Deputy Minister Mhlauli to deliver the Rhodes University Open Guest Lecture on Governance, Heritage Month and Indigenous Languages

Deputy Minister in The Presidency, Ms Nonceba Mhlauli, will on Monday, 22 September 2025 deliver the keynote address at an Open Guest Lecture hosted by the School of Languages and Literatures at Rhodes University.

Her address will focus on “Governance contribution to empowering the community about Heritage Month and the importance of indigenous languages as part of institutional transformation.”

The lecture forms part of the University’s S.E.K. Mqhayi Week and Heritage Month activities celebrating the legacy of the renowned imbongi and writer whose work helped standardise isiXhosa and advance African linguistic scholarship.

Afrobarometer launches training video library to make citizen data more accessible

Afrobarometer (www.Afrobarometer.org) has launched a virtual training video library (https://apo-opa.co/4nKIUVj) to enable anyone – from government and civil society to the media, students, and the general public – to access, understand, and use its data on Africans’ experiences and preferences.

The library provides step-by-step guidance through a series of short, user-friendly videos, showing how to navigate Afrobarometer’s online data analysis (ODA) tool  (https://apo-opa.co/3Kf1gyZ) to analyse data and create graphics – all without requiring advanced statistical skills. The ODA tool provides free access to more than 25 years’ worth of Afrobarometer survey data on democracy, governance, quality of life, and related issues based on more than 400,000 interviews across 42 African countries.

Carolyn Logan, Afrobarometer’s director of capacity building, underscored the initiative’s broader goal.

“Our vision is to ensure that African voices are not just heard but also used to shape policy and development,” she said. “This training video library makes it easier for everyone to use Afrobarometer’s data, giving them the tools they need to translate data into insights that matter.”

Dominique Dryding, Afrobarometer capacity building manager (basic track), added that the training video library aims to democratise access to Afrobarometer’s wealth of resources.

“The Afrobarometer training video library is designed to make our data and tools more accessible for everyone,” she said. “By equipping researchers, students, journalists, and policy makers with practical, user-friendly guidance, we hope to strengthen the ability of Africans everywhere to engage with the data and apply it to pressing policy challenges.”

The video library is the latest addition to Afrobarometer’s capacity building programme, a core pillar of the organisation. Afrobarometer provides summer schools for researchers, training workshops on basic and advanced statistical skills, and thematic workshops to address diverse research needs; mentorship and networking through its Emerging Scholars initiative; and university outreach to help faculty and students integrate Afrobarometer data into their work. Together, these initiatives are nurturing a new generation of data-savvy researchers and helping to ensure that African voices inform policy and development.

KCB et Afreximbank concluent un accord de financement conjoint visant à rendre opérationnelle la Zone économique spéciale (ZES) de Vipingo

KCB Group et la banque multilatérale panafricaine de développement, la Banque Africaine d’Import-Export (Afreximbank) (www.Afreximbank.com) ont conclu un protocole d’accord visant à fournir un soutien financier et commercial aux investisseurs opérant dans la zone économique spéciale (ZES) de Vipingo, dans le comté de Kilifi.

Dans le cadre de cet accord, Afreximbank et KCB Group fourniront respectivement au titre du financement initial, 500 millions de dollars et 300 millions de dollars.

L’annonce a été faite lors du Forum 2025 Arise Integrated Industrial Platforms (Arise IIP) – Kenya Investment, où les chefs d’entreprise ont convergé pour réfléchir à la manière de positionner le Kenya comme une destination privilégiée pour les investissements.

Dans ce cadre, les investisseurs potentiels bénéficieront de solutions de financement compétitives pour s’implanter dans la ZES, notamment les entreprises manufacturières, agro-industrielles, logistiques et à forte valeur ajoutée.

En combinant leurs ressources, leur expertise et leurs réseaux, KCB et Afreximbank permettront aux investisseurs locaux et internationaux de bénéficier de solutions de financement adaptées, incluant notamment des facilités de fonds de roulement, le financement de projets, le financement du commerce, les facilités de préparation de projets, les garanties ainsi qu’un appui-conseil, entre autres.

