Joint Statement on the Fifth Joint Oversight Committee for the Peace Agreement between the Democratic Republic of the Congo and the Republic of Rwanda

The text of the following statement was released by the Governments of the State of Qatar, the United States of America, the Democratic Republic of the Congo, the Republic of Rwanda, the Republic of Togo (as the African Union mediator), and the African Union Commission on the occasion of the fifth Joint Oversight Committee held this week in Washington, D.C.

On April 23, 2026, representatives from the Democratic Republic of the Congo (DRC) and the Republic of Rwanda, along with the State of Qatar, the United States of America, the Republic of Togo (as the African Union mediator), and the African Union Commission convened to assess implementation of the Peace Agreement, signed on June 27, 2025, in Washington, D.C., during the fifth meeting of the Joint Oversight Committee (Committee).

The Committee reviewed the progress achieved following the March 17-18, 2026, meetings in Washington, D.C. Both Parties presented updates on the implementation of their efforts to de-escalate tensions and advance progress on the ground.

The State of Qatar provided an update on the ongoing negotiations between the DRC and AFC/M23. The Committee expressed strong support for these efforts, thanking Switzerland for hosting the latest round of Doha talks, and emphasized the critical role of the Doha process in advancing the broader implementation of the Peace Agreement.

The Parties expressed a shared commitment to maintaining momentum in the peace process and continuing to build on the progress achieved. The Governments of the DRC and Rwanda expressed their gratitude to the United States, Qatar, the African Union Commission, and Togo for their steadfast support in advancing peace and stability in eastern DRC and the broader Great Lakes region.

Grand Duke of Luxembourg Receives Credentials of Qatar Ambassador

HRH Grand Duke Guillaume of Luxembourg has received the credentials of HE Talal bin Almas Al Sulaiti as Ambassador Extraordinary and Plenipotentiary of the State of Qatar (non-resident) to the Grand Duchy of Luxembourg.

HE the ambassador conveyed the greetings of HH the Amir Sheikh Tamim bin Hamad Al-Thani, along with his wishes for the grand duke’s continued health and happiness, and for Luxembourg’s government and people to enjoy sustained progress and prosperity.

In response, HRH the Grand Duke asked HE the ambassador to pass on his greetings to HH the Amir, expressing his hopes for His Highness’s wellbeing and for the State of Qatar’s continued development and growth.

The exchange reflects ongoing diplomatic engagement between the State of Qatar and the Grand Duchy of Luxembourg, as both countries seek to strengthen bilateral relations.

The Foreign Ministers of the State of Qatar, the Hashemite Kingdom of Jordan, the United Arab Emirates, the Republic of Indonesia, the Islamic Republic of Pakistan, the Republic of Türkiye, the Kingdom of Saudi Arabia and the Arab Republic of Egypt condemned the repeated violations of the historic and legal status quo in Jerusalem’s Islamic and Christian holy sites by Israeli occupation authorities, particularly the continued incursions by Israeli settlers and extremist ministers into Al-Aqsa Mosque / Al-Haram Al-Sharif under Israeli police protection, as well as the raising of the Israeli flag within its courtyards.

The Ministers reiterated that these provocative actions at Al-Aqsa Mosque / Al-Haram Al-Sharif, constitute a flagrant violation of international law and international humanitarian law, and represent an unacceptable provocation to Muslims around the world, and a flagrant violation to the sanctity of the holy city. They reaffirmed their categorical rejection of any attempts to alter the historic and legal status quo in Jerusalem and its Islamic and Christian holy sites, and stressed on its preservation while recognizing the special role of the historic Hashemite custodianship in this regard.

The Ministers reiterated that the entire area of Al-Aqsa Mosque / Al Haram Sharif, which amounts to 144 dunams, is a place of worship exclusively for Muslims, and that the Jerusalem Endowments and Al-Aqsa Mosque Affairs Department, affiliated with the Jordanian Ministry of Awqaf and Islamic Affairs, is the legal entity with exclusive jurisdiction to administer the affairs of the blessed Al-Aqsa Mosque / Al-Haram Al-Sharif and to regulate entry thereto.

The Ministers further condemned the accelerating illegal settlement activity, including Israel’s decision to approve over 30 new settlements, which constitutes a flagrant violation of international law, including United Nations Security Council resolutions and the 2024 advisory opinion of the International Court of Justice.

The Ministers also condemned the continued and escalating settler violence against Palestinians in the occupied West Bank, including recent attacks on Palestinian schools and children, and called for those responsible to be held accountable. They emphasized that Israel has no sovereignty over the Occupied Palestinian Territory. They categorically rejected any attempts to annex the Occupied Palestinian Territory or to displace the Palestinian people.

The Ministers stressed that such actions constitute a deliberate and direct attack on the viability of the Palestinian State and on the implementation of the two-State solution, increase tensions, undermine peace efforts, and hinder ongoing initiatives aimed at de-escalation and the restoration of stability.

