Le Président Ndayishimiye garantit désormais une exploitation et une commercialisation transparentes des minerais

Le Chef de l’État, Son Excellence Évariste Ndayishimiye a assuré ce 17 octobre 2025, lors d’une interview accordée à la presse au site minier de Gatwaro, en commune Kirundo, province Butanyerera, après une série de visites sur différents sites miniers de la commune Kirundo, que l’extraction et la commercialisation des minerais au Burundi se feront désormais dans la transparence totale.

Le Président Ndayishimiye a souligné que le Burundi dispose d’un sous-sol exceptionnellement riche et diversifié. Selon lui, la présence de minerais à faible profondeur prouve qu’en profondeur se trouvent certainement des gisements encore plus importants, même si les études géologiques approfondies restent à mener.

Actuellement, a-t-il indiqué, l’exploitation se fait de manière artisanale faute d’équipements modernes. Cependant, cette étape constitue une phase transitoire destinée à générer les capitaux nécessaires pour acquérir des machines performantes et engager une exploitation à plus grande échelle, suivie de la transformation locale des minerais.

Le Chef de l’État a garanti que désormais, toutes les activités minières se dérouleront dans la transparence, aussi bien au niveau de l’extraction que de la commercialisation.

Rappelant que le sous-sol appartient à l’État, le Président Ndayishimiye a invité la population à signaler toute découverte de gisement encore méconnue de l’administration, afin de permettre une exploitation encadrée. Il a précisé que les propriétaires des terrains contenant des minerais seront indemnisés équitablement, conformément à la loi.

Le Chef de l’État a également insisté sur la nécessité pour toute personne ou entreprise souhaitant obtenir un permis d’exploitation de se faire enregistrer auprès des autorités compétentes et de signer un contrat gagnant-gagnant avec le gouvernement. Il a précisé que les détenteurs d’anciens contrats non renouvelés ne sont plus reconnus par l’État.

Avant cette interview, le Président Ndayishimiye avait visité plusieurs sites miniers de la commune Kirundo, notamment ceux de Rugero, Shinge, Busenyi et Gatwaro, où il a encouragé les jeunes à s’investir davantage dans l’exploitation minière, un secteur porteur pour l’économie nationale.

Le Chef de l’État, Son Excellence Évariste Ndayishimiye, a procédé ce 17 octobre 2025, au stade Mihigo, à la présentation officielle du nouvel Administrateur communal de Kirundo, en province Butanyerera, Monsieur Ndikuriyo Jean, devant une foule nombreuse composée de natifs et de résidents de la commune, un signe éloquent du soutien et de la confiance que la population place en son nouveau leader.

Dans son allocution à la population de Kirundo, le Président Ndayishimiye a appelé chaque ménage burundais à initier un projet générateur de revenus, gage d’un développement individuel et collectif durable. Il a rappelé que le Burundi regorge d’immenses potentialités économiques qui, bien exploitées, peuvent profiter à tous les citoyens.

Le Chef de l’État a également souligné que la nouvelle subdivision territoriale récemment mise en place vise à rapprocher davantage les services publics des citoyens. Dorénavant, plusieurs services autrefois centralisés au niveau communal ou provincial seront accessibles dès les zones administratives, facilitant ainsi la vie quotidienne des Burundais.

Concernant la justice, le Président Ndayishimiye a assuré que toutes les mesures nécessaires ont été prises pour renforcer son efficacité et responsabiliser les chefs d’instances judiciaires dans le suivi des manquements au sein de leurs juridictions. L’objectif est de garantir une justice rapide, équitable et proche du peuple, afin que les citoyens puissent consacrer davantage de temps au travail et au développement.

Enfin, le Numéro Un burundais a exhorté les responsables des confessions religieuses, ainsi que les dirigeants d’associations et d’organisations à tous les niveaux, à montrer l’exemple dans la promotion du développement, en guidant leurs fidèles et leurs membres sur la voie du progrès, du travail et de la responsabilité.

