Doha, February 23, 2026

We, the Foreign Ministers of the State of Qatar, the Kingdom of Saudi Arabia, the Federative Republic of Brazil, the French Republic, the Kingdom of Denmark, the Republic of Finland, the Republic of Iceland, the Republic of Indonesia, Ireland, the Arab Republic of Egypt, the Hashemite Kingdom of Jordan, the Grand Duchy of Luxembourg, the Kingdom of Norway, the State of Palestine, the Portuguese Republic, the Republic of Slovenia, the Kingdom of Spain, the Kingdom of Sweden, the Republic of Türkiye, and the Secretary Generals of the League of Arab States and the Organization of Islamic Cooperation, condemn in the strongest terms a series of recent Israeli decisions that introduce sweeping extensions to unlawful Israeli control over the West Bank. Changes are wide-ranging, reclassifying Palestinian land as so-called Israeli ‘state land’, accelerating illegal settlement activity, and further entrenching Israeli administration.

We are clear that Israel’s illegal settlements, and decisions designed to further them, are a flagrant violation of international law, including previous United Nations Security Council Resolutions and the 2024 Advisory Opinion of the International Court of Justice. These latest decisions are part of a clear trajectory that aims to change the reality on the ground and to advance unacceptable de facto annexation. They also undermine the ongoing efforts for peace and stability in the region, including the 20 Point Plan for Gaza, and threaten any meaningful prospect of regional integration. We call on the Government of Israel to reverse them immediately, to respect its international obligations, and to refrain from actions that would result in permanent changes to the legal and administrative status of the occupied Palestinian Territory.

These decisions follow the unprecedented acceleration of Israel’s settlement policy, with the approval of the E1 project and the publication of its tender. Such actions are a deliberate and direct attack on the viability of the Palestinian State and the implementation of the two-State Solution. In that context, we reiterate our rejection of all measures aimed at altering the demographic composition, character and status of the Palestinian Territory occupied since 1967, including East Jerusalem. We oppose any form of annexation.

In view of the alarming escalation in the West Bank, we also call on Israel to put an end to settler violence against Palestinians, including by holding those responsible accountable.

We reaffirm our commitment to taking concrete steps, in accordance with international law, to counter the expansion of illegal settlements in Palestinian territory and policies and threats of forcible displacement and annexation.

In the Holy Month of Ramadan, we also stress the importance of preserving the historic and legal status quo in Jerusalem and its Holy Sites, recognizing the special role of the historic Hashemite custodianship in this regard. We condemn repeated violations of the status quo in Jerusalem, which constitute a threat to regional stability.

The Ministers call for the immediate release by Israel of the withheld tax revenues due to the Palestinian Authority. Those revenues must be transferred to the Palestinian Authority, according to the Paris Protocol, and they are vital for the provision of  basic services for the Palestinian population in Gaza and in the West Bank.

We reaffirm our unwavering commitment to achieving a just, comprehensive and lasting peace in the Middle East on the basis of the Two-State Solution, in line with the Arab Peace Initiative and relevant UN resolutions, based on the 4 June 1967 lines. As reflected in the New York Declaration, the end of the Israeli-Palestinian conflict is imperative for regional peace, stability and integration. Only by realizing an independent, sovereign and democratic Palestinian State can coexistence among the region’s peoples and states be achieved.

Doha | 21 February 2026

The Ministries of Foreign Affairs of the  State of Qatar, the Arab Republic of Egypt, the Hashemite Kingdom of Jordan, the United Arab Emirates, the Republic of Indonesia, the Islamic Republic of Pakistan, the Republic of Türkiye, the Kingdom of Saudi Arabia, the State of Kuwait, the Sultanate of Oman, the Kingdom of Bahrain, the Lebanese Republic, the Syrian Arab Republic, and the State of Palestine, and the secretariats of the Organization of Islamic Cooperation (OIC), the League of Arab States (LAS), and the Gulf Cooperation Council (GCC) express their strong condemnation and profound concern regarding the statements made by the United States Ambassador to Israel, in which he indicated that it would be acceptable for Israel to exercise control over territories belonging to Arab states, including the occupied West Bank.

They affirm their countries’ categorical rejection of such dangerous and inflammatory remarks, which constitute a flagrant violation of the principles of international law and the Charter of the United Nations, and pose a grave threat to the security and stability of the region.

The Ministries stress that these statements directly contradict the vision put forward by U.S. President Donald J. Trump, as well as the Comprehensive Plan to End the Gaza Conflict, which are based on containing escalation and creating a political horizon for a comprehensive settlement that ensures the Palestinian people have their own independent state. They underscored that the plan is grounded in promoting tolerance and peaceful coexistence, and that remarks seeking to legitimize control over the lands of others undermine these objectives, fuel tensions, and constitute incitement rather than advancing peace.

The Ministries reaffirm that Israel has no sovereignty whatsoever over the Occupied Palestinian Territory or any other occupied Arab lands. They reiterated their firm rejection of any attempts to annex the West Bank or separate it from the Gaza Strip, their strong opposition to the expansion of settlement activities in the Occupied Palestinian Territory, and their categorical rejection of any threat to the sovereignty of Arab states.

They further warn that the continuation of Israel’s expansionist policies and unlawful measures will only inflame violence and conflict in the region and undermine the prospects for peace and called for an end to these incendiary statements. The Ministries underscored their countries’ steadfast commitment to the inalienable right of the Palestinian people to self-determination and to the establishment of their independent state along the lines of 4 June 1967, and the end of the occupation of all Arab lands.

Qatar Reaffirms Its Steadfast Support for Palestinian Cause, Resilience of Palestinians

New York, February 19, 2026

The State of Qatar reaffirmed its steadfast position in support of the Palestinian cause and the resilience of the Palestinian people, based on international legitimacy resolutions and the two-state solution, ensuring the establishment of an independent Palestinian state on the 1967 borders with East Jerusalem as its capital, while confirming the continuation of its efforts with international partners to consolidate security and stability in the region.

This came in the State of Qatar’s statement delivered by HE Permanent Representative of the State of Qatar to the United Nations Sheikha Alya Ahmed bin Saif Al-Thani, during the Security Council briefing on the situation in the Middle East, including the Palestinian issue, at the United Nations headquarters in New York.

Her Excellency explained that the meeting was convened following the illegal Israeli measures aimed at imposing illegitimate Israeli sovereignty, consolidating settlements, and establishing a new legal and administrative reality in the occupied West Bank, accelerating attempts at its illegal annexation and the displacement of the Palestinian people, including the recent decision to convert occupied West Bank lands into so-called “state lands” under the control of occupation authorities.

She stressed that Qatar condemns this step and considers it an extension of the occupation’s illegal schemes to seize the rights of the brotherly Palestinian people, highlighting the need for international community solidarity to pressure the occupation to halt the implementation of the decision and prevent its serious repercussions.

Her Excellency expressed Qatar’s strong condemnation of Israel’s repeated violations of the ceasefire, which constitute a dangerous escalation, emphasizing the necessity for Israel’s full compliance with the agreement to ensure the success of the second phase of the comprehensive plan and the implementation of Security Council Resolution 2803.

She also renewed Qatar’s welcome of the invitation extended by HE President of the United States Donald Trump for Qatar to join the Peace Council, confirming its support for carrying out the Council’s mission as a transitional body, as outlined in the comprehensive plan to end the Gaza conflict and Security Council Resolution 2803, aimed at establishing a permanent ceasefire, facilitating reconstruction, and advancing just and lasting peace based on fulfilling the Palestinian people’s right to self-determination.
