The Gambia: African Development Fund Approves $19.93 Million Grant to Tackle Fragility and Expand Opportunities for Rural Youth and Women

The Board of Directors of the African Development Bank Group (www.AfDB.org) has approved $19.93 million grant funding for the Resilience Building – Vulnerable Youth and Women Support Project, designed to improve access to basic social services for underserved communities in The Gambia.

The initiative seeks to address the root causes of poverty and irregular migration by creating sustainable livelihoods and tackling early signs of fragility and preventing structural drivers of conflict and instability in the targeted region. It forms part of the Bank’s scaled-up prevention agenda under the Prevention Envelope of the Transition Support Facility (TSF), which emphasizes early response to fragility risks and systematic drivers of conflict.

The Gambia faces severe economic challenges, with 53.4% of the population living below the poverty line. Poverty is particularly severe in rural areas, affecting 76 percent of residents, compared to 34 percent in urban areas. Youth unemployment stands at 38.6%, with women disproportionately impacted — 1.3 unemployed women for every unemployed man. These socio-economic disparities, coupled with limited access to services, are major push factors fuelling irregular migration and social instability.

Although the country has achieved robust electricity access nationwide, glaring regional inequalities persist. In areas such as Kuntaur and Janjanbureh, fewer than one in four people have access to electricity, compared to 95 percent in the capital. Additionally, one in four children suffers from malnutrition. By targeting these gaps, the project aims to renew the social contract and foster community resilience.

“This project represents our commitment to tackling the foundational causes of fragility, poverty, exclusion, and lack of opportunity, by investing in people and systems that build community resilience and hope,” said Dr. Joseph Ribeiro, African Development Bank Deputy Director General for West Africa, and Country Manager for The Gambia. “Through the TSF Prevention Envelope, we are acting early to prevent conflict and youth migration by fostering inclusive growth, gender equality, and institutional stability, while building foundations for sustainable livelihoods that will keep families and communities together.”

The project will directly create 1,500 jobs, enhance productivity for 5,000 existing positions, and provide annual skills training to 500 youth in high-demand sectors such as agriculture, engineering, ICT, and renewable energy. In addition, support will be extended to 500 women-led micro and small enterprises and 50 women’s cooperatives.

Key investments in health infrastructure will include rehabilitating four primary health facilities vulnerable regions, including Basse, Kuntaur, and Janjanbureh, where maternal mortality and child malnutrition rates exceed national averages. Enhanced nutrition surveillance systems will enable early detection for 22,000 children and facilitate treatment for 1,000 children requiring specialized care.

Food insecurity has surged, rising from 13.4 percent in 2021 to 29 percent in 2023, with peaks of 61 percent in areas such as Kuntaur. The project will address this crisis by promoting climate-smart agriculture and strengthening local values chains to improve food security and reduce vulnerability to climate shocks.

Financial inclusion is a core pillar of the intervention. With 77 percent of Gambian youth currently excluded from formal financial services, the project will establish dedicated credit lines and provide business development support to unlock entrepreneurship, particularly for women who face systemic barriers to accessing capital and markets.

The initiative also includes scaling up efforts to tackle gender-based violence and inequality, and capacity-building for government institutions to enhance data-driven policymaking and long-term monitoring of fragility trends.

 Civil society organisations, including the Association of Non-Governmental Organizations (TANGO), will be central to ensuring the project is inclusive, participatory, and aligned with national priorities.

President Ramaphosa to meet with Northern Cape Provincial Executive

President Cyril Ramaphosa will on Friday, 25 July 2025, lead an engagement between the National Executive and the Provincial Executive of the Northern Cape on catalytic projects to drive economic growth and service delivery.

The engagement will take place in Kimberley under the theme, “A Nation that Works for All”.

The visit will be the sixth engagement between the National Executive and Provinces following interactions between the President and the Provincial Governments of KwaZulu-Natal, Limpopo, Mpumalanga, Gauteng and Eastern Cape.

The President will meet with Provincial Government Executive Members, led by Northern Cape Premier, Dr Zamani Saul, as well as Executive Mayors from the five district municipalities in the Northern Cape.

