Lancement du Territoire spécial d’investissement financier de Tamchy sur le lac Issyk-Koul au Kirghizistan

​Le président de la République kirghize, Sadyr Japarov, a inauguré le Territoire spécial d’investissement financier de Tamchy (SFIT) (www.TamchySFIT.com), une nouvelle juridiction internationale sur les rives du lac alpin Issyk-Koul. Les premiers résidents de Tamchy, qui ont rejoint la juridiction lors de la cérémonie de lancement, sont des entreprises de Corée du Sud, des Émirats arabes unis, de Hong Kong, de Suisse et du Kazakhstan. Vingt entreprises du monde entier sont en cours d’établissement de leur résidence à Tamchy SFIT.

La cérémonie s’est achevée par un geste symbolique du président Japarov actionnant un interrupteur en forme de géotag, plaçant ainsi Tamchy SFIT, au sens propre, sur la carte financière mondiale.

« Les mutations de l’économie mondiale accroissent la demande de nouveaux centres d’activité économique où les standards internationaux sont soutenus par une véritable liberté d’innovation et un investissement à long terme. Tamchy SFIT est notre projet national et notre réponse aux besoins des entreprises internationales. Nous construisons un centre financier à partir de zéro — avec un tribunal indépendant, un régulateur moderne et des règles qui ne changeront pas au gré des tendances. Je n’ai aucun doute que Tamchy SFIT ouvrira un nouveau chapitre dans l’histoire du Kirghizistan », a déclaré le président Japarov.

Opérant selon les principes de la common law anglaise, Tamchy SFIT dispose de son propre régulateur financier, d’un Centre international de règlement des différends et d’un registre numérique à guichet unique. Un régime fiscal spécial garantit un taux d’imposition de 0 % sur les bénéfices, les dividendes, les plus-values et la TVA pendant 49 ans, et permet une propriété étrangère à 100 % ainsi que le rapatriement illimité des bénéfices.

Couvrant une superficie d’environ 6 000 hectares, Tamchy SFIT peut déjà se prévaloir d’un centre d’affaires pleinement opérationnel, tandis que des hôtels et des bâtiments résidentiels sont en construction. L’aéroport international d’Issyk-Koul se trouve à distance de marche.

L’un des premiers dirigeants à avoir décidé de s’implanter à Tamchy SFIT est Seo Dong Hyun, PDG de Serim.

« Au cours de mes trente années d’investissement dans les secteurs des semi-conducteurs, des hautes technologies et de l’énergie, j’ai appris à apprécier que la sécurité juridique et la confiance dans le système réglementaire sont le fondement de l’investissement à long terme. Ce sont précisément ces principes qui ont présidé à la création de Tamchy SFIT. Ce qui est particulièrement remarquable, c’est qu’un projet de cette envergure ait été livré en seulement un an — plus rapidement que dans toute autre juridiction que je connaisse. Aujourd’hui, j’ai enregistré ici ma société holding familiale. Pour moi, il ne s’agit pas d’un investissement pour des années, mais pour des générations », a-t-il déclaré.

D’ici 2035, Tamchy vise à attirer environ 4 000 entreprises résidentes et à créer plus de 10 000 emplois. La contribution attendue de Tamchy à l’économie du pays entre 2026 et 2035 est estimée à 20 milliards de dollars.

Tamchy Special Financial Investment Territory on Issyk-Kul Launched in Kyrgyzstan

The President of the Kyrgyz Republic, Sadyr Japarov, has inaugurated the Tamchy Special Financial Investment Territory (SFIT) (www.TamchySFIT.com), a new international jurisdiction on the shores of alpine Lake Issyk-Kul. The first residents of Tamchy, who joined during the launch ceremony, were companies from South Korea, the UAE, Hong Kong, Switzerland and Kazakhstan. Twenty companies from across the globe are in the process of establishing residency at Tamchy SFIT.

The ceremony culminated with President Japarov symbolically activating a geotag-shaped switch, thus putting Tamchy SFIT, quite literally, on the global financial map.

“Changes in the global economy are driving demand for new centers of business activity where international standards are supported by true freedom of innovation and long-term investment. Tamchy SFIT is our national project and our response to the needs of international businesses. We are building a financial center from scratch — with an independent court, a modern regulator, and rules that won’t change with shifting trends.I have no doubt that Tamchy SFIT will open a new chapter in the history of Kyrgyzstan,” said President Japarov.

