Opening remarks by President Cyril Ramaphosa on the occasion of the 4th South Africa/ Namibia Bi-National Commission Business Forum

Business Leaders,
Distinguished Guests,
Ladies and Gentlemen,

It is a great honour to welcome our Namibian brothers and sisters to South Africa.

Whenever I am in a room full of businesspeople, I always say that I can smell money.

But what I am really smelling is opportunity; investment; factories being built; businesses expanding and people finding jobs.

That is the kind of money both our countries needs more of.

This Business Forum takes place at an important moment in the relationship between our two countries.

Earlier today, President Nandi-Ndaitwah and I concluded the Fourth Session of the South Africa–Namibia Bi-National Commission.

Our discussions reaffirmed what history has long taught us: that South Africa and Namibia are strongest when we work together.

Our two nations are bound together by geography, by history and by the enduring bonds forged during our common struggle for liberation.

Today, however, we gather not to reflect on the past alone.

We gather to shape our shared future.

That future will not be determined only by governments.

It will be determined by entrepreneurs who identify new opportunities. By investors who take calculated risks. By innovators who solve problems. By workers whose talent and dedication transforms ideas into productive enterprises.

Business has a decisive role to play in translating the political friendship between our countries into lasting economic prosperity.

Political solidarity must become economic partnership.

Shared history must become shared prosperity.

Friendship must become investment.

Ladies and Gentlemen,

The global economy is changing rapidly.

Global supply chains are being reconfigured.

Countries are seeking trusted partners.

The transition to cleaner energy is creating entirely new industries.

Digital technologies are reshaping production and trade.

At a time like this, South Africa and Namibia have a remarkable opportunity.

Rather than competing against one another, we should position ourselves as complementary economies capable of serving regional, continental and global markets.

Together, we can become a gateway for investment into Southern Africa.

Together, we can build regional value chains that create jobs across our borders.

Together, we can demonstrate that African countries grow faster when they integrate their economies.

This is precisely the vision that underpins the Africa Continental Free Trade Area (AfCFTA).

Ladies and Gentlemen,

The progress we have made is encouraging.

Trade between our two countries has grown substantially in recent years.

South Africa remains Namibia’s largest trading partner.

This demonstrates both the strength of our relationship and the confidence our businesses have in one another.

Yet we should not be satisfied.

Trade has grown, but it remains concentrated in a relatively narrow range of products.

South Africa exports a diversified basket of manufactured goods and services to Namibia.

Namibia’s exports to South Africa remain heavily concentrated in minerals, particularly gold.

Diversification is therefore not simply desirable- it is an economic necessity.

A more diversified trading relationship will make both our economies more resilient, create higher-value industries and generate more sustainable employment.

Investment presents an even greater opportunity.

South African companies have invested significantly in Namibia over many years.

These investments have contributed to Namibia’s industrial development, financial services, mining, retail and telecommunications sectors.

We now wish to see far greater two-way investment.

We encourage Namibian companies to see South Africa not only as a destination for exports, but as a destination for investment, innovation and long-term partnership.

Likewise, we encourage South African companies to deepen their investments in Namibia’s productive economy.

The objective should not simply be to sell more products across our borders.

It should be to manufacture together, innovate together and compete together in regional and international markets.

Governments have a responsibility to make this easier.

We have therefore agreed to continue removing unnecessary obstacles to trade and investment.

Our respective investment promotion agencies should work together to provide practical support for businesses entering each other’s markets.

They should simplify processes, improve information sharing and assist companies—particularly small and medium-sized enterprises—to expand across our borders.

Ladies and Gentlemen,

The Southern African Customs Union (SACU) remains one of our greatest strategic assets.

As the world’s oldest customs union, SACU has demonstrated remarkable resilience.

Today it is evolving to meet the demands of a changing global economy.

Our recent Summit agreed that SACU must become an engine of industrialisation, regional value chains and greater competitiveness.

The priority sectors we have identified—including agro-processing, meat and leather, fruit and vegetables, textiles and clothing, cosmetics and essential oils—offer significant opportunities for joint investment.

South Africa’s Special Economic Zones and Namibia’s industrial development initiatives provide an ideal platform for these partnerships.

I encourage businesses gathered here today to move beyond discussions and identify concrete projects that will strengthen these regional value chains.

Perhaps the greatest opportunity before us lies in the industries of the future.

