L’impact révolutionnaire de Dangote sur l’énergie en Afrique

Le démarrage historique de la raffinerie Dangote, d’une capacité de 650 000 barils par jour, a redéfini les ambitions de l’Afrique en matière de raffinage, créant un nouveau centre névralgique pour l’approvisionnement en produits pétroliers en Afrique de l’Ouest et au-delà. En tant que plus grande raffinerie à train unique du continent et l’une des plus avancées technologiquement au monde, Dangote représente un tournant pour l’autosuffisance énergétique de l’Afrique, réduisant la dépendance vis-à-vis des importations et redéfinissant les flux commerciaux traditionnels dans le bassin atlantique.

La raffinerie a déjà commencé à exporter des produits raffinés, les premières livraisons indiquant une diversification des destinations, des marchés régionaux africains vers l’Europe et l’Asie. Ces développements marquent le début d’une nouvelle ère pour les flux de pétrole brut et de produits pétroliers, ainsi que pour les stratégies de monétisation nationale. La capacité de l’installation à traiter une gamme de bruts nigérians et d’autres bruts légers et doux a des implications profondes non seulement pour le secteur amont du Nigeria, mais aussi pour les producteurs de pétrole du golfe de Guinée, ce qui pourrait entraîner des changements dans les plans de production, les investissements dans les infrastructures et la dynamique commerciale régionale.

Alors que le premier événement africain consacré à l’énergie revient au Cap, l’African Energy Week (AEW) 2025 : Invest in African Energies mettra l’accent sur l’évolution du paysage raffinerie en Afrique de l’Ouest avec un atelier consacré à « La raffinerie Dangote et son impact sur l’équilibre raffinerie en Afrique ». Organisée par la Chambre africaine de l’énergie (AEC) et S&P Global Commodity Insights, cette session aura lieu le lundi 29 septembre de 11h30 à 12h30 et réunira les principaux acteurs du secteur et les décideurs politiques pour une discussion animée sur l’un des projets les plus transformateurs du secteur pétrolier et gazier du continent.

Au-delà de la restructuration des marchés du pétrole brut et des produits pétroliers, la raffinerie a aussi un impact sur la qualité des carburants et les normes environnementales dans la région. La configuration ultramoderne de Dangote lui permet de produire des carburants conformes à la norme Euro V, ce qui constitue une avancée majeure pour les pays qui dépendent depuis longtemps d’importations de moindre qualité. Cela crée de nouvelles opportunités pour les gouvernements d’Afrique de l’Ouest de renforcer les spécifications en matière de carburants, d’améliorer la qualité de l’air urbain et de réduire leur exposition à la volatilité des chaînes d’approvisionnement mondiales.

L’atelier explorera également l’impact plus large de Dangote sur les infrastructures de raffinage existantes en Afrique. Avec des raffineries vieillissantes et sous-utilisées disséminées sur tout le continent, l’émergence d’une méga-raffinerie capable de répondre à la demande nationale et régionale pose des questions importantes pour les installations existantes. Vont-elles se moderniser, se repositionner pour répondre à des besoins de niche ou fermer complètement face à une concurrence plus efficace ? La discussion portera sur les réponses stratégiques apportées par les compagnies pétrolières nationales et les opérateurs privés alors qu’ils entrent dans cette nouvelle ère du raffinage.

President Boakai Declares Saturday, July 26, 2025, As 178 Independence Day

The President of the Republic of Liberia, His Excellency Joseph Nyuma Boakai Sr., has by Proclamation declared Saturday, July 26, 2025 as Independence Day and is to be observed throughout the Republic as a National Holiday.

According to a Foreign Ministry release, the Proclamation calls on all citizens and foreign residents within the territorial confines of Liberia to observe the Day as such; the release further orders government offices and business houses closed during the observance from 6:00 ante meridian to 6:00 post meridian. 

The Proclamation requests all citizens, in solemn cooperation with all Prelates, Priests, Deacons, Evangelists, Imams and Elders as well as other members of the Sacerdotal order, regardless of religious creed, to gather together in their respective places of worship in each city, town, village, home, especially in Monrovia, Montserrado County, on Sunday, July 20, 2025 and Friday, July 25, 2025, in observance of the day.

The Presidential proclamation also requests citizens of Liberia to offer thanks and praises to God for His blessings showered upon us in past and present times and beseech Him for His continuing goodness and beneficence towards all peoples and nations of the earth, especially, the people of the Republic of Liberia. 

