xaba has welcomed the Transport Department’s latest move to advance the development of regional speed trains connecting Durban with other major cities, including Johannesburg, Polokwane, Musina, Pretoria, and Mbombela.

This follows the issuing of a Request for Information (RFI) by Transport Minister Barbara Creecy to explore potential partnerships and technical inputs for the proposed high-speed rail network.

Xaba said he has been in ongoing engagements with Minister Creecy and key transport entities, such as the Passenger Rail Agency of South Africa (PRASA) and Transnet on a number of strategic initiatives.

These include the proposed Durban to Johannesburg speed train, port efficiency improvements, and rail infrastructure upgrades.

“I am pleased that all these engagements are yielding positive results. I must indicate that during these engagements I have been constantly emphasising to the Minister and her team the importance of resuscitating the speed train project.

“As a city, we welcome this move as it will boost the economy of Durban, especially the tourism sector. Upon completion, thousands of people from Gauteng will be descending on Durban on a weekly basis for business and tourism,” Xaba said.

The mayor also welcomed the participation of the private sector in the initiative, highlighting that public–private collaboration is key to improving transport infrastructure and driving economic growth.

“I also want to applaud Transnet for continuing to invest in infrastructure upgrades at the Durban Container Terminal to enhance the capacity and efficiency of the port,” said Mayor Xaba.

This follows Transnet’s announcement of a R1 billion investment for the procurement of four new ship-to-shore cranes to boost operations at the Durban Container Terminal.

Xaba said this investment is crucial in positioning Durban as a globally competitive port city and confirmed that his team is working closely with Transnet on multiple projects to improve port efficiency.

He confirmed that the municipality is working closely with Transnet on several projects, aimed at improving port efficiency, including the development of a dry port in Cato Ridge, establishment of truck staging areas, and construction of a second access road to the port.

“A Memorandum of Understanding has already been signed between the municipality and Transnet Port Terminals to implement these initiatives. The municipality has also commenced the rezoning processes for land earmarked for these projects,” the mayor said.

On the Cato Ridge dry port, Xaba announced that plans are at an advanced stage to launch the Insimbi Ridge Project, a 350-hectare logistics and light industrial development, aimed at improving efficiency along the Strategic Infrastructure Project 2 corridor (Durban to Johannesburg) and decongesting the port.

Prime Minister and Minister of Foreign Affairs: Main Parties Recognize Importance of Maintaining Ceasefire in Gaza

HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani said that everyone has been following over the past twenty-four hours the challenges in Gaza and the violations that have occurred to the ceasefire agreement, adding that what happened yesterday was a major event that drew the attention of the media, but in reality, this was something expected during the ceasefire period, and it is something they have witnessed in their previous experiences with ceasefire agreements.

His Excellency said, during a session on the State of Qatar’s regional and international role and its joint mediation efforts to end the war on the Gaza Strip, organized by the Council on Foreign Relations in New York, that they have been engaging with both parties to ensure the continuation of the ceasefire, and the American engagement has, of course, been an essential element in this. He believe that what happened yesterday constitutes a violation, and they expect there would be a reaction to it, adding that fortunately, all the main parties recognize the need to preserve the ceasefire and adhere to the agreement.

His Excellency affirmed that what happened yesterday in Gaza was disappointing and deeply frustrating, stressing that they are trying to contain it and immediately mobilized their efforts afterward, in full coordination with the United States. He pointed out that they have seen that the United States is also committed to the agreement.

HE Prime Minister and Minister of Foreign Affairs stressed the need to ensure that Palestinians live in safety, as well as Israelis, adding that the main objective of the disarmament process, is to end armed activity, create a political horizon for the Palestinian people, and establish a unified Palestinian entity that is the sole legitimate authority to bear arms.

His Excellency stressed the importance of addressing the core issue and the root causes of the conflict itself, noting in this regard that they must create a political horizon and an appropriate political environment for both Palestinians and Israelis that enables them to reach an understanding and agreement on coexistence. This is what they are striving for, he said, stressing that they are seeking a two-state solution that puts an end to the suffering of both sides.

