Ainda nesta sessão o governo fez o balanço do impacto do ciclone Gazeni.

NSFAS 2027 application cycle opens

NSFAS 2027 application cycle opens

The National Student Financial Aid Scheme (NSFAS) has officially opened applications for the 2027 academic year.

Higher Education and Training Minister Buti Manamela announced the 2027 application cycle opening during a media briefing in Parktown, Johannesburg, on Friday, where he urged prospective students to apply early and take advantage of opportunities to access funding for university and Technical and Vocational Education and Training (TVET) studies.

Manamela said the launch came as thousands of young South Africans prepare to make decisions about what and where they will study, and how they will finance their education.

“Today’s launch is therefore about much more than opening an application window. It is about opening doors of opportunity and ensuring that financial circumstances do not prevent deserving young South Africans from building their futures,” Manamela said.

The Minister noted that NSFAS has implemented several changes for the 2027 cycle to improve the application process and student experience.

These include stronger data integrity through the direct extraction of student information from institutional systems, automated document verification, electronic document signing and a modernised student-support environment.

The verification of student registration and banking details is also being strengthened through collaboration with the Department of Home Affairs, while work has started on a Loan Management System to support student loans for the so-called “missing middle”.

“We have also paid particular attention to the administration of appeals. NSFAS has been working to address historical weaknesses, improve communication with students, and ensure that appeals are handled according to clear rules and timelines. These improvements are intended to make the application process simpler, faster, more secure and more responsive to students,” the Minister said.

The 2027 application cycle will close on 18 November 2026, with funding outcomes for successful applicants expected to be communicated in December ahead of registration for the 2027 academic year.

Manamela encouraged prospective applicants not to wait until the closing date, saying early applications will allow students time to verify their information, submit outstanding documents, and seek assistance if they encountered challenges.

NSFAS will also deploy outreach teams across provinces, districts, rural and marginalised communities to provide information and application support.

“We will work with schools, provincial education departments, community stakeholders and institutions to assist those who may otherwise face barriers to accessing information about student funding,” the Minister said.

Manamela said demand for student financial aid continues to grow, with NSFAS receiving a record number of applications during the 2026 cycle, which reinforces the importance of improving the scheme’s systems and service delivery.

Supporting the missing middle

The Minister also highlighted government’s efforts to support students who fall outside the NSFAS bursary threshold but still struggle to afford the full cost of higher education.

“They [missing middle] may earn too much to qualify for a bursary but not enough to comfortably cover tuition, accommodation, study materials, and other costs associated with tertiary education. We cannot ignore these students,” Manamela said.

He said government is strengthening the missing-middle loan scheme as an additional funding pathway for eligible students who do not qualify for NSFAS bursaries.

“The loan scheme expands the funding system beyond the traditional bursary model, providing an opportunity for students who might otherwise face financial exclusion. The loans are repayable in accordance with the applicable terms and conditions, making this an important part of building a funding system that is both inclusive and sustainable,” the Minister said.

Expanding opportunities through TVET colleges

The Minister also urged young people to consider public TVET colleges, which are central to building the skills base required by the economy.

Applications for the 2027 academic year at public TVET colleges are open until 30 September 2026.

Manamela encouraged Grade 9 learners and beyond, school leavers and people seeking new skills to research available programmes, identify qualifications aligned with their interests and career aspirations, and apply before the deadline.

He stressed that admission and funding are separate steps, with prospective students required to apply to their institution of choice and separately apply for NSFAS funding if they require financial assistance.

Manamela said NSFAS remained a critical government instrument in advancing education, skills development and youth empowerment, which are identified in the National Development Plan 2030 as drivers of economic growth, social transformation, and nation-building.

He called on young people to take responsibility for using the application period and urged them to apply for both admission and funding rather than waiting until the final day. – SAnews.gov.za

Liberia Hosts African Federation of Teaching Regulatory Authorities (AFTRA) Executive Leadership as Africa Advances Teacher Professionalization

Source: APO

.