Operating on the principles of English common law, Tamchy SFIT has its own financial regulator, an International Dispute Resolution Centre, and a single-window digital registrar. A special tax regime guarantees a 0% rate of tax on profits, dividends, capital gains, and VAT for 49 years and allows 100% foreign ownership and unrestricted profit repatriation.

Covering an area of about 6,000 ha, Tamchy SFIT can already boast a fully operational business center, while hotels and residential buildings are under construction. Issyk-Kul International Airport is within walking distance.

“Great financial centres are built by understanding what international capital and businesses require. Tamchy SFIT offers exactly that — a trusted, flexible, and investor-ready platform for businesses seeking sustainable growth. Benchmarked to international gold standards, grounded in English common law, and positioned at the intersection of five EAEU economies and the Eurasian corridor, it offers a jurisdiction that is neutral, independent, and built to last,” said Ali Ijaz Ahmad, First Deputy Chairman of the Tamchy SFIT Management Council.

One of the first executives who decided to set up in Tamchy SFIT was Seo Dong Hyun, CEO of Serim.

“Over the past thirty years of investing in the semiconductor industry, high technology, and energy, I have come to appreciate that legal certainty and trust in the regulatory system are the foundation of long-term investment. These are the very principles on which the Tamchy SFIT was established. What is particularly remarkable is that a project of this scale was delivered in just one year—faster than in any other jurisdiction I know. Today, I registered my family holding company here. For me, this is not an investment for years, but for generations,” he said.

By 2035, Tamchy aims to attract around 4,000 resident companies and create over 10,000 jobs. The expected contribution of Tamchy to the country’s economy between 2026 and 2035 is estimated at $20 bn.

Kinshasa : la Mission de l’Organisation des Nations Unies pour la stabilisation en République Démocratique du Congo (MONUSCO) et le Programme de désarmement, démobilisation, relèvement communautaire et stabilisation (P-DDRCS) ensemble pour faire avancer la question du désarmement et de la démobilisation

Le Représentant spécial adjoint du Secrétaire général des Nations Unies par intérim, Monsieur Ely Dieng a rencontré mercredi le coordonnateur du Programme de désarmement, démobilisation, relèvement communautaire et stabilisation (P-DDRCS), Monsieur Jean de Dieu Désiré Ntanga Ntita, à Kinshasa.

Ils ont notamment évoqué la dynamique du renforcement de la coordination entre le P-DDRCS et la MONUSCO qui accompagne le gouvernement congolais dans ses efforts de stabilisation et de consolidation de la paix.

Le P-DDRCS est une initiative des autorités congolaises pour soutenir la réinsertion des ex-combattants dans la société, en leur offrant des opportunités économiques et sociales.

Parmi ses objectifs figure notamment la contribution à la résolution des conflits et à la cohésion sociale ainsi qu’à la restauration de l’autorité de l’État et à l’amélioration de la sécurité.

Lors de leurs échanges, les deux responsables ont fait le point sur les mandats respectifs de leurs institutions, les principales activités en cours ainsi que les perspectives de coopération visant à renforcer la cohérence, la complémentarité et l’efficacité des interventions dans les provinces affectées par les conflits.

Une attention particulière a été accordée à l’articulation entre le Désarmement, la Démobilisation, la Réintégration, le Relèvement communautaire, la Stabilisation et la Réforme du secteur de la sécurité (RSS).

Ely Dieng, par ailleurs Coordinateur de la Division de l’état de droit et des institutions de sécurité (ROLSID) de la MONUSCO depuis juillet 2024, supervise les sections Justice, l’unité Appui à l’administration pénitentiaire et la section réforme du secteur de la sécurité.

Les questions liées au désarmement, à la démobilisation et à la réintégration des ex-combattants font partie du mandat de la Mission onusienne. C’est pour cette raison que la MONUSCO travaille en collaboration avec le programme congolais notamment sur les questions d’ordre technique et opérationnel.

La MONUSCO et le PDDRCS ont réaffirmé leur engagement à poursuivre un dialogue régulier afin de renforcer la complémentarité entre les mécanismes nationaux et l’appui des Nations Unies sur la question du désarmement.

Mthontsi Lodge and Conference Centre to boost Eastern Cape tourism

The newly launched Mthontsi Lodge and Conference Centre is set to boost tourism and highlight the historical heritage of the Amathole District Municipality in the Eastern Cape province.

Tourism Deputy Minister Makhotso Sotyu launched the facility that is situated in the rural town of KwaMaqoma on Thursday.

The Department of Tourism said the facility will be a prime destination for nature and history enthusiasts, and an oasis for visitors en route to immersive cultural experiences, inland national parks, and the coastal getaways that are offered by the neighbouring towns of Makhanda, Gqeberha, and East London. 

