En Ituri, les autorités et les groupes armés veulent consolider l’accord de paix signé en 2023


Baptisé « Aru 2 », ce nouveau dialogue lancé le 23 juin vise à prolonger le processus entamé en 2023 pour instaurer une paix durable en Ituri. Il réunit autorités, groupes armés, représentants communautaires et société civile.

Il y a deux ans, presque jour pour jour, une rencontre similaire organisée avec le soutien technique et financier de la MONUSCO avait abouti à la signature d’un protocole d’accord. Plusieurs groupes armés (CODECO, ZAIRE, FRPI, FPIC, TCHINI YA TUNA et MAPI) s’étaient engagés à cesser les hostilités et à œuvrer pour la paix, la sécurité et la cohésion dans la province.

Cet accord, bien qu’imparfait, a permis des avancées. Des déplacés ont regagné leurs localités, les marchés communautaires ont rouvert et le trafic routier entre Nizi et Mongbwalu, autrefois interrompu par les violences, a repris.

À Aru, les participants entendent désormais renforcer ces acquis. Pendant cinq jours, ils réexaminent les engagements pris en 2023. « Aru 1 a été un demi-succès. Tous les engagements n’ont pas été tenus, mais des progrès ont été réalisés », indique Firmin Kone Massagnou de la section des Affaires civiles de la MONUSCO.

Des attentes renouvelées

Les échanges portent sur la paix, la sécurité et la cohésion sociale. L’objectif est de formaliser un nouvel accord de cessation des hostilités. « Il faut aussi relancer les activités socio-économiques dans les zones touchées pour permettre le retour durable des déplacés », ajoute Firmin Kone Massagnou.

Pour sa part, Jean-Marie Ezadri, représentant de la société civile, appelle les leaders communautaires à convaincre les miliciens de déposer les armes et à intégrer le Programme de désarmement, démobilisation, relèvement communautaire et stabilisation (PDDRC-S). De son côté, Sarah Muderwa, de l’ONG Synergie des jeunes filles de l’Ituri, espère voir cesser les violences sexuelles à la faveur de ce nouvel engagement. Ce dialogue vise également le retour des autorités coutumières et administratives dans leurs entités respectives, condition essentielle pour rétablir la gouvernance locale.

Lors de l’ouverture, le général Antoine David Mushimba, commandant de la 32ᵉ région militaire, a appelé les jeunes armés à saisir la main tendue du chef de l’État pour restaurer la paix. La MONUSCO réaffirme son engagement à accompagner ce processus, aux côtés des institutions nationales, en appui à la protection des civils.

Des femmes unissent leurs voix pour réclamer le retour de la paix dans l’est de la République Démocratique du Congo (RDC)


Des femmes venues de plusieurs provinces du pays ont remis, le 23 juin à Kinshasa, une note de plaidoyer à la ministre des Affaires étrangères, Thérèse Kayikwamba Wagner, en faveur de la cessation des conflits dans l’est de la RDC. Ce document est le fruit d’un travail collectif mené par des membres d’associations féminines et d’organisations de défense des droits humains.

Il a été élaboré à l’issue de neuf rencontres organisées entre février et avril 2025 avec le soutien de la MONUSCO, d’ONU Femmes ainsi que d’autres agences, fonds et programmes des Nations Unies. Ces échanges ont permis d’identifier les défis majeurs auxquels sont confrontées les femmes et les communautés dans les zones en conflit et de formuler des recommandations concrètes et réalistes en faveur d’un retour à la paix dans l’est du pays, toujours en proie aux violences armées. « Des enfants souffrent sans avenir, des femmes sont violées sans justice. Les femmes veulent juste que la vie redevienne normale. Que cette note soit entendue et, surtout, qu’elle soit prise en compte », a déclaré Julienne Lusenge, qui a remis officiellement la note de plaidoyer à la ministre.