 According to the Proclamation, it is in grateful recognition of the blessings and miraculous deliverances which the Almighty God has extended to us as a Nation and People, although we have been most unworthy of them, to give thanks, adoration and praise unto Him for saving the State and to commemorate the brave and timely Decision of our forbearers on July 26, 1847.

The Proclamation is in consonant with the “Patriotic and Culture Observances Law” title 26, Liberia Code of Law of 1956, which set aside the 26th day of July of each year as a National Holiday to be known as Independence Day and appropriately celebrated as such.    

The Proclamation further recounted that after due deliberation on the future of the “ Settlement” facing colonial challenges and threats, the Founding Fathers did publish to the World that historic and immortal instrument known as the DECLARATION OF INDEPENDENCE, by which the Commonwealth of Liberia became, and was presented to the comity of nations, as a free, sovereign and independent State thereby warding off encroachment from any colonial power and becoming the first independent African Republic.

 According to the proclamation, the official Festive Celebration in observance of the Day will be held at the Centennial Memorial Pavilion, Ashmun Street, Monrovia, Montserrado County; commencing at eleven o’ clock ante meridian; under the theme: “One People, One Destiny: healing the past, Building the Future”

“In His infinite goodness and mercy, God has blessed and prospered the work of the minds, hearts, and hands of all the people of the Republic of Liberia from July 1847 when this nation was declared a free, sovereign and independence state; and from thenceforth, through the years of our national existence, manifold and varied have been the experiences of the nation and its people, who through it all have been able to forge their way by dint of perseverance, devotion and courage.”, the Proclamation declares.

Good Morning. It is a pleasure to be here.

The Rosslyn plant is a testament to BMW’s longstanding presence in the South African market.

This world-class facility was the first BMW plant to be built outside of Germany and has been at the centre of the group’s operations since 1973.

It further stands as proof of the BMW Group’s commitment to the South African economy, to supporting our industrial development, to our national empowerment objectives and to driving innovation in the sector.

The automotive sector is a lynchpin of our industrial strategy.

The sector contributes approximately 4,9 percent to GDP.

The sector supports more than 115,000 direct manufacturing jobs and over half a million across the value chain.

South Africa is the 22nd largest vehicle exporter globally, with our main export destinations being the European Union, the US and the UK.

The African continent is a growing export market, particularly within the SADC region.

As a country, we have positioned ourselves as a globally competitive destination for automotive manufacturing, and the BMW Group has been an integral part of our journey.

A number of world-class vehicles are manufactured right here at this plant, including both ICE and hybrid models from the BMW X family.

And now we have reached another milestone with the production of the BMW X3 Plug-in Hybrid Electric Vehicle.

The shift to green mobility and electrification in vehicle production is in line with commitments by countries to reduce emissions and support the transition to a low-carbon, climate resilient global economy.

We are greatly encouraged by this milestone reached by the BMW Group.

As the transition to battery electric vehicles, plug-in hybrids and hydrogen mobility gathers momentum, South Africa is perfectly positioned as a key global manufacturing base for the mobility of the future.

We are determined to ensure there is an enabling regulatory and policy environment.

Through the Automotive Production and Development Programme and more recently, the Electric Vehicle White Paper and incentive programme, we have committed to a stable, predictable and supportive framework for companies to invest, localise and grow in South Africa.

Incentivising EV production for export and at the same time supporting the growth of the local EV market is an imperative.

The global shift to clean vehicles presents opportunities for the local component manufacturing sector, whose focus has been on ICE components.

With our significant reserves of critical minerals, we must become a hub for processing and beneficiation.

We are finalising targeted incentives for battery cell localisation, EV component manufacture, clean mobility research and design, and critical mineral beneficiation.

The recent announcements on tariffs by the United States, an important market for our vehicle exports, further underscores the need to diversity our export base and accelerate domestic value creation.

The production locally of the BMW X3 Plug-in Hybrid is a symbol of trust.

Trust  in our skills, our workers, our partnerships and our potential.

Let us honour this achievement by staying the course, driving transformation, creating jobs and leading Africa’s industrial future.

BMW Group is to be congratulated for its commitment to skills development and training for young people.

This includes its partnership with UNICEF to train learners and educators in coding and robotics in schools and the BMW South Africa IT Hub in Tshwane that employs over 2,000 professionals, including software engineers and digital specialists.

We commend BMW for the substantial investment in its training academy, which trains 300 apprentices annually and has since 1978 trained more than 2,000 artisans.

