Lesufi outlines progress made on provincial action plan

Gauteng Premier Panyaza Lesufi has delivered a comprehensive update highlighting the province’s key milestones in combatting crime, healthcare, finance and infrastructure development.

Lesufi addressed a media briefing on Wednesday morning on the provincial government’s programme of action, pointing to a measured 3.0% decline in contact crimes during the first quarter of the 2026/27 financial year.

However, the crime stats release comes as the province was rocked by the discovery of the bodies of eight women in separate incidents across Ekurhuleni.

“This is a heartbreaking and deeply disturbing development that has shocked the province and reminded us of the devastating human cost of violence against women.

“Every woman has the right to live free from fear, violence and harm, and the loss of these lives is a tragedy for their families, loved ones and communities.

“We reaffirm our commitment to supporting law enforcement agencies as they work tirelessly to investigate these incidents, bring those responsible to justice and ensure that the full might of the law is brought to bear against perpetrators of such heinous crimes,” Lesufi said.

Healthcare

Lesufi reported that since June 2026, the roll-out of the bi-annual HIV-prevention injection, Lenacapavir, has seen major traction across 133 health facilities spanning five districts.

“The injection is given twice a year and can reduce the risk of HIV acquisition when used alongside safer-sex practices.

“Between June and August this year, the Department of Health recorded 24 390 new Lenacapavir initiations, ensuring that initiates are protected against HIV for six months,” he noted.

The state purse

Financial governance and consequence management remain top priorities for the provincial administration.

Lesufi confirmed that lifestyle audits targeting Supply Chain Management and Finance officials are well underway.

“The audits are presently underway, with a total of 3671 officials having submitted their lifestyle audit forms. The reports for the Office of the Premier and Gauteng COGTA [Cooperative Governance and Traditional Affairs] have been finalised.

“I have requested that the SIU [Special Investigating Unit] conduct a comprehensive forensic investigation into the lifestyles of 14 officials from the Office of the Premier [eight officials rated as high risk and six as medium risk] and six officials from Gauteng COGTA [two officials rated as high risk and four as medium risk].

“In total, 20 officials from both OOP [Office of the Premier] and Gauteng COGTA have been referred for further investigation,” the Premier said.

Accountability measures also extended to the long-standing Kopanong Precinct project.

Following a finalised forensic investigation into lease agreements that left state-owned buildings vacant while private properties were rented, the province uncovered irregular expenditure totalling some R558 million.

“[A] forensic investigation has now been concluded, and its findings reveal significant shortcomings in the management of these lease agreements.

“These include the absence of proper procurement or approved deviation processes, weak contract management practices such as automatic lease renewals and repeated month-to-month extensions, and non-compliance with the required approval processes for contract extensions and month-to-month agreements.

“I have noted the findings of the report and will ensure that all its recommendations are implemented as a matter of priority. We remain committed to strengthening governance, improving accountability, and ensuring that public resources are managed efficiently and in the best interests of the people of Gauteng,” Lesufi said.

Addressing infrastructural upgrades, the Premier confirmed that negotiations for a new Gautrain concessionaire have successfully concluded.

“National Treasury has granted all the necessary approvals for the project to reach financial close. This will allow the new concessionaire to start operations on 28 September 2026.

“This is a very exciting phase for the province. New investments in the Gautrain will enable expanded operating hours, expanded taxi routes for feeder services, upgrades to infrastructure at various stations, additional new trainsets, and the introduction of renewable energy.”

Lesufi acknowledged that while challenges remain, the province is actively tackling these issues through coordinated efforts and “strict accountability measures”.

“Challenges remain, including some water supply problems, ongoing public violence, and the rapid growth of informal settlements. The province is actively tackling these issues through efforts like Operation Shanela, digital monitoring tools, and the completion of targeted schools.

“This progress is further supported by strict accountability measures. These include widespread lifestyle audits, forensic investigations such as the Kopanong Precinct inquiry, and reforms in financial management,” Lesufi concluded. – SAnews.gov.za

MEC Diale-Tlabela opens upgraded R568 Road in Bronkhorstspruit

Gauteng MEC for Roads and Transport, Kedibone Diale-Tlabela, has officially opened the upgraded R568 Road in Bronkhorstspruit, Tshwane, marking the completion of a major road infrastructure project to improve mobility, road safety and connectivity.

The R568 road serves as an important transport link between the N4 and D670 intersections in Bronkhorstspruit.

As a rural major arterial road, it facilitates mobility over long distances and is used mainly by light vehicles and medium-sized trucks.