What should every parent be able to expect from the person standing in front of their child’s classroom?

That question was at the center of discussions as Liberia welcomed the Executive Leadership of the African Federation of Teaching Regulatory Authorities (AFTRA) to Monrovia for the opening day of its Executive Meeting.

The significance of the meeting goes beyond hosting a continental gathering. Across Africa, countries are working through common questions around how teachers are prepared, professionally regulated, continuously developed, supported, and held to clear professional standards.

Minister of Education Dr. Jarso Maley Jallah told delegates that professionalization cannot focus only on people entering teaching. It must also strengthen the systems that support educators already serving in classrooms through continuous professional development, quality assurance, professional standards, and opportunities for growth.

For Liberia, the meeting provides an important opportunity to learn from the experiences of other African countries while contributing to a wider continental conversation on strengthening the teaching profession.

Day One also featured special remarks from Hon. Anthony G. Myers, Deputy Minister for Fiscal Affairs at the Ministry of Finance and Development Planning, alongside addresses from AFTRA leadership and deliberations by the Executive Board.

The meeting is also an important step toward Liberia’s hosting of the 14th AFTRA Conference and Roundtable in 2027.

Minister Jallah challenged Liberia to use the period ahead to demonstrate meaningful progress before delegates return in 2027. At the same time, the wider AFTRA engagement offers African countries a platform to exchange practical lessons, strengthen cooperation, and advance professional standards that respond to the realities of their respective education systems.

As discussions continue in Monrovia, the focus remains on turning continental collaboration into stronger professional systems for teachers and better education outcomes across Africa.

Federal Government (FG) Strengthens Patient Safety Systems, Targets Safer Care for Nigerians Living with Non-Communicable Diseases (NCDs)

Source: APO – Report:

The Federal Government has reaffirmed its commitment to strengthening clinical governance and patient safety systems across Nigeria’s health institutions, with a renewed focus on ensuring safe, coordinated and quality care for people living with noncommunicable diseases (NCDs).

The Coordinating Minister of Health and Social Welfare, Professor Muhammad Ali Pate, CON, stated this at the commemoration of World Patient Safety Day 2026, held on Thursday, 17 September 2026, at the Federal Ministry of Health and Social Welfare, Abuja.

The 2026 observance, themed “Safe Care for Noncommunicable Diseases”, with the slogan “Safe care for life!”, highlights the need to protect patients from avoidable harm throughout their healthcare journey.

Professor Pate noted that NCDs, including cardiovascular diseases, cancers, diabetes and chronic respiratory diseases, constitute a major health burden and often require prolonged interaction with the health system. He explained that the extended nature of NCD care creates multiple points at which safety risks may occur, including prevention, diagnosis, treatment, referral, follow-up and long-term management.

According to him, patient safety remains fundamental to the quality and effectiveness of healthcare delivery, requiring that the right care is provided to the right patient, at the right time and in the right manner, while minimizing avoidable harm.

The Coordinating Minister recalled that the Ministry developed the National Patient Safety and Care Quality Policy and Implementation Strategy in 2024, while in January 2026, it further strengthened the national patient safety architecture through the establishment and inauguration of the National Task Force on Clinical Governance and Patient Safety.

He disclosed that the Ministry, through the National Task Force, is currently developing a National Framework on Clinical Governance and Patient Safety, designed to provide coherent national direction for strengthening governance, accountability, quality improvement, patient safety practices, learning systems, monitoring and reporting across health institutions.

Professor Pate emphasized that safer healthcare requires more than the individual commitment of health professionals, stressing the importance of strong leadership and governance structures, clear standards, competent and supported health workers, reliable data, functional incident-reporting and learning systems, quality improvement mechanisms, and meaningful engagement of patients and their families.

He further called for the promotion of a “Just Culture” within health institutions, where healthcare professionals can report incidents, near misses and safety concerns without fear of inappropriate punishment. He noted that functional clinical governance structures, evidence-based clinical standards, quality improvement processes and regular performance reviews are essential to building a culture of safety and continuous learning.

