Prime Minister, Minister of Foreign Affairs: Regional Stability Is Integral to Qatar’s Security, Gaza Ceasefire Remains Incomplete Without West Bank

HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani affirmed that Qatar is committed to the stability of the region, seeing it as an essential component of its own national security. He cautioned, however, that Qatar does not aspire to project power through military means, but rather through diplomacy, investment, and strategic partnerships – an approach he described as Qatar’s defining contribution in this field.
Speaking in a session titled “Mediation in a Fragmented World” during the Doha Forum 2025, His Excellency noted that Qatar works to resolve conflicts through mediation in an increasingly fractured international landscape. He stressed that Qatar consistently seeks to keep channels of communication open with all parties and refrains from taking sides, because without such openness, no dispute can be meaningfully resolved. He added that all progress achieved by Qatar in this sphere since 2013 has stemmed from its engagement with every stakeholder.
His Excellency explained that mediation inherently involves stepping in to help resolve disputes between two parties or among several states – something he described as natural practice in international relations. He lamented, however, that divisions within the region often arise among states and factions alike, and for that reason Qatar keeps its lines of communication active with all sides to find solutions acceptable to everyone – an approach that has repeatedly proven effective over the years.
Responding to a question, he pointed to Qatar’s success in mediating between the United States and the Taliban in Afghanistan, noting that Doha facilitated the talks and invested sustained, long-term efforts spanning more than seven years to help achieve the desired outcome and move both sides towards peace.
His Excellency also underscored that Qatar’s achievements from 2023 onward in efforts related to peace in Gaza – culminating in the 2025 peace agreement – were made possible only because it engaged with every relevant actor. Despite this, he noted, Qatar continues to face politically motivated criticism for hosting Hamas. He reiterated that Qatar does not support any particular side, but rather provides a neutral platform to keep dialogue going so that negotiations can produce constructive outcomes that alleviate human suffering.
In a related context, HE Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani explained that each conflict has its own unique dynamics; therefore, mediation between the United States and Afghanistan cannot be equated with mediation between Israel and Hamas. He emphasized that a major challenge in the latter case was that the United States, as one of the mediators, initially engaged only with the Israeli side. Once Washington began speaking with both sides, he said, this shift enabled meaningful progress toward securing the Gaza ceasefire. He added that the ceasefire cannot be regarded as fully in effect unless Israeli forces withdraw entirely, stability is restored in Gaza, and people can move in and out of the territory without obstruction.
His Excellency stressed that the conflict extends beyond Gaza and encompasses the West Bank as well as the Palestinian people’s aspirations for statehood. He expressed hope that the Israeli government will cooperate toward realizing these aspirations.
“We are at a decisive moment with respect to the Gaza ceasefire,” he observed, noting that mediators are currently working together on the second phase of the agreement, which he described as another interim step. He added that Qatar, Turkiye, Egypt, and the United States are jointly shaping the trajectory of this next phase.
His Excellency underscored the importance of addressing the root causes of the Israeli-Palestinian conflict – an endeavor that must go beyond ending the catastrophe in Gaza to include the situation in the West Bank and the fulfillment of Palestinian national aspirations. He voiced hope that cooperation with the US administration would ultimately make this vision attainable, while acknowledging that the road ahead is difficult. He cautioned that significant challenges and political attacks lie ahead, but stressed Qatar’s determination to press forward until a durable solution is secured – one that ensures justice for both peoples, both within the ceasefire framework and in the broader 20-point plan.
He continued by noting that the experience of the past two years has made one reality unmistakable: without accountability and enforcement, conditions on the ground remain unchanged, leaving societies vulnerable to extremist agendas – precisely the outcome Qatar and its partners seek to prevent. He added that the collective efforts invested in reaching the ceasefire were essential not only to conclude the first phase but also to lay the foundations for stability in the second phase, while the third phase must ultimately establish a Palestinian state.
His Excellency warned that should extremist agendas prevail over the concerted efforts of the international community, it would signal a structural failure in the very framework through which global actors are attempting to resolve the conflict. He expressed his belief that the United States has a central role to play, bearing responsibility for ensuring compliance and guiding the process onto the right track.
In response to a question, His Excellency emphasized the importance of building negotiations on the basis of shared interests among the parties to the conflict, as this is essential for achieving peace and stability. He also highlighted the key role of economic diplomacy in fostering prosperity and economic growth alongside political progress.

HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani on Saturday met separately with HE Minister of Foreign Affairs of the Republic of Turkiye Hakan Fidan; HE Minister of Foreign Affairs, Immigration and Egyptian Expatriates Affairs of the Arab Republic of Egypt Dr. Badr Abdelatty; HE Minister of Foreign Affairs, European Union and Cooperation of the Kingdom of Spain Jose Manuel Alvarez; HE Minister of Foreign Affairs of the Hellenic Republic Georgios Gerapetritis; HE Minister of Foreign Affairs of the Republic of Cyprus Dr. Constantinos Kombos; and HE High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission Kaya Kallas, on the sidelines of the 23rd Doha Forum 2025.
During the meetings, they discussed cooperation relations and ways to support and develop them, and exchanged views on the topics on the forum’s agenda, in addition to a number of topics of common interest.

HE Prime Minister and Minister of Foreign Affairs, Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani affirmed that the State of Qatar believes that justice is not merely a political aspiration, but a fundamental pillar for safeguarding international peace and entrenching stability.

In his address at the opening session of the 23rd edition of the Doha Forum 2025, held this morning, His Excellency stated that Qatar’s policies are driven by a conviction that words must be matched by actions, that principles must guide practice, and that the country’s international responsibilities must be upheld impartially and in service of humanity and human dignity.

He added that, in line with this approach, the State of Qatar continues to play an active mediating role-one of the cornerstones of its foreign policy-by initiating channels of dialogue, providing credible negotiation platforms, and facilitating understandings between disputing parties.

His Excellency highlighted that Qatar’s track record of successful mediation efforts, and the confidence the international community places in its role in achieving peace, demonstrate that mediation is neither a political luxury nor a utilitarian choice for Qatar, but a deeply rooted doctrine pursued with sincerity-grounded in the belief that genuine peacebuilding begins with inclusion rather than exclusion, and through expanding common ground rather than deepening division.

He emphasized that this approach was clearly reflected in the achievement reached yesterday, as the State of Qatar, in cooperation with its partners Norway, Spain, and Switzerland, succeeded in securing a significant breakthrough between the Government of Colombia and the self-designated “EGC” group. The agreement, he noted, offers a genuine opportunity to enhance the safety and dignity of Colombians and to provide conflict-affected communities with a tangible glimmer of hope after years of violence.

His Excellency explained that the agreement also opens the door to an organized political process aimed at disarmament, combating the production and trafficking of narcotics, and building sustainable peace within an agreed framework capable of restoring stability to conflict-stricken areas.

He stressed that this progress reaffirms that sincere and responsible mediation can protect civilians and pave the way for a peace grounded in responsibility, trust, and the commitment of all parties to what best serves their peoples.

His Excellency underscored that the world does not need more promises; but rather justice practiced by all without double standards, responsibility borne collectively without favoritism, and courage that transforms words into action.
Highlighting the role of the forum, he noted that the Doha Forum stands as a leading global platform bringing together policymakers, thought leaders, and experts from across the world, serving as an influential space for dialogue on major global challenges and the formulation of practical solutions.

He stated that this year’s theme -Justice in Action: Beyond Promises to Progress- 
captures a reality evident to all: that the divide between stated commitments and actual implementation is growing, and that justice is increasingly absent from the workings of international law in a world where interests overshadow principles and force supplants legal norms.

His Excellency warned that the world is witnessing an unprecedented escalation of crises-not due to a lack of resources or knowledge, but due to the absence of accountability and the continuation of conflicts without just solutions, posing a direct threat to international peace and security.

He pointed out that when crises are managed through the logic of force rather than law, and when aggressors evade accountability, the international order begins to resemble a system built on promises that remain unfulfilled.

