Naples/Italy, October 16, 2025

The State of Qatar participated Thursday in the “Mediterranean Dialogues 2025”, held in Naples, Italy.

HE Minister of State at the Ministry of Foreign Affairs, Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi represented the State of Qatar at the forum.

The forum held a special dialogue with His Excellency during one of the main sessions, which addressed Qatar’s foreign policy priorities, the country’s stance on several current issues, and the role of Qatari diplomacy in supporting stability and building peace.

In his remarks at the forum, His Excellency said that mediation represents the bedrock of Qatar’s foreign policy, stemming from a firm conviction that dialogue must always prevail over division, and that even the most complex conflicts can be resolved with wisdom, trust, and perseverance.

His Excellency emphasized that the State of Qatar’s approach to mediation is based on four fundamental principles: neutrality, credibility, inclusiveness, and diplomatic perseverance. He said that Qatar does not impose outcomes, but rather create the appropriate conditions for dialogue, observe transitional stages, and help rebuild institutions to ensure lasting peace.

HE the Minister of State at the Ministry of Foreign Affairs indicated that the State of Qatar continues to lead the design of a peace framework for Gaza based on interconnected phases: a ceasefire, the exchange of prisoners and hostages, ensuring the flow of humanitarian aid to the Strip, protection, security stability, governance, reconstruction, and oversight under regional and international guarantees.

His Excellency noted that the recent Sharm El Sheikh Summit for Peace represented an important milestone in unifying regional and international efforts to support the peace process in Gaza. He emphasized that the State of Qatar views the summit’s outcomes as a practical basis for enhancing humanitarian and political coordination and creating a consensual environment that allows for a gradual transition toward sustainable stability. He noted that coordination between the relevant parties must continue at a high pace to ensure the success of the next phase.

His Excellency added that Qatar’s conviction remains clear that humanitarian and political progress must go hand in hand. However, Qatar cannot rebuild Gaza’s infrastructure without rebuilding trust.

Regarding the Syrian issue, His Excellency said that there are indications that Syria is beginning to move in the right direction. The recent parliamentary elections represent an important step toward broader political participation. He emphasized that Syria needs partnership and encouragement from the international community to ensure that reforms become a tangible reality.

Regarding Lebanon, HE the Minister of State at the Ministry of Foreign Affairs highlighted that supporting Lebanon is a commitment to the country’s stability and the preservation of its unity. He noted that the State of Qatar continues its diplomatic approach, in cooperation with its main partners, to prevent any escalation on the border. He also stressed the need to implement Security Council Resolution 1701 and ensure the safety of the personnel of the United Nations Interim Force in Lebanon (UNIFIL). He noted that the State of Qatar is in close coordination with the G5 countries.

Regarding the State of Qatar’s efforts to bring peace to the Great Lakes region, His Excellency pointed out that the State of Qatar facilitated the signing of a declaration of principles between the government of the Democratic Republic of the Congo and the Congo River Alliance (M23 Movement). He also pointed out that the two parties also signed Tuesday in Doha an agreement to establish a mechanism to oversight and verify the ceasefire, facilitated by the State of Qatar, in line with the “Doha Declaration of Principles” signed in July.

Regarding Colombia, His Excellency pointed out that the State of Qatar is mediating the peacebuilding process between the government of the Republic of Colombia and the self-proclaimed Gaitanista Army of Colombia, with the aim of promoting reconciliation and finding sustainable solutions to the chronic challenges posed by armed groups in Colombia, including disarmament and peacebuilding.

Concluding his remarks, His Excellency emphasized that recent initiatives, from Central Africa to South America, highlight Doha’s identity as a global capital of dialogue and its firm belief that mediation represents a moral responsibility and a practical tool for achieving stability.