Reconnue pour son engagement en faveur des droits des femmes et contre les violences sexuelles, Madame Lusenge milite depuis de nombreuses années, notamment à travers son organisation Solidarité Féminine pour la Paix et le Développement Intégral, pour la paix et l’égalité entre les femmes et les hommes. Lors de la remise de la note, elle était accompagnée de plusieurs militantes et militants venus de Kinshasa, Goma, Bunia, Beni et Bukavu, tous engagés en faveur de la paix.

Un appel fort à l’action

La ministre Thérèse Kayikwamba Wagner a salué l’engagement de ces femmes, affirmant avoir été profondément touchée par leur démarche. « Les violences armées, les déplacements forcés, les violences sexuelles utilisées comme arme de guerre… tout cela constitue une atteinte grave à la dignité humaine et une entrave à notre développement commun. La voix des femmes, lorsqu’elle s’élève pour exiger la paix, mérite d’être écoutée avec attention, respect et diligence », a-t-elle déclaré.

Au sujet de la note de plaidoyer, la ministre a souligné qu’elle arrivait « à un moment crucial », affirmant qu’« elle est un appel à l’action, à la responsabilité et à la solidarité, tant nationale qu’internationale. Je vous assure que le ministère restera engagé à porter cette voix aux niveaux régional, continental et international ».

L’ensemble des intervenants, y compris les représentants d’ONU Femmes et d’autres institutions, ont salué cette initiative et exprimé un vœu partagé : voir la paix revenir en RDC. Mireille Laurier, cheffe de la section Genre de la MONUSCO, qui représentait la Représentante spéciale du Secrétaire général, a mis en avant la résilience des femmes congolaises : « Je tiens à saluer le courage, l’engagement et la résilience exceptionnelle de toutes les femmes congolaises qui, malgré l’adversité, poursuivent inlassablement leur combat quotidien pour un avenir meilleur. Leur capacité à se relever, même dans les contextes les plus difficiles, force le respect et mérite d’être pleinement reconnue et soutenue », a-t-elle déclaré.

dtic Hosts Policy Dialogue to Refine Strategy for Balanced Industrial Growth

Government’s commitment to collaborative policy-making and inclusive growth will come to the fore  at a Department of Trade, Industry and Competition policy dialogue.

The dialogue which is an extended Chief Executive Officers’ (CEOs) Forum, will be held to facilitate discussion on the draft Spatial Industrial Development Strategy (SIDS).

“The purpose of the session is to provide key stakeholders, including business leaders, policymakers, and development partners, an opportunity to interrogate and contribute to the shaping of the strategy before it is finalised,” said the Department of Trade, Industry and Competition (dtic).

Thursday’s session will take place at the Industrial Development Corporation (IDC) in Sandton and will be addressed by Deputy Minister Zuko Godlimpi.

The draft SIDS is a critical instrument in the dtic’s efforts to drive balanced industrial development, support regional economies, and strengthen the role of Special Economic Zones (SEZs) across the country.

“This CEOs Forum is not just a meeting of minds; it is a strategic platform to ensure our Spatial Industrial Development Strategy is responsive, inclusive and grounded in the lived realities of business and communities across the country.

“We want a framework that reflects the voice of industry and responds to regional economic disparities through practical and impactful interventions,” said the Deputy Minister.

The draft SIDS seeks to unlock growth by promoting geographically targeted industrial activity, enhancing infrastructure coordination, and improving the governance and management of SEZs and industrial parks. It will also aim to better align the work of all spheres of government and institutions responsible for regional economic development.

“Special Economic Zones remain one of the dtic’s flagship programmes to catalyse investment, create decent jobs and strengthen export competitiveness. As we refine this strategy, we must ensure that SEZs are positioned not just as isolated economic pockets, but as integrated drivers of regional and national transformation,” said Godlimpi.

