South Africa: Entrepreneurship an Essential Catalyst for Job Creation – Deputy Minister Godlimpi

Source: APO – Report:

.

The Deputy Minister of Trade, Industry and Competition, Mr Zuko Godlimpi says enterprise development has to be a central part of the employment agenda in South Africa.

He insists that his department wants to ensure the development of enterprises that can progressively improve their productive capacity, participate in value chains, enter new markets, become sustainable competitors and create jobs.

He was speaking at the launch the of the R1 billion fund of the Unemployment Insurance Fund (UIF) and National Empowerment Fund in Fourways, Johannesburg.  This fund is made up of contributions of R500 million from each agency and is aimed at directly stimulating enterprise growth to create 30 000 jobs.

The UIF is an agency of the Department of Employment and Labour (DEL), and the NEF, an agency of the Department of Trade, Industry and Competition (the dtic)

Godlimpi said the scale of unemployment in the country requires greater coordination between institutions responsible for employment, skills development, enterprise finance, industrial development and economic infrastructure.

“This fund has been structured to connect enterprise support directly with employment outcomes. It combines financial support with business development, skills development, mentorship, technical assistance and other interventions intended to strengthen enterprises and improve their ability to sustain employment. This is particularly relevant to young people. Sustainable youth employment cannot rely only on placing young people into existing vacancies. South Africa must also expand the number of enterprises capable of creating those opportunities,” he said.

He added that this partnership provides an opportunity to demonstrate that institutions with different mandates can combine their resources and capabilities around a shared objective.

“The UIF has a labour activation and employment mandate while the NEF brings enterprise-finance capability. the dtic and its wider family of institutions have industrial development, investment, trade and enterprise-development instruments. Other departments and entities hold complementary resources relating to skills, infrastructure and sector development.

This is also why the matching and leveraging approach being taken through the programme is important,” he emphasised.

President Museveni Commissions Mbale Zoo, Urges Ugandans to Tap Into Global Tourism Market

Source: APO

The President made the remarks today while presiding over the national celebrations to mark World Tourism Day 2026 at Mbale Secondary School Grounds in Mbale City, held under the theme “Digital Agenda and Artificial Intelligence to Redesign Tourism.”

President Museveni said tourism is among the lucrative service industries, particularly for households with limited land for commercial agriculture, and encouraged communities to position themselves to benefit from the sector’s wide economic multiplier effect.

He contrasted the size of the global tourism industry with the coffee market, saying tourism presents economic opportunities on a much larger scale because it supports a broad chain of activities, including accommodation, transport, food, entertainment, guiding, cultural enterprises and other services.

The President also commissioned the Mbale Wildlife Conservation Education Centre, commonly known as Mbale Zoo, established by the Uganda Wildlife Authority (UWA) to promote wildlife conservation education and tourism in the Elgon Sub-region.

He commended UWA for establishing the regional facility, saying it would contribute to raising awareness about wildlife conservation while creating another tourism attraction for residents and visitors to the region.

President Museveni further urged residents of the Elgon Sub-region to take advantage of the country’s four broad wealth-creation sectors—commercial agriculture, manufacturing and artisanship, services, and Information and Communication Technology (ICT)—to improve household incomes.

He said Uganda’s socioeconomic transformation depends on households participating in productive economic activities rather than relying solely on subsistence production.

President Museveni also unveiled a Tourism Conservation Strategy for the Elgon Sub-region, with emphasis on protecting forests and wetlands from encroachment and degradation.

He warned that environmental destruction threatens Uganda’s tourism industry because forests, wetlands, wildlife habitats and other ecosystems form an important foundation for the country’s natural attractions.

The President called for stronger conservation measures, particularly in the Elgon region, noting that changes in weather and temperatures demonstrate the importance of protecting the environment.

He observed that temperatures in the region have changed significantly compared with conditions experienced in the 1960s and called for greater utilisation of Uganda’s geographical advantages, including its latitude and altitude, while safeguarding the ecosystems that sustain them.

President Museveni described wetland encroachers and people involved in deforestation as enemies of Uganda’s tourism development, warning that environmental degradation could undermine the country’s tourism potential.

The President also reaffirmed the Government’s commitment to developing last-mile infrastructure to tourism sites across the Elgon Sub-region and the rest of the country.