Namibia’s extraordinary renewable energy resources position the country to become a global leader in green hydrogen production.

South Africa contributes advanced industrial capabilities, engineering expertise, research institutions, sophisticated financial markets, world-class ports and an expanding manufacturing base.

Together we can establish Southern Africa as a globally competitive hub for green hydrogen and green industrialisation.

The same applies to critical minerals, renewable energy, logistics, digital infrastructure, data centres, advanced manufacturing, tourism, agriculture, financial services and the blue economy.

These are sectors where our comparative advantages complement one another.

They are sectors that can create thousands of quality jobs for our young people.

Ladies and Gentlemen,

Business succeeds where there is confidence.

Confidence grows where governments provide policy certainty, invest in infrastructure, uphold the rule of law and create an environment in which enterprise can flourish.

South Africa is committed to implementing the reforms necessary to improve our investment climate, expand infrastructure, strengthen institutions and unlock faster economic growth.

We invite Namibian investors to become part of that journey.

Ladies and Gentlemen,

The generation that came before us secured political freedom.

Our responsibility is to secure economic freedom.

We owe it to our people to build economies that create opportunity rather than exclusion.

We owe it to our young people to create jobs that restore hope and dignity.

And we owe it to future generations to build a Southern African region that is more integrated, more competitive and more prosperous.

Let this Forum not be remembered merely for the speeches we have delivered.

Let it be remembered for the partnerships that were forged, the investments that were announced and the businesses that were created.

Let us leave here determined to transform friendship into enterprise, opportunity into investment, and cooperation into shared prosperity.

As I said earlier, the next chapter in the relationship between Namibia and South Africa should not be written only by governments.

It should be written by the entrepreneurs who build businesses, the workers who create value, the innovators who develop new technologies and the investors who have the confidence to back Africa’s future.

Together, let us build not merely a stronger partnership between our two countries, but a stronger and more prosperous Southern Africa.

República Democrática do Congo (RD Congo): maioria das mortes por ebola ocorre fora das unidades de saúde

Quase 66% das mortes por ebola na República Democrática do Congo ocorreram em casa, longe das unidades de saúde. A declaração é da Organização Internacional para Migrações, OIM.

Em conversa com jornalistas, o diretor regional da OIM para a região, Frantz Celestin, falou dos desafios persistentes do diagnóstico precoce, vigilância e acesso atempados a cuidados de saúde.

Unidades de saúde fragilizadas

Já a Organização Mundial da Saúde, OMS, confirmou mais de 2 mil casos e 700 mortes nos países afetados pelo surto do vírus bundibugyo, que inclui a República Democrática do Congo e Uganda. O maior número de casos e mortes ocorre na RD Congo.

Com uma média de mais de 40 novos casos reportados, diariamente, a agência estima que o surto cresceu quase 70% nas últimas duas semanas.

Frantz Celestin lembra que as capacidades de vigilância continuam limitadas em várias zonas afetadas pelo vírus, o que impede a avaliação exata da dimensão da crise sanitária no país africano.

Ele cita ainda as limitações no acesso humanitário e os desafios na construção de confiança junto das comunidades, frisando a necessidade de colocar as populações afetadas no centro da resposta.

Insegurança e deslocações repetidas

O surto de ebola desenrola-se num contexto de tripla crise na RD Congo, incidindo em comunidades já afetadas pela insegurança, deslocações repetidas e acesso limitado a serviços essenciais para o seu bem-estar.

As populações deslocadas permanecem particularmente vulneráveis aos impactos da doença. Segundo a OIM, quase 150 mil deslocados internos vivem em 69 assentamentos da agência no leste do país, com outros 300 mil em comunidades de acolhimento circundantes.

Por sua vez, o alastramento do surto às províncias no norte do país, Haut-Uele e Tshopo, reafirma a importância de gerir a mobilidade interna associada aos riscos de saúde pública, nota o departamento.

Surto entra em nova fase no Uganda

De acordo com a OMS, o Uganda entrou hoje na contagem decrescente de 42 dias para declarar o fim do surto de ebola no país, depois de o último caso confirmado ter testado negativo pela segunda vez.

A contagem de 42 dias, equivalente a dois períodos máximos de incubação da doença, corresponde à fase estabelecida antes de um surto poder ser declarado como terminado, desde que não sejam detetados novos casos confirmados durante esse período.