The Deputy Minister said that the development of the tourism facility is a testament to what can be achieved when government, communities, and tourism partners work together to create initiatives that stimulate economic opportunities and uplift communities.

“The construction of the Mthontsi Lodge embodies our vision to see the benefits of tourism enjoyed by all in the country. As government, we invested R31 million in constructing the lodge to build an economic future for the community in KwaMaqoma.

“We are proud to have collaborated with the local government, the community and tourism partners to ensure the successful completion of the construction phase of this facility. The return on investment will be measured by the opportunities this lodge and conference centre creates for the youth, women entrepreneurs, and the local businesses within this community,” Sotyu explained.

Through its investment, the department constructed 13 chalets with a total capacity of 52 guests, as well as backpacker accommodation for 32 guests.

It also includes two lapas, staff accommodation, a guard house, an administration building, a restaurant, conference facilities, and internal roads.

The project created numerous employment opportunities during the construction phase, benefiting local Small, Medium and Micro Enterprises (SMMEs), women and youth.

The lodge continues to contribute to local economic development by employing five permanent staff members and 10 temporary staff members.

Tourism Growth Partnership Plan

The department said infrastructure projects contribute to the broader goal of the Tourism Growth Partnership Plan (TGPP), which aims to position tourism as a key driver of inclusive economic growth and job creation.

The construction of the Mthontsi Lodge and Conference Centre is one of several infrastructure investment initiatives led by the Department of Tourism that are facilitated through the Development Bank of South Africa (DBSA), to grow and diversify the country’s tourism products, enhance visitor experience, stimulate local economic development, and strengthen destination competitiveness in tourism communities.

“Through the Tourism Growth Partnership Plan, we remain committed to ensuring that tourism contributes meaningfully to the inclusive growth of our tourism communities and the sector. Tourism is about people and preserving our historical and cultural heritage.

“As we celebrate the addition of this tourism facility along one of South Africa’s significant liberation routes, we are reminded of how far we have come in attaining the gains of our democracy. This lodge belongs to the people of the Amatole District Municipality. Its future success depends on the partnerships we continue to maintain long after today’s celebration has ended,” said Sotyu.

History

Mthontsi’s history and liberation heritage date back to the 1800s, when the area was an epicentre of the War of Mlanjeni between Africans and Europeans. The site echoes the legacy of its forebears who stood in defence of the land, the sovereignty and dignity of the African people.

The handover of the lodge to the Amathole District Municipality and the Mthontsi Waselukhuko primary Co-operative signalled a watershed moment that honours the triumphant legacy of the people of Mthontsi.

“The establishment of the Mthontsi Lodge represents a long-overdue act of atonement and restoration, as it honours the memory of those who fought and fell here, ensuring their legacy is preserved and shared with future generations.

“Transforming this historic site of conflict into a place of remembrance, healing, and economic opportunity, the Lodge restores the dignity of the fallen heroes who resisted colonialism and lays a foundation for inclusive growth in the region,” Executive Mayor of Amathole District Municipality Anele Ntsangani said.

The Mthontsi Lodge and Conference Centre is built on a farm that was acquired by Amathole District Municipality as part of South Africa’s Land Reform Programme to settle Mount Pleasant and surrounding Adelaide farm workers and secure their livelihoods.

The project benefits over 240 farm dwellers and their descendants, who now form the core of the Mthontsi Waselukhuko primary Co-operative. – SAnews.gov.za

Eritrea: Students’ Summer Work Program to Begin Nationwide

Mr. Fitwi Woldegergis, Director of the Students’ Summer Work Program, indicated that the program is set to be conducted from 6 July to 15 August in five regions of the country.

The program, which is being conducted for the 28th time, will involve over 30 thousand students, 37% of them female, along with around one thousand teachers, agricultural experts, barefoot doctors, and coordinators from 160 centers.

Mr. Fitwi further indicated that 97% of the participants will engage in water and soil conservation and afforestation activities, while others will participate in environmental sanitation, documentation, traffic safety, renovation of dirt roads, as well as the construction of school compounds.

Within the program, over 1.4 million tree seedlings will be planted, and activities including the construction and renovation of terraces and water catchment schemes will be implemented.

Students in the cities of Asmara, Keren, Mendefera, and Barentu will also participate in traffic safety programs.

Due to climatic conditions, the program in the Southern Red Sea Region already commenced on 8 June with the participation of about 600 students.