He said Uganda had made significant progress in establishing the basic conditions necessary for tourism growth, including peace, security, road connectivity and other supporting infrastructure.

The next priority, he said, should be extending roads, electricity, water, communication networks and other essential services to tourism attractions to make them more accessible and unlock their economic potential.

He said communities surrounding tourism sites should be positioned to benefit from increased visitor numbers through enterprises and services along the tourism value chain.

Bugisu Anthem for East African Federation:

During the celebrations, President Museveni also proposed that the Bugisu Anthem be considered as a possible anthem for the proposed East African Federation if the region’s long-term political integration aspirations are realised.

He praised the anthem’s lyrics and melody, highlighting its cultural significance to the people of Bugisu.

Tourism goes digital:

The Minister of Tourism, Wildlife and Antiquities, Col. (Rtd) Tom Butime, said the Government is increasingly embracing digital technologies and Artificial Intelligence (AI) as part of efforts to promote domestic and international tourism.

Hon. Butime said AI and other smart technologies could transform how Uganda markets and showcases its tourism destinations while making information about attractions more readily accessible to domestic and international visitors.

The minister said the 2026 World Tourism Day theme provides an opportunity for Uganda to examine how emerging technologies can improve the tourism experience, including through digital booking platforms, smart park gates and AI-supported safari planning.

He said the adoption of such technologies would improve efficiency, accessibility and the overall experience of tourists visiting Uganda.

Hon. Butime described Mbale and the wider Elgon Sub-region as areas with distinctive tourism products, citing the region’s spectacular scenery, Mount Elgon landscape, cuisine, cultural heritage and the hospitality of its people.

He said promoting local tourism products would encourage more Ugandans to explore and appreciate the country’s natural, cultural and culinary heritage while creating employment and business opportunities for communities.

However, the minister identified several bottlenecks that continue to constrain the growth of tourism in the region.

These include limited investment and access to capital for developing tourism facilities and services, as well as visa-related challenges affecting some international visitors.

Hon. Butime said addressing these constraints, alongside improving tourism infrastructure, investment and accessibility, would be critical to unlocking the Elgon Sub-region’s tourism potential and increasing its contribution to local economic development.

Netherlands eyes tourism investment opportunities:

The Ambassador of the Kingdom of the Netherlands to Uganda, H.E. Angèle Samura, highlighted emerging opportunities for increased tourism investment and cooperation between Uganda and European partners, particularly in the hospitality sector.

Ambassador Samura said areas of potential cooperation include human-capital development and skills training, sustainable hospitality practices, and the adoption of Artificial Intelligence and other digital technologies to improve tourism services and enhance visitor experiences.

She said Uganda is increasingly attracting European tourists, citing figures showing that tourist arrivals from Europe increased from about 38,000 in 2024 to approximately 150,000 in 2025.

Ambassador Samura described Uganda as a destination with a broad tourism offering, including its rich natural environment, wildlife, wellness experiences, food and culinary culture and diverse cultural attractions.

She said these products provide opportunities for Uganda to attract more international visitors while creating space for stronger collaboration between Ugandan and European tourism stakeholders.

She further stressed the need for continued improvements across Uganda’s tourism ecosystem to ensure that growing visitor numbers translate into greater benefits for communities and businesses.

Mbale City Mayor Joyce Matuka Kidulu highlighted the potential of digital tourism in positioning Mbale as a strategic tourism destination and a gateway to East Africa from Uganda’s eastern region.

Mayor Kidulu said the adoption of digital technologies can strengthen the visibility of Mbale’s tourism attractions, improve access to information and help connect the city and the wider Bugisu region to domestic and international visitors.

She also outlined a number of major projects in the pipeline for the Bugisu Sub-region, including the proposed Regional University of Science and Technology and a stadium, among other developments expected to support the region’s growth and contribute to its tourism and economic potential.

Mayor Kidulu also commended President Museveni for what she described as Uganda’s transformative development journey, particularly Government efforts towards women’s emancipation and increased participation of women in national leadership and economic development.

She said the progress made in empowering women has created greater opportunities for their participation in public affairs, business and other areas of national development.