President Ramaphosa will be accompanied by Ministers, Deputy Ministers and senior Government officials. 

The President’s engagement is aligned to the commitment made during the 2024 Budget Speech to collaborate closely with provincial and local governments to improve the lives of citizens and broaden economic opportunities.

The Provincial Executive will present to the President its five-year program in alignment with the priorities of the 7th Administration and in the context of South Africa hosting the G20. 

The meeting will afford the Northern Cape Provincial Government an opportunity to engage the President and Cabinet on the development opportunities and challenges in the Province and its constituent municipalities.

This inaugural Global SME Ministerial Meeting could not have come at a better time.

As we do draw to a close, I could say the discussions and exchanges held in recent days have been filled with pride and optimism, as they highlight our shared commitment to enhancing access to finance, promoting digital transformation, and promoting green transitions in the SME sector.

The discussions have further demonstrated the potential for collaboration and shared goals to unlock significant opportunities for SMEs globally.

In this sense, we are grateful to see the UN expanding its efforts and collaborating with the South African government to foster multilateral cooperation. This relationship is critical in this challenging period of abrupt shifts towards unilateralism, which jeopardise the sustainability of our respective countries and the world.

I am also impressed by the Call to Action for this Global SME Ministerial Meeting. It reaffirms support for critical multilateral initiatives, such as the Sustainable Development Goals, the Pact for the Future, the Global Digital Compact, the Declaration on Future Generations, the Paris Agreement on Climate Change, and the Group of Twenty.

South Africa is hosting the G20 Presidency under the theme of Solidarity, Equality, Sustainability, aiming to champion developmental issues in the Global South, particularly Africa.

As we approach the G20 Summit, this forum has been essential in bringing together a number of ministers and deputy ministers from the continent and the Global South to exchange perspectives.

We have heard your voices and will ensure that we champion the issues you have raised in the broader G20 processes and the G20 Leader’s Summit in November.

I am especially pleased that our G20 Startup Engagement Group’s Mid-Term Meeting happened on the sidelines of this Ministerial Meeting, which allowed for cross-pollination of ideas and propositions.

I know Minister Ndabeni is championing the establishment of a dedicated G20 Working Group on small business and startups, an idea which started under Brazil’s Presidency. This Ministerial meeting has given this initiative the momentum it needs.

I am also pleased to see that a meeting of Trade Promotion Organisations from around the world happened also alongside this Global SME Ministerial Meeting to discuss the impact on trends of trade protectionism and the disruption of global supply chains.

Practical measures were discussed to share trade intelligence, build greater resilience in our MSMEs, and transition to new markets and possibilities.

As Governments, we need to step up. This means we must enhance our capabilities to strengthen trade and economic diplomacy, allowing ourselves to engage more effectively in both bilateral and multilateral trade agreements.

As South Africa, we are strengthening regional trade through the Southern African Customs Union, the Southern African Development Community, and the African Continental Free Trade Area Agreement.

The Free Trade Area Agreement is a significant achievement in creating the world’s largest free trade area and unlocking the economic potential of an integrated African market. It promotes trade, investment, and growth, fostering business growth and creating opportunities for young entrepreneurs.

The Free Trade Area Agreement can significantly enhance Africa’s entrepreneurial landscape by reducing trade barriers and increasing market access, enabling youth to expand businesses, innovate products and services, and seize untapped opportunities within the continent.
It has the potential to generate millions of new jobs, particularly in sectors such as manufacturing, agriculture, and services.

Speaking of job creation, the SMEs are significant contributors to economic development and job creation globally. We can attribute their relevance in reducing unemployment to their ability to react swiftly to market changes.

As agreed over the past few days, we must prioritise their development to create jobs, raise income, and overall economic growth, all of which benefit the youth, women and other marginalised groups. Our global assistance for small enterprises can help empower young entrepreneurs, allowing them to positively affect their communities and beyond.

However, we need to collaborate and make trading with one another a priority in specialised sectors. 

We also need to prioritise resolving the regulatory bottlenecks around cross-border trade and cross border investment.