Lors de la cérémonie de signature qui s’est tenue le 16 septembre 2025 à Vipingo, Paul Russo, PDG de KCB Group a déclaré : « Cet accord marque une étape importante dans notre mission de catalyser une croissance industrielle durable au Kenya et dans toute la région. Nous sommes ravis de faire de la ZES de Vipingo un tremplin vers la transformation, la création et le maintien d’un environnement dans lequel les industries orientées vers l’exportation peuvent prospérer, en tirant parti des économies d’échelle, des infrastructures partagées et de l’accès aux marchés mondiaux ».

La zone économique spéciale (SEZ) de Vipingo est l’un des projets phares du Kenya placés sous la tutelle de la Special Economic Zones Authority [Autorité des zones économiques spéciales-SEZA] et qui vise à attirer les investissements et à stimuler le développement régional. En mobilisant des capitaux abordables au profit de la zone, le partenariat entre KCB et Afreximbank devrait permettre de développer des infrastructures essentielles, de renforcer les industries exportatrices et de positionner Kilifi comme un pôle d’attraction pour les investissements directs nationaux et étrangers.

Pour sa part, la Directrice générale, en charge du Développement des Exportations (Afreximbank), Mme Oluranti Doherty, a souligné : « Le mandat d’Afreximbank est de promouvoir et de développer le commerce africain, et ce partenariat avec KCB est une illustration parfaite de cet engagement. Les zones économiques spéciales sont de puissants moteurs de l’industrialisation, de la croissance des exportations et de la diversification économique. Grâce à ce cadre de financement, nous allons non seulement permettre aux entreprises de se développer, mais aussi soutenir la création de chaînes d’approvisionnement durables qui renforcent les communautés locales et favorisent l’intégration régionale ».

M. Russo a signé pour le compte de KCB Group, tandis que Mme Doherty a paraphé le document au nom d’Afreximbank. De son côté, M. George Olaka, PDG d’Arise IIP-Kenya a signé l’accord pour le compte de son organisation. La cérémonie s’est déroulée en présence de S.E Dr William Ruto, Président de la République du Kenya, du Professeur Benedict Oramah, Président d’Afreximbank et du Conseil d’administration de la Banque et de M. Gagan Gupta, Fondateur et PDG d’ARISE IIP.

L’accord met en avant l’importance des partenariats stratégiques pour réduire le déficit de financement en Afrique et renforcer la contribution du secteur privé au développement durable. Le financement de la ZES de Vipingo s’inscrit dans le cadre du programme-pays de 3 milliards de dollars US d’Afreximbank pour le Kenya, signé en mai 2023. Ce programme vise à soutenir le développement de divers secteurs de l’économie kényane, en mettant un accent particulier sur le développement industriel, y compris les parcs industriels de Naivasha et de Dongo Kundu, et désormais la ZES de Vipingo. Afreximbank a débloqué 40 millions de dollars US pour faciliter le développement de la zone économique spéciale (ZES) de Vipingo, avec un engagement supplémentaire de 500 millions de dollars US pour soutenir les investisseurs individuels qui s’y implantent.

Afrobarometer lance une vidéothèque de formation pour rendre les données des citoyens plus accessibles

Afrobarometer (www.Afrobarometer.org) a lancé une vidéothèque de formation (https://apo-opa.co/4gAdmyX) virtuelle pour permettre à chacun – du gouvernement et de la société civile aux médias, aux étudiants et au grand public – d’accéder, de comprendre et d’utiliser ses données sur les expériences et les préférences des Africains.

La bibliothèque propose un accompagnement étape par étape grâce à une série de courtes vidéos conviviales, montrant comment utiliser l’outil d’analyse de données en ligne (ODA) (https://apo-opa.co/46aBV1S) d’Afrobarometer pour analyser les données et créer des graphiques, sans nécessiter de compétences statistiques avancées. Cet outil offre un accès gratuit à plus de 25 ans de données d’enquête Afrobarometer sur la démocratie, la gouvernance, la qualité de vie et les questions connexes, issues de plus de 400.000 entretiens menés dans 42 pays africains.

Carolyn Logan, directrice du renforcement des capacités d’Afrobarometer, a souligné l’objectif plus large de l’initiative.