The dtic expects the dialogue to yield valuable insights and practical recommendations that will enhance the impact and implementation of the strategy. The final strategy will serve as a roadmap for more coherent and spatially just industrial development across South Africa. – SAnews.gov.za

Cold front hits Eastern Cape

A cold front is expected to make landfall on Wednesday in the Eastern Cape, according to South African Weather Service (SAWS).

“Ahead of the frontal system, strong to gale force winds are expected over the interior of the Eastern Cape on Wednesday and Thursday, 26 June 2025,” SAWS said. 

As the cold front passes through the Eastern Cape on Thursday, the surface high pressure system will extend its ridge behind it, resulting in cold to very cold conditions in places across the province from Thursday to Friday. 

“Snowfalls of between 1 to 5 cm accumulation can be expected over the northern high-lying areas on Thursday. Very rough seas, with wave heights reaching 6m, and strong to gale force winds can also be expected in places along the Eastern Cape coast on Thursday into Friday,” the weather service said.

The SAWS has issued the following impact-based warnings:

  • A yellow level 2 warning (high likelihood of minor impacts) for damaging winds resulting in localised damage to settlements (formal and informal) and localised runaway fires in places over Chris Hani District Municipality (DM), Joe Gqabi DM, Sarah Baartman DM, Raymond Mhlaba LM and Amahlathi LM on Wednesday, 25 June, and over the coastal areas between Plettenberg Bay and East London Thursday, 26 June.
  • A yellow level 2 warning for damaging wind and waves resulting in difficulty in navigation of small vessels with a risk of taking in water and capsizing in the locality between Plettenberg Bay and East London.
  • A yellow level 1 warning for disruptive snow resulting in traffic disruptions due to icy roads, and isolated cases of loss of vulnerable livestock and crops over Senqu and Elundini Local Municipalities.
  • An intense cold front will be passing through the Eastern Cape on Thursday. The public and small stock farmers are advised that snow, cold to very cold and windy conditions as well as very rough seas can be expected in places over the province. – SAnews.gov.za

Promotion des filières agricoles d’exportation : La nouvelle campagne de plantation de palmier à huile lancée


La Secrétaire Générale du Ministère de l’Agriculture, de l’Élevage et de la Pêche, Madame Madeleine MORA LAFIA, a procédé au lancement officiel, le mardi 24 juin 2025 sur le site de la Coopérative d’Aménagement Rural (CAR) de Obèkè-Ouèrè à Adja-Ouèrè, de la campagne de plantation de palmier à huile, édition 2025. Une campagne qui est à sa 6ème édition et qui porte de grands défis. 

Sur le site de lancement de la campagne, il s’agit du renouvellement des vieilles plantations. À cet effet, il est prévu 12.870 plants sélectionnés à installer sur une superficie de 90 hectares. Au plan national, l’Agence Territoriale de Développement Agricole (ATDA 6), à travers le Programme national de développement de la filière palmier à huile, a mobilisé 1.180.649 plants sélectionnés à installer sur 8.250 hectares. Des plants sélectionnés produits par les pépiniéristes agréés, gage de bons rendements, a souligné le Directeur Général de l’ATDA 6, monsieur Abdoulaye Chabi ISSA CHABI, qui en recommande leurs utilisations à tous les planteurs. 

“La filière palmier à huile a été définitivement relancée avec l’élaboration du Programme National de Développement de la Filière Palmier à Huile, piloté par l’Agence Territoriale de Développement Agricole du Plateau, en collaboration avec les ATDA 4, 5, et 7, les Directions Départementales de l’Agriculture, de l’Élevage et de la Pêche, des pôles contributeurs et l’Institut National des Recherches Agricoles (INRAB) du Bénin à travers le Centre de Recherches Agricoles Plantes Pérennes (…). Le PAG 2021-2026, permettra de relever à coup sûr de grands défis qui incombent au développement de la filière afin qu’elle retrouve sa première place de culture industrielle d’exportation du pays. Ainsi, plusieurs initiatives visant à promouvoir la filière et à assainir le secteur sont en cours”, a mentionné Madeleine MORA LAFIA, Secrétaire Générale du MAEP. 