O Uganda declarou o surto em 15 de maio. Até este 16 de julho, tinham sido reportados 20 casos confirmados e duas mortes no país. Segundo a OMS, 15 destes casos resultaram de importação a partir da República Democrática do Congo e cinco foram transmitidos localmente.

Qatar Strongly Condemns Iranian Attacks on Its Territory and Neighboring States

The State of Qatar strongly condemns renewed attacks by Iran on its territory, as well as on the territories of Jordan, Bahrain and Kuwait, slamming them as a “flagrant violation” of the sovereignty and territorial integrity of the countries concerned.

The Ministry of Foreign Affairs says the attacks constitute a serious breach of international law, the United Nations Charter and the principles of good neighborly relations.

The ministry considers the continuation of such attacks represent a grave escalation that could undermine efforts to contain regional tensions and weaken political and diplomatic initiatives aimed at achieving security and stability in the Middle East.

Qatar holds Iran fully responsible under international law for the attacks and for any resulting consequences.

The ministry stresses that Qatar reserves “its full right to respond” in accordance with international law and Article 51 of the United Nations Charter. It adds the country will take all necessary measures to safeguard its sovereignty, security, territorial integrity and the safety of its citizens.

The ministry reaffirms Qatar’s solidarity with Jordan, Bahrain and Kuwait, expressing support for any lawful measures they take to protect their sovereignty and national security.

Qatar calls for an immediate and comprehensive halt to all military actions and attacks that threaten regional stability, urging all parties to avoid further escalation and to return to dialogue and negotiations while adhering to understandings reached through diplomatic efforts.

Mental health leaders commit to expanding rights-based care across West and Central Africa

Mental health experts and policymakers from 26 countries across West and Central Africa have pledged to accelerate the expansion of dignified, rights-based mental health services and fast-track progress towards the WHO African Region’s 2030 mental health targets.

The commitment was made at the West and Central Africa Mental Health Intercountry Learning Gathering in Lomé, convened by the WHO Regional Office for Africa with support from the Akwaaba Trust. 

“Every person living with a mental health condition deserves to be treated with dignity, respect and compassion,” said Dr Benido Impouma, Director of Health Promotion, Disease Prevention and Control at the WHO Regional Office for Africa. “While progress has been made, we must accelerate efforts to strengthen rights-based, community-centred care and build resilient health systems that ensure no one is left behind.”

During the four-day meeting, participants reviewed progress, shared lessons from across the Region and agreed on practical actions to strengthen national mental health systems and expand access to quality care closer to where people live.

Discussions centred on integrating mental health into primary health care, strengthening community-based services and ensuring that people with lived experience play a meaningful role in shaping policies and services.

Despite growing political commitment, significant gaps remain. Twenty-nine countries in the WHO African Region have adopted national mental health policies or strategies, yet only 17 are aligned with international human rights standards. Progress in integrating mental health into primary health care is also limited, with only seven of the Region’s 47 Member States delivering these services effectively at the primary care level.

Participants called for stronger legal and policy frameworks to safeguard the rights of people living with mental health conditions and highlighted the importance of greater collaboration between the health, education, social welfare and justice sectors. They also emphasized the need to expand implementation of WHO’s Mental Health Gap Action Programme (mhGAP), which equips non-specialist health workers to provide mental health care where specialist services are limited.

“As mental health challenges continue to grow, we must strengthen regional cooperation, promote accessible mental health services, and tackle the stigma that continues to prevent many people from seeking the care they need,” said Dr Wotobe Kokou, Secretary General of the Ministry of Health, Public Hygiene, Universal Health Coverage and Insurance.

Sustainable financing was identified as another priority, with countries exploring ways to increase domestic investment while leveraging partner support to strengthen national mental health systems. “The barriers to improving access to mental health care are political, financial, cultural and institutional in nature. Addressing them requires coordinated action, sustained commitment and meaningful collaboration among all stakeholders to drive meaningful change,” emphasized Dr Kate Martin, Head of Field Building and Lived Experience at the Wellcome Trust.

Drawing on lessons from Ebola outbreaks and other humanitarian emergencies, participants also stressed the importance of integrating mental health and psychosocial support into emergency preparedness and response to protect affected communities before, during and after crises. A dedicated session on child and adolescent mental health gave young advocates an opportunity to contribute directly to discussions on more responsive policies and services.

