Kenya: Amb. Guo Haiyan Visits Local Industrial Park

On July 22, H.E. Amb. Guo Haiyan visited Tatu City Special Economic Zone (SEZ) in Kiambu County and held discussions with Tatu City Executives and the representatives of Chinese companies invested in the SEZ. Minister Counselor Zhou Zhencheng was present.

Amb. Guo said that the partnership initiative for industrial chain cooperation is an important part of the ten partnership initiatives of the 2024 FOCAC Beijing Summit. She hoped that Chinese companies deepen the cooperation with Kenyan companies in industrial and supply chain, enhance China-Africa as well as China-Kenya interconnected industrial development, strengthen technology transfer and local employee training, and support Kenya’s industrialization.

Minister of State at Ministry of Foreign Meets State Minister for Foreign Affairs and International Cooperation of Somalia

HE Minister of State at the Ministry of Foreign Affairs Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi met on Wednesday with HE State Minister for Foreign Affairs and International Cooperation of the Federal Republic of Somalia Ali Mohamed Omar, who is currently visiting the country.

During the meeting, they reviewed cooperation relations between the two countries and ways to support and enhance them. They also discussed the latest developments in Somalia, in addition to several issues of mutual interest.

HE the Minister of State at the Ministry of Foreign reaffirmed the State of Qatar support for efforts aimed at promoting security and stability in Somalia, and achieving development and prosperity for its people.

Ambassador Gao Wenqi visits Early Childhood Development (ECD) center with United Nations Children’s Fund (UNICEF) country representative to Rwanda

On July 22, Ambassador Gao Wenqi, along with Ms. Lieke van de Wiel, UNICEF country Representative to Rwanda, visited the cross-border Early Childhood Development center in Burera District, Northern Province. They were warmly received by District Mayor MUKAMANA Soline and briefed by the ADEPE team and young parents on how the project has helped and empowered local children and families. The field trip also featured lively interactions with the kids.

Ambassador GAO noted that as a signature tripartite cooperation project between China, UNICEF and Rwanda, the ECD project in Rwanda has made positive contributions to improving children nutrition and health, empowering education for young generations, and promoting Rwandas national strategic transformation. China will continue to work with UN agencies and the Rwandan government to support the countrys socio-economic development with more and more early harvest.

The cooperation with the Chinese government has effectively enhanced local childrens well-being and promoted Rwandas sustainable development, the UNICEF Representative to Rwanda said. She expressed willingness to strengthen cooperation with the Embassy in the near future.

The Early Childhood Development project is funded by the Chinese government through the Global Development and South-South Cooperation Fund and implemented by UNICEF Rwanda. It has been carried out across six districts in three provinces of the country since March 2025.

O Ministro do Turismo e Transportes, José Luís Sá Nogueira, e o Ministro dos Transportes de Angola, Ricardo de Abreu, anunciaram para breve retoma de voos entre Luanda e Praia.

O anúncio foi feito durante o encontro entre os dois homó.s à margem da participação do ministro cabo-verdiano na 2ª Conferência Ministerial do Turismo e Transportes Aéreos em África da UN Turismo e ICAO, sobre o Turismo e Transportes Aéreos, que decorre na Capital Angolana, entre 22 e 24 de julho.

“Essa ligação vai permitir que Cabo Verde sirva como um ‘hub’ para distribuição para vários outros países de Europa, mas também do continente americano”, disse o Ministro sobre os voos a serem operados pela TAAG – Linhas Aéreas de Angola S.A.

O Ministro José Luís Sá Nogueira também teve encontro com o Ministro do Turismo de Angola, Márcio Daniel, com o intuito de aprofundar as parcerias em curso, onde foram abordadas diversas questões de interesse comum, como o fomento de turismo e investimento entre os dois países.

A 2ª Conferência Ministerial do Turismo e Transportes Aéreos em África da UN Turismo conta com a presença de mais de 30 ministros africanos e de cerca de 500 participantes, entre representantes de companhias aéreas, operadores turísticos e investidores internacionais.

A organização entende que África possui um imenso potencial para o crescimento do turismo e do transporte aéreo, mas oportunidades significativas permanecem inexploradas. Em 2024, o continente registou um aumento recorde de chegadas internacionais de 74 milhões, traduzindo-se em 7% mais chegadas em comparação com 2019 e 12% mais do que em 2023, ressaltando o papel vital do transporte aéreo na expansão do turismo.