Ces trois dernières années, a souligné le représentant de la Coopérative, Monsieur Aminou LADOKE, près de 150 hectares de vielles plantations de palmier à huile sont abattues et sont replantées progressivement sur leur site. Ainsi, durant les campagnes 2022, 2023 et 2024, a-t-il poursuivi, près de 13.900 jeunes plants de palmier sélectionnés sont mis en terre, soit environ 97 hectares. Monsieur LADOKE a également remercié le Président TALON pour avoir sorti définitivement les CAR de leurs crises perpétuelles et aussi remettre la filière palmier à huile sur les rails. 

Pour sa part, Monsieur Arouna LAWANI, président de l’interprofession palmier à huile, a renchéri que le choix du site de lancement est fait à dessein, car préalablement, cette CAR était minée par les querelles et les crises et qu’il est heureux de savoir que la paix y est définitivement retrouvée, grâce au Président de la République.

Peace and God’s mercy, and blessings be upon you all.

Firstly, I would like to extend a warm welcome to my dear brother and friend, His Excellency Dr. Nawaf Salam, Prime Minister of the sisterly Lebanese Republic, on his visit to the State of Qatar.

I also wish to offer our sincere apologies to His Excellency for the disruption to air traffic last night. The delay was a necessary precaution to ensure his safety and the safety of all air travel. We understand he had just concluded a visit to our brothers in the Kingdom of Bahrain, and we regret any inconvenience caused.

The discussion session between the Prime Minister and I followed his meeting with His Highness the Amir. We reviewed the bilateral relations and avenues of cooperation between our two countries. Naturally, we also explored ways in which we can work together to support our brothers in Lebanon and help maintain stability there. One of the key topics we addressed was the energy sector—specifically, how we can jointly develop and rehabilitate Lebanon’s energy infrastructure. There were important discussions held between the energy ministers of both countries, and, God willing, this will be followed by a concrete action plan in the coming months, as we pledged to the Prime Minister. We also discussed the urgent need to provide energy support to Lebanon during the summer, and, God willing, this matter will be further addressed with the Qatar Fund for Development and QatarEnergy to deliver as much support as possible.

We also explored avenues for support and cooperation in transportation and air navigation. The Ministers of Transport of Qatar and of the sisterly Lebanese Republic held substantive talks on potential joint initiatives, including the reconstruction of infrastructure—particularly in areas damaged by the Israeli occupation forces.

We also took the opportunity to review regional developments and ongoing events. I must unequivocally condemn Israel’s violations of the ceasefire agreement and its continued breaches of our brotherly Lebanon’s sovereignty. Such actions are unacceptable and deserve the strongest possible denunciation. We call on the UN Security Council to fulfill its responsibilities and bring an end to these irresponsible measures in the region.

We also discussed regional developments more broadly, including progress in Lebanese–Syrian relations, for which we hope, God willing, a better future lies ahead. We noted the Prime Minister’s keen interest in deepening ties with sister Arab states, particularly neighboring countries such as Syria. The State of Qatar fully supports these endeavors.

Today, the region is facing challenges that we have not faced for a long time. Recently, the sovereignty of the State of Qatar was violated by an attack on Al Udeid Air Base carried out by the Islamic Revolutionary Guard Corps. We condemn this act in the strongest terms and denounce such behavior by a neighboring country with which Qatar has traditionally maintained good-neighborly, transparent relations. At the same time, Qatar remains committed to its policy of good neighborliness: from the outset, we have also condemned Israeli strikes against the Islamic Republic of Iran and the harm inflicted on the Iranian people. Ultimately, the Iranian people are our neighbors, and we wish them peace, growth, and development. However, any attack on the State of Qatar is unacceptable. Prior to this incident, Qatar undertook significant diplomatic efforts with regional and international partners to defuse tensions, but we were nonetheless taken by surprise by this assault on the base of a sister country.