Al-Mashat Discusses Joint Efforts to Empower the Private Sector & Expand Innovative Financing Mechanisms with International Finance Corporation (IFC) Managing Director

H.E. Dr. Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation and Governor of Egypt to the World Bank, met with H.E. Mr. Makhtar Diop, Managing Director of the International Finance Corporation (IFC), the private sector arm of the World Bank Group (WBG). 

The meeting was attended by H.E. Eng. Hassan El-Khatib, Minister of Investment and Foreign Trade, and in the presence of H.E. Mr. Ethiopis Tafara, IFC Regional Vice President for Africa, H.E. Mr. Cheick Oumar Sylla, Regional Director for North Africa and the Horn of Africa, and H.E. Mr. Stephane Gimbert, Regional Director for Egypt, Yemen, and Djibouti at the World Bank, along with other officials.

This took place during the 2025 Annual Meetings of the World Bank Group and the International Monetary Fund in Washington. The meeting included discussions on joint efforts between the government and the IFC to empower the private sector and expand innovative financing mechanisms for local and foreign companies.

The two sides also discussed regional and global economic developments, particularly in light of the historic peace agreement signed by Egypt, the United States, Qatar, and Türkiye in Sharm El Sheikh, the ending of the war on Gaza, and its reflection on regional stability, as well as its positive implications for the Egyptian economy. They also highlighted Egypt’s efforts to reconstruct the Gaza Strip in coordination with the international community.

Dr. Al-Mashat emphasized the pivotal role of the IFC, the World Bank’s private sector financing arm, in providing concessional financing and investments to local and foreign private sector companies in Egypt. Consequently, Egypt is considered one of the Corporation’s largest countries of operation, with a private sector investment portfolio exceeding $9 billion. This aligns with the state’s efforts to empower the private sector and create space for local and foreign investments to lead comprehensive and sustainable growth and boost employment.

The meeting followed up on ongoing efforts to offer government airports for partnership with the private sector, in implementation of an earlier agreement signed between the government and the IFC. The program aims to attract private sector funding for airport modernization and expansion without burdening the state’s general budget.

Furthermore, the Minister of Planning, Economic Development and International Cooperation referred to the European Union Guarantee Mechanism worth €1.8 billion, which was activated during the Egyptian-European Investment Conference in 2024. Dr. Al-Mashat noted that this mechanism represents an important impetus for the private sector to attract investments. She also mentioned the necessity of joint coordination for the IFC to benefit from this mechanism, which contributes to increasing available financing for the private sector.

Minister Al-Mashat reviewed “Egypt’s Narrative for Economic Development: Reforms for Growth, Jobs & Resilience”, which aims to achieve integration between Egypt’s Vision 2030 and the government program, in light of the accelerating changes imposed by regional and international developments. This is intended to continue the path of economic reform and to focus more on higher productivity sectors that are better able to penetrate export markets.

Dr. Al-Mashat stressed that empowering the private sector and redefining the state’s role in the economy is a core pillar of Egypt’s new economic model presented by “Egypt’s Narrative for Economic Development”, with the aim of boosting economic competitiveness and shifting towards productive sectors. She underscored that the government is working to create an attractive investment environment that allows the local and foreign private sector to lead development efforts through clear policies.

The meeting also discussed various partnership axes with the IFC, including their contribution to desalination projects, the implementation of the State Ownership Policy Document, and the Corporation’s financing for various private sector companies.

Secretary-General of Ministry of Foreign Affairs Participates in Symposium on Strengthening Bridges of Cooperation and Solidarity between Qatar and Germany

HE Secretary-General of the Ministry of Foreign Affairs and Chairman of the Qatar Committee for the Alliance of Civilizations Dr. Ahmed bin Hassan Al Hammadi participated in the symposium “Building Bridges: Qatar and Germany in Dialogue for Tolerance, Peace, and Solidarity,” held at the Arab Culture House (Divan) of the Embassy of the State of Qatar in the Federal Republic of Germany.

The symposium was attended by HE Michael Müller, a member of the German Parliament and former Mayor of Berlin, and a group of intellectuals, professors, and those interested in the dialogue of civilizations from both Qatar and Germany.

