President João Lourenço Opens Angola Oil & Gas (AOG) 2025 with Vision for Next 50 Years of Angolan Growth

Angolan President João Lourenço opened the 2025 edition of the Angola Oil & Gas (AOG) conference in Luanda today, offering a clear vision for the next era of the country’s hydrocarbon-led development. Underscoring the role oil and gas development has played in the country’s transformation, President Lourenço emphasized that these resources will continue to strengthen the Angolan economy for years to come.

“The oil sector has been instrumental for the growth of our country. Exploration and production of natural resources has contributed to the improvement of the living conditions of the people of Angola. Angola provides investment conditions that ensure contract, stability, legal certainty and investment durability. Cooperation between private and public sector, between international companies and local partners, will be key for achieving our aspirations,” stated President Lourenço.

Taking place on the eve of Angola’s 50 years of independence celebration, AOG 2025 recognizes the catalyzing role oil and gas have played in the country’s development, offering a strategic dealmaking platform that will lay the foundation for the next 50 years of growth.

“Five decades ago, the Angolan people fought for their right to sovereignty. Along the years, the oil sector has been fundamental for the economy and the development of our country. This a moment for us to celebrate but also reflect, looking at how we can use our resource more effectively and striking the balance between economic growth, social justice and environmental protection,” President Lourenço said.

AOG comes as Angola celebrates a series of industry milestones in 2025, as companies take concrete steps towards enhancing crude production, driving non-associated gas development and opening new frontiers across the oil and gas value chain. Upstream, the country started production at the Agogo FPSO, the Begonia oilfield and the CLOV Phase 3 Developments. A gas discovery was made at Block 1/14 in the Lower Congo basin while exploration campaigns kicked off across almost all of the country’s onshore and offshore basins.

“Our current actions are directed towards mitigating production decline and keeping output above one million bpd. Since the last conference, we have concluded several activities. We started activities at the Agogo project as well as developments in Block 17 and 17/06. Complementing these activities is exploration in new basins. Another important project is the Kaminho development,” stated Diamantino Azevedo, Minister of Mineral Resources, Petroleum and Gas, Angola.

On the downstream side, Angola started production at the Cabinda Refinery on September 1, 2025. The facility adds 30,000 barrels per day in its first phase, doubling output in the second phase. The project is Angola’s second operational oil refinery and will play a major part in reducing refined imports and enhancing fuel security.

“We continue with the development of the Lobito refinery while we assess the feasibility of the Soyo project. These position Angola as a new regional center for oil. We have also improved the legislation for local participation in the industry. The commitment is to widen partnerships and create value for the people of Angola,” Minister Azevedo added.

HE Minister of State at the Ministry of Foreign Affairs Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi met on Wednesday with HE Federal Minister for European and International Affairs of the Republic of Austria, Beate Meinl-Reisinger.

The meeting discussed cooperation relations between the two countries and ways to support and strengthen them, as well as a number of issues of mutual interest, notably the humanitarian situation in Gaza, developments in Syria and Lebanon, and the importance of supporting efforts to bring security and stability in the region.

HE the Federal Minister for European and International Affairs of Austria praised during the meeting the State of Qatar’s role as a reliable mediator to bring different perspectives closer and encourage peaceful solutions through dialogue and diplomacy. 

Her Excellency also commended the Qatari efforts made in releasing Austrian hostages around the world.

HE Minister of State at the Ministry of Foreign Affairs Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi participated Tuesday as a speaker in the high-level session titled: “Sustaining Peace In A Shifting Global Order,” as part of the Bled Strategic Forum held in the Republic of Slovenia.

In his speech before the session, His Excellency affirmed that the State of Qatar will remain committed to its role as a trusted mediator and will continue investing in promoting a culture of dialogue, mediation, and preventive diplomacy, in a way that enhances opportunities for sustainable peace and fulfills the aspirations of peoples for security and development.

His Excellency stated that successful mediation requires a set of fundamental principles, including neutrality and building trust, communication and engagement with all parties, humanitarian motivation, patience, and perseverance.

He added in this context that no mediation process can achieve its objectives if the conflicting parties do not view it as impartial and free from political agendas.

His excellency explained that the State of Qatar has earned its reputation in this field through openness and engagement with various actors, including parties that major powers may avoid communicating with, while maintaining distinguished relations with its partners, the United Nations, and regional and international organizations.

His Excellency emphasized that starting with humanitarian steps, such as the release of prisoners, the exchange of detainees, medical evacuation, or even opening humanitarian corridors, helps build trust between the conflicting parties and creates a more favorable environment for moving to major political issues related to the conflict.

