The third round of political consultation between the Ministries of Foreign Affairs of the State of Qatar and the Republic of Paraguay was held Wednesday in Doha.

HE Minister of State for Foreign Affairs Sultan bin Saad Al Muraikhi chaired Qatar’s side, while HE Minister of Foreign Affairs Ruben Ramirez chaired Paraguay’s side.

The two sides discussed cooperation relations between the two countries and ways to support and enhance them. 

Prime Minister and Minister of Foreign Affairs Meets Lebanese Army Commander

HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani met on Wednesday with Army Commander of the sisterly Republic of Lebanon Brigadier General Rodolphe Haykal, who is visiting the country.

Discussions during the meeting reviewed aspects of bilateral cooperation and means of enhancing and advancing them, in addition to the latest developments in Lebanon and a number of issues of mutual interest.

HE the Prime Minister and Minister of Foreign Affairs reaffirmed the State of Qatar’s support for Lebanon’s army and state institutions, as well as its continued solidarity with the brotherly Lebanese people.

HE Minister of State at the Ministry of Foreign Affairs Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi met on Wednesday with HE Minister of Foreign Affairs of the Republic of Paraguay Ruben Ramirez Lezcano, who is visiting the country.

Discussions during the meeting covered cooperation relations between the two countries and ways to strengthen and develop them across various fields, in addition to the latest developments in the Middle East and Latin America.

Both sides emphasized the importance of enhancing international efforts to achieve security and stability and giving priority to the peaceful resolution of disputes in Latin America.

Qatar Reiterates Firm Commitment to Combating Terrorism and Violent Extremism

The State of Qatar has reaffirmed its strong commitment to combating terrorism and violent extremism, expressing readiness to continue close cooperation with the United Nations and international and regional partners in a way that contributes to promoting international peace and security and fostering a safer and more stable global environment.
This came in the State of Qatar’s statement, delivered by Third Secretary of the Permanent Mission of the State of Qatar to the United Nations Abdulaziz Fadala Al Sulaiti, before the United Nations General Assembly Sixth Committee Agenda Item 109 Measures to Eliminate International Terrorism, at the UN headquarters in New York.

Al Sulaiti reiterated the State of Qatar’s unequivocal condemnation of terrorism in all its forms and manifestations, regardless of its motives or justifications, and its absolute rejection of any attempt to associate terrorism with any religion, culture, or people. He emphasized that combating this scourge requires a sincere collective commitment to the principles of international law, respect for human rights, avoiding selectivity or politicization in counterterrorism efforts, and refraining from using it as a pretext to violate rights or discriminate against peoples living under occupation, who are guaranteed the legitimate right to self-determination by international law.

He further explained that the State of Qatar contributed during the 2023 UN Counter-Terrorism Week to the launch of the Compendium of Good Practices on monitoring and evaluating counter-terrorism and prevention of violent extremism initiatives, in collaboration with the United Nations Office of Counter-Terrorism (UNOCT), to provide governments and civil society with evidence-based, practical tools to address the root causes of extremism.

He noted that Qatar continues to support intercultural and interfaith dialogue, promote mutual understanding, and protect religious and cultural sites, out of its recognition of the importance of these efforts in countering hate speech and preventing extremism.

The State of Qatar actively participates in multilateral forums to combat terrorism, foremost among them the Global Counterterrorism Forum (GCTF), whose coordination meeting will be hosted in Doha later this month, Al Sulaiti said.
In this context, he noted that the State of Qatar continues its role as a member of the Global Coalition to Defeat ISIS and supports regional efforts within the framework of the League of Arab States and the Gulf Cooperation Council, through information sharing and close coordination to confront common terrorist threats.

In terms of partnership with the United Nations, the State of Qatar is proud to be the main partner of UNOCT, he said, pointing out that since 2020, the State of Qatar has committed to providing USD 15 million annually to the UN Trust Fundآ forآ Counter-Terrorism, making it the office’s largest donor, accounting for 37% of total contributions, with cumulative funding reaching USD 139 million by the end of 2024. This support has enabled the Office to plan long-term projects and implement core programs covering all pillars of the UN Global Counter-Terrorism Strategy. In 2023 alone, Qatar’s contributions helped the Office implement 40 capacity-building programs.