Dada a sua interdependência, esta Conferência de alto nível centrar-se-á na promoção de sinergias mais fortes entre os dois sectores, a fim de impulsionar o crescimento económico e o desenvolvimento sustentável.

Alinhada com a Agenda 2030 da ONU para o Desenvolvimento Sustentável e a Agenda 2063 da União Africana, a Conferência visa: identificar desafios e oportunidades para melhorar a conectividade aérea e viagens perfeitas em toda a África; fortalecer o diá. entre as partes interessadas do turismo e do transporte aéreo para atender aos principais imperativos de negócios e incentivar o compromisso político de integrar as prioridades do turismo e dos transportes aéreos nas agendas nacionais e regionais.

O programa contará ainda com um Workshop de Especialistas em Turismo e Transporte Aéreo no dia 22 de Julho, que antecede a Conferência Ministerial.

A primeira edição da Conferência Ministerial do Turismo e Transportes Aéreos em África da UN Turismo foi realizada em Cabo Verde, em 2019.

Le Rapport annuel 2024 sur l’efficacité du développement de la Société Internationale Islamique de Financement du Commerce (ITFC) met en avant des résultats solides et des avancées en matière de durabilité

La Société Internationale Islamique de Financement du Commerce (ITFC) (www.ITFC-IDB.org), membre du groupe de la Banque Islamique de Développement (BID), a annoncé la publication de son Rapport Annuel sur l’Efficacité du Développement (ADER) pour l’année 2024.

L’ADER est un outil essentiel de suivi et de transparence, qui permet à l’ITFC de mesurer, de communiquer et d’affiner continuellement ses stratégies et ses interventions pour obtenir des résultats en matière de développement durable. Le rapport 2024 souligne le rôle croissant de l’ITFC en tant que moteur du commerce durable, de la résilience économique et de la croissance inclusive dans l’ensemble de ses pays membres.

« L’ADER illustre la capacité de I’ITFC à fournir des solutions innovantes et à fort impact qui répondent aux besoins complexes de nos pays membres », a déclaré Mr. Adeeb Y. Al Aama, Directeur Général de l’ITFC. « Alors que nous célébrons des avancées majeures, nous évaluons également nos interventions pour nous assurer que nous continuons à progresser vers un avenir plus inclusif, plus résilient et plus durable. »

Points forts du Rapport

En 2024, l’ITFC a obtenu des résultats tangibles, démontrant l’importance qu’elle accorde à la résilience et à l’inclusion économique. Les faits marquants incluent :

  • Combler les lacunes en matière de financement du commerce. L’ITFC a alloué 2,66 milliards de dollars US, soit 38 % de son portefeuille global, aux Pays les Moins Avancés, soutenant ainsi une croissance inclusive. En outre, 268 millions de dollars ont bénéficié directement à plus de 380 000 petits exploitants agricoles, permettant l’achat de 840 000 tonnes de produits agricoles locaux.
  • Sécuriser les chaînes d’approvisionnement critiques. Les décaissements en faveur du secteur de l’énergie se sont élevés à 4 milliards de dollars, ce qui a permis de fournir une électricité stable à environ 13,8 millions de ménages. Les interventions en matière de sécurité alimentaire ont permis de fournir plus de 5,6 millions de tonnes de produits de base essentiels d’une valeur de 1,45 milliard de dollars, au bénéfice de plus de 30 millions de ménages.
  • Renforcer la participation du secteur privé. L’ITFC a financé 312 petites et moyennes entreprises (PME) et sociétés par le biais de partenariats avec 23 institutions financières, promouvant ainsi l’inclusion financière et la diversification économique.
  • Promouvoir l’intégration régionale. Le financement du commerce intra-OCI a atteint 4,8 milliards de dollars. Grâce à des programmes stratégiques tels que les Ponts Commerciaux Arabo-Africains (AATB) et l’Initiative d’Aide au Commerce pour les États Arabes (AfTIAS), l’ITFC a renforcé les chaînes de valeur régionale et les capacités institutionnelles.
  • Investir dans le renforcement des capacités. Les initiatives d’assistance technique et de formation ont touché plus de 3 100 personnes, soit une augmentation de 32 % par rapport à l’année précédente, dont près de 40 % de femmes.