Regarding the treacherous Israeli attack on the State of Qatar, His Excellency said this attack was shocking, adding it was not only shocking for them in Qatar, but for the entire world. If you look at where and how the attack took place, you will find that it occurred in a well-known residential neighborhood where negotiations usually take place, surrounded by schools, embassies, and other buildings, he explained, adding that the psychological impact of this attack on the Qatari people was very significant. He stressed that they still bear the responsibility as a state to protect citizens and ensure there are adequate security guarantees for them, in addition to ensuring that Qatar’s role continues to have impact in ending the conflict and remains unaffected. He pointed out that Qatar has always taken the high road and consistently chosen diplomacy over any other option.

His Excellency added that they have used all legal and diplomatic channels to ensure that this attack is not repeated and to protect Qatar and its people, after which they resumed the negotiations. What many people do not know is that the day after the attack, when HH the Amir Sheikh Tamim bin Hamad Al-Thani was speaking with HE the President of the United States of America Donald Trump, His Excellency the President noted that this could represent an opportunity to put an end to the war in Gaza. His Highness was very optimistic about this possibility. Despite all the communication with the Israeli side at that time, Qatar remained engaged with the United States to ensure a resolution was reached, HE the Prime Minister and Minister of Foreign Affairs said.

His Excellency stated that they deeply value and appreciate the relationship that binds the State of Qatar and the United States, adding that the President, the Vice President, and the Secretary of State affirmed that they had no prior knowledge of the attack. His Excellency said that they respect what the US said and understand that this decision was made solely by the Israelis, but the idea that an ongoing mediation effort would be targeted in itself feels like a betrayal. On the very day of the attack, negotiations between Colombia and other parties were taking place only a few hundred meters from the site, as well as talks between Rwanda and the Democratic Republic of the Congo.

His Excellency went on to say that the occurrence of this attack in Qatar, on Sept. 9, shocked the world. For a country engaged in so many mediation efforts to come under attack was something no one could have imagined, he said, adding that he believes the American side felt the same shock, and the President personally assured that he would not allow such an event to happen again, and that he would ensure all the security guarantees Qatar needs to continue its role – 
His Excellency added this attack clearly affected how the Gulf Cooperation Council (GCC) now views Israel. When the GCC countries witnessed this attack on one of their own members, the impression was clear – any country could be the next target.

Regarding the State of Qatar’s ongoing mediation efforts, His Excellency explained that they have found that Qatar’s ability to act quietly and away from the spotlight gives them an advantage in contributing to the resolution of conflicts, and sometimes in preventing them, through calm diplomatic channels and behind closed doors. He emphasized that Qatar has become a responsible player in this field, and for them, mediation is not merely a political option but a deeply rooted principle in the constitution. Since the founding of the State by Sheikh Jassim, who always called for peace, communication, and dialogue, this has been Qatar’s legacy. His Excellency said that they are proud that today Qatar is recognized as a global mediator, not only in the region, but also internationally. The trust Qatar has built over the years through its regional mediations has given its efforts a global dimension. They see this extending from Latin America to Africa and Asia, His Excellency added.

On Afghanistan, His Excellency said that there is a camp within Afghanistan that wants to see the country open up to the world and build better relations with all its neighbors. He believe that, in the end, those who want to build a state that has a normal relationship with the international community will prevail. Fundamentally, efforts to change the situation in Afghanistan must be made by the international community in an encouraging, rather than punitive, manner. He explained that Qatar’s approach is that instead of saying, “Because you do this, I will punish you,” it should be the opposite when it comes to Afghanistan – “If you do this, I will reward you for it.” This approach needs to change within the international community, His Excellency explained, adding that only then they might be able put Afghanistan on the right track.

Regarding relations with the United States of America, His Excellency said that Qatar’s interest lies in building and strengthening a strong relationship with the United States, noting that they have a solid economic partnership, a strong security and defense partnership, and a close partnership in the energy sector. These multifaceted partnerships are a priority for Qatar and must be maintained and protected, His Excellency said, adding that all their focus is on how to preserve the relationship between the State of Qatar and the United States, because it is an important country for Qatar, just as Qatar is important to the United States. Qatar hosts the largest US air base in the region, and in the energy sector, both of sides are among the world’s largest suppliers of liquefied natural gas, His Excellency noted.

