Doha | 21 February 2026

The Ministries of Foreign Affairs of the  State of Qatar, the Arab Republic of Egypt, the Hashemite Kingdom of Jordan, the United Arab Emirates, the Republic of Indonesia, the Islamic Republic of Pakistan, the Republic of Türkiye, the Kingdom of Saudi Arabia, the State of Kuwait, the Sultanate of Oman, the Kingdom of Bahrain, the Lebanese Republic, the Syrian Arab Republic, and the State of Palestine, and the secretariats of the Organization of Islamic Cooperation (OIC), the League of Arab States (LAS), and the Gulf Cooperation Council (GCC) express their strong condemnation and profound concern regarding the statements made by the United States Ambassador to Israel, in which he indicated that it would be acceptable for Israel to exercise control over territories belonging to Arab states, including the occupied West Bank.

They affirm their countries’ categorical rejection of such dangerous and inflammatory remarks, which constitute a flagrant violation of the principles of international law and the Charter of the United Nations, and pose a grave threat to the security and stability of the region.

The Ministries stress that these statements directly contradict the vision put forward by U.S. President Donald J. Trump, as well as the Comprehensive Plan to End the Gaza Conflict, which are based on containing escalation and creating a political horizon for a comprehensive settlement that ensures the Palestinian people have their own independent state. They underscored that the plan is grounded in promoting tolerance and peaceful coexistence, and that remarks seeking to legitimize control over the lands of others undermine these objectives, fuel tensions, and constitute incitement rather than advancing peace.

The Ministries reaffirm that Israel has no sovereignty whatsoever over the Occupied Palestinian Territory or any other occupied Arab lands. They reiterated their firm rejection of any attempts to annex the West Bank or separate it from the Gaza Strip, their strong opposition to the expansion of settlement activities in the Occupied Palestinian Territory, and their categorical rejection of any threat to the sovereignty of Arab states.

They further warn that the continuation of Israel’s expansionist policies and unlawful measures will only inflame violence and conflict in the region and undermine the prospects for peace and called for an end to these incendiary statements. The Ministries underscored their countries’ steadfast commitment to the inalienable right of the Palestinian people to self-determination and to the establishment of their independent state along the lines of 4 June 1967, and the end of the occupation of all Arab lands.

New York, February 19, 2026

The State of Qatar reaffirmed its steadfast position in support of the Palestinian cause and the resilience of the Palestinian people, based on international legitimacy resolutions and the two-state solution, ensuring the establishment of an independent Palestinian state on the 1967 borders with East Jerusalem as its capital, while confirming the continuation of its efforts with international partners to consolidate security and stability in the region.

This came in the State of Qatar’s statement delivered by HE Permanent Representative of the State of Qatar to the United Nations Sheikha Alya Ahmed bin Saif Al-Thani, during the Security Council briefing on the situation in the Middle East, including the Palestinian issue, at the United Nations headquarters in New York.

Her Excellency explained that the meeting was convened following the illegal Israeli measures aimed at imposing illegitimate Israeli sovereignty, consolidating settlements, and establishing a new legal and administrative reality in the occupied West Bank, accelerating attempts at its illegal annexation and the displacement of the Palestinian people, including the recent decision to convert occupied West Bank lands into so-called “state lands” under the control of occupation authorities.

She stressed that Qatar condemns this step and considers it an extension of the occupation’s illegal schemes to seize the rights of the brotherly Palestinian people, highlighting the need for international community solidarity to pressure the occupation to halt the implementation of the decision and prevent its serious repercussions.

Her Excellency expressed Qatar’s strong condemnation of Israel’s repeated violations of the ceasefire, which constitute a dangerous escalation, emphasizing the necessity for Israel’s full compliance with the agreement to ensure the success of the second phase of the comprehensive plan and the implementation of Security Council Resolution 2803.

She also renewed Qatar’s welcome of the invitation extended by HE President of the United States Donald Trump for Qatar to join the Peace Council, confirming its support for carrying out the Council’s mission as a transitional body, as outlined in the comprehensive plan to end the Gaza conflict and Security Council Resolution 2803, aimed at establishing a permanent ceasefire, facilitating reconstruction, and advancing just and lasting peace based on fulfilling the Palestinian people’s right to self-determination.

Eight Arab and Islamic countries strongly condemn the decision issued by Israel to designate lands in the occupied West Bank as so called “state land"

Doha, February 17, 2026

The foreign ministers of Qatar, Jordan, the United Arab Emirates, Indonesia, Pakistan, Turkey, Saudi Arabia, and Egypt , strongly condemn the decision issued by Israel to designate lands in the occupied West Bank as so called “state land” and  approve procedures for the registration and settlement of land ownership across extensive areas of the occupied West Bank for the first time since 1967.

This illegal step constitutes a grave escalation aimed at accelerating illegal settlement activity, land confiscation, entrenching Israeli control, and applying unlawful Israeli sovereignty over the Occupied Palestinian Territory and undermining the legitimate rights of the Palestinian people.

The Ministers affirm that these measures represent a flagrant violation of international law and international humanitarian law, particularly the Fourth Geneva Convention, as well as a violation of relevant United Nations Security Council resolutions, foremost among them Resolution 2334.

The desicion also contradicts the advisory opinion issued by the International Court of Justice concerning the legal consequences arising from Israeli policies and practices in the Occupied Palestinian Territory, which underscored the illegality of measures intended to alter the legal, historical, and demographic status of the Occupied Palestinian Territory, the obligation to end the occupation, and the prohibition of the acquisition of territory by force.

This step reflects an attempt to impose a new legal and administrative reality designed to consolidate control over the occupied land, thereby undermining the two-State solution, eroding the prospects for the establishment of an independent and viable Palestinian State, and jeopardizing the attainment of a just and comprehensive peace in the region.

The Ministers reiterate their categorical rejection of all unilateral measures aimed at altering the legal, demographic, and historical status of the Occupied Palestinian Territory. They stress that such policies constitute a dangerous escalation that will further heighten tensions and instability in the Occupied Palestinian Territory and the region as a whole. The Ministers call upon the international community to assume its responsibilities and take clear and decisive steps to halt these violations, ensure respect for international law, and safeguard the inalienable rights of the Palestinian people, foremost among them their right to self-determination ending the occupation ,  and to establish their independent and sovereign State on the lines of 4 June 1967, with East Jerusalem as its capital.