Intégrer le développement durable dans les opérations de base

La Société a adopté sa première Politique Environnementale et Sociale (E&S) et a lancé un Plan d’Action E&S sur dix ans. Une nouvelle structure de gouvernance a également été mise en place pour encadrer la mise en œuvre, jetant ainsi les bases d’opérations de financement du commerce plus responsables.

Renforcer la croissance grâce aux ODD

L’ITFC a réalisé des avancées significatives dans la promotion de plusieurs Objectifs de Développement Durable par le biais de ses initiatives de financement du commerce et du développement. Ses efforts ont contribué à réduire la pauvreté (ODD 1), à renforcer la sécurité alimentaire (ODD 2) et à élargir l’accès à une énergie propre et abordable (ODD 7). En soutenant les petits exploitants agricoles, en renforçant les économies locales et en promouvant le commerce intra-OCI, I’ITFC a également joué un rôle clé dans la promotion de partenariats internationaux pour accélérer le développement durable dans les pays membres (SDG 17).

L’ADER 2024 témoigne de l’engagement croissant de l’ITFC en faveur de la transparence, de la durabilité et d’un impact tangible. Alors que la Société se tourne vers l’avenir, elle reste concentrée sur l’innovation ambitieuse, les partenariats collaboratifs et la mise en avant de la finance islamique pour construire un écosystème commercial mondial plus inclusif et durable.

Ambassador Yin Chengwu met with Liberian Foreign Minister Nyanti

On July 22, Yin Chengwu, Chinese Ambassador to Liberia, met with H.E. Sara Beysolow Nyanti, Minister of Foreign Affairs of the Republic of Liberia, and the two sides exchanged views on China-Liberia relations.

Yin stated that China is willing to work with Liberia to steadily promote the implementation of the outcomes of the meeting between the two heads of state and the Forum on China-Africa Cooperation Summit, and promote the continuous development of the China-Liberia strategic partnership.

H.E.Nyanti spoke positively of the development of bilateral relations and said that Liberia adheres to the one-China principle and is willing to strengthen cooperation with China and work together to advance the strategic partnership between the two countries.

United Nations Mission in South Sudan (UNMISS) supports efforts to protect inmates from cholera at Aweil Central Prison

Across South Sudan, tens of thousands of inmates are crammed into overcrowded prisons with dire living conditions, including poor sanitation and limited access to food, clean water and healthcare. In some locations male and female prisoners are housed in the same cells due to a lack of space, creating safety concerns and the risk of abuse.

The Aweil Central Prison, in Northern Bahr El Ghazal, is not immune from this problem. Constructed with the capacity to house 150 inmates, it is now overwhelmed by more than 700 prisoners. In these conditions, disease can run rampant, particularly cholera, with more than 9300 cases already recorded in the region since the deadly outbreak began last year.

The United Nations Mission in South Sudan is responsible for monitoring prison environments, management, and the rights and wellbeing of inmates. After assessing conditions in the Aweil Central Prison, the mission’s Rule of Law team requested prison authorities and the State Minister of Health to prioritize health services.

“We advocated very strongly for improved hygiene and sanitation for the prisoners, and particularly requested improved disease prevention because, if cholera takes erupts in this closed environment, it would be disastrous,” said UNMISS Corrections Advisor, Amina Kavirondo.

As a result of this advocacy, all inmates and prison officers have now been vaccinated with the support of the World Health Organization and State Ministry of Health.

“Given the large number of inmates accommodated in such a crowded facility with dire living conditions, we were very worried about their exposure to disease and felt it was important to vaccinate the prisoners to prevent cholera taking hold,” said the Ministry of Health’s immunization manager, Philip Malong Thiel.

“We were afraid because of the rumors that there were already cholera cases in the prison,” says one female inmate. “I now feel prepared and protected after my vaccination.”

South Africa: Select Committee on Security and Justice Recommends of Provisional Suspension and Withholding of Remuneration of Gauteng Magistrate

The Select Committee on Security and Justice has recommended that the National Council of Provinces (NCOP) confirm the provisional suspension from office of Ms SSE Fredericks, an additional Magistrate at the Johannesburg Magistrates’ Court, and the determination to withhold her remuneration.

Committee Chairperson, Ms Jane Seboletswe Mananiso, said the recommendation to withhold her remuneration is in terms of the Magistrates Act.