“The official opening of the R568 Road is an important milestone for the people of Bronkhorstspruit and surrounding communities. This is more than a road project; it is an investment in safer mobility, improved access and the economic potential of this region,” the MEC said Wednesday.

Project scope covered rehabilitation and upgrading of over eight kilometres, construction of surfaced shoulders, upgrading of key intersections, installation of road signs and markings.

It also included the rehabilitation of drainage infrastructure, installation of culverts, concrete side drains, channelling and stormwater management structures.

Diale-Tlabela said the upgraded route will strengthen the link between communities and economic activity in the region.

“A reliable road network is the backbone of a functioning local economy. The R568 connects farmers to markets, businesses to supply chains and communities to opportunities.

“By improving this corridor, we are creating better conditions for economic activity, supporting the movement of goods and strengthening the foundation for investment and job creation in Bronkhorstspruit and surrounding areas,” the MEC said.

Furthermore, the upgraded road is expected to provide improved travelling conditions for residents, commuters, public transport operators, freight companies and other road users.

MEC Diale-Tlabela added that the Department will continue to give priority to infrastructure that impacts and delivers tangible benefits to communities.

“The opening of the R568 Road reflects our commitment to ensuring that infrastructure investment translates into real improvements in people’s daily lives. We will continue working to build and maintain a road network that supports safer mobility and better access across Gauteng,” she said. –SAnews.gov.za

East African Community (EAC) and United Nations (UN) Agencies to Establish Structured Partnership Framework for Regional Development

Source: APO – Report:

.

The East African Community (EAC) and four United Nations agencies have committed to establish a structured partnership framework that will anchor coordination and joint action on regional health and development priorities.

The proposed framework will provide a coordinated mechanism for supporting regional priorities and translating them into action that improves the lives of East Africans.

The framework was discussed during a high-level meeting between the Joint United Nations Programme on HIV/AIDS (UNAIDS), the United Nations Population Fund (UNFPA), the United Nations Children’s Fund (UNICEF) and the World Health Organization (WHO) and the EAC Secretary General, Amb. Stephen P. Mbundi, at the EAC Headquarters in Arusha, Tanzania.

The delegation was led by Ms. Lydia Zigomo, UNFPA Regional Director for Eastern and Southern Africa, and comprised Dr Mohamed Yakub Janabi, WHO Regional Director for Africa; Ms. Etleva Kadilli, UNICEF Regional Director for Eastern and Southern Africa; and Ms. Medhin Tsehaiu, UNAIDS Deputy Regional Director for Eastern and Southern Africa.

Welcoming the delegation, Amb. Mbundi expressed appreciation for the longstanding collaboration between the EAC Organs and Institutions and the UN agencies. The Secretary General welcomed the proposed framework, noting that it would help consolidate existing areas of collaboration, strengthen regional coordination and support more coherent action on priorities affecting the lives and livelihoods of East Africans.

Amb. Mbundi emphasised the importance of formalising the framework through a Memorandum of Understanding (MoU) to define the areas of cooperation and provide a clear basis for implementation. He called on the EAC and the UN agencies to fast-track the development of the framework, with the process to be completed within the next three months.

The Secretary General further underscored the importance of strengthening public awareness of the EAC integration process and demonstrating its practical contribution to improving the lives and livelihoods of citizens across the region.

The discussions highlighted health and human capital development as important areas for strengthened regional action. The meeting noted that sustained investment in Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH), HIV, gender, adolescents and youth, and Universal Health Coverage (UHC) is critical to human capital development and to harnessing the demographic potential of East Africa’s youthful population. It also underscored the importance of sustainable financing and supportive legal and policy environments in improving health outcomes and advancing inclusive development.

The four UN agencies reaffirmed their commitment to working with the EAC and Partner States to protect and build on progress made in RMNCAH, HIV, UHC, gender, and adolescent and youth health across the region.

The EAC and the four UN agencies have previously collaborated to strengthen regional coordination in these areas, including through regional forums on RMNCAH, HIV and health data management, as well as the development of regional minimum standards for integrated RMNCAH and HIV services.

The partnership framework will provide a more coordinated platform for the EAC, UN agencies and Partner States to align efforts, strengthen regional capacities and translate regional priorities into practical interventions that improve the health and wellbeing of East Africans.

Uganda: Members of Parliament (MPs), Minister Engola Ponder How to solve Karamoja’s Hunger Cycle

Source: APO – Report:

.

Members of Parliament and Minister for Relief, Disaster Preparedness and Refugees Sam Engola have questioned how Uganda can break Karamoja’s recurring hunger cycle, with calls for a shift from emergency food distribution to irrigation, commercial agriculture, water infrastructure and other long-term interventions.