Doha, October 15, 2025

HE Minister of State for International Cooperation, Dr. Maryam bint Ali bin Nasser Al Misnad, reaffirmed Qatar’s commitment to global health equity during the second annual meeting of the Doha Global South Health Policy Initiative, held in the Qatari capital on Wednesday.
In her keynote address, HE Dr. Al Misnad stressed that health must be recognized not as a privilege, but as a fundamental human right. She described the initiative as more than a platform for reflection it is a continuation of a humanitarian vision that places cooperation, innovation, and collective responsibility at the heart of global health advancement.
“This initiative holds special importance for Qatar,” Her Excellency said, “as it reflects its vision to ensure countries in the Global South are not merely recipients of policy, but active participants in shaping it voicing their solutions and priorities in global dialogue.”
The Minister highlighted persistent inequities in healthcare access, particularly affecting women, girls, and vulnerable communities. In many parts of the world, she noted, clinics remain inaccessible, medical supplies scarce, and healthcare workers overwhelmed  with efforts often focused more on treatment than on prevention or early intervention.
“Effective health systems start with prevention, education, environment, and people themselves,” Her Excellency said. “Health is not just a service” it is dignity. It is a right and a pillar of sustainable development.”
Dr. Al Misnad outlined Qatar’s domestic and international contributions to health policy. She referenced Qatar’s National Health Strategy 2024“2030, launched by HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani, as a bold roadmap focused on prevention-first approaches, integrated public-private services, and universal access, especially for children, the elderly, and people with disabilities.
Innovation and capacity-building form a key pillar of the strategy, Her Excellency added, aiming to develop a skilled national workforce to lead the future of healthcare in the country.
Internationally, Qatar continues to play a leading role. Over the past decade, the Qatar Fund for Development (QFFD) has provided over $1 billion in health-related aid to more than 50 countries. Projects included $690 million invested in health infrastructure across 10+ developing countries and a $4 million joint initiative with the World Health Organization in 2024 to enhance primary healthcare systems and emergency response in low-income countries.
Also among the projects were support for maternal and child health in Afghanistan, mobile clinics reaching over 530,000 flood victims in Pakistan, and collaboration with UNICEF on sanitation in Yemen, as well as the operational support for the Zaatari refugee camp clinic in Jordan, serving over 31,000 displaced people.
Qatar also pledged $8 million to UNICEF during the 2025 UN ECOSOC Forum to improve global child access to health, water, sanitation, and hygiene services.
“These efforts are not merely financial,” she said, “but reflect a humanitarian vision that believes a robust health system is an investment in human dignity, and that health justice is essential for peace and sustainable development.”
HE Dr. Al Misnad concluded with a call for sincere international cooperation, stating that no country can face global health challenges alone. She urged for shared accountability and continued support for initiatives that unite governments, civil society, international organisations, and experts to advance the UN Sustainable Development Goals by 2030.

HE Minister of State for Foreign Affairs Sultan bin Saad Al Muraikhi chaired the State of Qatar’s delegation to the meeting.

In his speech at the meeting, the Minister of State for Foreign Affairs said that the world today is facing many challenges that raise doubts about the effectiveness of international systems, laws, and norms, especially with the increase in armed conflicts and economic, environmental, and health crises that fuel the international scene and harm peoples.

He affirmed Qatar’s belief that the best way to achieve the interests of states lies in respecting the rule of law at the international and national levels, and promoting and preserving human rights. He noted that joint work within the framework of the Non-Aligned Movement provides an effective platform for dialogue and collective action, as the countries of the Global South represent the largest international bloc. These meetings serve as an opportunity to reaffirm commitment to solidarity, cooperation, and mutual support among member states.

His Excellency reiterated the State of Qatar’s belief that settling disputes by peaceful means is the optimal policy for maintaining international peace and security. He stated that this is clearly evident in the document presented to the meeting, which commends Qatari mediation efforts in partnership with international partners.

One of the most significant efforts, he highlighted, is the mediation to halt the war on Gaza. The first phase of implementing the agreement has begun, with ongoing efforts to advance negotiations toward a second phase that ensures a comprehensive and lasting ceasefire and helps alleviate the suffering of the Palestinian people.

His Excellency emphasized the State of Qatar’s commitment to the principles and objectives of the NAM, and its dedication to multilateral action and bilateral cooperation with all member states to address common threats and achieve shared goals for the benefit of our countries and peoples.

New York, October 14, 2025

The State of Qatar has reaffirmed its commitment to continued collaboration with all partners at every level in support of the implementation of the Doha Programme of Action and the achievement of the 2030 Sustainable Development Agenda.

This came in the statement delivered by Second Secretary at the Permanent Mission of the State of Qatar to the United Nations, Talal Abdulaziz Al Naama, before the Second Committee of the UN General Assembly at its 80th session, under item (21) titled “Groups of countries in special situations,” at the United Nations Headquarters in New York.

Al Naama emphasized that the Secretary-General’s report (A/80/82) indicates that, despite some progress, economic growth in the least developed countries remains below the level required to meet the targets set in the Sustainable Development Goals. He called on the international community, development partners, and the private sector to support the full implementation of the five key deliverables outlined in the Doha Programme of Action for Least Developed Countries (2022 – 2031).

He noted Qatar’s welcome of the General Assembly’s adoption last July of resolution 79/323 titled “Seville Commitment,” which reaffirmed, among other points, the need to advance the aspirations of least developed countries and support their efforts to achieve the Sustainable Development Goals.

He also highlighted Qatar’s welcome of General Assembly resolution 78/317 titled “Antigua and Barbuda Agenda for Small Island Developing States,” and resolution 79/233 titled “Programme of Action for Landlocked Developing Countries for the Decade 2024 – 2034.”

Al Naama underscored Qatar’s pride in its continued support for least developed countries, as demonstrated by its pledge to contribute a total of USD 60 million to support the implementation of activities under the Doha Programme of Action.

He further explained that on 24 September, a contribution agreement was signed between the State of Qatar and the United Nations to fund two deliverables of the Doha Programme of Action: “building resilience in the least developed countries” and “a system of stockholding for the least developed countries on a regional and subregional basis.”

He noted that the General Assembly, in its resolution 79/218, welcomed the State of Qatar’s offer to host the High-level Comprehensive Midterm Review and decided to outline the modalities for conducting the review during its 80th session.