He also pointed out that successful mediation is not achieved overnight; rather, it is a long process that requires cumulative steps to build trust and keep dialogue channels open.

In this regard, His Excellency outlined a set of essential elements to make agreements more sustainable and effective, including strengthening the provisions of agreements to ensure practical implementation and prevent loopholes that parties may exploit later, establishing precise and enforceable follow-up mechanisms to ensure all parties fulfill their obligations, and incorporating clear provisions for resolving potential future disputes during implementation.

Those essential elements also included involving regional actors for their direct interests and ability to positively influence the parties, and linking agreements to humanitarian and development projects that enhance the benefits of peace and deliver tangible outcomes for the lives of people.

HE the Minister of State at the Ministry of Foreign Affairs expressed his gratitude and appreciation to the organizers of the Bled Strategic Forum, noting that the convening of this forum amidst the increasing challenges facing the international system reflects the urgent need to strengthen multilateral dialogue and develop new approaches to resolve conflicts and consolidate security and stability.

Léandre Bassolé officially takes helm of African Development Bank’s regional office for Central Africa

Léandre Bassolé, the new Director General of the African Development Bank Group’s (www.AfDB.org) Regional Office for Development, Integration, and Business Delivery for Central Africa, officially took office on 27 August 2025, in Yaoundé, Cameroon.

Bassolé presented his letters of introduction to Oumarou Chinmoun, Secretary General of the Cameroonian Ministry of Foreign Affairs, representing Minister Lejeune Mbella Mbella. Discussions between the two figures highlighted the Bank’s strategic role in the development of Cameroon and the sub-region.

“We understand that you are here as a son, as a brother, and as a friend,” said Chinmoun. “I must tell you how pleased our government is that the Bank has chosen our country to host its headquarters in the sub-region.”

He added: “At the sub-regional level, we welcome your support in the implementation of economic and financial programmes. Given the challenges posed by the crisis in the global financial architecture, the support of the African Development Bank represents added value that helps to strengthen the resilience of our countries when confronted with various shocks.”

The day after taking office (28 August), Bassolé was officially welcomed by Alamine Ousmane Mey, Minister of Economy, Planning, and Regional Development, and Governor of the Bank for Cameroon. Their discussions focused on the state of cooperation, the progress of existing projects, and the prospects for new commitments in support of the National Development Strategy 2030.

“I greatly appreciate the quality of our cooperative relationship with the Bank Group,” said Mey. “We have 24 active projects in priority development-related sectors, with a focus on implementing integrated projects that will have a real impact on the economy and the quality of life of our population.”

Bassolé, meanwhile, emphasised the Bank’s priority to strengthen its operational presence, accelerate project implementation, and increase the impact of said projects in the seven countries covered by the regional office (Cameroon, Central African Republic, Congo, Gabon, Equatorial Guinea, DRC and Chad).

“The African Development Bank’s strategy is to roll out all our regional operations from Cameroon and make Yaoundé a centre of excellence,” he said. “Our commitments in the country now amount to around $2.2 billion, with nearly 50 per cent in transport, followed by energy and agriculture.”

He concluded: “We will work hand-in-hand to develop projects and programmes that meet the aspirations of the Cameroonian authorities and contribute, in a sustainable way, to improving the living conditions of the population.”

As of 30 June 2025, the African Development Bank Group’s portfolio in Cameroon comprised 24 projects worth $2.2 billion. Across the Central Africa region, it represents 130 operations, including around 40 regional and multinational projects, totalling over $5 billion.

Nouveau directeur général du Bureau régional de développement, d’intégration et de prestation de services pour l’Afrique centrale du Groupe de la Banque africaine de développement (www.AfDB.org), Léandre Bassolé, a officiellement pris ses fonctions, le 27 août 2025, à Yaoundé au Cameroun.

M. Bassolé a présenté ses lettres d’introduction à Oumarou Chinmoun, secrétaire général du ministère camerounais des Relations extérieures, représentant le ministre Lejeune Mbella Mbella. Puis, des échanges, entre les deux personnalités, ont mis en lumière le rôle stratégique de la Banque dans le développement du Cameroun et de la sous-région.

« Nous comprenons que vous êtes ici en tant que fils, en tant que frère et en tant qu’ami. Je dois vous dire la satisfaction de notre gouvernement par rapport au choix de notre pays pour abriter le siège de la direction générale de la Banque dans la sous-région », a déclaré M. Chinmoun.