Appearing before Parliament’s Presidential Affairs Committee on Wednesday, 16 September 2026, Engola said the current food intervention was necessary to save lives but could not provide a lasting solution to a problem that has persisted for about 40 years.

“The problem of Karamoja, which is 40 years, is very easy to finish, but there is no sitting where people sit and plan for Karamoja,” Engola told the committee.

He said government had secured Shs45 billion from the Consolidated Fund for the emergency food response after he presented a 16-page Cabinet memorandum, adding that there was still a balance after food had been supplied to all districts in Karamoja.

The Minister said his long-term ideas include building silos, expanding irrigation and improving water infrastructure, arguing that Karamoja’s population could produce food if the necessary infrastructure was provided.

Engola also pointed to mini-irrigation projects started by the World Food Programme, saying government was working with the new Minister for Karamoja Affairs and the State Minister to develop longer-term solutions.

Committee Chairperson, Hon. Martin Ojara Mapenduzi, had earlier challenged the Office of the Prime Minister to explain its long-term strategy, given that Karamoja repeatedly faces severe drought and hunger.

“Every year Karamoja faces severe hunger as a result of prolonged drought,” Mapenduzi said, asking how long government would continue mobilising resources to feed the region when interventions such as water technologies and irrigation could address the underlying causes.

Bushenyi District Woman Representative, Hon. Annet Katusiime, similarly pressed for a deliberate programme to move Karamoja towards food production, while Dodoth East County MP, Peter Pex Paak, questioned how long government would continue feeding the region.

“For 40 years, you have been feeding Karamoja. You want to feed Karamoja for another 40 years? … Why don’t we have permanent solutions? A ministry for disaster must be having plans to prevent certain things,” he said.

Manafwa District Woman Representative Hon. Rose Mutonyi also called for a deliberate agricultural strategy.

Responding to the concerns, Assistant Commissioner for Disaster Preparedness Catherine Ahimbisibwe said the long-term solution was being developed under the Karamoja Development Plan, prepared by the Ministry for Karamoja Affairs together with the National Planning Authority.

She said the plan includes a shift from subsistence to commercial agriculture, irrigation, large-scale water infrastructure and environmental conservation.

Ahimbisibwe said the immediate relief operation had reached all nine Karamoja districts, 102 sub-counties, 480 parishes and 313,987 households, with 9,419,610 kilogrammes of maize flour and beans distributed. Each household received 20kg of maize flour and 10kg of beans.

However, she said poor roads, vehicle breakdowns, inadequate storage and discrepancies between households found on the ground and the 2024 census figures had left some vulnerable households out.

The Office of the Prime Minister also told the committee it needs additional trucks to strengthen disaster response. Principal Disaster Management Officer Cyprian Dhikusooka said the ministry wants a minimum fleet of 10 trucks, with each estimated to cost between Shs800 million and Shs1 billion.

“We need extra six trucks,” Dhikusooka said.

Mapenduzi directed the ministry to submit detailed documentation on the emergency response, including the El Niño plan, its budget implications, households relocated, Shs10 million payments and land acquired.

Lesotho Government Announced the Partial Lifting of the Import Ban on Livestock and Livestock Products Originating From Approved Abbatoirs in South Africa

Source: APO – Report:

.

The Ministry of Agriculture, Food Security and Nutrition through Competent Veterinary Authority lifted the suspension on the importation of specified livestock and livestock products from the Republic of South Africa (RSA) with immediate effect.

This is according to the department of livestock services circular No. 5 of 2026 shared by the Minister of Agriculture, Food Security and Nutrition Mr. Selibe Mochoboroane on his Facebook page.

The circular indicates that the uplift is subject to the sanitary requirements prescribed in the relevant veterinary import permits which states that the importation of red meat and pork from RSA may resume only where the products originate from abattoirs approved by the South African Component Veterinary Authority (SACVA) for export and specifically approved or recognised by the Lesotho Veterinary Authority (LVA).

It adds that the importation of live cloven-hoofed animals from RSA may resume only where such animals originate from Foot and Mouth Disease (FMD) compartments approved by SACVA and recognised or approved by the LVA for export to Lesotho.

However, it indicates that the importation of commodities such as feet, heads and viscera, including offals from RSA shall remain prohibited until further notice.

It further indicates that illegal importation, misrepresentation of consignments, importation from unapproved establishment or compartments, and failure to comply with the prescribed veterinary requirements constitute offence under the Stock Disease Proclamation No. 10 of 1896 and Importation and Exportation Act of 1952 as amended in 1984.