President hails BMW’s local production of plug-in hybrid as milestone for green mobility

President Cyril Ramaphosa has lauded BMW South Africa’s launch of the locally produced BMW X3 plug-in hybrid electric vehicle (PHEV) as a significant leap toward a low-carbon future and a boost for South Africa’s industrial and economic growth.

Speaking at BMW’s Rosslyn plant in Tshwane on Thursday, the President praised the milestone as a symbol of trust in the country, as well as a demonstration of BMW Group’s long-standing commitment to the South African market. 

The President highlighted that this world-class facility was the first BMW plant to be built outside of Germany and has been at the centre of the group’s operations since 1973. 

“A number of world-class vehicles are manufactured right here at this plant, including both ICE and hybrid models from the BMW X family. And now, we have reached another milestone with the production of the BMW X3 plug-in hybrid electric vehicle.  

“The shift to green mobility and electrification in vehicle production is in line with commitments by countries to reduce emissions and support the transition to a low-carbon, climate resilient global economy. President Ramaphosa said the Rosslyn plant remains a pillar of South Africa’s automotive sector, which contributes approximately 4.9% to the country’s GDP, sustains over 115 000 direct manufacturing jobs, and supports more than half a million jobs across its value chain.

BMW’s investment in local manufacturing comes at a time when South Africa is working to position itself as a globally competitive hub for future mobility. 

“As the transition to battery electric vehicles, plug-in hybrids and hydrogen mobility gathers momentum, South Africa is perfectly positioned as a key global manufacturing base for the mobility of the future,” President Ramaphosa said.

He reaffirmed government’s commitment to enabling this shift, highlighting the recently released Electric Vehicle White Paper and an incentive programme under the Automotive Production and Development Programme (APDP). 

These are aimed at creating a stable and predictable policy environment to attract investment, grow exports, and expand the local electric vehicle (EV) market. 

“The production of the BMW X3 plug-in hybrid locally is a testament to the trust placed in our skills, our workers, our partnerships and our potential. Let us honour this achievement by staying the course, driving transformation, creating jobs and leading Africa’s industrial future,” he said.

President Ramaphosa also touched on the strategic opportunity presented by South Africa’s mineral wealth. 

“The global shift to clean vehicles presents opportunities for the local component manufacturing sector, whose focus has been on ICE components. With our significant reserves of critical minerals, we must become a hub for processing and beneficiation.

The President also acknowledged the changing global trade landscape – particularly the recent announcements on tariffs by the United States.

Youth development

The President commended BMW’s commitment to youth development, including its training academy that produces 300 apprentices annually, its long-term support for the Youth Employment Service (YES), and its initiatives to develop young women leaders and black industrialists.

Motsoaledi calls for innovative vaccine solutions to combat TB

Minister of Health, Dr Aaron Motsoaledi, has stressed the urgent need for innovative solutions to combat tuberculosis (TB), a disease that has historically affected not just South Africa but also countries around the world.

“We are here because we believe that TB – a disease that has shaped the history and health of our country and indeed, the whole world – can be ended. Not through words alone, but through action, partnership, and innovation,“ he said on Thursday. 

The Minister was delivering a keynote address at the country’s TB Vaccine Preparedness Workshop held in Johannesburg. The workshop is aimed at advancing policy and decision-making for the introduction of TB vaccines.

Addressing policymakers, scientists and community leaders, Motsoaledi stated that the upcoming phase will introduce preventative TB vaccination measures, which will also enhance the ongoing fight against HIV and Aids.

For over a century, South Africa has relied on the Bacille Calmette-Guérin (BCG) vaccine to protect its children from TB, but the Minister pointed out that there has been no tool that can protect adolescents and adults. 

“These are the very groups most at risk of getting sick and transmitting TB.” 

With several new TB vaccine candidates in the late stages of clinical trials, the most promising options are expected to be available in the next few years. 

This workshop positioned the country as one of the first that is ready to deliver a new generation of TB vaccines to the most vulnerable populations, including adolescents and adults.

The Minister expressed confidence that the upcoming clinical trials would yield positive results, potentially leading to a new vaccine for older age groups within the next few years.

TB is a leading cause of death from an infectious disease and a major contributor to ill-health in South Africa and globally.

“Imagine the day when we announce the availability of the vaccine for tuberculosis,” he said, likening it to “the day of true freedom from slavery” for those suffering from the disease. 

Motsoaledi described the disease as a form of “devastating slavery” that exacerbates poverty and leads to premature death.

“South Africa is not waiting for the world to act. We are preparing – intentionally, early and inclusively.” 