In a speech during the event, the Secretary-General of the Ministry of Foreign Affairs and Chairman of the Qatar Committee for the Alliance of Civilizations said that the State of Qatar regards dialogue among civilizations as an indispensable mechanism for building bridges of communication between societies and peoples, getting to know each other, promoting mutual respect, and achieving international stability and peace.

His Excellency highlighted the importance of this symposium, which focuses on building bridges of cooperation between the State of Qatar and the Federal Republic of Germany, promoting the values of coexistence and human solidarity, and spreading a culture of peace and non-violence — especially since both countries contribute, through national and international humanitarian institutions, to supporting the efforts of the international community in the field of human development and in consolidating stability in countries emerging from conflicts and wars

On the sidelines of the symposium, the Secretary-General of the Ministry of Foreign Affairs and Chairman of the Qatar Committee for the Alliance of Civilizations announced the launch of the fifth edition of the Qatar Global Award for Dialogue Among Civilizations 2025-2026, under the title: The role of youth in achieving civilizational advancement and promoting human communication. It is in cooperation with the ICESCO Chair in Alliance of Civilizations at the Qatar University’s College of Sharia and Islamic Studies.

Heads of Multilateral Development Banks (MDBs) meet to take stock of progress on joint actions and look ahead

The Heads of Multilateral Development Banks (MDBs) Group, chaired in 2025 by the Council of Europe Development Bank (CEB), met today to review progress on joint actions and chart priority areas for the Group’s future work.

Heads noted that their collaborative engagement has deepened throughout 2025, under the CEB’s Chairship of the Group, building successfully on the momentum generated by the MDBs’ Viewpoint Note (https://apo-opa.co/4qieJXu) of 2024.  They welcomed progress made in several areas since their last meeting in Paris on 28 June 2025 and reaffirmed their determination to work as a system for greater impact at scale, communicating annually about progress on their deliverables and priorities.

This progress includes:

  • Presentation of a comprehensive and exhaustive joint report to the G20 on the implementation of the G20 Roadmap towards Better, Bigger, and More Effective MDBs (https://apo-opa.co/4om6acd), documenting progress across institutions and at system level and detailing MDBs’ achievements in a  wide range of areas, including increasing lending capacity, leveraging private capital for development, strengthening operational collaboration and measuring results.
  • Enhanced transparency and comparability of MDBs’ financial positions through the publication of the first MDB Comparison Report” (https://apo-opa.co/4qez0x2prepared by the newly constituted Global Risk and Finance Forum (GRaFF), to multiply the impact of shareholder capital to advance the development agenda;
  • Engagement with Credit Rating Agencies to enhance understanding of MDB’s distinctive financial models, risk frameworks and exceptional asset quality as summarized in a note (http://apo-opa.co/3L3QJHn) prepared by GRaFF;
  • Publication of the first “Joint Annual MDB Water Security Financing Report” (https://apo-opa.co/4ooPoJB), highlighting MDBs’ contributions and collaboration in this critical sector, which was unveiled at the Fourth International Conference on Financing for Development (FfD4) in Sevilla;
  • Release of a joint report on “Social Infrastructure in Focus: The Role of Multilateral Development Banks” (https://apo-opa.co/3Wc1GZS), illustrating how MDBs – individually and collectively – support investment in health, education, housing, and water, which play a critical role in increasing productivity, creating jobs, and contributing to resilient societies;

Heads also noted ongoing work in a number of areas including mobilizing additional private capital for development including through disaggregated credit risk statistics published in the Global Emerging Markets Risk Database (GEMs) (https://apo-opa.co/4oqcuzu), coordinating on originate-to-share/distribute models; boosting financial innovations; scaling up flagship regional initiatives such as Mission 300; promoting reliance arrangements; and supporting investments in social infrastructure. In the context of the upcoming COP30, to be held in Belém, Brazil, in November 2025, MDBs will be there to support their countries of operations and clients meeting their strategies. After their gathering, Heads held an exchange of views with Director General of the International Atomic Energy Agency, Rafael Grossi, on trends in civil nuclear energy.