The Minister stressed that the 2026 focus on NCDs reinforces the urgency of strengthening these systems, noting that unsafe diagnosis, medication errors, poor communication, inadequate follow-up and fragmented care can cause significant harm, particularly to patients requiring long-term care.

He therefore underscored the importance of continuity and coordination of care, competent and supported health workers, strong health systems and the active involvement of patients in decisions concerning their health.

Professor Pate also emphasized the central role of patient and family engagement, stating that patients should be treated with dignity and respect, adequately informed about their conditions and treatment options, and encouraged to participate meaningfully in decisions regarding their care.

The Coordinating Minister urged stakeholders to treat patient safety not as an annual observance but as a continuous commitment to improving the quality of healthcare delivery in Nigeria.
“Let us move from commitment to action; from reporting to learning; and from learning to sustained improvement,” he said.

He reaffirmed the Federal Government’s commitment to ensuring that every Nigerian receives healthcare that is safe, effective, timely, equitable and respectful, emphasizing that the ultimate goal is to prevent avoidable harm to patients seeking or receiving healthcare.

Professor Pate appreciated stakeholders and partners for their continued commitment to advancing clinical governance, quality of care and patient safety in Nigeria, and called for sustained collaboration towards building a safer and more responsive health system.

In her welcome address, the Permanent Secretary of the Ministry, Daju Kachollom S. mni, noted that patient safety must be embedded in every stage of care through appropriate standards and protocols, reliable health information, effective referral systems and continuous improvement.

According to her, patient safety is central to the Ministry’s mandate to save lives, reduce physical and financial pain, and produce health for all Nigerians, noting that a strong health system must not only expand access but also provide care that Nigerians can trust to be safe, effective and people-centred.

She said this year’s theme, “Safe Care for Noncommunicable Diseases,” with the slogan “Safe Care for Life,” underscores the need to protect patients from avoidable harm throughout the continuum of care.

The Permanent Secretary called on health workers, managers, healthcare institutions, partners, patients and the media to make patient safety a daily responsibility rather than a one-day observance. She emphasised that the measure of a health system is not only how many people it reaches, but how safely it cares for every person it reaches.

Delivering the goodwill message on behalf of the WHO Regional Director for Africa, Dr. Mohamed Janabi, the WHO Country Representative, Parvel Ursu, stressed the need to strengthen primary health care, improve continuity and coordination of services, promote safe use of medicines and technologies, and establish systems where health workers can report errors and learn from them without fear of blame.

He also urged patients and families to actively participate in their care by asking questions, communicating concerns and contributing to safer health services.

Ursu further noted that WHO remains committed to supporting Nigeria in strengthening the quality and safety of NCD services, while ensuring that the experiences of patients and families inform the design and delivery of healthcare.

He commended the Ministry for prioritising patient safety and reaffirmed WHO’s commitment to supporting the implementation of relevant strategies to reduce avoidable harm and build greater public trust in the health system.

Afreximbank, Ghana Infrastructure Investment Fund (GIIF) and Ghana’s 24-Hour Economy Authority launch project preparation partnership to accelerate 24H+ projects

Source: APO – Report:

.

African Export-Import Bank (Afreximbank) (www.Afreximbank.com), Ghana Infrastructure Investment Fund (GIIF) and the Ghana’s 24-Hour Economy (24H) have signed a Joint Project Preparation Facility (JPPF) Framework Agreement to accelerate the preparation of priority projects under Ghana’s 24-Hour Economy and Accelerated Export Development Programme (24H+).

The Authority currently values the wider 24H+ investment pipeline at approximately US$11.5 billion. The JPPF will support selected priority projects in the pipeline, subject to joint screening and approval. Afreximbank and GIIF will pilot the intervention, with each making an initial contribution of US$5 million to finance eligible technical, financial, legal and advisory work needed to resolve bankability constraints and structure projects for financing.