The Minister has used the first national gathering dedicated to the TB vaccine readiness platform to reiterate South Africa’s commitment to lead by example in the global fight against TB and HIV. 

“When South Africa wins against TB and HIV and Aids the world will win the war,” he said. 

He told the attendees that through his tenure as Health Minister, he consistently sought to elevate the profile of TB on a global scale. 

Motsoaledi recalled his 2018 address at the United Nations, where he rallied for world leaders to commit to addressing the TB crisis. 

“While global attention has often turned to emerging health threats, South Africa has remained focused on the enduring challenge of TB,” he said. 

He also acknowledged the disease’s severe impact on communities already struggling with HIV.

“Today’s discussions remind us that vaccine introduction is not just about science – it is about health systems. It is about trust. It is about readiness.”

He also used the platform to emphasise the importance of preparing the health sector for the rollout of the TB vaccine.

The agenda for the workshop highlighted key thematic areas crucial for readiness, including generating evidence for policy and investment, strengthening delivery systems for TB vaccines, and ensuring manufacturing and supply chain readiness.

“Investment in human life means everything,” he said, stressing the need for robust financial backing to ensure effective vaccine deployment.

The Minister took the time to urge stakeholders to foster community trust and strong advocacy to ensure widespread acceptance of the TB vaccine upon its introduction.

Afreximbank fournira 75 millions de dollars US à la Banque centrale de Gambie dans le cadre d’un swap de devises

La Banque Africaine d’Import-Export (Afreximbank) (www.Afreximbank.com) a signé un accord visant à mettre à la disposition de la Banque centrale de Gambie (CBG) un swap de devises de 75 millions de dollars US sur cinq ans pour le financement de projets stratégiques entrepris en Gambie par le gouvernement, à travers l’Autorité nationale des routes [National Roads Authority-NRA].

L’accord, signé à Abuja, au Nigeria, dans le cadre des activités marquant les 32es Assemblées Annuelles d’Afreximbank (AAM2025) qui se sont tenues du 25 au 28 juin, prévoit qu’Afreximbank utilise les recettes en monnaie locale pour acheter des obligations émises par la NRA, lesquelles serviront de titres de swap pour la transaction, afin de financer des projets stratégiques entrepris par la NRA.

L’accord a été signé par M. Haytham Elmaayergi, Vice-président exécutif, en charge de Global Trade Bank Banque au nom d’Afreximbank, tandis que M. Buah Saidy, Gouverneur de la Banque centrale de Gambie, a paraphé le document pour le compte de son organisation.

Commentant l’accord, M. Elmaayergi a déclaré que la transaction reflétait l’engagement d’Afreximbank à booster le financement du commerce en Afrique en aidant ses pays membres à obtenir les liquidités nécessaires pour financer les infrastructures favorisant le commerce dans leurs pays.

« Grâce à cette facilité, Afreximbank utilise ses ressources pour stimuler le financement en Afrique en débloquant des capitaux et en mobilisant des moyens supplémentaires afin de soutenir les transactions commerciales vers l’Afrique », a-t-il expliqué.  Il a souligné que ce partenariat intervient à un moment charnière de la trajectoire de développement de la Gambie, au moment où le pays intensifie ses efforts de modernisation de ses infrastructures de transport en vue de répondre aux besoins croissants en matière de commerce et de connectivité. Le swap de devises devrait soutenir la construction et la réhabilitation des réseaux routiers ruraux et urbains, renforçant ainsi l’engagement de la Gambie à bâtir une économie plus connectée, plus productive et plus inclusive.

Selon lui, cette initiative permettra une circulation plus efficace des biens et des services, tout en réduisant les temps de déplacement des navetteurs et des entreprises et en améliorant la sécurité routière. À long terme, ces développements contribueront à la mise en place d’un réseau routier national plus fiable et plus étendu, ce qui permettra de consolider l’intégration régionale, d’améliorer la production agricole et industrielle et de promouvoir une croissance économique durable et généralisée à travers le pays. Cette transaction souligne l’engagement continu d’Afreximbank à soutenir les pays africains dans la mobilisation d’outils de financement innovants pour libérer le potentiel de développement et de commerce.

Pour sa part, le Gouverneur Buah Saidy a reconnu l’importance du financement du développement pour remédier aux contraintes liées à l’offre qui entravent le développement en Gambie.  « Ce swap », a-t-il poursuivi, « contribuera à alléger la contrainte majeure que représente un réseau de transport difficile, en permettant à l’Autorité Nationale des Routes (NRA) de construire de nombreuses routes supplémentaires, conformément aux instructions de Son Excellence le Président Adama Barrow, afin de faciliter les déplacements et d’améliorer la vie des Gambiens ».