He further noted that successive tensions have revealed that crisis management at its bare minimum, or the preservation of temporary international consensus without addressing root causes, is no longer a viable option. Crises that are not resolved through fair and lasting solutions inevitably return more complex, extending beyond their borders; temporary agreements do not halt the movement of history but merely postpone its obligations.

In this regard, he stressed that only just solutions can build sustainable peace and prevent the perpetuation of conflict and division.

His Excellency warned that the absence of accountability remains one of the gravest flaws in the international system-manifest in the region through the plight of the Palestinian people under flagrant violations of international law, and the tragedies unfolding in Sudan, including massacres and grave abuses. These all underscore that achieving justice and protecting rights are indispensable conditions for preserving regional stability and preventing fragmentation.

Speaking on Syria, His Excellency stated that after harsh years marked by the absence of justice, the Syrian people are moving on a path they hope will lead to recovery-within a framework of transitional justice that reinforces cohesion and rejects sectarianism, paving the way for a peace that turns the page on the past and is rooted in participation and justice.

He noted that the challenges facing the region are intertwined with global trends characterized by a serious erosion of respect for international law, the excessive use of force without accountability, and the weakening of international institutions. These factors, he said, are creating a global environment marked by rising risks and diminishing public trust in the world order.

In this context, he affirmed that the world today must rebuild confidence in legal norms, establish a fairer international order, and strengthen the role of communities and humanitarian organizations as genuine partners in shaping a more stable and inclusive future. Durable peace, he stressed, cannot be achieved through symbolic resolutions but through collective action that places human dignity at the centre of all policymaking.

Concluding his address, HE the Prime Minister and Minister of Foreign Affairs expressed his hope that the Doha Forum will serve as a platform for deepening cooperation among governments, communities, and humanitarian organizations in pursuit of a more just and secure future for all humanity.

Following the meeting between HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al Thani and HE the European Union High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission Kaja Kallas on the sidelines of the Doha Forum, the State of Qatar and the European Union announced the launch of negotiations process for a Qatar–EU Strategic Partnership Agreement (SPA). This process is a future-oriented and ambitious cooperation effort marking an important milestone in bilateral  relations. 

This announcement underscores the strength of Qatar-EU partnership and offers mutually beneficial opportunities for both sides to further expand and deepen cooperation.

Recognizing Qatar’s prominent role, particularly its key mediation efforts in support of peace and conflict resolution  across several crises, and the EU’s principled commitment to safeguarding the rules-based international order, the two parties reaffirmed their shared determination to work more closely to uphold regional peace, prosperity and security.

Through the upcoming negotiation process they will explore new avenues for enhanced cooperation in priority areas of mutual interest.

Qatar Announces Signing of "Commitment to Peace" by Colombian Government, Self-Designated EGC Following Two Rounds of Mediation in Doha

The State of Qatar announced today the signing of a “Commitment to Peace” by the Colombian government and the Self-Designated EGC Group, following two rounds of mediation in Doha.

The signing ceremony was attended by HE Minister of State at the Ministry of Foreign Affairs, Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaif. Also present from international partners were HE State Secretary at the Ministry of Foreign Affairs of the Kingdom of Norway, Andreas Kravik; HE Assistant Foreign Minister of the Swiss Confederation, Tim Enderlin; and HE Assistant Foreign Minister of the Kingdom of Spain, Alberto Ucelay.

The ‘Commitment’ reflects consensus, responsibility, and a commitment to alleviating the suffering of the civilian population, ending the armed conflict, and paving the way for both parties to build sustainable peace.
In this context, the Ministry of Foreign Affairs expressed the State of Qatar’s full appreciation for the positive spirit demonstrated by both parties during the two rounds of mediation, stressing the need for all parties to commit to working towards the success of the peace process.

The Ministry also expressed the State of Qatar’s gratitude to its international partners, particularly the Kingdom of Norway, the Kingdom of Spain, and the Swiss Confederation, for their continued efforts that contributed to the signing of the pledge and strengthened the path of dialogue and sustainable peace in Colombia.