The Lomé meeting was the second in a series of WHO sub regional consultations, following a meeting for Eastern and Southern Africa held in Johannesburg in May 2026. Together, the consultations are helping countries assess progress towards the Region’s 2030 mental health goals, which include universal adoption of national mental health policies, stronger financing, improved reporting systems and the integration of mental health services into primary health care so that more people can access quality, rights-based care.

About the WHO African Region mental health targets

The African Region’s 2030 targets include ensuring that 100% of Member States have a stand-alone or integrated mental health policy or strategic plan, 70% have a dedicated mental health budget line, 95% routinely report on a comprehensive set of mental health indicators, and 60% effectively integrate mental health into primary health care to improve equitable access to quality care.

At the meeting at the State House, the two leaders held extensive discussion on bilateral relations, developments in the Sudan, as well as regional and global issues of mutual interest.

Seychelles Participates in the 121st Session of the Organisation of African, Caribbean and Pacific States (OACPS) Council of Ministers

Mr Kenneth Racombo, Ambassador Extraordinary and Plenipotentiary of Seychelles to the Kingdom of Belgium, represented the Minister for Foreign Affairs and the Diaspora, Ambassador Barry Faure, at the 121st Session of the Council of Ministers of the Organisation of African, Caribbean and Pacific States (OACPS), held from 15 to 16 July 2026 at the Egmont Palace in Brussels.

The meeting was chaired by the President-in-Office of the OACPS Council of Ministers, Hon. Seedy K.M. KEITA, Minister of Finance and Economic Affairs of the Republic of The Gambia.

The Ministers deliberated on and considered the Implementation Matrix and Road Map of the Malabo declaration, which sets out the framework for the implementation of the decisions and priorities adopted by the 11th Summit of OACPS Heads of State and Government in March 2026. The Ministers also discussed the Resource Mobilisation strategy with the aim of revitalising the Organisation and achieving financial stability.

A number of decisions submitted by the Committee of Ambassadors based in Brussels were discussed by the Ministers, including revision of contributions formula and waivers on outstanding OACPS contributions. The Council also discussed the establishment of the OACPS Centre of Excellence for Diaspora.

The meeting also considered the United Kingdom’s temporary suspension of tariffs on a range of food products from countries which do not have a preferential trade agreement with the United Kingdom, which reduce the preferences currently enjoyed by OACPS member states.

London Showcase to Bring Venezuela’s Energy Opportunities to Global Investors Ahead of 2026 Summit

As Venezuela accelerates efforts to revitalize its energy sector and attract international investment, Venezuela Energy Week 2026 will host an exclusive Industry Showcase in London on July 30, bringing together investors, financial institutions, international oil companies, commodity traders and energy executives for market intelligence, networking and partnership development ahead of the flagship conference taking place this October in Caracas.

Designed as a strategic preview of the main event, the London showcase will provide UK and European stakeholders with first-hand insight into Venezuela’s evolving investment landscape while creating opportunities for commercial dialogue with industry leaders, potential partners and key decision-makers.

France’s Maurel & Prom, meanwhile, remains a key partner in strategic assets such as the Urdaneta Oeste field. On the trading and commercialization front, Geneva-headquartered energy trader Vitol has renewed its engagement with Venezuelan crude exports, reflecting broader international interest in reconnecting the country’s resources with global markets.

Against this backdrop, the London Industry Showcase will highlight Venezuela’s re-emerging investment potential while creating a platform for strategic networking and direct engagement with government leaders, national energy companies, regulators and private sector partners.

The event is expected to attract representatives from investment funds, export credit agencies, commercial banks, private equity firms, commodity traders, engineering companies, technology providers and UK-based independent energy companies exploring opportunities across Venezuela’s energy value chain.

The showcase will also provide an exclusive preview of Venezuela Energy Week 2026, including ministerial dialogues, executive forums, technical conferences and dedicated business-to-business networking sessions designed to connect international investors with the decision-makers shaping the country’s energy future.

Le Forum, initialement prévu en juin 2026, avait été reporté en raison des inquiétudes liées à l’évolution de la situation sanitaire sur le continent à l’époque.

La première édition du Forum Alamein Africa se tiendra du 2 au 4 octobre 2026 à Alamein, en Égypte,. Elle se déroulera en parallèle du Sommet de mi-année de l’Union africaine, qui aura lieu à Alamein le 4 octobre 2026.