Le Gouverneur Saidy a souligné que le financement rendu disponible grâce à ce swap permettra à la NRA de construire des routes qui ouvriront l’économie en reliant les zones de production des régions rurales du pays aux marchés des centres urbains.

La CBG est un actionnaire fondateur d’Afreximbank, tandis que la NRA, créée en 2006, est responsable de l’administration, du contrôle, de la construction et de l’entretien de toutes les routes en Gambie.

Oakwood Green Africa a agi en tant que conseiller financier auprès de la NRA et de la CBG pour cette transaction, leur fournissant des conseils sur la structure et facilitant le swap.

Les AAM2025, qui ont attiré environ 7 000 participants, dont des chefs d’État, des Premiers ministres, des ministres et des chefs d’entreprise, de toute l’Afrique, des Caraïbes et d’ailleurs, ont pris fin avec l’Assemblée générale annuelle des actionnaires d’Afreximbank au cours de laquelle, le Dr George Elombi a été nommé prochain Président de la Banque en remplacement du Professeur Benedict Oramah dont le mandat prend fin après deux mandats de cinq ans à la tête de l’institution.

Afreximbank to avail $75 million to Central Bank of The Gambia in a cross-currency swap

African Export-Import Bank (Afreximbank) (www.Afreximbank.com) has signed an agreement to avail a US$75-million five-year cross-currency swap to the Central Bank of The Gambia (CBG) for the financing of strategic projects undertaken in The Gambia by the Government, through the National Roads Authority (NRA).

The agreement, signed in Abuja, Nigeria, as part of activities to mark the 32nd Afreximbank Annual Meetings (AAM2025) held from 25 to 28 June, provides for Afreximbank to use the local currency proceeds to purchase NRA-issued bonds, which will serve as the swap securities for the transaction, to finance strategic projects undertaken by the Agency.

Signing the agreement for Afreximbank was Mr. Haytham Elmaayergi, Executive Vice President, Global Trade Bank, Afreximbank, while Mr. Buah Saidy, Governor of Central Bank of The Gambia, signed for his organisation.

Commenting on the agreement, Mr. Elmaayergi said that the transaction reflected Afreximbank’s commitment to driving trade finance in Africa by supporting its member countries to achieve much needed liquidity to enable them finance trade-enabling infrastructure in their countries.

“Through this facility, Afreximbank is using its resources to leverage financing to Africa by unlocking capital and creating additional capacity in support of trade transactions into Africa,” he explained. He noted that this partnership comes at a pivotal time in The Gambia’s development trajectory, as the country intensifies efforts to upgrade its transport infrastructure to meet growing trade and connectivity needs. The cross-currency swap is expected to support the construction and rehabilitation of both rural and urban road networks, reinforcing the Gambia’s commitment to building a more connected, productive and inclusive economy.

According to him, this initiative will enable more efficient movement of goods and services, reduce travel times for commuters and businesses, and improve road safety. Over the long term, these developments will contribute to a more reliable and extensive national road network, helping to deepen regional integration, enhance agricultural and industrial output, and promote sustainable, broad-based economic growth across the country. This transaction underscores Afreximbank’s ongoing commitment to supporting African countries in mobilizing innovative financing tools to unlock development and trade potential.

On his part, Governor Buah Saidy acknowledged the need for development financing to address supply-sided constraints to development in The Gambia.  This swap, he said “will relax the binding constraint of a challenging transport network, by enabling NRA to build many more roads that H.E. President Adama Barrow has instructed them to build to ease the movement and lives of Gambians”.

Governor Saidy noted that the financing made available through the swap will allow NRA to build roads that will open up the economy by connecting the production areas in the rural parts of the country to the markets in the urban centres.

CBG is a founding shareholder of Afreximbank while NRA, established in 2006, is responsible for the administration, control, construction and maintenance of all roads in The Gambia.

Oakwood Green Africa served as transaction adviser to the NRA and CBG for the transaction, providing them guidance on the structure and facilitating the swap.

AAM2025, which attracted an estimated 7,000 participants, including Heads of States, Prime Ministers, ministers and business leaders, from across Africa, the Caribbean and beyond, ended with the Annual General Meeting of Afreximbank Shareholders where Dr. George Elombi was appointed the incoming President of the Bank to replace Prof. Benedict Oramah whose tenure is ending after two five-year terms at the helm.