Dominique Dryding, responsable du renforcement des capacités d’Afrobarometer (niveau basique), a ajouté que la vidéothèque de formation vise à démocratiser l’accès à la richesse des ressources d’Afrobarometer.

« La vidéothèque de formation d’Afrobarometer est conçue pour rendre nos données et nos outils plus accessibles à tous », a-t-elle déclaré. « En fournissant aux chercheurs, aux étudiants, aux journalistes et aux décideurs politiques des conseils pratiques et conviviaux, nous espérons renforcer la capacité des Africains du monde entier à exploiter les données et à les appliquer aux défis politiques urgents ».

La vidéothèque est le dernier ajout au programme de renforcement des capacités d’Afrobarometer, un pilier essentiel de l’organisation. Afrobarometer propose des universités d’été pour les chercheurs, des ateliers de formation aux compétences statistiques de base et avancées, ainsi que des ateliers thématiques pour répondre à divers besoins de recherche ; du mentorat et du réseautage grâce à son initiative « Chercheurs émergents » ; et des actions de sensibilisation universitaire pour aider les enseignants et les étudiants à intégrer les données d’Afrobarometer à leurs travaux. EduTimes Africa Joins Global Leaders at Codeavour 7.0 Launch

Qatar Facilitates Release of Two British Nationals Detained in Afghanistan

The State of Qatar announced that it facilitated the release of two British nationals who had been detained in Afghanistan, stating that the detainees, Peter Reynold and his wife Barbie Reynold, have arrived in Doha and will depart for London later.  

His Excellency Dr. Mohammed bin Abdulaziz bin Saleh Al-Khulaifi, Minister of State at the Ministry of Foreign Affairs, expressed, in a statement to the Qatar News Agency (QNA), the State of Qatar’s appreciation for the fruitful cooperation demonstrated by both the Afghan caretaker government and the United Kingdom.  

His Excellency also highlighted Qatar’s efforts and its continuous encouragement of direct dialogue, as well as its unwavering belief in multilateral cooperation to promote and uphold human dignity and protect rights. He emphasized in this context that Qatar always strives, through its mediation, to reinforce humanitarian values by safeguarding lives and ensuring rights.

Public Service Month a call to reaffirm commitment to South Africans

Deputy Minister in the Presidency, Kenny Morolong, has urged public servants to recommit to serving with “integrity, accountability, and excellence”. 

Morolong delivered the keynote address at the Government Communication and Information System (GCIS) Public Service Day held at the department, in Tshwane, on Friday.

Government is currently observing Integrated Public Service Month (IPSM).

“Public service is not merely a job; it is a vocation rooted in the principles of Batho Pele, putting people first. This means our work is not simply measured by time on the job, but by the lives we touch and the positive change we create. 

“It is a promise to act with empathy, to listen with patience, and to deliver with a deep sense of responsibility to every citizen and ensure their needs are met with dignity and respect,” he said.

Morolong highlighted that the work of the department “sits at the intersection of policy and the people it is meant to serve”.

“A little over two decades ago in 2004, the then Minister of Finance, Trevor Manuel [said]…‘In a developmental State, the civil servant is professional, skilled, adequately rewarded but humble. Humility towards the poor is the greatest attribute of a civil servant’.

“For the GCIS, humility towards the poor means ensuring that the right information reaches the right people at the right time – in a language they understand and through a medium they trust.

“When the GCIS does its job well, we liberate citizens from ignorance, from uncertainty, from exclusion. We enable individuals and communities to claim opportunities – to apply for bursaries, to access grants, to participate in public consultations, to hold government accountable,” Morolong said.

Call to action

The Deputy Minister highlighted that IPSM is a call to for renewal from all civil servants.

“The Integrated Public Service Month is anchored on five strategic pillars that include the visibility of the executive in communities, responsiveness, professionalism and ethical conduct of public servants, trust and citizen participation.

“In essence, the 2025 to 2026 government-wide Integrated Public Service programme is a call to action to renew and reaffirm our commitment to serve with integrity, accountability, and excellence,” Morolong emphasised.