Il a ajouté : « Au niveau sous-régional, nous saluons votre accompagnement dans la mise en œuvre des programmes économiques et financiers. Face aux défis posés par la crise de l’architecture financière mondiale, le soutien de la Banque africaine de développement représente une valeur ajoutée qui contribue à renforcer la résilience de nos pays face aux différents chocs. »

Le lendemain de sa prise de fonction (28 août), M. Bassolé a été reçu en audience par Alamine Ousmane Mey, ministre de l’Économie, de la Planification et de l’Aménagement du Territoire et gouverneur de la Banque pour le Cameroun. Les discussions ont porté sur l’état de la coopération, l’état d’avancement de la mise en œuvre des projets existants et les perspectives de nouveaux engagements en soutien à la Stratégie nationale de développement 2030.

« Je me félicite de la qualité des relations de coopération avec le Groupe de la Banque. Nous avons 24 projets actifs dans les secteurs prioritaires de notre développement, avec une dynamique orientée vers la réalisation de projets intégrés pour un impact réel sur l’économie et la qualité de vie des populations », a affirmé M. Mey.

Pour sa part, M. Bassolé a souligné la priorité de la Banque à renforcer sa présence opérationnelle, à accélérer la mise en œuvre des projets et à améliorer leur impact dans les sept pays couverts par le bureau régional (Cameroun, Centrafrique, Congo, Gabon, Guinée équatoriale, RDC et Tchad).

« La stratégie de la Banque africaine de développement vise à déployer toutes nos opérations régionales depuis le Cameroun et à faire de Yaoundé un pôle d’excellence. Le volume de nos engagements dans le pays s’élève désormais à environ 2,2 milliards de dollars américains, dont près de 50 % dans les transports, suivis de l’énergie et de l’agriculture », a-t-il déclaré.

Et de conclure : « Nous allons travailler main dans la main pour construire des projets et programmes qui répondent aux aspirations des autorités camerounaises et contribuer durablement à l’amélioration des conditions de vie des populations. »

O novo diretor-geral do Escritório Regional de Desenvolvimento, Integração e Prestação de Serviços para a África Central do Grupo Banco Africano de Desenvolvimento (www.AfDB.org/pt), Léandre Bassolé, assumiu oficialmente suas funções a 27 de agosto de 2025, em Yaoundé, Camarões.

Bassolé apresentou a sua carta de apresentação a Oumarou Chinmoun, secretário-geral do Ministério das Relações Exteriores dos Camarões, em representação do ministro Lejeune Mbella Mbella. Em seguida, as conversas entre as duas personalidades destacaram o papel estratégico do Banco no desenvolvimento dos Camarões e da sub-região.

“Compreendemos que está aqui como filho, como irmão e como amigo. Devo dizer-lhe que o nosso governo está muito satisfeito com a escolha do nosso país para acolher a sede da direção-geral do Banco na sub-região”, declarou o Sr. Chinmoun.

“A nível sub-regional, saudamos o vosso apoio na implementação dos programas económicos e financeiros. Face aos desafios colocados pela crise da arquitetura financeira mundial, o apoio do Banco Africano de Desenvolvimento representa uma mais-valia que contribui para reforçar a resiliência dos nossos países face aos diferentes choques”, acrescentou.

No dia seguinte à sua tomada de posse (28 de agosto), Bassolé foi recebido em audiência por Alamine Ousmane Mey, ministro da Economia, Planeamento e Ordenamento do Território e governador do Banco para os Camarões. As discussões incidiram sobre o estado da cooperação, a implementação dos projetos existentes e as perspetivas de novos compromissos em apoio à Estratégia Nacional de Desenvolvimento 2030.

“Congratulo-me com a qualidade das relações de cooperação com o Grupo Banco. Temos 24 projetos ativos nos setores prioritários do nosso desenvolvimento, com uma dinâmica orientada para a realização de projetos integrados com um impacto real na economia e na qualidade de vida das populações”, afirmou Mey.

Por seu lado, Bassolé salientou a prioridade do Banco em reforçar a sua presença operacional, acelerar a implementação dos projetos e melhorar o seu impacto nos sete países abrangidos pelo escritório regional (Camarões, República Centro-Africana, Congo, Gabão, Guiné Equatorial, República Democrática do Congo e Chade).

“A estratégia do Banco Africano de Desenvolvimento visa implementar todas as nossas operações regionais a partir dos Camarões e tornar Yaoundé um polo de excelência. O volume dos nossos compromissos no país ascende agora a cerca de 2,2 mil milhões de dólares, dos quais quase 50% em transportes, seguidos pela energia e pela agricultura”, declarou.

“Vamos trabalhar em conjunto para construir projetos e programas que respondam às aspirações das autoridades camaronenses e contribuam de forma sustentável para a melhoria das condições de vida das populações”, concluiu.