The role of the Heads of MDBs Group will be passed in December from the Council of Europe Development Bank to the Asian Development Bank. The Heads of MDBs Group thank CEB’s Governor Carlo Monticelli for his leadership and commitment during his tenure as Chair of the Group.

Les dirigeants des banques multilatérales de développement se réunissent pour faire le point sur les progrès réalisés dans le cadre de leurs actions conjointes et se tourner vers l’avenir

Le groupe des dirigeants des banques multilatérales de développement (BMD), présidé en 2025 par la Banque de développement du Conseil de l’Europe (CEB), s’est réuni aujourd’hui pour examiner les progrès réalisés dans le cadre de leurs actions conjointes et définir les domaines prioritaires pour leurs travaux futurs.

Les dirigeants ont noté que leur collaboration s’était intensifiée tout au long de l’année 2025, sous la présidence de la CEB, tirant parti avec succès de la dynamique créée par leur note de synthèse 2024 (https://apo-opa.co/4ooPpNF).  Ils se sont félicités des progrès accomplis dans plusieurs domaines depuis leur dernière réunion à Paris le 28 juin 2025 et ont réaffirmé leur détermination à travailler en tant que système pour avoir un impact plus important à grande échelle, en communiquant chaque année sur les progrès réalisés concernant leurs résultats et leurs priorités.

Parmi ces progrès figurent :

  • La présentation d’un rapport conjoint complet et exhaustif au G20 sur la mise en œuvre de la « Feuille de route du G20 pour des banques multilatérales de développement meilleures, plus importantes et plus efficaces ». Le rapport détaille les progrès réalisés au niveau des institutions et en tant que système ainsi que les réalisations des BMD dans un large éventail de domaines, dont l’augmentation de la capacité de prêt, la mobilisation de capitaux privés pour le développement, le renforcement de la collaboration opérationnelle et la mesure des résultats.
  • Une amélioration de la transparence et de la capacité à comparer les situations financières des BMD grâce à la publication du premier « Rapport comparatif sur les BMD (https://apo-opa.co/3WcXc5k) » préparé par le Forum mondial sur les risques et les finances (GRaFF) nouvellement constitué, afin de multiplier l’impact du capital des actionnaires pour faire avancer le programme de développement.
  • La collaboration avec les agences de notation de crédit afin d’améliorer la compréhension des modèles financiers distinctifs, des cadres de risque et de la qualité exceptionnelle des actifs des BMD, comme le résume une note préparée par le GRaFF (https://apo-opa.co/3JjMcjB).
  • La publication du premier « Rapport annuel conjoint des banques multilatérales de développement sur le financement de la sécurité hydrique (https://apo-opa.co/4ooPoJB) », qui met en lumière les contributions et la collaboration des BMD dans ce secteur crucial. Ce rapport a été dévoilé lors de la 4e Conférence internationale sur le financement du développement (FfD4) à Séville.
  • La publication d’un rapport conjoint intitulé « Social Infrastructure in Focus : The Role of Multilateral Development Banks (https://apo-opa.co/3Wc1GZS) » (« Les infrastructures sociales en point de mire : le rôle des banques multilatérales de développement »), illustrant la manière dont les BMD, individuellement et collectivement, soutiennent les investissements dans les domaines de la santé, de l’éducation, du logement et de l’eau, qui jouent un rôle essentiel dans l’accroissement de la productivité, la création d’emplois et la résilience des sociétés.

Les dirigeants ont également pris note des travaux en cours dans un certain nombre de domaines, dont la mobilisation de capitaux privés supplémentaires pour le développement, grâce notamment à la publication de statistiques ventilées sur les risques de crédit dans la base de données mondiale sur les risques des marchés émergents (GEM), la coordination des modèles « originate-to-share/distribute » (créer pour partager/distribuer), stimulation des innovations financières, l’intensification des initiatives régionales phares telles que Mission 300, la promotion des accords de recours, et le soutien aux investissements dans les infrastructures sociales.

