Government secures R5.6 billion to support service delivery efforts

The Government has secured a €300 million concessional loan, equivalent to R5.6 billion, to support National Treasury’s Metro Trading Services Reform (MTSR) programme, which will help metropolitan municipalities improve service delivery and upgrade ageing infrastructure. 

The MTSR is designed to support the turnaround of the three essential trading services – electricity, water supply and sanitation, and solid waste management – in South Africa’s eight metropolitan municipalities, which collectively serve over 22 million residents. 

In a statement on Wednesday, Minister of Finance Enoch Godongwana welcomed the concessional financing from the German and French Development Cooperation – via KfW Development Bank (KfW) and Agence Française de Développement (AFD).

“The €300 million in concessional financing from KfW Development Bank and Agence Française de Développement strengthens the Government’s broader programme of support to improve the governance, financial sustainability and operational performance of essential trading services in metropolitan municipalities. 

“We welcome the continued partnership of Germany and France in supporting more reliable services, increased infrastructure investment and stronger, more sustainable cities,” Godongwana said.

The programme seeks to improve the financial and operational performance of those trading services. It will ensure that revenues generated are reinvested into much-needed infrastructure to reduce outages and investment backlogs. 

The programme also recognises that metropolitan municipalities and their financial sustainability are key to achieving economic growth for South Africa via improved service delivery.

“These new loans – €200 million from KfW and €100 million from AFD -fall under France and Germany’s Just Energy Transition mandate, as the MSTR will contribute to the implementation of the municipal component of the JET-Investment Plan (JET-IP). 

“Improving the performance of essential municipal services is a fundamental prerequisite for delivering the JET and will help accelerate the public and private investments needed to address infrastructure backlogs and modernise electricity distribution networks,” a statement jointly issued by the National Treasury, KFW and AfD explained.

As for AFD, this support to MTSR is part of its long-standing partnership with South African municipalities, built through numerous direct loans, notably to Johannesburg, eThekwini and Cape Town. 

These loans have been aimed at financing municipal infrastructure programmes while supporting policies to reduce inequalities and strengthen resilience to climate change.

KfW’s Country Director for South Africa, Cornelia Tittmann, recognised National Treasury’s leadership in developing a programme that will improve service delivery and living conditions for millions of South Africans. 

“As a key partner on the continent, South Africa’s success matters deeply to Europe, and this commitment is reflected in continued cooperation across trade, investment, and development initiatives such as the MTSR,” Tittmann said.

AFD’s Regional Director for Southern Africa, Marie-Hélène Loison, commended the National Treasury for leading this impactful programme, bringing together eight municipalities and national departments around a shared reform agenda.

“The MTSR programme will contribute to ensuring that the necessary investments in essential urban services are protected and sustained over time and will bring tangible improvements in service delivery for residents and businesses,” Loison said. –SAnews.gov.za

Green Piketberg Route invites travellers to discover Western Cape beauty

This Tourism Month, the Western Cape is inviting residents and visitors to discover the beauty, stories, flavours and people of the Piketberg region through the newly launched Green Piketberg Route 366 – a regenerative tourism route designed to connect travellers with local communities, agriculture, heritage, food and nature.

Launched in Goedverwacht on Wednesday, Route 366 winds its way through Goedverwacht, Piketberg, Wittewater and Redelinghuys, bringing together a collection of community-based tourism experiences that offer visitors an opportunity to see the region through the eyes of the people who call it home.

The launch marked the beginning of a month-long celebration of tourism in the province under the themes #SpringIntoAction and #ForTheLoveOfTravel.

For visitors, the route offers more than a scenic escape. It is an invitation to slow down, taste locally produced food, hear community stories, discover traditional baking and experience the landscapes and heritage that give this part of the Western Cape its distinctive character.

At the heart of the route is an approach to tourism that seeks to ensure that the benefits of travel reach the communities, small businesses and producers that make destinations special.

Western Cape MEC for Agriculture, Economic Development and Tourism Dr Ivan Meyer said the route represents the future of tourism in the province.

“Tourism Month is an opportunity to showcase how tourism can create shared value for our communities, our environment and our economy. The launch of Green Piketberg Route 366 demonstrates that tourism growth does not have to come at the expense of local people or natural resources.

“By supporting regenerative tourism, we are building destinations that are authentic, sustainable and inclusive, while creating opportunities for small businesses, farmers and communities to benefit directly from visitor spending,” Meyer said.