The foreign ministers of the State of Qatar, the Arab Republic of Egypt, the Hashemite Kingdom of Jordan, the United Arab Emirates, the Republic of Indonesia, the Islamic Republic of Pakistan, the Republic of Turkey, and the Kingdom of Saudi Arabia, issued a joint statement expressing their deep concern over Israeli statements about opening the Rafah crossing in one direction, allowing Gaza residents to leave for Egypt.

The ministers emphasize their complete rejection of any attempts to displace the Palestinian people from their land. They stress the necessity of full adherence to the plan of US President Donald Trump, which includes opening the Rafah crossing in both directions, guaranteeing freedom of movement for residents, and ensuring that no one in the Gaza Strip is forced to leave. They further underscore the need to create suitable conditions for Palestinians to remain on their land and participate in building their homeland, within a comprehensive vision for restoring stability and improving their humanitarian situation.

The ministers reiterate their appreciation for President Trump’s commitment to establishing peace in the region and emphasize the importance of moving forward with the full implementation of his plan without delay or obstruction, in order to achieve security and peace and consolidate the foundations of regional stability. In this context, they stress the need to fully establish a ceasefire, end the suffering of civilians, ensure the unrestricted and unimpeded entry of humanitarian aid into the Gaza Strip, initiate early recovery and reconstruction efforts, and create the conditions for the Palestinian Authority to resume its responsibilities in Gaza, thereby establishing a new phase of security and stability in the region.

The ministers affirm their countries’ readiness to continue working and coordinating with the United States and all relevant regional and international parties to ensure the full implementation of Security Council Resolution 2803 and all related resolutions, and to provide a conducive environment for achieving a just, comprehensive, and sustainable peace in accordance with international law and the two-state solution. This would lead to the establishment of an independent Palestinian state on the June 4, 1967 borders, including Gaza and the West Bank, with East Jerusalem as its capital.

Joint Statement by the Group of Facilitating States Following the Conclusion of the Mediation Round in Doha Between the Government of Colombia and the Self-Proclaimed EGC Group

The Group of Mediator Countries (Qatar, Norway, Spain, and Switzerland) today issued the following joint statement upon the conclusion of a round of mediation, held in Doha, between the Government of Colombia and the self-designated EGC concerning the Process for the Demobilization of the (a)EGC and Peacebuilding with the People in the Territories.

After the first two rounds of mediation, we are pleased to announce that the Government of Colombia and the self-designated EGC have taken important steps towards peace. The parties have signed a “Commitment to Peace” that reflects compromise, responsibility, and commitment to alleviate the conditions for the civilian population and end armed conflict. The declaration represents a step towards the demobilization of the self-designated EGC and peacebuilding.

We commend the parties for their constructive engagement and willingness to compromise, in working towards a sustainable solution through dialogue.

This process aims to improve the lives and wellbeing of those communities affected by the conflict – families who have been exposed to violence, young people who deserve opportunity, and victims who seek truth, justice, reparations, and guaranties of non-repetition. It also provides the parties with a path towards ending the armed conflict and building sustainable peace.

Still, there will be many hurdles and challenges to overcome. We will continue in our role as mediators in order to assist the parties make further steps to consolidate trust among themselves and work towards peace. The implementation the commitments reached so far by the parties will require sustained discipline, transparency, and trust.

We hope to work with all stakeholders—civil society, institutions, and international partners in supporting this process and help ensure its success.

Qatar Participates in Signing Ceremony of Peace, Economic Agreement Between DRC and Rwanda in Washington

The State of Qatar participated in the signing ceremony of the historic Peace and Economic Agreement between the Democratic Republic of the Congo and the Republic of Rwanda, hosted today by the Government of the United States of America in Washington.

The State of Qatar was represented at the ceremony by HE Minister of State at the Ministry of Foreign Affairs Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi.

The agreement represents an important step toward ending the conflict in eastern Democratic Republic of the Congo, strengthening regional stability, and enhancing cooperation in East and Central Africa.