I would like to commend the pivotal role of the armed forces under the leadership of His Highness the Amir, who remained fully informed and vigilant from the moment intelligence was received about a potential attack on bases hosting U.S. forces in the region until the threat was successfully repelled. In particular, the Qatari armed forces demonstrated exceptional bravery in defending against these attacks. As highlighted in yesterday’s press conference, thanks to God, the Qatari air defenses intercepted all incoming missiles except for one, which landed harmlessly in an open area.

I would also like to express my sincere gratitude to our sisterly and friendly countries for their solidarity with Qatar and their clear rejection of this aggression—especially our brothers in the Gulf Cooperation Council (GCC), who promptly stood by us and offered their support. Today, at the request of the Council Presidency, held by Kuwait, an emergency ministerial meeting will take place in Doha, God willing, and I will receive my fellow GCC foreign ministers to discuss this serious development in our region. I must take this opportunity to emphasize a few key points: foremost among them is the need to approach regional events with responsibility and wisdom. The recent reckless Israeli attacks on multiple countries in the region, including the Islamic Republic of Iran—alongside the aggression against us—demonstrate how such uncalculated actions only fuel instability and could have pushed the region into a far more dangerous situation.

Following the attack, the Armed Forces—under the directives of His Highness the Commander-in-Chief—carefully studied possible response scenarios. However, the State of Qatar has always prioritized diplomacy and wisdom, placing the greater good of the region above all else. The key message we aim to convey is that, thanks be to God, Qatar has demonstrated—through its capabilities and the strength of its Armed Forces—that it is fully capable of defending itself, its citizens, and its residents, united as one people. In the immediate aftermath of the attack, there were swift communications with His Highness the Amir, including a significant conversation with the President of the United States to discuss the situation, its consequences, and possible responses. This exchange opened the door to a complete ceasefire across all fronts. At the request of our American partners, Qatar contacted the Iranian side to assess their willingness to commit to such a ceasefire, which led to the announcement made by the U.S. President—a step we welcome. Despite some violations observed today, we remain hopeful that the ceasefire will hold and that efforts will return to a diplomatic path. We call on all parties to honor the agreement and urge both the American and Iranian sides to resume nuclear negotiations without delay. Qatar continues to advocate for a region free of nuclear weapons, achieved through a comprehensive agreement that ensures collective security, protects everyone’s interests, and respects Iran’s rights as our neighbor.

A short while ago, His Highness the Amir received a call from the President of Iran, during which the Iranian President expressed his regret over the incident, acknowledging that the State of Qatar was the target. We made it clear to him that Qatar, as a neighboring country, has always based its relationship with Iran on the principles of good neighborliness and did not expect such an action—especially in light of ongoing efforts to escalate the situation. While Qatar will continue to handle matters with wisdom and restraint, the violation of its sovereignty is entirely unacceptable. All necessary diplomatic and legal measures will be pursued in response. We sincerely hope the situation will be contained swiftly and that this difficult chapter be closed soon.

We must remember that the current developments in the region are a direct extension of the conflict in Gaza and the brutal aggression faced by our Palestinian brothers there. Since the beginning, the State of Qatar has worked tirelessly to prevent the escalation of this conflict and to halt the bombing of innocent civilians. In coordination with the Arab Republic of Egypt and the United States, Qatar continues its efforts to secure an immediate ceasefire in Gaza. Despite the region’s challenging circumstances, our efforts never ceased. Our aim remains clear: to end the war, lift the injustice inflicted upon the people of Gaza, and bring peace to the region. It is time for the international community to take a unified stand, to stop Israel’s irresponsible actions, and to end both the aggression in Gaza and the use of humanitarian aid as a means of political provocation.

I would like to extend my sincere thanks to everyone here, and especially to the Prime Minister for honoring us with his visit during this sensitive time. We deeply appreciate the difficult circumstances our brotherly country, Lebanon, is facing, and we sincerely wish them all the best and a brighter future, God willing.
