Water users called to register user information

Water users across the country have been urged by the Department of Water and Sanitation (DWS) to register or update their water use information in order to strengthen the management and protection of the country’s water resources.

The DWS said accurate registration allows both the department and Catchment Management Agencies (CMAs) to determine who is using water, where it is being used, how much is consumed, and for what purposes.

“This is critical to ensuring sustainable, equitable and efficient allocation of water, while supporting economic growth, development and social equity,” the department said in a statement. 

The 90-day registration period opened on 24 April 2026, with water users urged to comply within the stipulated timeframe to avoid penalties and ensure compliance.

The department warned that failure to register continues to pose a serious risk to effective water resource management.

“Unregistered users create critical data gaps that undermine planning and decision-making, disrupt fair distribution and place additional strain on already limited water supplies. In a water-scarce country such as South Africa, this not only threatens long-term water security but also has broader implications for economic stability and growth,” the department said.

The department has urged all unregistered users or those with outdated details to come forward. 

This includes individuals and entities who have acquired property from registered water users without updating ownership details; those who obtained land through restitution processes without notifying authorities, and those leasing property where water use has not been formally registered.

It also applies to users who have changed their contact or registration details without informing the department, as well as those operating boreholes for commercial purposes that have not been declared.

Agricultural users who have expanded into industrial activities are also required to ensure that all water uses are properly recorded.

Certain categories of users are exempt from registration. This includes those whose water use falls within the area of operation of a water user association — provided their water use is registered through that structure.

However, any groundwater use for commercial purposes, including boreholes, must still be registered with the responsible authority. 

Users classified under Schedule 1 of the National Water Act, 1998, are also exempt from registration requirements.

Beyond regulatory compliance, the DWS said registration benefits water users directly by strengthening security of access and promoting fair allocation, particularly during periods of scarcity. It also provides greater planning certainty for farmers, businesses and households, while ensuring their water needs are formally recognised in decision-making processes.

“This registration period provides an opportunity for all unregistered water users to disclose their water use, avoid penalties and safeguard their ongoing water use for economic and domestic activities,” the department said.

No fees during registration period

The department confirmed that no fees will be charged for applications submitted within the 90-day registration. However, late applications may incur a fee of R300 per property.

“Non-compliance with this directive constitutes an offence, and any person who fails to register or update their water use information within the stipulated period may, upon conviction, be liable to a fine or imprisonment for a period not exceeding five years.”

The DWS encouraged all water users to act promptly to avoid penalties and to contribute to the responsible management of South Africa’s water resources.

Have your say on digital identity draft regulations

Home Affairs Minister, Dr Leon Schreiber, has gazetted draft amended regulations in terms of the Identification Act of 1997 for public comment until 6 June 2026. 

The draft regulations are designed to create the required regulatory framework for the introduction of a cutting-edge Digital Identity system in South Africa.

According to the Department of Home Affairs, the draft regulations propose the creation of secure Digital Identity credentials that will co-exist alongside the department’s physical products. 

“This will enable citizens to store, access and utilise secure digital versions of their identity document, birth certificate, marriage certificate and other Home Affairs products directly on their smartphone, and introduce the ability for users to remotely confirm their identity using biometric verification,” the department said.

Use of the Digital Identity system will be optional, and physical products like Smart ID cards will continue to exist in parallel to this new digital system.

The draft amendments are intended to:

  • Clarify the status of Digital Identity credentials as an additional form of valid identity under the Act, without affecting the continued validity of physical identity cards.
  • Prescribe standards for enrolment, biometric capture and identity assurance for Digital Identity credentials.
  • Lay the foundation for interoperability with both the public and private sectors, including to enable the delivery of government services in digital format.
  • Tighten safeguards for how identity information may be shared with accredited institutions, with access strictly regulated under the Identification Act of 1997, the Promotion of Access to Information Act of 2000, and the Protection of Personal Information Act of 2013.
  • Strengthen the population register as the single authoritative record of identity and civic status information.

“The draft regulations propose the creation of a world-class Digital Identity system as the ultimate expression of our vision to leverage digital transformation to deliver Home Affairs @ home. 

“This system can greatly enhance our ability to combat identity theft, financial crimes, corruption and illegal immigration, while delivering efficient services to citizens in the comfort of their own homes, and improving privacy protections and data management,” Minister Schreiber said.