The World Tourism Day celebrations brought together Government officials, tourism sector players, local leaders, cultural leaders, development partners and other stakeholders to showcase Uganda’s tourism potential and discuss ways of leveraging technology, investment and innovation to grow the industry.

New register to track action against water polluters

New register to track action against water polluters

South Africans will soon be able to see which municipalities, companies and other entities have faced formal enforcement action for polluting the country’s water resources.

The Department of Water and Sanitation will launch its National Pollution Register on Thursday, 1 October 2026, which will give the public access to information on entities that have been issued with directives, convicted of pollution-related offences, or ordered by courts to pay damages arising from water pollution.

Deputy Minister of Water and Sanitation Dr Jack Bloom will ahead of the launch visit two sites that demonstrate how pollution upstream can have consequences for the water available to communities downstream.

“The first stop will be the Hartebeestfontein Wastewater Treatment Works, which was issued a DWS directive in August 2025 in relation to pollution. Wastewater from the area ultimately flows downstream towards Rietvlei Dam.

“The delegation will then visit the Rietvlei Water Treatment Plant. Rietvlei Dam is a source of raw water for the plant, but deteriorating raw-water quality has affected the City’s ability to use the dam as a drinking-water source,” the department said.

The oversight visits will be followed by the official launch of the National Pollution Register, including a demonstration of how the public can use it. – SAnews.gov.za

UIF, NEF launch R1bn fund to support Black businesses and jobs

Source: Government of South Africa

UIF, NEF launch R1bn fund to support Black businesses and jobs

The Department of Employment and Labour, together with Trade, Industry and Competition (DTIC), through the Unemployment Insurance Fund (UIF) and the National Empowerment Fund (NEF), have launched a R1 billion fund to provide seed capital and financial support to black-owned and black-managed businesses.

Launched by Employment and Labour Minister Nomakhosazana Meth in Johannesburg on Friday, the UIF-NEF partnership will expand access to finance for qualifying businesses while providing support aimed at promoting enterprise sustainability,  creation and retention of jobs.

The UIF and NEF will each contribute R500 million to the fund.

Speaking at the launch, Meth said the department is investing in the people who build businesses, take risks, serve customers and create work in the communities.

“We are also recognising a central lesson of South Africa’s development strategy: if we want employment at scale, we must enable small businesses to start, survive and grow,” Meth said.

She said creating employment at scale requires greater support for small businesses to start, survive and grow.

Meth said the strength of the partnership lay in bringing together the respective capabilities of the UIF and NEF.

“The UIF brings its employment and labour activation mandate. The NEF brings its enterprise finance and development capability. By joining those strengths, they can support businesses with the potential to grow and employ more people,” she said.

The UIF provides short-term financial relief to workers who become unemployed or are unable to work because of maternity, adoption, parental leave or illness, as well as relief to the dependants of deceased contributors.

The NEF promotes Black economic participation by providing financial and non-financial support to Black-owned and managed businesses.

The partnership will combine public resources with the NEF’s development-finance expertise to support qualifying enterprises with growth potential.

It is also aligned with the UIF’s broader Labour Activation Programme (LAP) framework, which focuses on interventions and partnerships that promote employment creation, skills development, entrepreneurship and economic participation.

Meth said the department is repositioning the LAP around three interconnected pillars, including skills development based on real demand; workplace experience and placements; and enterprise support to enable Micro, Small, and Medium Enterprises (MSMEs) to create jobs.

“The programme is intended to recruit 200 000 unemployed people in 2026/27, as part of a commitment to reach 605 000 beneficiaries over the medium term,” she said.

LAP comprises interventions aimed at integrating or re-integrating unemployed people into the labour market. These include training for the unemployed, enterprise development, training layoff schemes and turnaround solutions.

The programme seeks to improve employability, promote entrepreneurship and help preserve jobs.

Launching the fund under the theme: “Investing in Enterprises. Advancing Employment. Driving Transformation”, Meth said its success will ultimately be measured by the businesses and jobs it helps create.

“The real test begins now: when an enterprise secures support, wins customers, expands production, and employs more South Africans. We must follow that journey and measure the result,” the Minister said.

Meth stressed that the economy needs faster growth, while established firms need to invest and expand, and more MSMEs need to become sustainable employers.