The Ministers reiterated their call for the international community to uphold its legal and moral responsibilities and compel Israel to halt its dangerous escalation in the occupied West Bank, and to put an end to its illegal practices.

The Ministers called upon the international community to assume its responsibilities and take clear and decisive steps to halt these violations. They also called on the international community to intensify all regional and international efforts to advance a political solution that achieves a comprehensive peace based on the two-State solution.

The Ministers reiterated their unwavering support for the legitimate rights of the Palestinian people, particularly their right to self-determination and to realize the independent Palestinian state along the June 4, 1967 lines, with East Jerusalem as its capital.

Speaker of Parliament of Albania Meets Qatari Ambassador

Advisor to the Prime Minister and Official Spokesperson for the Ministry of Foreign Affairs Dr. Majed bin Mohammed Al Ansari affirmed that Qatar continues to maintain ongoing communication with various parties, including the United States, to follow developments amid current tensions and to support efforts aimed at reaching a peaceful solution to end the crisis.

During the Ministry’s weekly media briefing, Al Ansari stressed Qatar’s full support for the efforts undertaken by the Islamic Republic of Pakistan, noting the continuation of coordination and communication with the Pakistani side, and pointing out that it is too early to speak of the failure of ongoing negotiations, especially as the world supports these efforts and hopes for their success.

He noted that Qatar is monitoring ongoing developments and tracking reactions related to calls for a new round of negotiations, pointing out that Gulf states, including Qatar, are in near-daily contact with various parties, given that this crisis directly affects the security and stability of the region, in addition to direct coordination with Pakistan, which is making significant efforts in communicating with the parties to the crisis.

Regarding the Strait of Hormuz, Al Ansari stressed that any closure of the strait would transform the crisis from a regional to a global one due to its connection to the energy sector, supply and logistics chains, export and re-export operations, and its impact on various aspects of life worldwide, considering that the impact of closing the strait would be felt even at the household level and basic services in countries thousands of kilometers away from the region.

He considered ensuring that the strait remains open to navigation a shared international responsibility, expressing Qatar’s commitment to its international partners and its continued role as a reliable partner in the energy sector, while continuing coordination to ensure maritime security and market stability, and that reaching solutions to this crisis represents a priority for Qatar’s national security and national interests and those of its partners.

Regarding regional affairs, he said that relations between Gulf states and Pakistan are historic and strategically important, based on brotherhood and long-standing cooperation, with significant coordination at various levels, explaining that partnerships among countries in the region are continuous and enduring, and are not a recent development but rather a natural extension of these relations.

He explained that developing Qatar’s defense partnerships represents a continuous priority under all circumstances, within the framework of a policy of diversifying and expanding international relations, without being linked to a specific circumstance that necessitates a special relationship with a particular party, noting that relations with Pakistan are extensive and diverse within the framework of bilateral partnerships.

Regarding Syria, he affirmed Qatar’s continued support for the Syrian people, noting that Qatar was among the first countries to support the path toward stability in Syria, and pointing out that bilateral relations are witnessing development across political and economic aspects.

Regarding contacts with Iran, he explained that the Iranian side was urged, during the latest call between HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani and Iranian Foreign Minister Abbas Araghchi, to stop attacks on countries in the region and to reach a peaceful solution, reiterating support for Pakistani efforts and communication with various parties in the hope of the success of ongoing negotiations.

He pointed to Qatar’s work to enhance its national security and defense capabilities, praising in this context the role of the Qatari Armed Forces in protecting the country during attacks preceding the ceasefire, alongside supporting international efforts aimed at consolidating the ceasefire and reaching a comprehensive peaceful solution, noting that it is too early to make assumptions about the future of the ceasefire, as this depends on the parties concerned.

Regarding Lebanon, Al Ansari affirmed Qatar’s firm position in supporting the unity and sovereignty of Lebanon, condemning violations and attacks that resulted in casualties and large-scale displacement, welcoming the ceasefire as an initial step toward de-escalation.

He also stressed the need for full adherence to the ceasefire and that no violations should pass without a clear international stance, expressing hope that this would support international and regional efforts to reach a sustainable agreement in Lebanon. 

He affirmed that all regional crises can only be resolved through the negotiating table, noting Qatar’s support for Lebanon at all levels.

On the ceasefire between the United States and Iran, he noted that Qatar has repeatedly called for an end to the war that negatively affects the global economy and the oil and gas sectors, calling for a return to the negotiating table and reaching peaceful solutions to end this crisis.

He highlighted that if no agreement is reached, Qatar supports extending the ceasefire until a solution is reached, given the futility of returning to escalation due to its negative effects on the international economy and the security of populations in the region.

Qatar Condemns Al-Aqsa Mosque Complex Storming, Urges International Action

The State of Qatar condemns the storming of the Al-Aqsa Mosque complex by Israeli settlers and the raising of the Israeli flag in its courtyards, calling the incident a flagrant violation of international law.