Since the commencement of the Students’ Summer Work Program in 1994, encouraging activities have been conducted, including water and soil conservation and the planting of tree seedlings, among others.

République démocratique du Congo (RDC) : le Chef de la MONUSCO James Swan échange avec la Première Ministre Judith Suminwa sur la paix dans l’Est et la riposte à Ebola

Le Représentant spécial du Secrétaire général des Nations Unies en République démocratique du Congo et Chef de la MONUSCO, M. James Swan, a été reçu ce jeudi à Kinshasa par la Première Ministre, Cheffe du Gouvernement, Mme Judith Suminwa Tuluka, pour un échange consacré aux priorités sécuritaires, diplomatiques et humanitaires du moment.

La rencontre a porté principalement sur la situation sécuritaire dans l’Est de la République démocratique du Congo, la mise en œuvre du mandat de la MONUSCO conformément à la résolution 2808 (2025) du Conseil de sécurité, ainsi que sur les efforts diplomatiques en cours pour soutenir la paix et la stabilisation du pays.

À l’issue de cette audience, M. James Swan a réaffirmé l’engagement de la MONUSCO à continuer de soutenir, dans le cadre de son mandat, les efforts de paix en République démocratique du Congo. Il a notamment souligné l’importance des avancées liées aux processus de Washington, de Doha et de l’Union africaine, ainsi que la nécessité d’accompagner la mise en œuvre du cessez-le-feu et de poursuivre les efforts de protection des civils.

Les discussions ont également porté sur la riposte à l’épidémie d’Ebola, en particulier en Ituri, où la MONUSCO apporte un appui logistique et opérationnel essentiel dans le cadre de la réponse menée par les autorités congolaises avec le soutien du système des Nations Unies et de ses partenaires.

Cette rencontre a permis de réaffirmer la coopération étroite entre le Gouvernement congolais et les Nations Unies sur des priorités majeures, qu’il s’agisse de la consolidation de la paix, de la protection des populations ou du renforcement de la réponse aux urgences sanitaires.

À travers cet échange, le Gouvernement et la MONUSCO ont réitéré leur volonté commune de poursuivre, avec les partenaires concernés, les efforts visant à promouvoir la stabilité, à soutenir les populations affectées par les conflits et à répondre efficacement aux défis humanitaires et sanitaires auxquels le pays demeure confronté.

India and Mali Hold Inaugural India–Mali Forum for Promotion of Exports to Deepen Bilateral Trade and Investment Cooperation

In a significant step towards strengthening bilateral economic ties, India and Mali institutionalised their growing commercial partnership through the inaugural India–Mali Forum for the Promotion of Exports, setting the stage for deeper trade and investment cooperation between the two countries.

The two-day Forum, held in Bamako under the theme “Reinforcing Trade and Strategic Partnerships”, was presided over by the Prime Minister of the Transition Government of Mali, H.E. Major General Abdoulaye Maïga. It was jointly organised by the Ministry of Industry and Trade of Mali, the Embassy of India in Bamako and the Malian Agency for the Promotion of Exports (APEX-Mali). The Forum brought together senior officials from both governments and around 30 Indian business leaders. The Indian delegation was led by Joint Secretary (FT-Africa), Department of Commerce, Government of India, Shri Amit Kumar. The Mission was represented throughout by H.E. Dr. N. Nandakumar, Ambassador of India to Mali.

India and Mali have witnessed robust growth in bilateral trade, which surpassed US$326.61 million in FY 2025–26, registering a 55 per cent increase over the previous financial year. Mali’s principal exports to India include raw cotton, finished leather, cashew, lead, gum arabic and sesame, while India’s major exports comprise pharmaceuticals, cotton fabrics, two- and three-wheelers, and bicycles. India’s Duty-Free Tariff Preference (DFTP) Scheme has been the primary catalyst in strengthening bilateral trade. Against Mali’s global exports of approximately US$4 billion, untapped export potential in the Indian market is estimated at nearly US$3.96 billion, signalling substantial room for growth.

Following the inaugural session and a visit to the Indian and Malian exhibition stands, featuring Sonalika tractors and vehicles manufactured by Mahindra and Tata Motors, the delegations participated in an intensive series of Business-to-Business (B2B), Business-to-Government (B2G) and Government-to-Government (G2G) matchmaking meetings. The discussions covered renewable energy, pharmaceuticals, textiles, automotive manufacturing and mining, with the objective of converting business opportunities into commercial partnerships and Memorandums of Understanding.