Regarding Iran’s role in the future of the region, His Excellency said Iran is a neighbor, and Qatar share with it the largest gas field in the world, in which it hold the majority. For Qatar, the stability of Iran is essential, he said, explaining that it is very important for Iran to be stable. To ensure this stability, they must think diplomatically about how to reach a solution through diplomacy, while also ensuring that the region remains free of nuclear weapons, while granting Iran the right to develop its peaceful nuclear program for energy generation or any other purpose within international law.

His Excellency adding in this regard that they are sometimes concerned by the escalatory statements coming from either Israel or Iran, and they are working to engage with both the United States and Iran to ensure that talks between the two countries return to the right track. He believe that once serious negotiations between Iran and the United States begin, they can reach an agreement that would be better for everyone.

We are alarmed by reports that several people have been killed during protests over the outcome of the 12 October presidential election.

We call on the security forces to refrain from use of lethal force, and on the protesters to demonstrate peacefully. The authorities must fully abide by their obligations under international human rights law, and political leaders and their supporters must refrain from violence and hate speech.

We urge the authorities to ensure prompt, impartial and effective investigations into all cases of election-related violence, including the use of unnecessary or disproportionate force, and to bring those responsible to justice. Fair trial rights and due process for anyone arrested should also be guaranteed.

Eight killed in N3 crash involving minibus taxi and truck

The Road Traffic Management Corporation (RTMC) has dispatched road crash investigators to determine the exact cause of the accident that took the lives of eight people on the N3 in the early hours of Thursday morning.

Eight people lost their lives during a collision between a minibus taxi and a truck on the N3 between Van Reenen and Montrose in Free State on Thursday morning.

The RTMC confirmed that the crash – involving an Isuzu truck and a Toyota Quantum minibus – occurred at approximately 4am.

According to the RTMC, eight people were declared dead at the scene, while five others sustained injuries and were transported to nearby medical facilities for treatment.

“Preliminary information before authorities suggests that the Isuzu truck was travelling towards the direction of KwaZulu-Natal on the N3 when it stopped in the roadway and rolled backwards. The Toyota Quantum minibus, [which was] carrying a trailer, was travelling in the same direction and collided with the rear of the Isuzu truck,” the RTMC said in a statement. – SAnews.gov.za

DFFE takes firm action against a shark longline vessel

The Department of Forestry, Fisheries and the Environment (DFFE) has taken firm action against a shark longline vessel found to have breached permit conditions – reaffirming government’s commitment to protecting South Africa’s shark populations and restoring integrity in fisheries.

Following an inspection on 25 June 2025, Fishery Control Officers confirmed that the vessel had failed to comply with permit condition 5.1(h), which requires that all sharks, including skates and St Joseph, be landed with heads and fins naturally attached to allow for proper species monitoring.

The skipper was issued with an administrative fine for the offence. 

The department is now finalising further administrative consideration and may take additional measures under section 28 of the Marine Living Resources Act, 1998 (Act No. 18 of 1998), including suspension or revocation of permits.

This enforcement action forms part of the department’s broader effort to strengthen ocean governance and restore accountability within the sector. 

Minister of Forestry, Fisheries and the Environment, Dr Dion George, said: “The health of our oceans depends on the rule of law being upheld at sea. When we enforce the law, we protect not only sharks and marine ecosystems, but also the livelihoods of honest fishers and the future of our coastal communities. There can be no sustainable economy without accountability.”

He said South Africa’s shark populations are vital to the health of the oceans and the resilience of coastal communities. 

“DFFE is strengthening compliance patrols, investing in enforcement capacity, and working with law-enforcement agencies to curb illegal, unreported, and unregulated (IUU) fishing,” the Minister said.

Principal Secretary for Medical Services, Dr Ouma Oluga, on 29 October 2025, held a consultative meeting with the Principal Secretary for the National Treasury, Dr Chris Kiptoo, to deliberate on key priority areas aimed at accelerating the realisation of Universal Health Coverage (UHC) under the Bottom-Up Economic Transformation Agenda (BETA).

The discussions that took place at Treasury building centred on securing sustainable budgetary support for strategic health programmes designed to enhance service delivery, improve efficiency, and ensure the long-term sustainability of national health initiatives.

Dr Oluga outlined several priority areas, including strengthening national referral services, ensuring consistent supply of essential medicines and health technologies, supporting blood transfusion services, advancing medical research and innovation, and boosting local vaccine production.