The agreement was signed by Mrs Kanayo Awani, Executive Vice President, Intra-African Trade and Export Development, on behalf of Afreximbank; Mr. Nana Dwemoh Benneh, Chief Executive Officer, on behalf of GIIF; and Mr. Augustus Obuadum Tanoh, Presidential Adviser on the 24-Hour Economy and Accelerated Export Development, on behalf of 24H.

Under the tripartite arrangement, 24H will bring forward strategic projects and coordinate government stakeholders; GIIF will contribute local origination and infrastructure-investment capability; and Afreximbank will provide project-preparation and capital-mobilisation expertise. The parties will jointly screen and prioritise projects.

Ghana’s 24H+ Programme is a production-led, private-sector-driven agenda to transform the country into a competitive production hub. It is structured around eight interconnected pillars spanning agriculture, manufacturing, infrastructure, the creative industries and tourism, logistics, finance, skills and national mobilisation.

The JPPF will play a catalytic role in supporting implementation across the eight pillars of the 24H+ Economy by converting priority initiatives into well-prepared, finance-ready projects. Its focus areas include energy and infrastructure; logistics and digital connectivity; industrial parks; manufacturing and agro-processing; minerals beneficiation; tourism; the creative industries; and healthcare.

In addition to financing individual preparation assignments, the JPPF includes a structured institutional-development component for GIIF, comprising training, knowledge transfer, capacity building and staff secondments. This is intended to deepen GIIF’s in-house capacity to originate, structure and manage future project pipelines.

Commenting on the framework agreement, Mrs. Kanayo Awani, Executive Vice President, Intra-African Trade and Export Development at Afreximbank, said:

“This JPPF will play a catalytic role in translating Ghana’s 24H+ vision into projects that attract capital, expand exports and create jobs. By combining Afreximbank’s project-development and capital-mobilisation expertise, GIIF’s local investment capability and the 24-Hour Economy Authority’s coordinating mandate, we will accelerate priority projects, strengthen Ghanaian project preparation capacity and build a sustained pipeline of investment-ready transactions.”

She added that the strong demonstration effect and replication potential of the agreement could see the tripartite JPPF model become a blueprint for other African countries, encouraging similar partnerships and raising the standard of project preparation. Mrs. Awani said the partnership would address Ghana’s trade-enabling infrastructure and industrialisation gaps by combining project origination, technical advisory services and co-financing of preparation costs. This support is intended to produce investment-ready projects capable of attracting significant private capital.

Commenting on GIIF’s participation, Nana Dwemoh Benneh, Chief Executive Officer, GIIF, reiterated that:

“The partnership reinforces GIIF’s role as an infrastructure finance partner to the 24-Hour Economy and strengthens our ability to advance priority projects from concept to investment readiness. Beyond the US$10 million commitment to project preparation, a key value of the JPPF is its capacity-building component, which will provide GIIF with access to Afreximbank’s extensive project preparation expertise through training, knowledge transfer, and staff secondments. This will deepen our in-house capabilities to identify, structure, and prepare bankable projects and enhance institutional capacity and self-reliance, enabling the development of a strong pipeline of investment-ready projects capable of attracting private capital and supporting Ghana’s long-term infrastructure and economic transformation.”

Mr. Augustus Obuadum Tanoh, Presidential Adviser, 24H, added that “The 24H+ Programme is delivered through transformational projects, and a project attracts capital only when it is properly prepared. This Facility will help translate Ghana’s development priorities into well-structured, bankable projects that expand productive capacity, improve workforce productivity, increase exports and create sustainable jobs. We will bring our priority projects in energy, agro-industry, manufacturing and logistics to the Facility, and we are confident that, working with Afreximbank and GIIF, we will take them from concept to construction and deliver tangible opportunities for Ghanaians.”

By converting 24H+ priorities into investment-ready projects, the JPPF is expected to accelerate Ghana’s transformation into a competitive production and export hub and deepen its integration into the African Continental Free Trade Area (AfCFTA).