Honourable Delegates, 

As we focus on new markets and trade agreements, we must prioritise local value creation and expand local supply chain opportunities for our MSMEs. This can be achieved by ensuring that the Green Economy Transition, also known as the Just Transition, is supported by clear green industrialisation policies.

I am pleased to see that this Ministerial Meeting considered best practice and policy measures to ensure MSMEs benefit from the Green Economy Transition.    

We must also be realistic about the obstacles we confront and how to overcome them. The reality is that we will not be able to industrialise and strengthen inclusivity through MSMEs without capital.

This Global SME Ministerial Meeting has noted challenges around access to capital, especially for Start-ups and MSMEs in underserved or underprivileged regions and groups such as youth and women.

Africa has more than 18% of the world’s population but receives just over 3% of global foreign direct investment and less than 2% of global Start-up capital.  where we can access capital, it comes at a cost and is often costed in foreign currency which triggers inflation when there is local currency devaluation. Unfortunately, this scenario is a reality for a significant number of the countries that have convened here.

This Ministerial Meeting has greatly assisted us in looking at ways to derisk capital investment, especially for MSMEs. This includes better public-private collaboration, where the state derisks investment through various grants and in some instances credit guarantees.

The meeting also looked at how we can better capitalise our respective Development Finance Institutions which support MSMEs, as well as regional and multilateral development banks that can better support our national DFIs.

The Ministerial Meeting considered alternative forms of credit rating to address the issue of inadequate collateral, which is a major challenge in countries with high levels of asset inequality like South Africa.

The Ministerial Meeting also looked at how to make underserved MSMEs, especially those from townships and rural areas and those owned by women, youth and people with disabilities, more capital ready through pre-investment business training and capacity support.

In May this year, Trade, Industry and Competition Minister Parks Tau launched a R100 Billion Transformation Fund, which will have a strong focus on MSMEs. We are deliberate about pre-investment support to build the necessary pipeline of compliant and market-ready MSMEs.

Digital platforms have also become key to providing access to finance, as we have seen through the rapid growth of Fintech’s around the world. In this regard, our DFIs such as Small Enterprise Development and Finance Agency, are also developing digital platforms to improve access and turnaround times of applications.

Digital platforms have also become key to market access through e-commerce platforms, although these also bring in cheap products which crowd out locally produced goods. A phenomenon that needs to be managed.
Digitalisation and artificial intelligence offer enormous prospects for MSMEs and the strengthening of support ecosystems.

Minister Ndabeni frequently tells us that we must not simply become consumers of technologies developed elsewhere. We must build our own capabilities wherever we are!

Indeed, there are also new risks with technology becoming intertwined with trade protectionism. We must address the digital divide through investing in infrastructure and skills, as well as in innovation ecosystems.

I believe that this is one of the key matters around which Startup20 is seized.

We look forward to the Startup20 Summit on the 13th and 14th of November, where practical policy measures will be announced.

This Global SME Ministerial Meeting has provided a critical platform for MSME leaders across more than 50 countries to engage and share policy thoughts and best practice. It has provided space to forge new strategic partnerships, both at a bilateral level and with the multilateral organisations represented here.

The Ministerial Meeting has provided us with a clear roadmap for effecting structural reforms and actionable investments to empower entrepreneurs, improve market access, and drive inclusive economic growth, especially across Africa and the Global South. It has given us well-considered policy content on SMEs and start-ups to take into the G20 Leader’s Summit, which we are hosting in November.

As we look to the future, let us keep in mind how crucial it is to focus on small businesses globally in shaping the future generation. Supporting young people in their entrepreneurial journeys not only paves the way for a brighter economic future, but also nurtures a more inclusive and vibrant global community.

I would want to express my gratitude to Minister Ndabeni for igniting a spark for this journey, which I am confident will result in favourable outcomes.

Liberia salutes African Development Bank President Adesina in landmark Government session

Liberian President Joseph Nyuma Boakai convened the full spectrum of his government leadership to hear from African Development Bank President Dr. Akinwumi Adesina (www.AfDB.org), whom he lauded for a transformative decade at the helm of Africa’s premier development finance institution.