He underlined that recent global developments have shown that terrorism remains a complex and evolving threat, as terrorist organizations continue to exploit advancements in technology and cyberspace to spread propaganda and recruit new members. There are also increasing links between terrorism and transnational organized crime, including illicit arms trafficking and terrorism financing, he added.

AlSulaiti also stressed that this necessitates the development of more comprehensive and adaptable approaches, based on prevention, strengthened international cooperation, and the use of innovation and behavioral sciences to confront these challenges.

The Third Secretary of the Permanent Mission of the State of Qatar to the United Nations noted that the success of international efforts to eradicate terrorism requires multilateral action that addresses all its dimensions, including its root causes, while ensuring respect for the rule of law and human rights. He affirmed that the State of Qatar will continue to play an active role and maintain a strategic partnership with the United Nations and member states, in order to build national and regional capacities capable of confronting terrorism in all its forms and manifestations.

Human Rights Council Adopts Qatar-led Resolution on Protecting Women and Children in Conflict

The United Nations Human Rights Council in Geneva has unanimously adopted a resolution presented by Qatar to protect the rights of women and children in conflict and post-conflict settings.

Qatar tabled the resolution, which seeks to ensure justice, remedies, and reparations for the victims, on behalf of a core group that also includes Costa Rica.

The resolution received broad support, with more than 70 countries co-sponsoring it across various regional blocs.

In presenting the resolution, HE Qatar’s Permanent Representative to the UN Office in Geneva, Dr Hind Abdulrahman Al Muftah, highlighted the alarming rise in armed conflicts worldwide – estimated at 130 by the International Committee of the Red Cross – and the disproportionate impact on civilians, particularly women and children.

She stressed that these groups often suffer grave violations of their fundamental rights due to the disregard for international humanitarian and human rights law, and that existing mechanisms for justice and reparations remain inadequate amid growing impunity.

HE Dr Al Muftah described the resolution as a sincere call for practical measures to better protect women and children in conflict zones and ensure their voices remain central in justice and accountability processes.

The resolution drew strong praise from member states during the adoption session. Five countries spoke on behalf of regional groups – Kuwait (Gulf Cooperation Council), Algeria (Arab Group), Indonesia (OIC), Cyprus (EU), and Kyrgyzstan (Turkic-speaking states) – alongside 15 other countries, all of whom underscored the resolution’s timeliness and its comprehensive approach to protecting vulnerable populations in conflict and post-conflict settings, in line with international legal obligations.

Advisor to Prime Minister and Official Spokesperson for Foreign Ministry Meets Senior Advisor to Prime Minister of Canada

During the meeting, they discussed cooperation relations between the two countries and ways to support and enhance them. They also discussed the developments in the Gaza Strip and the occupied Palestinian territories, in addition to a number of topics of common interest.

HE Director of the American Affairs Department at the Ministry of Foreign Affairs Jassim Mohammed Al Asmakh and HE Canada’s Assistant Deputy Minister for Europe, Middle East, and Arctic Alexandre Leveque also attended the meeting.

12th ABLOS Conference Opens in Doha

The 12th Conference of the Advisory Board on the Law of the Sea (ABLOS), held under the auspices of the International Hydrographic Organization (IHO) and the International Association of Geodesy (IAG), opened Tuesday in Doha.
The two-day conference is being held from October 7 to 8 under the theme “Is UNCLOS Fit for Purpose in Modern Times? Achievements, Challenges and Future Pathways.”
The gathering brings together leading experts, academics, and representatives from international and regional marine and ocean affairs bodies to examine gaps in the current legal regime and propose future pathways of reform.
In his opening remarks, HE Dr. Ahmed bin Hassan Al Hammadi, Secretary-General of the Ministry of Foreign Affairs and Chairman of the Standing Committee on the Convention on the Law of the Sea, said that Qatar’s convening of the conference underscores the strong and fruitful cooperation between the Standing Committee and ABLOS, which began in 2012 following the Committee’s participation in the ABLOS working meeting and annual conference held in the Korean capital, Seoul. He noted that Qatar had previously hosted the conference in October 2017.
HE Dr. Al Hammadi emphasized Qatar’s long-standing partnership with ABLOS, which encompasses not only regular attendance at ABLOS meetings and conferences but also substantive support in promoting the Board’s scientific work. He cited, for example, that with ABLOS’ approval, the Standing Committee translated the ABLOS “Guide on the Technical Aspects of the Law of the Sea (TALOS)” into Arabic. This, he said, fills a gap in Arabic-language scholarly resources and provides practitioners and researchers across the Arab world with a valuable scientific reference.
He further stressed that upholding the rule of law internationally is of significant importance to the State of Qatar, particularly with regard to its vital interests such as sovereignty and sustainable development. He reiterated Doha’s support for initiatives aimed at promoting respect for international law.
Dr. Al Hammadi also noted that at the previous ABLOS meeting in Brazil, Qatar had the honor of proposing the main theme for this year’s conference. He remarked that the challenges under discussion cannot be resolved overnight, as they require sustained effort over many years. He affirmed the commitment to push forward on reform pathways.
The opening ceremony was attended by distinguished figures including HE President of the International Tribunal for the Law of the Sea Judge Tomas Heidar, Director of the International Hydrographic Organization (IHO) Rear Admiral Luigi Sinapi, and President of the International Association of Geodesy (IAG) Dr. Richard Gross. 