It therefore emphasised that non-compliant consignments may be refused entry, detained, returned, seized, destroyed or otherwise dealt with in accordance with the applicable laws and veterinary requirements and offenders may also be subject to prosecution.

The government of Lesotho imposed restriction on the importation of livestock and livestock products from RSA with reference to the Ministry’s Circular No. 3 of 2025, following the incursion of FMD in that country.

Uganda–Vietnam Relations Enter a New Chapter of Strategic Economic Cooperation

Source: APO – Report:

Uganda and Vietnam strengthened their longstanding bilateral relationship through economic diplomacy when the Pearl of Africa Business Forum – Vietnam Chapter brought together more than 300 government officials, business leaders, investors, researchers and development partners in Hanoi. The forum provided a platform to translate Uganda–Vietnam political relations into practical cooperation in trade, investment, agriculture, agro-processing, ICT, tourism, energy, minerals, oil and gas, and manufacturing.

Forum figures indicated that bilateral trade had risen from US$28.6 million in 2024 to US$53.4 million in 2025, while broader annual trade figures presented during the engagement put total trade at approximately US$95.47 million, comprising US$49.85 million in Ugandan exports to Vietnam and US$45.62 million in imports. The figures underscored growing commercial links while also highlighting the considerable space for further expansion. Vietnamese investment in Uganda was estimated at approximately US$40 million, with projects including Ba Dinh JSC’s US$35 million gold exploration investment and ATAD Steel’s construction-related investment of about US$500,000, alongside other Vietnamese business interests already operating in Uganda.

H.E. Le Anh Tuan the Vietnam’s Deputy Minister of Foreign Affairs, observed that the economic relationship had not yet reached its full potential and called on both countries to leverage their strong political ties for substantive economic cooperation. He emphasised Vietnam’s interest in building an “equal, trustworthy, sharing, and mutually beneficial partnership” with Uganda. For Uganda, the engagement formed part of the country’s broader Economic and Commercial Diplomacy agenda, seeking to attract investment, promote value addition, expand exports and position Uganda as a gateway to the wider East African and African Continental Free Trade Area markets.

Hon. Frank Tumwebaze, Minister of Agriculture, Animal Industry and Fisheries, emphasised that Uganda’s engagement with Vietnam was intended to move beyond dialogue towards practical partnerships, technology transfer and shared prosperity. He stressed that signed agreements would ultimately be measured by their impact on producers and businesses, noting that an MOU would have little meaning if it did not translate into better opportunities and returns for farmers. A significant outcome was the signing of a Collaboration Agreement on Coffee Value Chain Development, providing a framework for cooperation in one of Uganda’s most important export sectors. Discussions also advanced opportunities in agricultural mechanisation, agro-processing, livestock, fisheries, cold-chain systems, research and technology adaptation.

Uganda and Vietnam further identified ICT cooperation as an emerging frontier, with both sides agreeing to develop two practical pilot proposals within 90 days, including areas such as digital payments, agricultural traceability and business-process outsourcing. H.E. Betty Oyella Bigombe, Uganda’s High Commissioner to Thailand presented Uganda as an investment destination and regional gateway, encouraging Vietnamese enterprises to “invest in Uganda, produce in Uganda and use Uganda as a gateway to Africa.” She highlighted opportunities arising from Uganda’s young population, natural resources, agricultural potential and access to regional markets.

The business community also called for sustained engagement beyond the forum. Mr. Nguyen Quang Vinh, Vice Chairman of the Vietnam Chamber of Commerce and Industry (VCCI), described the gathering as an opportunity not merely to exchange information but to facilitate business matching, identify concrete areas of cooperation and establish partnerships capable of generating tangible results. Tourism and cultural diplomacy formed another dimension of the engagement. Uganda Tourism Board CEO Juliana Kaggwa positioned Uganda through the message “Explore Uganda,” highlighting the country’s wildlife, mountain gorillas, the Nile, the Rwenzori Mountains, adventure tourism and rich biodiversity. The forum therefore represented more than a business gathering. It demonstrated how public diplomacy, economic diplomacy and private-sector engagement could work together to convert political goodwill into investment, technology partnerships, jobs, exports and value addition.

With the coffee collaboration agreement signed, ICT pilots identified, business-to-business linkages strengthened and further investment opportunities placed on the table, the Hanoi engagement marked another step in Uganda’s efforts to build a more productive, diversified and commercially meaningful partnership with Vietnam. For Uganda and Vietnam, the message from Hanoi was clear: the next chapter of bilateral relations would be measured not only by the strength of diplomatic ties, but by the partnerships, investments and opportunities those ties created.
