HE Minister of State for International Cooperation Dr. Mariam bint Ali bin Nasser Al Misnad met with HE United Nations Under-Secretary-General and High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States Rabab Fatima. The meeting took place on the sidelines of the United Nations Conference on Landlocked Developing Countries, being held in Awaza, Turkmenistan.

The meeting dealt with discussing the strong partnership between the State of Qatar and the Office of the High Representative for the Least Developed Countries,آ Landlocked Developing Countries and Small Island Developing States.

HE Minister of State for International Cooperation, Mariam bint Ali bin Nasser Al Misnad, met with HE President of the United Nations Economic and Social Council (ECOSOC), Lok Bahadur Thapa, on the sidelines of the UN Conference on Landlocked Developing Countries, currently taking place in Awaza, Turkmenistan.

The meeting reviewed avenues of cooperation between the State of Qatar and ECOSOC, highlighted Qatar’s leading role in supporting developing countries, and discussed preparations for Qatar’s hosting of the Second World Summit for Social Development, scheduled for November.

The two sides affirmed that the upcoming summit will serve as a valuable opportunity to review various mechanisms and benefit from the experiences of developing countries that have made notable progress in social development.

During the meeting, HE Minister of State for International Cooperation reaffirmed Qatar’s commitment to remaining a strategic partner to the United Nations in addressing developmental challenges.

Joint Statement on the Inaugural Joint Security Coordination Mechanism (JSCM) Meeting for the Peace Agreement Between the Democratic Republic of the Congo and the Republic of Rwanda

The text of the following statement was released by the Governments of the United States of America, the Democratic Republic of the Congo, the Republic of Rwanda, the State of Qatar, the African Union Commission, and the Togolese Republic (as the Representative of the AU Mediator) on the occasion of the first Joint Security Coordination Mechanism meeting held this week at the African Union Commission headquarters in Addis Ababa.

On August 7-8, 2025, representatives from the Democratic Republic of the Congo (DRC) and the Republic of Rwanda (Rwanda), along with observers from the United States, the State of Qatar, the Representative of the AU mediator, and the African Union Commission held the first meeting of the Joint Security Coordination Mechanism for the Peace Agreement between the Democratic Republic of the Congo and Republic of Rwanda that was signed in Washington, D.C. on June 27, 2025.

The Joint Security Coordination Mechanism is responsible for the implementation of the Concept of Operations for the Harmonized Plan for the Neutralization of the FDLR and Disengagement of Forces/Lifting of Defensive Measures by Rwanda (annex of the Peace Agreement signed June 27, 2025). The Mechanism is also tasked with facilitating intelligence and information sharing between the parties for the purpose of implementing the Peace Agreement. During the first meeting, the Permanent Members—DRC and Rwanda—adopted terms of reference to govern future meetings of the Mechanism and began discussions on implementing the Peace Agreement.

The Representative of the AU Mediator, the African Union Commission, the State of Qatar, and the United States participated in these discussions to ensure the effective, efficient, and impartial implementation of the Agreement, as well as the continuation of good-faith initiatives to achieve lasting stability in the region. Both the DRC and Rwanda expressed their appreciation for the invaluable contributions and joint efforts of the African Union, United States, and Qatar as partners in advancing a peaceful resolution.

Joint Statement on Developments in the Gaza Strip

The Ministerial Committee mandated by the Joint Extraordinary Arab-Islamic Summit on developments in the Gaza Strip, the Kingdom of Bahrain, the Arab Republic of Egypt, the Republic of Indonesia, the Hashemite Kingdom of Jordan, the Federal Republic of Nigeria, the State of Palestine, the State of Qatar, the Kingdom of Saudi Arabia, the Republic of Türkiye, the League of Arab States and the Organization of Islamic Cooperation, in addition to People’s Republic of Bangladesh, Republic of Chad, Republic of Djibouti, Republic of The Gambia, State of Kuwait, State of Libya, Malaysia, Islamic Republic of Mauritania, Sultanate of Oman, Islamic Republic of Pakistan, Federal Republic of Somalia, Republic of the Sudan, United Arab Emirates, and Republic of Yemen express their strong condemnation and categorical rejection of Israel’s announcement of its intention to impose full military control over the Gaza Strip. We consider this announcement a dangerous and unacceptable escalation, a flagrant violation of international law, and an attempt to entrench the illegal occupation and impose a fait accompli/ facts on the ground by force, in contravention of international legitimacy.

We affirm that this declared course of action by Israel constitutes a continuation of its grave violations, including killing and starvation, attempts at forced displacement and annexation of Palestinian land, settler terrorism, which are crimes that may amount to crimes against humanity. Such actions obliterate any opportunity for peace, undermine regional and international efforts towards de-escalation and peaceful resolution of the conflict, and exacerbate the severe violations against the Palestinian people, who have faced for nearly two years a comprehensive aggression and blockade affecting all aspects of life in the Gaza Strip, alongside serious violations in the West Bank and East Jerusalem.