He further emphasised the need for adequate and predictable financing to complete ongoing health infrastructure projects, maintain the supply of critical health commodities, and support operations across health facilities. The PS noted that budgetary constraints and declining donor support continue to affect the smooth running of referral hospitals, research institutions, and community health programmes.

Both Principal Secretaries reaffirmed their commitment to aligning financial planning with national health priorities, underscoring the importance of health financing reforms, digital transformation, and investment in the health workforce to strengthen accountability and improve access to quality healthcare for all Kenyans.

Through this coordinated approach, the government aims to fortify the health system, protect citizens from the burden of high medical costs, and deliver on the promise of Universal Health Coverage for every Kenyan.

Dr Oluga was accompanied by Chief Executive Officers and Heads of Directorates and Departments from the State Department for Medical Services, highlighting the Ministry’s collective commitment to advancing sustainable health-sector financing and ensuring equitable, people-centred healthcare nationwide.

Kenya Operationalises the Human Immunodeficiency Virus (HIV) Prevention Operational Plan 2025/2026

The Ministry of Health, through NASCOP, NSDCC, KRCS, county governments, partners and communities, is committed to ending new HIV infections in Kenya. Under the leadership of Dr Mulwa, Head of NASCOP, the team is driving the implementation of the HIV Prevention Operational Plan 2025/2026 a key framework supported by The Global Fund and other partners to strengthen HIV prevention efforts across the country.

The plan underscores Kenya’s progressive approach to combination HIV prevention, offering a range of proven and emerging options including condoms, the dapivirine ring, long-acting injectable cabotegravir (CAB-LA), and the innovative twice-yearly long-acting Lenacapavir injection.

The phased rollout will begin in ten priority counties, which together account for approximately 53% of all new HIV infections, focusing on eligible populations, including vulnerable groups in closed settings.

Beyond expanding access to prevention tools, the plan recognises HIV prevention as both a human rights and sustainability priority. Capacity building is central to this effort, beginning with the training of healthcare professionals.

The ongoing training of national-level trainers is equipping facilitators with advanced skills to ensure the effective rollout and use of new prevention methods, including Lenacapavir — keeping Kenya at the forefront of innovation in the global HIV response.

Kenya: Ambassador Guo Haiyan Attends Africa International Agricultural Expo (2025 AIAE)

On October 28, the 2nd Africa International Agricultural Expo (2025 AIAE) opened in Nairobi with the support of Kenya’s Ministry of Agriculture and Livestock Development. The event brought together over 200 policymakers, innovators, farmers, investors, and trade facilitators, along with more than 160 exhibitors from Asia, Africa, and other parts of the world. Ambassador Guo Haiyan and Dr. Kipronoh Ronoh, Principal Secretary for Agriculture, addressed the audience at the Opening Ceremony.

Ambassador Guo said that Africa is a land with vast potential for agricultural development and agricultural modernization is one of the pillars of China-Africa cooperation. China initiated the Agriculture and Livelihood Partnership Action at the 2024 Summit of the Forum on China-Africa Cooperation. Since then, substantial progress has been made across multiple fronts.

She highlighted that China is committed to bringing more high-quality African agricultural products to its domestic market. It will make full use of platforms such as the China-Africa Economic and Trade Expo, advance the implementation of zero-tariff treatment for all eligible products, and continue to deepen mutually beneficial cooperation between China and Africa.

More than 100 Chinese agribusinesses participated this expo.

Union of the Comoros: Launch of the maritime corridor project supported by the African Development Bank Group to the tune of $137 million

The President of the Union of the Comoros, Azali Assoumani, presided over the official launch ceremony for the Maritime Corridor and Regional Trade Facilitation Project (https://apo-opa.co/4hA9Zsl), financed by the African Development Bank Group (www.AfDB.org) to the tune of $137 million.

Senior Bank officials attended the ceremony, which took place on 27 October 2025, in Moroni.

The Bank Group’s financing consists of a principal grant of $135 million from the African Development Fund, the Bank Group’s concessional window, and another grant of $2 million from the Transition Support Fund, a mechanism for countries in transition.

Other partners, including the World Bank, the Islamic Development Bank, and the French Development Agency, will be joined by the European Union and the European Investment Bank in co-financing the project, mobilising together more than $110 million in additional funding. The Global Centre for Adaptation has also provided support for the assessment of climate risks to port infrastructure and adaptation options to be considered in the design of the structures.