On the second day, the Indian delegation met the Minister of Industry and Trade of Mali, Mr. Moussa Alassane Diallo. APEX-Mali also presented “Ready-Made Business Plans” for immediate investment opportunities. The delegation later called on the Prime Minister of the Transition Government of Mali.

Both sides identified cotton and textiles, mining and energy, agro-industry and shea processing, pharmaceuticals, and social infrastructure, including health and education, as priority sectors for expanding bilateral cooperation. Mali expressed strong interest in India’s support for digitising its Certificate of Origin system and in the prompt registration of approved Indian pharmaceutical products. The Indian side sought reconsideration of the shea-nut export ban and reaffirmed the importance of protecting Indian nationals and investments.

The Forum was framed as the foundation of a long-term partnership. It concluded with Mali reaffirming its commitment to securing the business environment and positioning itself as a strategic investment hub for West Africa under its Vision Mali 2063 roadmap. As a concrete next step, Mali announced a dedicated investment forum to be held on 3–4 December 2026, at which additional bankable projects will be made available to international investors.

Audience accordée au député de la diaspora par le Président de la République

Le Président de la République, Chef de l’Etat, Chef du Gouvernement, Son Excellence Brice Clotaire OLIGUI NGUEMA, a accordé une audience à Michel ENGONGA ELLA, député représentant la diaspora de la zone Afrique.

Cette rencontre a été l’occasion pour le parlementaire de transmettre au Chef de l’Etat la reconnaissance des gabonais établis à l’étranger pour la création, de deux sièges de députés dédiés à la diaspora, sous la 5e République, l’un pour la zone Afrique et l’autre pour le reste du monde.

Cette réforme historique ,tant attendue par la diaspora traduit la volonté du Président de la République de garantir à chaque gabonais, selon sa résidence, une participation à la vie de la nation.

Les échanges ont également porté sur les modalités d’organisation et de fonctionnement de cette nouvelle représentation parlementaire, appelée à renforcer le dialogue entre la diaspora et les institutions de la République.

Le Chef de l’Etat a réaffirmé sa conviction selon laquelle, la diaspora constitue une composante essentielle de la nation. Par ses compétences, son expertise, ses investissements, son savoir-faire et son rayonnement à l’international, elle représente un capital humain, économique et intellectuel stratégique pour la réussite du projet de refondation du Gabon.

A travers cette réforme, le Président de la République concrétise l’un des principes de son projet de société,à savoir, bâtir une République plus inclusive, plus participative et plus unie, où aucun Gabonais n’est laissé en marge du développement national.

La représentation parlementaire de la diaspora constitue ainsi une avancée démocratique majeure,qui renforce les liens entre la République et ses citoyens établis à l’étranger, lesquels sont désormais associés aux choix stratégiques et à la construction du Gabon de demain.

Eritrea: Seminars Aimed at Eradicating Harmful Practices

Seminars aimed at eradicating harmful practices have been conducted in 13 administrative areas in Forto-Sawa, Gash Barka Region, from 3 to 25 June.

Indicating that strong efforts are being exerted to eradicate harmful practices in the sub-zone by 2030, Mr. Idris Mohammed, head of the Ministry of Labor and Social Welfare branch in the sub-zone, said that the seminars being conducted from time to time are part of the effort.

Mr. Aregay Mebrahtu, acting administrator of the sub-zone, expressed the readiness of the sub-zonal administration to work in collaboration with partners to strengthen participation in the effort to eradicate harmful practices, including female genital mutilation and underage marriage, which negatively affect the health of women.

The participants of the seminars, noting that they understood the health consequences of female genital mutilation and underage marriage on women, expressed readiness to strengthen their participation in the effort to eradicate them.

Eritrea: Halay Technical School Graduates 44 Students

Halay Technical School has graduated 44 students, including 18 females, who completed two years of certificate training in computer maintenance, networking, and metal works.

At the graduation ceremony held on 2 July, Mr. Raguel Tekle, director of the school, said that, as a result of the substantial investment the Government is making in vocational and technical training, capable youth equipped with various skills are being produced.

Noting that female participation in vocational and technical training is increasing from time to time, Mr. Raguel said that the school is working in earnest to meet the demand for vocational and technical human resources.

Mr. Tesfay Seium, Director General of Technical and Vocational Training at the Ministry of Education, indicating that efforts have been exerted to equip vocational schools with modern educational facilities, said that Halay Technical School has already benefited from the opportunity.

Commending the commitment of the teachers and staff of the school, the representative of the graduates expressed conviction to play due part in the nation-building process with the knowledge they gained from the school.

According to documents from the school, Halay Technical School has graduated over 500 students since its establishment.