In light of this dangerous development, we assert the following:

• The immediate and comprehensive cessation of the Israeli aggression against the Gaza Strip, and an end to the ongoing violations committed by the occupying forces against civilians and civilian infrastructure in the Gaza Strip, the West Bank, and East Jerusalem.

• The demand that Israel, as the occupying power, immediately and unconditionally allow the entry of humanitarian assistance at scale into the Gaza Strip — including food, medicine, and fuel — and ensure the freedom of operation of relief agencies and international humanitarian organizations, in accordance with international humanitarian law and its applicable principles.

• Support for the efforts undertaken by the Arab Republic of Egypt, the State of Qatar, and the United States of America to achieve a ceasefire and reach an agreement for the exchange of prisoners and hostages, as a fundamental humanitarian entry point to de-escalation, alleviating suffering, and ending the aggression.

• The immediate commencement of the implementation of the Arab-Islamic reconstruction plan of the Gaza Strip, and the call for active participation in the upcoming reconstruction conference to be held in Cairo.

• Rejection and condemnation of all attempts to displace the Palestinian people from their land in Gaza and the West Bank, including East Jerusalem, and the affirmation of the need to preserve the legal and historical status quo in the Islamic and Christian holy sites in Jerusalem, while recognizing the key role of the Hashemite Custodianship in this regard.

• The affirmation that a just and lasting peace can only be achieved through the implementation of the two-State solution, ensuring the realization of an independent Palestinian State on the 4 June 1967 lines, with East Jerusalem as its capital, in accordance with the principles of international law and relevant United Nations resolutions.

We hold the Israeli occupation fully responsible for the ongoing genocide and the unprecedented humanitarian catastrophe taking place in the Gaza Strip, and calls upon the international community — particularly the permanent members of the Security Council — to assume their legal and humanitarian responsibilities and to take urgent action to stop Israel’s illegal aggressive policies aimed at undermining prospects for a just and lasting peace, eliminating any horizon for the implementation of the two-State solution, and ensuring immediate accountability for all violations committed by Israel against international law and international humanitarian law, including those amounting to genocide.

We also underscore the need to implement the outcomes of the High-Level International Conference on the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution, held in New York co-chaired by the Kingdom of Saudi Arabia and the French Republic, including the urgent operational time-bound measures contained in its final outcome document to end the war in Gaza and the implementation of a political path to achieve the comprehensive peaceful settlement of the Pales

Qatar Welcomes Announcement of Peace Agreement Between Azerbaijan and Armenia

The State of Qatar welcomes the announcement of a peace agreement between the Republic of Azerbaijan and the Republic of Armenia, brokered by the United States of America.

The Ministry of Foreign Affairs expresses Qatar’s hope that this agreement will lay the foundation for a new phase of cooperation between the two countries, based on the principles of good neighborliness, in a manner that meets the aspirations of both peoples for peace, development, and prosperity, and enhances security and stability in the Caucasus region.

The Ministry also expresses Qatar’s full appreciation for the efforts of the United States in reaching this agreement, and reaffirms its firm support for all endeavors aimed at de-escalation, resolving disputes through diplomatic channels, and strengthening the foundations of peace, development, and prosperity at both the regional and international levels.

Qatar Strongly Condemns Israeli Decision to Fully Occupy Gaza Strip

The State of Qatar strongly condemns the decision by Israeli occupation authorities to fully occupy the Gaza Strip, describing it as a dangerous escalation that threatens to exacerbate the ongoing humanitarian crisis in the territory, multiply its catastrophic consequences, and undermine efforts aimed at achieving a permanent ceasefire.

The Ministry of Foreign Affairs stresses the urgent need for the international community to uphold its legal and moral responsibilities and to take immediate action to prevent the Israeli occupation authorities from implementing this decision. It also calls for firm opposition to Israel’s continued violations of international humanitarian law and relevant international resolutions, including the use of food as a weapon of war and the deliberate starvation of civilians. The Ministry urges the international community to ensure Israel allows the safe, sustained, and unobstructed entry of humanitarian aid into the Gaza Strip.

The Ministry reiterates the State of Qatar’s firm and unwavering position in support of the Palestinian cause and the resilience of the brotherly Palestinian people, in accordance with international legitimacy and the two-state solution, which guarantees the establishment of an independent Palestinian state based on the 1967 borders, with East Jerusalem as its capital.

Qatar Continues Being Effective Partner for Landlocked Developing Countries

The State of Qatar affirmed that it will continue to play its role as an effective strategic partner in confronting challenges and responding to global needs.