The expanded cabinet meeting, held Tuesday 22 July at the Ellen Johnson Sirleaf Ministerial Complex in Monrovia, brought together all three branches of the Liberian government: executive ministers, legislative leaders, the Chief Justice, and heads of state-owned enterprises. The event served as both a celebration of partnership and a platform for Adesina to share leadership insights as he nears the end of his term in August 2025.

“You have shown the world that bold ideas, when combined with clear vision and determination, can produce extraordinary results,” President Boakai declared. “Through your leadership, the African Development Bank has invested in real solutions that touch lives every day.”

Underscoring the gravity of the occasion, the Liberian president added: “The fact that all three branches of our government are represented speaks volumes about the value we place on your visit and the respect we have for your leadership and contributions.”

In his rousing keynote address titled “Liberia: Arise, and Shine!”, Dr. Adesina reflected on the Bank’s enduring partnership with Liberia, which has resulted in $1.02 billion in investments across 72 projects since 1967.

Key achievements include nearly 2,500 km of electricity transmission lines connecting Liberia with Côte d’Ivoire, Sierra Leone, and Guinea; the Liberia Energy Efficiency and Access Project, which delivered nearly 40,000 new grid connections; and 177 km of new roads including the transformational Fish Town-Harper and Karloken to Fish Town corridors.

A central highlight of the event was the launch of the Liberia Youth Entrepreneurship Investment Bank (YEIB), a flagship $17 million initiative under the African Development Bank’s Youth in Africa strategy. Liberia becomes the first African country to establish the dedicated youth-focused financial institution, aimed at equipping young Liberians aged 18-35 with the tools and capital to drive national development through entrepreneurship.

President Boakai described the Bank’s portfolio as “more than numbers on paper.”

“They are roads that connect our communities, energy that lights homes and businesses, and agriculture projects that strengthen food security and create income for our farmers,” he said.

Drawing from his experience as Nigeria’s former Minister of Agriculture, and his decade-long leadership of the Bank, Adesina offered the Liberian cabinet a 7-point framework for transformational governance: setting clear and ambitious goals, ensuring measurable results, promoting teamwork and accountability and reforming institutions, especially the civil service and judiciary.

“Don’t just blow the whistle, use your yellow card or red card. There is no need for rules in a soccer game if the referee never uses the yellow card or the red card,” Adesina said. “You cannot spend time baby-sitting poor performers. The public is eager for results and time is not on your side. So, be firm. Reward performers. Dispense with non-performers.”

He recommended the adoption of a “One Government approach”, as well as the establishment of a presidential awards program to “recognize and incentivize inter-agency collaboration”; drawing from similar models at the African Development Bank.

The Bank Group President urged the country to unlock greater value from its abundant resources. “With your vast natural resources, Liberia has no business being poor,” he stated. “The export of raw materials is the door to poverty. The export of value-added products is the highway to wealth.”

During a Q&A session, Adesina emphasized the importance of technical and vocational training, citing that 60 percent of Liberia’s population is under the age of 35. He was responding to Education Minister Jarso Maley Jallah who inquired about strengthening entrepreneurship through the education system.

Responding to a question from the Minister of Information, Cultural Affairs and Tourism, Jerolinmek Piah on achieving fiscal targets, Adesina urged the government to plug revenue leakages, noting that Africa loses $88 billion annually to illicit financial flows. “Make your country investable: invest in transparency, rule of law, create the right environment, provide incentives,” he added.

Sannah Ziama, a local investor, praised Adesina’s visionary leadership and called for sustained investments in solar power to unlock Liberia’s industrial potential.

As a low-income country and transition State, Liberia continues to benefit from the African Development Fund, the Bank’s concessional lending arm, as well as the Transition Support Facility, and the Nigeria Trust Fund.

Liberia is also part of the inaugural group of countries that have developed energy compacts under the Mission 300 program, a joint initiative of the African Development Bank and the World Bank to deliver electricity to 300 million Africans by 2030.

In recognition of his exceptional contributions, President Boakai presented Adesina with a Presidential Pin of Honour. Adesina had previously received Liberia’s highest national honour – the Order of the Star of Africa, Grade of Grand Band – in 2018.