“We are already working closely with a number of partners in government, including The Presidency, to ensure that the foundational system we are building supports the Digital Transformation Roadmap’s goal of digitalising government services. 

“Technical work is well underway, and the finalisation of these regulations will enable us to complete our digital service delivery revolution by bringing services right onto your smart device,” the Minister said.

Members of the public, civil society organisations, industry and other stakeholders are invited to review the draft regulations and submit written comments by 6 June 2026, before the regulations are finalised for promulgation.

Qatar Strongly Condemns Iranian Attacks on UAE

The State of Qatar strongly condemns the Iranian attacks on the sisterly United Arab Emirates, involving two ballistic missiles and three drones, which resulted in injuries to three people. Qatar considers the attacks a blatant violation of the UAE’s sovereignty and a serious threat to the security and stability of the region.

The Ministry of Foreign Affairs affirms Qatar’s full solidarity with the UAE and its support for all measures taken by the UAE to preserve its sovereignty, security, and territorial integrity.

The Ministry also expresses Qatar’s wishes for a speedy recovery for those injured.

Kids’ Athletics 2026 : Une mobilisation nationale pour promouvoir le sport chez les enfants

Le Bénin a célébré le jeudi 07 mai 2026 la 5ᵉ édition de la Journée Internationale du Kids’ Athletics à travers une forte mobilisation nationale dédiée aux enfants. La cérémonie officielle s’est déroulée sur le terrain de football d’Akassato en présence du Ministre des Sports, Benoît DATO, du Ministre des Enseignements Maternel et Primaire, Salimane KARIMOU, ainsi que du Ministre Conseiller chargé du Tourisme, de la Culture, des Arts et des Sports, Ayibatin Jonas HANTAN. Initiée par World Athletics, cette journée vise à promouvoir la pratique sportive chez les plus jeunes grâce à des activités ludiques inspirées de l’athlétisme. 

L’évènement a été organisé simultanément sur 24 sites répartis dans plusieurs communes du pays, notamment à Djougou, Banikoara, Nikki, Tanguiéta, Abomey, Savalou, Ouidah, Pobè, Akassato et au Stade Général Mathieu KÉRÉKOU de Cotonou. Les enfants ont participé à différentes activités telles que la course, le saut, le lancer, le relais et la marche. À travers ces disciplines, les autorités béninoises entendent encourager chez les jeunes le goût de l’effort, l’esprit d’équipe, la discipline et les bonnes habitudes liées à l’activité physique. 

Dans son allocution, le Ministre des Sports a souligné que cette célébration traduit la volonté du Gouvernement de placer l’enfant au cœur de la politique sportive nationale. Selon lui, le sport constitue une véritable école de la vie, permettant aux enfants de développer leurs capacités physiques, intellectuelles et sociales tout en apprenant des valeurs essentielles comme le respect des règles et la confiance en soi. Le président de la Fédération béninoise d’athlétisme, Vierin DEGON, a, quant à lui, salué l’implication des autorités dans le développement du Kids’ Athletics au Bénin. 

À Akassato comme sur les différents sites retenus à travers le pays, la journée a été marquée par des démonstrations sportives, des exercices collectifs et des moments de convivialité entre enfants et encadreurs. Cette mobilisation nationale illustre l’ambition du Bénin de s’imposer comme une référence mondiale du Kids’ Athletics. À l’issue des activités, tous les enfants participants ont reçu une attestation de participation en reconnaissance de leur engagement. 

Le challenge international se poursuit jusqu’au 31 mai 2026.

Qatar Urges Diplomacy and Collective Security at Italy Forum on EU-GCC Relations

Advisor to the Prime Minister and Spokesperson for the Ministry of Foreign Affairs Dr Majed Mohammed Al Ansari has called for greater international cooperation and renewed diplomatic engagement to address growing regional and global instability.

Speaking at a session in Milan titled “Bridging Stability: EU-GCC Cooperation in an Era of Fragmentation”, Dr Al Ansari said ongoing conflicts and geopolitical crises were placing increasing pressure on global stability and decision-making processes.

The event was organized by the Doha Forum and MED Dialogues in partnership with the Italian Institute for International Political Studies (ISPI) and the Center for International Policy Research (CIPR).