Qatar has spared no effort in supporting the aspirations of landlocked developing countries and assisting them in their journey toward achieving sustainable development, under the wise directives of HH the Amir Sheikh Tamim bin Hamad Al-Thani, which embody a solid approach to strengthening cooperation and partnership with the international community.

This came in the State of Qatar’s statement, delivered by HE Minister of State for International Cooperation Dr. Maryam bint Ali bin Nasser Al Misnad, at the Third United Nations Conference on Landlocked Developing Countries (LLDCs), held in Awaza, Turkmenistan, under the theme “Driving Progress through Partnerships.”

Her Excellency expressed the State of Qatar’s welcome to the adoption of the Awaza Program of Action (APoA) 2024–2034, recognizing the structural challenges facing landlocked developing countries, particularly those related to transportation, transit, and logistics, which limit their ability to achieve regional integration and integrate into the global economy.

She added that, in affirmation of its concern for the situation of the least developed countries (LDCs), including the LLDCs, the State of Qatar is proud of hosting the Fifth UN Conference on the Least Developed Countries in March 2023, and to continue its pioneering role in implementing the Doha Program of Action (DPoA) 2022-2031. She indicated that in this context, the Qatar Fund for Development (QFFD), in cooperation with theآ Office of the United Nations High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing Statesآ (UN-OHRLLS), is working to finance two projects within the program’s outputs, which are concerned with enhancing food security and supporting countries’ resilience and crisis-response capabilities. The State of Qatar is also preparing to host the high-level meeting for the mid-term review of the Doha Program of Action in 2027, to follow up on progress and enhance the implementation of commitments until 2031.

Her Excellency highlighted that the State of Qatar is a major investor in the United Nations Development Program Accelerator Labs Network project. She added that last year, it also launched its initiative to swap debt for investment in education, in partnership with the World Bank, based on its belief that education is a fundamental pillar of renaissance and progress.

HE the Minister of State for International Cooperation also noted the State of Qatar’s readiness to host the Second World Summit for Social Development, affirming its unwavering commitment to social development issues and in line with its vision of placing people at the center of development and strengthening international partnerships toward building more just, prosperous, and sustainable societies. In this context, she said that the international community affirmed, through the outcome document of the Fourth International Conference on Financing for Development, known as the Sevilla Commitment, its commitment to continuing to implement the Doha Program of Action for the Least Developed Countries and the Program of Action for Landlocked Developing Countries (2024-2034).

HE Dr. Maryam bint Ali bin Nasser Al Misnad pointed out that the document called for strengthening efforts to achieve sustainable development and accelerating the integration of landlocked developing countries, least developed countries, and small island developing states into the international trading system by improving infrastructure, especially digital infrastructure, developing statistical systems, removing trade barriers, expanding partnerships, and facilitating access to concessional financing. She reiterated the State of Qatar’s full commitment to working with all partners at various levels to implement the Awaza Program of Action and to continue its support for landlocked developing countries in their quest to achieve sustainable development and prosperity for their people.

HE Minister of State for International Cooperation Dr. Maryam bint Ali bin Nasser Al Misnad on Wednesday participated in the High-Level Thematic Round Table 2, held as part of the Third United Nations Conference on Landlocked Developing Countries (LLDC3), currently taking place in the city of Awaza, Turkmenistan.

The conference aims to review progress in implementing the Awaza Programme of Action (APoA) for LLDCs (2024–2034) a roadmap to enhance the ability of landlocked developing countries to integrate into the global economy through infrastructure development, trade facilitation, investment stimulation, and the strengthening of institutional and digital capabilities.

Qatar’s participation in the event reflects its commitment to supporting international efforts to promote sustainable development and reaffirms its dedication to assisting landlocked developing countries that face unique challenges due to their geographical location, particularly in the areas of transportation, logistics, and regional integration.

The State of Qatar is taking part in the Third United Nations Conference on Landlocked Developing Countries, which is being held in Awaza, Turkmenistan, from August 5 to 8.

Qatar’s delegation is headed by HE Minister of State for International Cooperation Dr Maryam bint Ali bin Nasser Al Misnad, with the participation of representatives of a number of relevant national authorities.

This participation is within the framework of the State of Qatar’s commitment to backing international efforts aimed at promoting sustainable development and affirming its commitment to supporting landlocked developing countries that face unique challenges due to their geographical location, particularly in the areas of transportation, logistics, and regional integration.

The conference aims to follow up on the implementation of the Awaza Program of Action (2024–2034), which constitutes a roadmap for enhancing the ability of these countries to integrate into the global economy through infrastructure development, trade facilitation, investment stimulation, and strengthening institutional and digital capabilities.

During the conference, the State of Qatar is scheduled to outline its efforts and initiatives in support of this group of countries, particularly through the Qatar Fund for Development as well as its effective contribution to the implementation of the Doha Program of Action (2022–2031) for the benefit of the least developed countries.