Tourism remains one of the province’s most powerful economic sectors.

In 2023, tourism contributed an estimated R28.6 billion in Gross Value Added (GVA) to the provincial economy and supported more than 257 987 jobs across sectors including hospitality, guiding, agriculture, transport, culture and the creative industries.

Meyer encouraged residents to make the most of Tourism Month by exploring the province, while supporting local tourism enterprises.

“Every trip within the Western Cape creates an opportunity for growth for our communities, our small businesses and for the families who depend on tourism for their livelihoods. By travelling responsibly and with purpose, residents can support jobs, stimulate local economies and help preserve the heritage, culture and biodiversity that make our province unique,” he said.

Route 366 also reflects the 2026 international tourism theme: “Digital Agenda and Artificial Intelligence to Redesign Tourism”, by highlighting how digital innovation can help rural destinations, small producers and community-based tourism offerings reach new markets and create sustainable economic opportunities.

Along the route, local entrepreneurs and producers take centre stage, with experiences ranging from community gardens and farm-to-table offerings to artisanal food production and cultural heritage attractions.

It is a model of regenerative tourism in which visitors do more than simply pass through a destination; their presence can help strengthen the communities they visit and contribute to the protection of the natural resources that sustain them.

Throughout September, residents and visitors are encouraged to “Spring Into Action” by travelling locally, supporting tourism businesses, attending festivals and events, and exploring the diverse attractions across the Western Cape.

Tourism Month will culminate in celebrations around World Tourism Day on 27 September, highlighting tourism’s contribution to economic growth, job creation and social development.

Unstoppable Africa 2026 rassemblera des chefs d’entreprise et des dirigeants africains et mondiaux à New York pour stimuler l’investissement, la propriété et la croissance sur le continent

Plus de 2 000 chefs d’entreprise africains et internationaux, ainsi que des chefs d’État, se réuniront à New York les 20 et 21 septembre à l’occasion d’Unstoppable Africa, l’événement phare de la Global Africa Business Initiative (GABI) (www.GABI.unglobalcompact.org).

Convoquée par le Secrétaire général des Nations unies, António Guterres, et S.E. Mahmoud Ali Youssouf, Président de la Commission de l’Union africaine, et organisée et coordonnée par le Pacte mondial des Nations unies, la cinquième édition d’Unstoppable Africa se réunira sous le thème « Powering Business, Scaling Economies, Shaping the Future ».

En marge de l’ouverture de la 81e session de l’Assemblée générale des Nations unies, Unstoppable Africa mettra à l’honneur des investisseurs, des décideurs politiques, des créatifs, des dirigeants sportifs et des décideurs de premier plan qui s’emploieront à stimuler les entreprises, le commerce et l’investissement en Afrique et à amplifier son rôle dans la formation des marchés mondiaux.

Sanda Ojiambo, Sous-Secrétaire générale et Directrice générale du Pacte mondial des Nations unies, a déclaré : «Cette année, nous mettons davantage l’accent sur la mobilisation de capitaux, la construction de partenariats, la création d’entreprises et la transformation des actifs et des opportunités de l’Afrique en résultats évolutifs et investissables. L’ambition n’est pas simplement de façonner la façon dont le monde perçoit l’Afrique, mais de façonner où les flux de capitaux mondiaux, où la valeur est créée et comment l’Afrique peut la capturer ».

Cette réunion de haut niveau intervient à un moment où les chaînes d’approvisionnement mondiales sont redessinées par les tensions géopolitiques, l’insécurité énergétique et l’évolution des règles commerciales. Pour le continent africain, ces pressions créent une opportunité de tirer parti de ses minéraux critiques, de son potentiel d’énergie renouvelable, de l’expansion des marchés de consommation et de la jeune main-d’œuvre pour attirer des capitaux à long terme et tirer davantage de valeur des changements mondiaux.

Unstoppable Africa 2026 examinera comment le continent peut transformer ces changements en opportunités économiques pérennes.  Le programme se concentrera sur la façon dont l’Afrique peut tirer davantage de valeur de ses minéraux critiques, renforcer les infrastructures et le commerce, mobiliser des capitaux à grande échelle et construire des marchés plus intégrés et compétitifs. Les discussions porteront également sur la transition énergétique de l’Afrique, le développement et la propriété de l’IA et des infrastructures numériques, le financement et la distribution mondiale des industries créatives africaines, et la manière dont le sport peut devenir un moteur plus puissant pour l’investissement, le développement des talents et la croissance économique.

