Qatar Joins 4th IHL Consultations in Geneva

The State of Qatar participated in the fourth round of states’ consultations under the Global Initiative to Galvanize Political Commitment to International Humanitarian Law (IHL), organized by the International Committee of the Red Cross in Geneva.

Qatar was represented by Second Secretary at the Permanent Mission of the State of Qatar to the United Nations Office in Geneva Abdulaziz Mohammed Al Mansouri, who chaired the session on Workstream Three: “International Humanitarian Law and Peace.”

Al Mansouri said armed conflicts leave deep and long-lasting impacts on societies, and that violations of international humanitarian law exacerbate grievances, undermine trust, and hinder prospects for sustainable peace.

He stressed that the core message of the third Workstream is that every war should be conducted with a clear vision for a return to peace, with all actions during conflict directed toward enabling parties to live together peacefully in the post-conflict phase.

He added that the final document of the Workstream aims to translate states’ practices and proposals into practical future recommendations structured across the conflict cycle: before, during, and after hostilities.

He noted that the first part focuses on strengthening preventive systems in peacetime, including measures to protect specific groups such as the missing, detainees, and the dead, and sustaining disarmament efforts to ensure respect for international humanitarian law during conflict and lay foundations for long-term recovery and peace.

He added that the second part focuses on integrating international humanitarian law into mediation and ceasefires during armed conflicts, while the third part addresses the post-conflict phase, providing a model checklist of measures to ensure continued respect for international humanitarian law.

Qatar’s participation comes in its capacity as a co-chair of the third Workstream of the initiative on international humanitarian law and peace, alongside the Kingdom of Saudi Arabia, the People’s Republic of Bangladesh, the Republic of Colombia, and the Federal Democratic Republic of Ethiopia, in cooperation with the International Committee of the Red Cross.

Prime Minister and Minister of Foreign Affairs Holds Phone Call with Russian Foreign Minister

HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani held a phone call with HE Minister of Foreign Affairs of the Russian Federation Sergey Lavrov.

The call discussed bilateral cooperation and ways to enhance it, and regional developments, particularly the ceasefire between the United States and the Islamic Republic of Iran, as well as efforts to de-escalate and bolster regional security and stability.

HE the Prime Minister and Minister of Foreign Affairs stressed the need for all parties to respond to ongoing mediation efforts to address the root causes of the crisis through dialogue and peaceful means, and to reach a sustainable agreement that prevents renewed escalation.

Minister of State at the Ministry of Foreign Affairs Meets US Officials

HE Minister of State at the Ministry of Foreign Affairs Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi met separately in Washington with HE Senior Advisor to the US President on Counterterrorism at the National Security Council Professor Sebastian Gorka and HE Assistant Secretary of State for South and Central Asian Affairs Paul Kapur separately.

The meetings dealt with discussing the strong bilateral, strategic relations and the means to enhance them, in addition to the latest developments in the Middle East and Africa.

The meetings also dealt with counter-terrorism efforts and the means to enhance bilateral cooperation in that field to advance regional and international security and stability.

Qatar Condemns Targeting Khartoum International Airport

The State of Qatar condemns the targeting by drones of a site in the grounds of Khartoum International Airport in the fraternal Republic of Sudan, considering it a blatant violation of Sudan’s sovereignty and a clear breach of the rules of international law and the Charter of the United Nations.

The Ministry of Foreign Affairs affirms Qatar’s categorical rejection of targeting civilian objects and vital facilities, reiterating its full support for the unity, sovereignty, and stability of Sudan.

The Ministry also reiterates the State of Qatar’s stance, calling for a resolution to the armed conflict in Sudan through dialogue and peaceful means, in order to achieve the aspirations of its fraternal people for peace, development, and prosperity.

Ninth round of India-Sudan Foreign Office Consultations

9th Foreign Office Consultations (FOC) between India and Sudan was held in Port Sudan on 4 May 2026. The Indian delegation was led by Dr. M. Suresh Kumar, Joint Secretary(WANA), Ministry of External Affairs, and the Sudanese side was led by H.E. Ambassador Maowia Osman Khalid Mohammed, Undersecretary, Ministry of Foreign Affairs of Sudan.