Qatar Affirms Commitment to Respecting and Protecting Human Rights as Cornerstone of its Policy

The State of Qatar affirmed that respecting, promoting, and protecting human rights constitutes a fundamental pillar of its policy, and that human development and the protection and promotion of human rights are among its priorities.

The State of Qatar explained that it spares no effort to support efforts aimed at consolidating concepts and culture of human rights by adopting an approach based on the rule of law, transparency, justice, and human dignity.
This came in a statement delivered by the Second Secretary at Qatar’s Permanent Mission to the United Nations (UN) Sheikha Al Maha bint Mubarak Al-Thani before the General Debate of the Third Committee of the 80th session of the UN General Assembly, held at the UN headquarters in New York.
The Second Secretary at Qatar’s Permanent Mission to the UN noted the country’s pride in its current membership in the Human Rights Council for the period 2025-2027, and in the position it has built over the years as an effective and credible partner at the international level. She affirmed that Qatar will continue its effective and positive role in this important international forum, and its constructive cooperation to enable the Council to continue its vital role in promoting and protecting human rights.
She highlighted the serious human rights violations faced by the brotherly Palestinian people, particularly in the Gaza Strip, which is witnessing an unprecedented humanitarian disaster due to the ongoing Israeli aggression, causing a catastrophic humanitarian, social and economic situation. She also pointed out that Qatar continues to dedicate its efforts and diplomatic endeavors to achieving an end to the war and human suffering, and continues its unwavering policy of solidarity with the brotherly Palestinian people, providing them with various forms of support, and making every effort to achieve security and stability in the region.
Sheikha Al Maha stressed that Qatar is confident that the Second World Summit for Social Development, to be held in Doha on November 4-6, will constitute a pivotal opportunity to advance many of the topics being discussed within the framework of the Third Committee, including accelerating international efforts to promote sustainable social development, eradicate poverty, enhance productive employment, and build inclusive societies that enable the meaningful and full participation of all, including women, youth, the elderly, and persons with disabilities. She stressed that Qatar looks forward to welcoming participants from all over the world to the conference.
She pointed out that thanks to the State of Qatar’s wise and clearly defined policy to enhance the role of women and enable them to make significant contributions, Qatari women continue to achieve inspiring and commendable accomplishments in various fields, noting that they are today active partners in the country’s developmental renaissance.
Sheikha Al Maha referred to the launch of the Ministry of Social Development and Family’s national strategy for the period 2025-2030, under the slogan ‘From Welfare to Empowerment,’ which represents a qualitative shift that goes beyond providing support, but rather focuses on empowering target groups through specialized training programs and encouraging social entrepreneurship.
She emphasized that Qatar places family at the heart of social development, and noted that the country has adopted policies and programs aimed at supporting families through an integrated and comprehensive approach, and has sought from an early stage to highlight family issues and give them the attention they deserve.
She also explained that Qatar has made significant strides in promoting and protecting children’s rights, and has taken numerous legislative and executive measures and procedures in various fields and sectors, in line with its obligations under the Convention on the Rights of the Child.
The Second Secretary at Qatar’s Permanent Mission to the UN indicated that Qatar has strengthened its close partnership with the Office of the Special Representative of the Secretary-General for Children and Armed Conflict by providing support for the office’s core resources, as well as hosting the Office’s Analysis and Communications Centre in Doha.