Dans le cadre de la prochaine COP30, qui se tiendra en novembre 2025 à Belém, au Brésil, les banques multilatérales de développement seront présentes pour aider leurs pays d’exécution et leurs clients à atteindre leurs objectifs stratégiques. Après leur réunion, les dirigeants ont eu un échange de vues avec le directeur général de l’Agence internationale de l’énergie atomique, Rafael Grossi, sur les tendances en matière d’énergie nucléaire civile.

Le rôle du groupe des dirigeants des banques multilatérales de développement sera transféré en décembre de la Banque de développement du Conseil de l’Europe à la Banque asiatique de développement. Les dirigeants du groupe des BMD remercient Carlo Monticelli, gouverneur de la CEB, pour son leadership et son engagement pendant son mandat à la présidence du groupe.

O Grupo de Líderes de Bancos Multilaterais de Desenvolvimento (MDB), presidido em 2025 pelo Banco de Desenvolvimento do Conselho da Europa (CEB), reuniu-se hoje para analisar o progresso das ações conjuntas e definir as áreas prioritárias para o trabalho futuro do Grupo.

Os presidentes observaram que o seu envolvimento colaborativo se aprofundou ao longo de 2025, sob a presidência do CEB no Grupo, aproveitando com sucesso o impulso gerado pela Nota de Ponto de Vista (https://apo-opa.co/4ooPpNF) dos MDB de 2024. Congratularam-se com os progressos realizados em várias áreas desde a sua última reunião em Paris, a 28 de junho de 2025, e reafirmaram a sua determinação em trabalhar como um sistema para obter um maior impacto em escala, comunicando anualmente os progressos realizados em relação aos seus resultados e prioridades.

Esses progressos incluem:

Os presidentes também observaram o trabalho em curso em várias áreas, incluindo a mobilização de capital privado adicional para o desenvolvimento, nomeadamente através de estatísticas desagregadas de risco de crédito publicadas na Base de Dados Global dos Mercados Emergentes (https://apo-opa.co/4oqcuzu) (GEM), a coordenação de modelos de conceção para partilha/distribuição; o impulso a inovações financeiras; a ampliação de iniciativas regionais emblemáticas, como a Missão 300; a promoção de acordos de confiança; e o apoio a investimentos em infraestruturas sociais. Advisor to the Prime Minister and Official Spokesperson for Ministry of Foreign Affairs Affirms Importance of Gulf Role in Consolidating Regional Stability

Advisor to the Prime Minister and Official Spokesperson for the Ministry of Foreign Affairs Dr. Majed bin Mohammed Al Ansari has participated in a session titled “Beyond Sharm El Sheikh: The Gulf Amidst Conflicts in the Middle East,” as part of the Mediterranean Dialogues 2025 Forum, held in Naples, Italy.

Dr. Al Ansari addressed the most prominent political and security challenges facing the region in the wake of recent developments, stressing the importance of the Gulf role in consolidating regional stability and promoting dialogue and diplomacy.

He stated that the Israeli attack on Doha last September marked a turning point in the GCC states’ approach to collective security, prompting a reassessment of regional and international partnership priorities and enhanced security coordination in the face of growing threats.

Regarding the situation in the Gaza Strip, following the signing of the ceasefire agreement during the Sharm El Sheikh Summit, Dr. Al Ansari stressed that any future political or security arrangements must be based on international legitimacy and reflect the will of the Palestinian people, within the framework of a comprehensive vision for a two-state solution as the only path toward a just and comprehensive peace.

He said that the State of Qatar, despite security challenges, continues to uphold its role as a peacemaking force and effective mediator in the region, placing at the top of its priorities the promotion of political dialogue and support for the humanitarian response, particularly in the Palestinian issue.

HE Secretary-General of the Ministry of Foreign Affairs, Dr. Ahmed bin Hassan Al Hammadi met in Berlin today with HE State Secretary of the Federal Foreign Office of the Federal Republic of Germany, Dr. Geza Andreas von Geyr.

During the meeting, they discussed cooperation relations between the two countries and ways to support and enhance them, in addition to a host of topics of mutaual interest.

The meeting was attended by HE Ambassador of the State of Qatar to Germany, Abdullah bin Ibrahim Al Hamar and the accompanying delegation.