The project aims to modernise port infrastructure that is essential to the economic development of the islands of the Union of the Comoros, facilitate trade and strengthen regional connectivity. It will enable the Indian Ocean archipelago to capitalise on its strategic geographical position in the Mozambique Channel and become a logistics hub between Africa and Asia.

“The maritime corridor we are launching today is an eloquent testimony to our ability to build a resilient nation, fully integrated into regional and continental dynamics,” said President Assoumani. “It is a living symbol of our openness to the world, a bridge between people, a vehicle for trade, cooperation and shared prosperity,” he added.

Comorian Minister of Maritime and Air Transport, Yasmine Hassane Alfeine, praised the African Development Bank Group as “a loyal strategic partner whose technical and financial support consistently accompanies efforts to realise a vision of development based on sustainability, integration and infrastructure resilience.”

“Today, thanks to this strengthened corporation, we are taking a new step in the modernisation of our port and maritime infrastructure, with the prospect of creating a special economic zone,” added Alfeine.

The project is aligned with the Bank Group’s 2024-2033 Ten-Year Strategy and the “Four Cardinal Points” of the institution’s president, Sidi Ould Tah. It will enable the construction of resilient infrastructure and the development of agricultural and fisheries value chains and will facilitate the creation of thousands of jobs for young people and women.

“This flagship project of the Comoros Emerging Plan 2030 will contribute to developing value chains in agriculture and fisheries, while creating economic opportunities for young people and women,” said Laté Lawson Zankli, Country Programme Advisor, representing the Bank Group at the ceremony.

Since the beginning of its cooperation with the Union of the Comoros in 1977, the African Development Bank Group has financed nearly 40 operations for a cumulative amount of approximately $530 million. The sectors covered by these investments are transport, energy, agriculture and governance. This new project confirms the pan-African development finance institution’s commitment to supporting the archipelago in its journey towards sustainable, inclusive and resilient development.

Bern, Switzerland – Aboard a special train gliding through the serene Swiss countryside, President Cyril Ramaphosa and President Karin Keller-Sutter of the Swiss Confederation held a working breakfast with Swiss business leaders – a meeting that symbolised shared economic ambition between the two nations.

The early morning journey from Kehrsatz Station to Uzwil unfolded against a backdrop of breathtaking Swiss landscapes, rolling hills, pristine lakes and quaint villages – setting a picturesque scene for a conversation rooted in trade, investment and innovation.

The engagement, attended by representatives of Switzerland’s leading industries, focused on strengthening economic relations and fostering direct exchanges between South Africa and the Swiss private sector. Discussions highlighted opportunities in industrial modernisation, life sciences, logistics, financial services and skills development.

Delivering remarks on the train, President Ramaphosa expressed his appreciation for the opportunity to interact directly with Swiss business leaders. 

“It is really a pleasure for us to be on a moving train and having the opportunity to have breakfast and also to have interactions with people in Swiss government and business leaders. We really, truly value this. 

“This is our second day here in Switzerland. This has been a State Visit of note. It’s unprecedented for us to have this extended level of discussions and being exposed to the business community in the presence of the President and other officials in government,” the President said. 

He said the discussions aboard the moving train represented not only a deepening of ties between governments, but also an invitation for the private sector to play a greater role in advancing shared prosperity. 

“So, we really welcome this. We look forward to a wonderful exchange. Some of you are already invested in South Africa and we are here to appeal for you to invest even more. So don’t think that this is a free train ride, we want more investments in South Africa,” the President said. 

Welcoming the delegates aboard the train, President Keller-Sutter echoed the sentiment, describing the gathering as a continuation of the productive engagements that have defined President Ramaphosa’s State Visit. 

“I would like to welcome you to the second day of the South African State Visit. We are really happy to also welcome the delegation from the Swiss economy; some really fine businesses are represented today. We are happy to have an exchange with you, Mr President, along with your delegation.

“We talked about the excellent relationship we have between South Africa and Switzerland. Yesterday we also saw several memoranda of understanding to deepen our relationship in various fields being signed,” she said. 

As the train coursed through the Swiss landscape, the breakfast meeting became a moving symbol of collaboration, one that not only celebrated the friendship between South Africa and Switzerland but also looked ahead to a future of deeper economic engagement and shared growth. – SAnews.gov.za