He added that the month is also a moment to honour public servants who go above and beyond the call of duty to “make a difference in the lives of ordinary South Africans”.

“It is also a time for introspection. We turn the mirror on ourselves and ask the difficult questions: Are we truly living up to the ideals of service delivery? Are our programmes responsive, inclusive, and impactful reaching those who need them most?

“This self-reflection should help us to recommit to transparent, empowering communication that reflects humility and professionalism.

“As public servants we must be at the forefront of renewing public trust by telling the South African story with honesty, courage, and purpose,” Morolong concluded. – SAnews.gov.za

Gauteng government condemns killing of Taxi Alliance Chairperson

The Gauteng MEC for Roads and Transport, Kedibone Diale-Tlabela, has expressed her deepest shock and sadness at the brutal killing of the Gauteng Chairperson of the National Taxi Alliance (NTA), Thamsanqa Moyo.

Moyo was shot while driving along the Soweto highway on Thursday.

In a statement, the MEC strongly condemned the senseless act of violence, which has not only robbed the taxi industry of a dedicated leader but also left a painful mark on his family, colleagues, and the broader transport sector.

“This is a devastating loss to the taxi industry and to Gauteng as a whole. Moyo was a leader who played an important role in shaping dialogue within the industry and promoting stability. His untimely death is a blow to ongoing efforts to build peace, unity, and sustainable solutions within the taxi sector,” Diale-Tlabela said.

The MEC has extended heartfelt condolences to the family, friends, and colleagues of Moyo, as well as the leadership and members of the NTA.

She further urged law enforcement agencies to work tirelessly to ensure that those responsible for this heinous crime are brought to book. 

“We cannot allow criminal elements to derail progress in the taxi industry through acts of intimidation and violence. We call for calm, restraint, and cooperation as investigations unfold,” the MEC said.

She reaffirmed the provincial government’s commitment to working with all stakeholders in the taxi industry to build a safe, reliable, and peaceful transport system in Gauteng.

The MEC will visit Moyo’s family on Friday to extend condolences and support to the bereaved family.

Transnet enters into partnership to upgrade port equipment

Transnet Port Terminals has entered into a 10-year partnership agreement with Liebherr to acquire port equipment that will significantly enhance operational capacity and efficiency.

Through this agreement, Transnet will benefit from Liebherr’s local expertise, a strategically managed parts supply, and a dedicated customer service and support network. 

“This ensures unrivalled reliability, optimised productivity, and seamless operations. The introduction of new Liebherr Ship-to-Shore (STS) and Rubber-Tired Gantry (RTG) cranes, alongside a strengthened lifecycle management strategy, will enhance efficiency, improve cargo flow, and support continued growth at South Africa’s ports,” Transnet said on Thursday.

Under the new agreement, Transnet has already placed substantial orders for Liebherr equipment. 
This includes four large Ship-to-Shore cranes for the Port of Durban, which are currently being assembled in South Africa.  

Additionally, 48 Rubber-Tired Gantry cranes have been ordered in multiple batches for the Durban and Cape Town terminals. Both ports have begun receiving RTGs, with several units having already entered service.

“Partnering with Liebherr ensures that we have access to cutting-edge crane technology and expert support, enabling us to enhance productivity while reducing operational costs. Liebherr-Africa General Manager Lukas Sturn said the collaboration with Transnet marks a significant step forward in strengthening port operations in South Africa. 

“With dedicated service hubs and an optimised parts supply, we are well positioned to support Transnet’s growth and ensure smooth, efficient, and cost-effective operations,” Sturn said.

Beyond the supply of cranes, the 20-year asset management programme ensures that Transnet benefits from comprehensive lifecycle support, including maintenance, repairs, and parts management. 

Liebherr will provide local parts and service engineers, guaranteeing a prompt and efficient response to operational needs when required. 

As part of this commitment, Liebherr is investing heavily in a new Competence and Distribution Centre in Durban that includes the Liebherr Technology Campus, a training and innovation hub offering professional training and customised solutions for Liebherr equipment and business skills. 

In addition, Liebherr is upgrading its customer service setup in Cape Town, reinforcing its long-term presence in the region, ensuring 24/7 support. –SAnews.gov.za