The Ministry of Foreign Affairs notes that this act represented a provocation to Muslims worldwide and a breach of the religious and historical status of the holy site in the occupied East Jerusalem.

The Ministry affirms Qatar’s categorical rejection of attempts to undermine the status of Al-Aqsa Mosque, stresses the need for the international community to uphold its moral and legal responsibilities towards Jerusalem and its holy sites and to firmly confront the repeated Israeli violations.

It reiterates Qatar’s unwavering position on the just cause of Palestine and the legitimate rights of the Palestinian people, including their full right to practice their religious rites without restrictions and to establish their independent state along the 1967 borders, with East Jerusalem as its capital.

Qatar Partakes in Arab League Council Ministerial Meeting on Iranian Attacks against Arab States

 The State of Qatar participated in an extraordinary ministerial-level meeting of the Council of the League of Arab States, held via video conference on Tuesday.

The meeting was dedicated to the “unlawful and reprehensible” Iranian attacks against Arab countries in addition to the Islamic Republic of Iran’s obligations under international law. 

HE Minister of State for Foreign Affairs Sultan bin Saad Al Muraikhi represented the State of Qatar at the meeting.

Qatar Participates in Ministerial Meeting of AHLC for Coordination of International Aid to Palestinian People

The State of Qatar participated in the ministerial meeting of the Ad Hoc Liaison Committee for Coordination of International Aid to the Palestinian People (AHLC), held in Brussels, Belgium. 

The State of Qatar was represented by HE Minister of State for International Cooperation Dr. Maryam bint Ali bin Nasser Al Misnad. 

In the speech she delivered on behalf of the State of Qatar during the meeting, Her Excellency expressed sincere gratitude and appreciation to the Kingdom of Norway and the European Union for their leadership and unwavering support for the Palestinian people and their continued efforts to promote peace and stability in West Asia. 

The mediation efforts undertaken by the State of Qatar in close cooperation with the Arab Republic of Egypt, the United States of America and the Republic of Turkiye, contributed to laying the foundation for the 20-point peace plan, which was later adopted by the United Nations Security Council under Resolution 2803, she noted. 

Her Excellency highlighted the State of Qatar’s pledge to provide USD 1 billion in support of the work of the Peace Council, noting that this large contribution aims to reach a final settlement that meets the aspirations of the brotherly Palestinian people to establish their independent state on the 1967 borders, with East Jerusalem (Al-Quds) as its capital. 

As we engage in discussions that focus on the frameworks established by the Security Council Resolution 2803 and the second phase of the 20-point plan, we emphasize that these frameworks represent essential guidelines for re-establishing the necessary foundations for the recovery of the Gaza Strip and achieving its long-term sustainable development, she added. 

HE Minister of State for International Cooperation stressed the need to establish conditions that ensure transparency in the allocation of funds, guaranteeing that all financial contributions are directed towards pre-defined projects and are subject to regular mechanisms for monitoring, evaluation and reporting. 

She emphasized that support should be in line with the provisions of international law to ensure that initiatives respect the fundamental principles established by the UN, underlining the fact that involving local communities and Palestinian authorities in project planning would ensure that initiatives meet the actual needs of the population. 

She also pointed out that specific projects that may be of interest to members of the AHLC for Coordination of International Aid to the Palestinian People, include infrastructure reconstruction, strengthening health care services, and educational programs, as well as ensuring the promotion of long-term development and the consolidation of community resilience. 

Donors can support both existing and new structures by following an integrated approach that combines immediate humanitarian relief with sustainable development efforts, ensuring a comprehensive response to the challenges facing the region, she added. 

Her Excellency affirmed that the international community can support the Palestinian Authority by providing timely and emergency budgetary support, while focusing on essential services such as health, education and public administration. 

By facilitating the provision of emergency grants and loans, donors can address critical financial pressures and avert political and social collapse, she continued, indicating that it is also essential to support programs that enhance the institutional capacities and governance of the Palestinian Authority, thereby contributing to the consolidation of the principles of transparency and accountability. 

Her Excellency indicated that collaborative efforts should include working closely with existing groups such as the Palestine Donors Group (PDG), to ensure that financial support is aligned with the Palestinian Authority’s reform program, while also providing sustainable solutions. 

In this context, Her Excellency pointed out that AHLC’s work can complement these efforts by promoting dialogue among stakeholders, disseminating best practices in governance, and encouraging collaborative projects that directly support the reform processes of the Palestinian Authority, considering this integrated model of support to be essential for preserving the achievements of state-building and ensuring continued economic and institutional stability. 

HE Minister of International Cooperation reiterated the State of Qatar’s commitment to supporting the efforts of the AHLC for Coordination of International Aid to the Palestinian People, and international partners in meeting the urgent and long-term needs and rights of the brotherly Palestinian people, which is crucial for achieving peace and security.