“Dr. Adesina, as you prepare to move on from this chapter, I want you to know that your legacy in Liberia is strong and enduring, President Boakai said. “The programs you have championed will continue to make an impact for years to come. Thank you for your faith in Liberia’s potential, and thank you for investing in our people, especially our youth.”

Adesina was accompanied by the Bank’s Director General for West Africa, Lamin Barrow; Bank Executive Director for Liberia, Sierra Leone, The Gambia, Ghana and Sudan, Rufus Darkortey; and Acting Country Manager, Foday Yusuf Bob.

Liberia’s historical connection with the African Development Bank dates back to the institution’s founding, when Liberian official Romeo Alexander Horton served as the pioneer Chairman of the Committee of Nine that established the Bank in 1964.

Brelotte BA est nommé Directeur Général de Sonatel

Le Conseil d’Administration de Sonatel a annoncé aujourd’hui la nomination de M. Brelotte BA en tant que Directeur Général du Groupe Sonatel.

M. Brelotte BA succèdera à M. Sékou DRAME dont le mandat se termine le 31 juillet 2025.

Le Conseil d’Administration de Sonatel a remercié M. Sékou DRAME pour son engagement, ses contributions appréciables au développement de l’entreprise depuis sa nomination en 2018 comme Directeur Général.

M. Brelotte BA, qui entrera en fonction dès le 1er août 2025, est fort d’une expérience professionnelle de 24 ans dans le secteur des télécommunications. Il était, depuis 2022, Directeur Général Adjoint d’Orange Moyen Orient Afrique. Il a fait l’essentiel de son parcours professionnel au sein du Groupe Sonatel dans lequel il a eu à occuper d’importantes fonctions, notamment :

  • Contrôleur de Gestion du groupe Sonatel (2003 – 2007)
  • Directeur Marketing Commercial et Communications d’Orange Guinée (2007-2008),
  • Directeur Général d’Orange Bissau (2008-2011),
  • Directeur des Opérateurs et des Relations Internationales Sonatel (2011-2012),
  • Directeur Général d’Orange Guinée (2017-2018),
  • Directeur Général d’Orange Mali (2018-2022).

M. Brelotte BA a aussi occupé le poste de Directeur Général d’Orange Niger (2012-2017).

M. Brelotte BA est ingénieur diplômé de l’Ecole Polytechnique de Paris, et de l’Ecole Nationale des Ponts et Chaussées.

Le Conseil d’Administration félicite Monsieur Brelotte BA pour sa nomination et lui souhaite plein succès dans ses nouvelles missions.

Brelotte BA is appointed Chief Executive Officer of Sonatel

Sonatel’s Board of Directors today announced the appointment of Mr. Brelotte BA as Chief Executive Officer of the Sonatel Group.

Mr. Brelotte BA will succeed Mr. Sékou DRAME whose mandate ends on July 31, 2025.

The Board of Directors of Sonatel thanked Mr. Sékou DRAME for his commitment, his appreciable contributions to the development of the company since his appointment in 2018 as Chief Executive Officer.

Mr. Brelotte BA, who will take up his position on August 1st, 2025, has 24 years of professional experience in the telecommunications sector. He was, since 2022, Deputy Managing Director of Orange Middle East Africa. He has spent most of his professional career within the Sonatel Group where he held important positions, notably:

  • Management Controller of the Sonatel group (2003 – 2007)
  • Director of Commercial Marketing and Communications for Orange Guinea (2007-2008),
  • General Manager of Orange Bissau (2008-2011),
  • Director of Operators and International Relations at Sonatel (2011-2012),
  • General Manager of Orange Guinea (2017-2018),
  • General Manager of Orange Mali (2018-2022).

Mr. Brelotte BA also held the position of Managing Director of Orange Niger (2012-2017).

Mr. Brelotte BA is a graduate engineer from the Ecole Polytechnique de Paris, and the Ecole Nationale des Ponts et Chaussées.

The Board of Directors congratulates Mr. Brelotte BA on his appointment and wishes him every success in his new tasks.

He will be able to count on the support of the Board of Directors for Sonatel to maintain its leadership and remain a key player in the development of the digital economy and digital transformation in Africa.

Anna Ochigbo Appointed Creative Director of Affluenz Magazine