Dr Al Ansari warned that some actors were seeking to promote political narratives and approaches aimed at advancing their strategic interests amid intensifying competition for influence and shifting global power balances.
He stressed that political and military pressure did not necessarily lead to sustainable solutions or long-term stability, underlining the importance of mediation and diplomacy in resolving conflicts.

Questioning the effectiveness of diplomacy, he said, reflected “a growing need for it rather than the opposite”.
The Qatari official also urged countries to continue working through dialogue and diplomatic channels to prevent further escalation and avoid deeper cycles of conflict.

He said the current war had affected international relations, including ties between Europe, the United States and countries in the Middle East, with wider consequences for energy security, the global economy, supply chains and international alliances.

Dr Al Ansari added that security and stability could no longer be achieved by individual states acting alone, but instead required collective cooperation and broader international coordination.

Concluding his remarks, he highlighted the growing interconnectedness between nations and the political, economic and security impact of current crises, calling for a shared vision to confront rapidly evolving regional and international challenges.

Scheduled for October 12–16 in Cape Town, AEW 2026 comes as Rhino Resources accelerates exploration activity across Namibia’s Orange Basin while broadening its footprint into South Africa’s Karoo Basin. La société énergétique intégrée nigériane Levene Energy s’est associée à la conférence et au salon African Energy Week (AEW) en tant que sponsor Gold, renforçant ainsi sa position de plateforme énergétique panafricaine émergente axée sur l’expansion des infrastructures, l’accès à l’énergie et la diversification à long terme des marchés.

Se déroulant du 12 au 16 octobre au Cap, l’AEW 2026 intervient alors que Levene Energy accélère sa transition d’un développeur axé sur les projets vers un investisseur à long terme dans les infrastructures énergétiques, avec des intérêts couvrant les segments en amont, en milieu de chaîne, en aval et des énergies renouvelables.

Une étape clé de cette stratégie a été franchie en janvier 2026 lorsque la société a obtenu une facilité de crédit de 64 millions de dollars auprès de la Banque africaine d’import-export pour acquérir une participation de 30 % dans Axxela Limited. A realizar-se de 12 a 16 de outubro na Cidade do Cabo, a AEW 2026 surge num momento em que a Levene Energy acelera a sua transição de promotora focada em projetos para investidora de infraestruturas energéticas a longo prazo, com interesses que abrangem os segmentos a montante, a meio e a jusante, bem como as energias renováveis.

Um marco fundamental desta estratégia foi alcançado em janeiro de 2026, quando a empresa obteve um financiamento de 64 milhões de dólares do Banco Africano de Exportação e Importação para adquirir uma participação de 30% na Axxela Limited. A transação marca a entrada da empresa no setor regulado de infraestruturas de gás da Nigéria, reforçando a sua posição no processamento, distribuição e fornecimento de energia industrial de gás.

O investimento está também em sintonia com a iniciativa «Década do Gás» da Nigéria, que visa rentabilizar as reservas estimadas de gás do país, no valor de 600 biliões de pés cúbicos, ao mesmo tempo que expande o acesso à energia, apoia a industrialização e melhora o acesso a soluções de cozinha mais limpas em todo o país.

Para além da infraestrutura de gás, a Levene Energy continua a reforçar o seu portfólio a montante. A empresa detém participações em múltiplos ativos de produção e exploração na Guiné Equatorial, incluindo os Blocos EG-03, EG-04, EG-19 e o Bloco P, a par de ativos de betume na Nigéria. Esta presença a montante apoia uma estratégia mais ampla para aumentar o desenvolvimento e o fornecimento de recursos, em resposta à crescente procura regional de hidrocarbonetos.

Ao mesmo tempo, a empresa está a avançar no seu negócio de energias renováveis como parte de uma estratégia de mix energético diversificado. Através da sua subsidiária LPV Technologies, a Levene Energy opera uma unidade de fabrico de painéis solares de 200 MW em Lagos, apoiando tanto iniciativas de eletrificação rural como a adoção comercial e industrial da energia solar. O foco em soluções de energia distribuída e no fabrico local reflete a crescente ênfase da Levene Energy no acesso à energia, na resiliência da rede e na criação de valor local.