She went on to say that the recommendation follows its consideration of the Minister of Justice and Constitutional Development’s report, tabled in Parliament on 1 July 2025. This report, dated 26 June 2025, was based on advice from the Magistrates Commission following an extended period of unauthorised absence by Ms Fredericks since November 2019, during which she continued to receive full remuneration.

The committee previously heard that, the matter was brought to the Commission’s attention in April 2024, when the Secretary of the Commission learned of Ms Fredericks’ prolonged absence during a departmental leave management meeting. Subsequent investigations confirmed her continued absence from her duties at the Booysens Magistrate’s Court, with no official permission or satisfactory explanation provided.

Following a series of internal processes—including attempts to engage Ms Fredericks, legal consultations, and correspondence with the Department of Social Development—the Magistrates Commission resolved in June 2025 to recommend a disciplinary hearing and to advise the Minister that provisional suspension and the withholding of remuneration were warranted.

Ms Mananiso said the committee found that as Ms Fredericks has been absent from duty since November 2019 without authorisation; while continuing to receive full remuneration, her absence has adversely affected the functioning of the court and the administration of justice. Despite being offered the opportunity to respond, Ms Fredericks failed to make any representations to the Commission. All reasonable avenues to resolve the matter were exhausted before a recommendation was made.

She said the committee resolved to recommend that: “Having considered the Minister’s Report concerning the provisional suspension from office of Ms Fredericks, pending the outcome of a hearing into her fitness to hold office as a magistrate, the Committee recommends that the NCOP confirm the provisional suspension of Ms Fredericks. The committee further recommends that the NCOP resolves to confirm the determination to withhold Ms Fredericks remuneration pending the outcome of the hearing into her fitness to hold office as a magistrate,” emphasised the Chairperson.

The committee also adopted the reports on two other magistrates. The committee recommended to the NCOP confirm the provisional suspension from office of Ms TF Kekana, an additional District Court Magistrate at Secunda, Mpumalanga pending the outcome of a misconduct hearing into her fitness to hold office as a magistrate.

Ms Mananiso said the committee also recommended that the NCOP resolves not to restore Ms N Naudé, an additional magistrate in the district court at Kimberley, to the office.

Jinja Hospital officials grilled over Shs1.2 billion payment of water bill

Officials from Jinja Regional Referral Hospital have been tasked to explain circumstances under which they paid Shs1.2 billion to clear water arrears despite being allocated only Shs68 million.

The hospital officials led by the Director, Dr. Alfred Yayi appeared before the Public Accounts Committee (Central Government) chaired by the Vice Chairperson, Hon. Gorreth Namugga on Tuesday, 22 July 2025 to respond to queries in the Auditor General’s report for the financial year 2023/2024.

The legislators were concerned that clearing of the water bill with an amount more than had been allocated amounted to diversion or mischarge of funds.

The committee members wondered if the hospital administration had sought authorization from the Ministry of Finance, Planning and Economic Development. “We actually applaud your creativity in trying to save lives in Jinja City and beyond but we need transparency. Where exactly did you get the money? Which budget votes did you cut? If you used funds from the private wing, say so”, Namugga said.

According to the Auditor General’s report, the hospital has accumulated water arrears of over Shs3.7 billion in a 10-year period.

MPs questioned why the hospital had failed to prioritise settling such a substantial domestic arrear. “So National Water and Sewerage Corporation is that lenient that you have been consuming water for over 10 years without payment? How did you manage that?” Namugga wondered.

MPs were also dismayed with the continued under budgeting for utilities by the hospital administrators. “It seems you are the ones creating these financial problems. You cannot expect government to give you more money when you are under-budgeting. If you need Shs90 million and only budget for Shs30 million, where do you expect the shortfall to come from?” asked Hon. David Karubanga (NRM, Kigorobya County).

UPDF Representative, Hon. Victor Nekesa questioned how such a persistent issue continues unresolved even though the hospital submits its budget.

Dr. Alfred Yayi requested for more time to provide a comprehensive explanation regarding the source of funds used to clear part of the water arrears after his initial explanation citing a USAID-funded project, was dismissed as insufficient. “We have not fully addressed the specific issue raised. We request a few hours and will respond by the end of the day,” Dr. Yayi said.

He added that while the hospital receives funds from government, it also benefits from a USAID initiative called G2G which reimburses funds upon meeting certain milestones.

According to Dr. Yayi, these reimbursements can be used for hospital priorities.
