HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani met on Saturday with HE Prime Minister of the Government of National Unity of the State of Libya Abdul Hamid Mohammed Dbeibeh, who is visiting Qatar.

The meeting reviewed cooperation relations between the two countries and ways to support and develop them as well as discussed the latest regional developments.

During the meeting, HE the Prime Minister and Minister of Foreign Affairs reaffirmed the State of Qatar’s firm position in support of Libya’s unity and the realization of the Libyan people’s aspirations for stability and development, in addition to Qatar’s full support for the Libyan political process, relevant Security Council resolutions, and all peaceful solutions that preserve Libya’s sovereignty.

Qatar Participates in Interactive Dialogue with Special Rapporteur on Contemporary Forms of Racism, Racial Discrimination and Xenophobia

The State of Qatar participated in the interactive dialogue with the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance, held as part of the 62nd session of the Human Rights Council, currently taking place in Geneva.

Qatar was represented at the session by Sheikh Sultan bin Khalid Al Thani, Second Secretary at the Permanent Mission of the State of Qatar to the United Nations Office in Geneva.

In his statement before the session, Sheikh Sultan underscored the importance of sport as an effective tool for promoting equality and diversity, and for addressing stereotypes and prejudices that fuel racism and discrimination. He expressed the State of Qatar’s belief that sport is a universal language that brings together peoples and cultures and contributes to strengthening the values of respect, tolerance and solidarity. He noted that, based on this approach, the State of Qatar has adopted practical and institutional measures to combat racism and promote social inclusion through sport.

He highlighted that Qatar’s hosting of the FIFA World Cup Qatar 2022 served as a prominent model for leveraging sport to foster intercultural understanding and confront stereotypes and discrimination. He added that Qatar supported the efforts of the Fédération Internationale de Football Association (FIFA) in implementing the “No Discrimination” campaign and promoting a sporting environment based on respect and equality. He also noted that Qatar National Sport Day, held annually in February, is a unique initiative to encourage participation in sport and remove cultural and racial barriers among all residents of the country.

Qatar Condemns Bombing Targeting Cafe in Damascus

The State of Qatar condemns the bombing that targeted a cafe in the vicinity of the Palace of Justice in Damascus, the Syrian Arab Republic, which lead to deaths and injuries.

The Ministry of Foreign Affairs reiterates the State of Qatar’s firm stance against violence, terrorism, and criminal acts, regardless of their motives or reasons.

The ministry voices the State of Qatar’s condolences to the families of the victims, and to the government and people of Syria, wishing the injured a speedy recovery.

Qatar Renews Condemnation of Terrorism, Reiterates Commitment to Strategy Countering It

The State of Qatar reaffirmed its condemnation of terrorism in all its forms and manifestations, regardless of its perpetrators or motives, describing it as a serious threat to international peace and security, sustainable development, human rights, and the rule of law.

The State of Qatar also reiterated its commitment to the United Nations Global Counter-Terrorism Strategy and to implementing its four pillars in a comprehensive and balanced manner, as well as to relevant resolutions of the United Nations General Assembly and the United Nations Security Council, and to applicable international and regional conventions.

The statement was delivered by HE Permanent Representative of Qatar to the United Nations Sheikha Alya Ahmed bin Saif Al-Thani,before the General Assembly during the ninth review of the Global Counter-Terrorism Strategy at UN Headquarters in New York City.

Her Excellency noted that the State of Qatar believes preventing terrorism requires addressing the conditions that contribute to its spread, including conflicts, foreign occupation, hate speech, and human rights violations, which terrorist groups exploit for recruitment and incitement. She added that the State of Qatar continues to support initiatives that empower young people, promote education, and foster dialogue and mutual understanding.

She also emphasized the State of Qatar’s view that promoting tolerance and respect for religious values is essential to countering violent extremist rhetoric. She stressed that terrorism should not be associated with any religion, nationality, civilization, culture, or ethnic group, and underscored the need to confront terrorist threats driven by intolerance, racism, xenophobia, and Islamophobia.

Her Excellency said that the State of Qatar has strengthened its strategic partnership with the United Nations Office of Counter-Terrorism and was among the first countries to contribute to the office following its establishment. Since 2019, Qatar has provided an annual grant of $15 million, which has been renewed through 2026. She added that Qatar’s total contributions now exceed $141 million, equivalent to nearly one-third of the total contributions to the Counter-Terrorism Trust Fund, which makes the State of Qatar the office’s largest donor.