Mais de 2000 líderes empresariais africanos e internacionais, bem como chefes de Estado, reunir-se-ão em Nova Iorque nos dias 20 e 21 de setembro para o “Unstoppable Africa”, o evento emblemático da Global Africa Business Initiative (GABI) (www.GABI.unglobalcompact.org).

Convocada pelo Secretário-Geral da ONU, António Guterres, e por Sua Excelência Mahmoud Ali Youssouf, Presidente da Comissão da União Africana, e organizada e coordenada pelo Pacto Global da ONU, a quinta edição do “Unstoppable Africa” terá como tema “Impulsionar as Empresas, Expandir as Economias, Moldar o Futuro”.

Realizado à margem da abertura da 81.ª sessão da Assembleia Geral das Nações Unidas, o evento “Unstoppable Africa” contará com a participação de investidores, responsáveis políticos, criativos, executivos do mundo do desporto e decisores de renome que trabalham no sentido de acelerar os negócios, o comércio e o investimento em África e de reforçar o seu papel na definição dos mercados globais.

Sanda Ojiambo, Secretária-Geral Adjunta e Diretora Executiva do Pacto Global das Nações Unidas, afirmou: “Este ano, estamos a centrar-nos cada vez mais na mobilização de capital, na criação de parcerias, no desenvolvimento de negócios e na transformação dos ativos e oportunidades de África em resultados passíveis de investimento e escaláveis. The Chairperson of the African Union Commission, H.E. Mahmoud Ali Youssouf, today bade farewell to H.E. Ambassador Mahlaba A. Mamba, Ambassador of the Kingdom of Eswatini to Ethiopia and Permanent Representative of the Kingdom of #Eswatini to the African Union, on the completion of his tour of duty.

The Chairperson expressed his appreciation to Ambassador Mamba for his active and constructive engagement in the work of the Union, as well as for Eswatini’s continued commitment to the African Union and the continental agenda.

The discussions also touched on developments on the continent, including the situation in the SADC region, as well as other matters of common interest.

The Chairperson wished Ambassador Mamba every success in his future endeavours and expressed his readiness to continue working closely with the Kingdom of Eswatini and with his successor in advancing the shared aspirations of the continent.

The Chairperson of the African Union Commission, H.E. Mahmoud Ali Youssouf, received and held wide-ranging discussions with H.E.  Makhtar Diop, Managing Director of @IFC_org of the @WorldBankGroup on deepening the strategic partnership between Africa and the World Bank in advancing the continent’s development priorities.

They discussed mobilising African capital, including funds managed by African pension and institutional funds, to invest more actively in African infrastructure, industries and transformative projects.

The Chairperson underscored the importance of accelerating intra-African trade and addressing persistent barriers to integration, including inadequate infrastructure, non-tariff barriers, regulatory fragmentation and constraints to the free movement of goods, capital and energy.

Particular emphasis was placed on strengthening Africa’s pharmaceutical and vaccine manufacturing capacity through the African Medicines Agency, harmonisation of regulatory standards and the creation of reliable continental markets for African-produced health products.

The meeting also highlighted the importance of Mission 300, regional energy markets and power pools, private-sector investment in transmission infrastructure, and the development of integrated transport, energy and financial corridors.

The Chairperson further stressed the need to accelerate the digital transformation of the African Union and to strengthen peace, security and political stability as essential foundations for investment and sustainable development.

The Chairperson & the IFC Managing Director reaffirmed their commitment to continued collaboration in support of an Africa that is more integrated, self-reliant, digitally connected and capable of financing its own development.

Africa: Technical Cooperation Side Events at the 70th International Atomic Energy Agency (IAEA) General Conference

From 14 to 18 September, the IAEA will hold the 70th Regular Session of the General Conference, where national representatives and technical experts will come together to discuss the IAEA’s ongoing work and address various issues in the field of nuclear science and technology.  

During the week-long conference, the Department of Technical Cooperation (TC) will host two side events highlighting the IAEA’s support to countries, including unlocking funds to expand radiation medicine services and supporting the development of the nuclear sector in Africa. In addition, national representatives to the TC programme’s four regional cooperative agreements — AFRA, ARCAL, ARASIA and RCA — will hold meetings ahead of and during the week of the conference. 

Success Stories in Financing the Scaling up of Radiation Medicine

This event will highlight the successes of several countries in securing financing to scale up radiotherapy, with IAEA assistance in developing strategic funding documents (bankable documents).  