“More people need a practical route into the skills, experience and opportunities that a growing economy requires.”

DTIC Deputy Minister Zuko Godlimpi said the launch demonstrates the value of practical partnerships between government institutions in addressing unemployment and supporting enterprise development.

He said the unemployment rate, currently at 33.6%, requires greater coordination between institutions responsible for job creation, enterprise development, and infrastructure development.

Godlimpi said the joint fund will also help bridge the gap between enterprise development and skills training, by combining financial support with mentorship and technical assistance.

“The two institutions will be pulling together resources and capabilities. The UIF brings its job creation capability and NEF bring its enterprise development capability”.

Godlimpi added that the success of the fund will not only be measured by the financial performance of supported businesses but also build sustainable enterprises capable of growing and creating lasting employment.

“We want to see growth of enterprises that pull many people out of unemployment,” he said.  SAnews.gov.za

NTT reaffirms commitment to equality and protection of LGBTIQ rights

NTT reaffirms commitment to equality and protection of LGBTIQ rights

The National Task Team on Sexual Orientation, Gender Identity, Expression and Sex Characteristics (NTT on SOGIESC) has reaffirmed its mandate to advance equality, strengthen institutional responses and protect the rights of LGBTIQ+ persons.

The commitment was made during recent NTT’s Quarter 2 plenary meeting, co-chaired by Justice and Constitutional Development Deputy Minister Andries Nel and Civil Society Organisations’ (CSO) Co-Chairperson, Sibonelo Ncanana-Trower.

The plenary expressed deep concern about the continuing incidence of gender-based violence and femicide (GBVF), including the recent murders of women.

It noted the links between misogyny, violent discrimination, femicide and violence against lesbian, gay, bisexual, transgender, intersex and queer (LGBTIQ+) persons, stressing the need for an effective and coordinated criminal justice response.

This includes appropriate police visibility, thorough investigations and effective prosecution of perpetrators.

On legislation, Nel reported that the draft Regulations under the Prevention and Combating of Hate Crimes and Hate Speech Act, 2023, have been received by the Ministry and currently under consideration.

Once approved, the Regulations must, as provided for in the Act, be submitted to Parliament for approval 60 days before publication in the Government Gazette.

The finalisation of the Regulations is an important step towards bringing the Act into operation.

The Rapid Response Team (RRT) also tabled its Quarter 2 Case Register, which currently tracks 36 active priority hate-crime matters nationally.

Of these, 20 cases remain under police investigation with no arrests having been made, while 16 have been enrolled on court rolls. Murder accounts for 18 of the active matters, while seven involve rape.

The RRT also raised concern over cases involving kidnappings, robberies and extortion facilitated through dating applications, including cases linked to Grindr [dating app].

The meeting further noted a recent conviction in a murder case in KwaZakhele in the Eastern Cape, where the accused was sentenced to 13 years’ imprisonment.

To strengthen coordination with the police and assist in addressing delays in investigations, Nel welcomed the commitment by Deputy Minister of Police, Dr Polly Boshielo to participate in the work of the NTT.

The NTT encouraged victims and communities to promptly report hate-motivated violence to the South African Police Service (SAPS) and, where appropriate, bring cases to the attention of Provincial Task Teams (PTTs) or the NTT Secretariat.

“This will enable cases to be monitored and relevant support to be coordinated,” Nel said.

The plenary also noted progress in strengthening provincial structures, with the Secretariat having finalised procedures for PTTs to access earmarked funding and concluded provincial civil society co-chair election processes.

The NTT welcomed the participation of the Commission for the Promotion and Protection of the Rights of Cultural, Religious and Linguistic Communities (CRL Rights Commission) and the National Youth Development Agency (NYDA).

It also ratified the admission of three civil society organisations as NTT members, including Outright International, the South African Workplace Equality Index (SAWEI) and the MambaOnline Foundation.

The meeting further considered emerging continental and international campaigns opposing sexual and reproductive health rights, gender equality, and the rights of LGBTIQ+ persons.

It noted civil society mobilisation ahead of the scheduled Pan-African Conference on Family Values in May 2027 and reaffirmed the NTT’s commitment to defending, consolidating and advancing South Africa’s constitutional values of equality, dignity and freedom. – SAnews.gov.za