She further noted that the State of Qatar supports the office’s leadership, coordination, capacity-building, and technical assistance efforts through major global programs implemented in line with the priorities of the Global Counter-Terrorism Strategy review. These programs include countering terrorist travel, protecting vulnerable targets, and securing major sporting events. She also highlighted that Doha has hosted the International Hub on Behavioral Insights to Counter Terrorism, one of the office’s principal program offices outside its headquarters, since 2020. She conveyed Qatar’s welcome for the Office of Counter-Terrorism’s continued efforts to fulfill its mandate in cooperation with the entities of the UN Global Counter-Terrorism Coordination Compact. Her Excellency said these efforts are intended to support member states while being guided by the principles of transparency and accountability, establishing unified results frameworks, and enhancing the effectiveness of UN assistance.

At the national level, Her Excellency said that the State of Qatar has continued to strengthen its legislative and institutional framework, including measures to prevent and suppress terrorist financing and to criminalize terrorist acts in accordance with its international obligations. She added that the State of Qatar has adopted a comprehensive national strategy to combat terrorism and violent extremism that is fully aligned with the UN Global Counter-Terrorism Strategy. The strategy focuses on prevention, protection, prosecution, and recovery, and is implemented through coordinated action plans led by the National Counter-Terrorism Committee in cooperation with all relevant national authorities.

In conclusion, Her Excellency reaffirmed the State of Qatar’s commitment at all levels to supporting international efforts to achieve the shared goal of a future free from terrorism.

Qatar Participates in 133rd Session of Permanent Council of La Francophonie

HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani met on Tuesday with HE Steve Witkoff and HE Jared Kushner, the US Envoys.

The meeting discussed developments in the ongoing talks between the United States of America and the Islamic Republic of Iran within the framework of the memorandum of understanding (MoU) between the two parties, along with the efforts aimed at promoting security and stability in the region through dialogue and diplomacy.

The meeting also addressed the latest regional developments, particularly the ceasefire in the fraternal Republic of Lebanon, stressing the importance of consolidating it and building upon it in a way that preserves Lebanon’s unity, sovereignty, and stability.

HE the Prime Minister and Minister of Foreign Affairs emphasized the State of Qatar’s continued mediation efforts and its support for all tracks of talks stemming from the MoU, leading to a comprehensive and sustainable solution that enhances the security of the region, protects the interests of its peoples, and supports international peace and security.

For their part, the two US envoys voiced the United States’ appreciation for the State of Qatar’s role, in partnership with the Islamic Republic of Pakistan, in facilitating the course of talks, stressing the United States’ commitment to continuing the negotiation process and supporting diplomatic efforts aimed at reaching a comprehensive agreement. 

Advisor to Prime Minister, Official Spokesperson for Foreign Ministry: Iran-US Technical Meetings Continue Without High-Level Talks

Advisor to the Prime Minister and Official Spokesperson for the Ministry of Foreign Affairs Dr. Majed bin Mohammed Al Ansari affirmed that the visit of US envoys Steve Witkoff and Jared Kushner to Doha is part of meetings with mediators in the State of Qatar to discuss various regional issues, including negotiations with Iran, the Lebanese file, and other matters.

He clarified that there are currently no high-level meetings between the Iranian and American sides under the agreed negotiation mechanism.

During the Ministry of Foreign Affairs’ weekly press briefing, Dr. Al Ansari said that technical meetings between the parties have continued, both directly and indirectly, since the talks held in Lausanne, through communication with the various parties involved.

He stressed that Qatar is committed to maintaining this mechanism, as previously agreed, with technical meetings continuing between each round of high-level negotiations.

He added that the Iranian and American technical delegations remain in session, noting that these meetings are taking place in different contexts and with the participation of mediators to ensure their continuity, whether in Doha or elsewhere.

Regarding the recent escalation in the Strait of Hormuz, Dr. Al Ansari said that Qatar had worked diligently to contain the situation, emphasizing that the technical negotiations are still ongoing despite the escalation.

He noted that escalation only widens the gap between the parties, adding that the Strait of Hormuz is one of the key issues under discussion, alongside other topics included in the memorandum of understanding, such as Iran’s nuclear program and the broader regional situation.