It also comes as a continuation of previous agreements that the State of Qatar and the United States helped facilitate and strengthen, including the Washington Agreement signed on Jun. 27 of 2025, the Doha Declaration of Principles signed on Jul. 19 of 2025 between the Democratic Republic of the Congo and the March 23 Movement (M23), and the Doha Framework Peace Agreement signed on Nov. 15 of 2025 between the Government of the Democratic Republic of the Congo and the Congo River Alliance/March 23 Movement (M23). The latter established several protocols covering access to humanitarian aid, the restoration of state authority, and a pathway toward a comprehensive, peaceful settlement.

In this context, HE the Minister of State at the Ministry of Foreign Affairs affirmed, in a statement to Qatar News Agency (QNA), the State of Qatar’s continued support for mediation efforts aimed at promoting peace, stability, and development in the region, stressing the importance of constructive engagement and adherence to the implementation of all agreed commitments.

His Excellency expressed the State of Qatar’s deep appreciation for the cooperation shown by all parties throughout the negotiation process, underscoring the importance of effective and sustainable implementation on the ground to ensure the protection of civilians and the creation of favorable conditions for economic growth and improved living standards in the affected areas.

His Excellency reiterated the State of Qatar’s firm position that dialogue remains the foundation for achieving sustainable peace, noting Qatar’s commitment to work closely with regional and international partners to support the next phases of this process.

HE Minister of State at the Ministry of Foreign Affairs also expressed the State of Qatar’s full appreciation to HE President of the friendly United States of America Donald Trump and to representatives of the US Department of State, for their tireless efforts in creating the right conditions to advance the negotiations and reach this agreement, as well as for their continued support of the peace process through dialogue and peaceful means. 

7th Qatar- EEAS Informal Dialogue on Human Rights Convenes

The seventh informal dialogue on human rights between the State of Qatar and the European External Action Service was held in Doha on Thursday.
The Qatari delegation was headed by HE Sarah Abdullah Al Saadi, Acting Director of the Human Rights Department at the Ministry of Foreign Affairs Sarah Abdullah Al Saadi, while the EU delegation was headed by HE Head of the Arabian Peninsula and Iraq Section at the EEAS Anna Maria Panagiotacopoulou.
During the dialogue, the two sides discussed ways to enhance joint cooperation in the field of human rights and several issues of common interest, particularly the protection of the most vulnerable groups, strengthening the rule of law, workers’ rights, combating human trafficking, and consolidating the principles of dialogue and multilateral cooperation.
The two sides emphasized the importance of exchanging experiences, developing capacity-building programs, and strengthening regular communication channels between relevant institutions.
They also focused on continuing joint work and supporting future initiatives that will contribute to promoting human rights at the national, regional, and international levels.
The dialogue reflects the commitment of both parties to deepen the existing partnership and work together to support fundamental rights and freedoms.

Qatar Participates in High-level Commemorative Event Marking ICERD 60th Anniversary

The State of Qatar participated Thursday in the high-level commemorative event marking the 60th anniversary of the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) at the United Nations headquarters in Geneva.
HE Permanent Representative of the State of Qatar to the United Nations Office in Geneva Dr. Hind bint Abdalrahman Al Muftah represented the State of Qatar at the event.
In her speech on behalf of the State of Qatar, Her Excellency noted that the 60th anniversary of the ICERD is an important milestone and a landmark in international and national efforts to promote global respect for the values of equality and to combat discrimination in all its forms, and provides an opportunity to reflect on the progress that has been made and to highlight the challenges that still exist.
Her Excellency said that the State of Qatar fully believes in the importance of eliminating racism and racial discrimination in all their manifestations and forms.

She added that the State of Qatar has taken advanced steps within the framework of its efforts to promote the values of equality and spread the discourse of tolerance and acceptance of others, and has worked to adopt policies and plans that promote a pluralistic and safe social environment free from tensions, manifestations of intolerance, hatred and discrimination, based on its firm conviction that racism and racial discrimination constitute a violation of all international and national charters and norms. She noted that people of different races, religions and cultural backgrounds from all over the world currently live on the land of Qatar.
Her Excellency affirmed that the State of Qatar, on this occasion, pledges to continue its national and international efforts and to take further measures that contribute to strengthening the implementation of the convention and achieving the goal of a world free from racism.