Countries that received assistance through these techno-economic feasibility studies will report on how they raised hundreds of millions of euros from domestic sources, development agencies, international financial institutions and others.

Speakers will highlight key success factors, such as advocating for cancer as a priority in national development agendas, a sound business case and a sustainable investment, and radiation safety and security. Financing partners will also share their perspectives.  

The event will be held on Thursday, 17 September 2026, from 9.00 a.m. to 10.00 a.m. in Conference Room CR5, C Building, seventh floor.

Building the Next Generation of Nuclear Leaders: The African Experience

This event will explore how leadership development helps build a sustainable global nuclear sector, with a particular focus on Africa’s emerging nuclear power programmes. Experts will discuss human performance, workforce development, knowledge transfer, youth engagement, and the impact of advanced nuclear technologies and artificial intelligence on the nuclear workforce and the sector. The discussion will draw on IAEA-supported initiatives and national perspectives. Through short presentations, panel discussions and audience interaction, participants will examine practical approaches to building resilient, future-ready nuclear organizations and cultivating the next generation of nuclear leaders.  

This event will be held on Thursday, 17 September 2026, from 3.00 p.m. to 4.30 p.m. in Conference Room M6, M Building, ground floor.

Throughout the conference, the Department of Technical Cooperation will host an exhibition showcasing the impact of the technical cooperation programme across various fields of activity, alongside its latest outreach materials and publications.

Ambassador Nkosi joined the Department on 18 September 2017 and served with unwavering dedication as Ambassador to the Bolivarian Republic of Venezuela from 11 March 2018 to 31 March 2022, and subsequently as Ambassador to the Republic of Chad from 3 August 2022 until his untimely passing.

Ambassador Nkosi was also known for his distinguished history of political activism, having served as the first Deputy President of the Congress of South African Trade Unions (COSATU), and as the South African Communist Party (SACP) Provincial Chairperson in KwaZulu-Natal.

Ambassador Nkosi demonstrated exemplary commitment to South Africa through his steadfast representation of the country’s national interests, promoting its economic strengths, diversity and industrial capabilities, thereby reinforcing bilateral relations in the nations where he served.

Minister Ronald Lamola, Deputy Minister Alvin Botes, Deputy Minister Thandi Moraka, Director-General Zane Dangor and colleagues convey their deepest condolences to the family and friends of the late Ambassador Nkosi. May his soul rest in peace.

Cabo Verde: Arlinda Chantre é a nova Diretora Geral do Processo de Apoio ao Processo Eleitoral

A cerimónia aconteceu nesta terça-feira, 01 de setembro, no Ministério da Justiça, tendo a nova Diretora sido empossada pelo Ministro da Justiça, Clóvis Silva, ato que foi testemunhado pelos dirigentes do Ministério.

Na ocasião, Arlinda Chantre garantiu que irá trabalhar arduamente com a sua equipa para, por um lado, fazer evoluir os trabalhos em curso na DGAPE e, por outro, inovar para elevar Cabo Verde a melhores performances ao nível do processo eleitoral.

O Ministro Clóvis Silva salientou a necessidade de mudar e inovar, confiando nas competências e experiência acumulada da nova Diretora, sem deixar de enaltecer a excelente colaboração que o antecessor, Salif Silva, tem dado nesse processo de transição.

De salientar que Arlinda Chantre volta a ser diretora na DGAPE depois de ter desempenhado esse cargo, anteriormente. A nomeação para o cargo de Diretora-Geral da Direção-Geral de Apoio ao Processo Eleitoral (DGAPE), consta da Resolução n.º 62/2026, de 28 de agosto, publicado, em BO, na mesma data.

Arlinda Chantre é Jurista e especialista em administração eleitoral, com mais de duas décadas de experiência na Administração Pública cabo-verdiana, nas áreas da administração eleitoral, direito eleitoral, gestão pública e modernização institucional. Exerceu funções de Diretora-Geral da Direção-Geral de Apoio ao Processo Eleitoral entre 2007 e 2022, liderando operações de recenseamento eleitoral, logística eleitoral, gestão orçamental, tecnologias eleitorais, elaboração legislativa e reforma do quadro jurídico-eleitoral.

Liderou a implementação do primeiro sistema nacional de recenseamento eleitoral biométrico e do primeiro recenseamento biométrico dos cidadãos cabo-verdianos residentes no estrangeiro.