Dr. Al Ansari reiterated Qatar’s position that there should be no obstacles to freedom of navigation in the Strait of Hormuz, describing it as an international waterway.

He also stated that the US delegation is in Doha to meet with mediators and Qatari officials, and that the discussions cover regional issues of mutual interest, including Lebanon, without any direct talks with the Iranian side.

On the issue of frozen Iranian funds, Dr. Al Ansari explained that the funds are linked to the 2023 agreement between the United States and Iran to establish a humanitarian channel in Qatar, through which the funds would be used for humanitarian purchases for Iran under the terms of the agreement.

He said that Qatar does not own the funds but serves as the financial intermediary managing the accounts under the agreement. Whether the funds are transferred depends on the agreement of both parties and the progress of negotiations, which has not yet occurred.

Regarding the Strait of Hormuz, Dr. Al Ansari reiterated that Qatar’s position is based on respect for international maritime law, which guarantees freedom of navigation through the strait.

He said this position is shared by Qatar, other Gulf and regional states, and the wider international community.

Qatar’s position is clear and consistent, he added, and doesn’t accept any change to the current status of the Strait of Hormuz, whether through unilateral action or otherwise.

Qatar remains in full coordination with countries across the region, he stressed, including Qatar’s brothers in the Sultanate of Oman, through daily communication to ensure the safe passage of navigation through the strait.

Regarding the first phase of the understandings, the Advisor to the Prime Minister and Official Spokesperson for the Ministry of Foreign Affairs explained that it focuses on mine clearance and ensuring safe navigation through the Strait of Hormuz.

He noted that the current priority is the safety of crews aboard ships and cargo vessels, pointing out that while some vessels have crossed safely, others have come under attack.

In this context, Dr. Al Ansari expressed the State of Qatar’s appreciation for the role played by the Sultanate of Oman, affirming Qatar’s solidarity with Oman against any violation of its sovereignty, whether through attacks or incursions into Omani territorial waters.

Regarding war reparations, he said that in war, there are no winners or losers; everyone loses when war occurs.

He stressed that Qatar’s priority is to end the war, restore normal navigation through the Strait of Hormuz, and protect citizens, residents, and the peoples of the region from the consequences of the conflict.

He added that clearing the strait of mines is a complex process, and that Qatar welcomes any international technical contribution that could assist in this effort, while emphasizing that decisions on how such operations should be carried out rest with the countries of the region.

He noted that the crisis requires an international effort to reach an appropriate solution.

Regarding de-escalation measures, the Advisor to the Prime Minister and Official Spokesperson for the Ministry of Foreign Affairs explained that communication channels have been established for this purpose.

He stressed that Qatar believes the countries of the region are capable of resolving their differences through dialogue and negotiations.

He also noted that discussions are continuing with various partners on mechanisms for holding meetings that bring together the different parties on the basis of good neighborliness, respect for the sovereignty of regional states, non-interference in internal affairs, and joint efforts to strengthen regional security and stability, while taking into account the security concerns of all parties.

He expressed hope that such efforts would have a positive impact on both the security and economic conditions of the region.

Regarding whether the situation could return to what it was before the war, Dr. Al Ansari said that the conflict has affected regional relations, maritime security, and the broader regional security architecture in the Middle East.

He noted that restoring the region to its pre-war state requires serious consideration, as there are many issues that must be placed on the table.

He added that for the State of Qatar, there is no alternative to dialogue, putting the issues on the table, and pursuing regional solutions that take into account the reservations and security concerns of all parties, emphasizing that this remains a fundamental principle of Qatar’s foreign policy in its relations with all countries.

He continued that the State of Qatar was subjected to attacks that violated its sovereignty. However, he emphasized that, thanks to the wisdom of its leadership and the capabilities of its armed forces, Qatar was able to deter these attacks. He added that the door is now open for negotiations and dialogue.

Regarding the existence of guarantees, the Advisor to the Prime Minister and Official Spokesperson for the Ministry of Foreign Affairs stressed that all guarantees during wartime are ultimately subject to realities on the ground.

He noted that the current reality includes a ceasefire, a memorandum of understanding, and an ongoing negotiation track supported by the State of Qatar in its role as a mediator supporting the parties.

He reiterated that the most important guarantee lies in reaching a peaceful settlement and bringing the war to an end.