2. They reviewed the entire spectrum of bilateral relations including political, economic, trade, capacity building, health, education, energy, mining, agriculture, SMEs, digital public infrastructure and people-to-people ties and discussed ways to further strengthen the partnership.

3. Sudan side reiterated their condemnation of the dastardly terrorist attack in Pahalgam last year and both sides resolved to fight the scourge of terrorism.

4. The two sides also exchanged views on regional issues of mutual interest. Sudan side expressed their appreciation for Indian capacity building and human resource development efforts through Indian Technical and Economic Cooperation and ICCR scholarships and both sides agreed to strengthen cooperation under this important pillar, in the spirit of South-South cooperation.

5. During the visit, the delegation also called on H.E. Dr. Heitham Mohammed Ibrahim, Minister of Health, Republic of Sudan. The Minister appreciated India’s humanitarian assistance and ongoing cooperation in the healthcare sector, including the prosthetic limb camp organised recently in Sudan. The delegation also called on H.E Mr.Mustafa Md Noor, Governor of Red Sea state.

6. Both sides agreed to hold the next round of Foreign Office Consultations at a mutually convenient date in New Delhi.

Daqo examines moving renewable power reliably from source to load

As reported by ESI Africa, Southern Africa is seeing major infrastructure development. Renewable energy capacity is expanding, industrial demand is rising, and electrification is reaching areas that previously had limited grid access.

However, as generation capacity grows, attention is increasingly turning to another part of the equation: how to move that power reliably from source to load.

Uganda: Parliament approves Shs1.1 trillion supplementary expenditure

Parliament has approved a Shs1.1 trillion Supplementary Expenditure Schedule No.5 for 2025/2026 to cater for the swearing in ceremony of President Yoweri Museveni, preparations for the African Cup of Nations (AFCON) 2027 and elections of local councils, among others. 

The Minister of State for Finance, Planning and Economic Development (General Duties), Hon. Henry Musasizi presented the request during the sitting of the House on Tuesday, 05 May 2026.

Parliament approved the supplementary after suspending Rule 160 request from scrutiny by the Budget Committee and other sectoral committees.  

West Budama North East Member of Parliament, Hon. Fox Odoi-Oywelowo who moved the motion for suspension of the rule said that the supplementary expenditure makes provisions for critical areas of expenditure, including elections of LCs. 

“Our democratization processes require that we carry out elections all the way to the lowest units of administration. It is imperative that we provide resources to enable people of Uganda exercise their democratic rights,” Odoi-Oywelowo said.

In the supplementary, Shs29 billion has been allocated to the Ministry of Sports to enable the country start preparatory works to host the AFCON, Shs56 billion to the Ministry of Local Government to conduct local council elections and Shs3 billion to the Office of the President for the swearing-in ceremony of President- elect, Yoweri Kaguta Museveni.

Additionally, Shs46 billion will go to various votes to cater for wage shortfalls.

According to the Public Finance Management Act, for an expenditure to qualify for supplementary schedule No.05, it must have been unforeseen or unavoidable at the time of budgeting.

Minister Musasizi argued that whereas some expenditures like the swearing-in of the President were foreseen, what is required to carry out the ceremony is over and above what was appropriated. 
“At the time of budgeting, what we provided and what is required is different and this is allowable,” said Musasizi.

He added that funds allocated for AFCON preparatory activities are required to implement the urgent works, beginning with immediate requirements for the financial year 2025/2026. 

These include priority road works in Kira Municipal Council, pitch improvement at Kadiba football stadium, branding of host cities and content production, financing of Hoima City and Masindi Municipality road safety and sanitation interventions, among others. 

“Given the critical nature of these expenditure requirements, I pray that you consider and pass this supplementary to enable government meet these requirements as we come to close this financial year and all of them cannot wait for next financial year,” Musasizi added.

Hon. Ibrahim Ssemujju (FDC, Kira Municipality) and Shadow Minister for Finance, disagreed with the classification of the items as emergencies saying that they are all foreseen expenditures.

Busiro County East MP, Hon. Medard Ssegonna concurred with Ssemujju Nganda stating that government was aware of all the expenditures under the supplementary. 

“Some of these things are foreseeable and yet we are here stampeded over items we knew. How does a minister tell us that we need a supplementary less than a month to the budget speech,” Ssegonna said.

Erute County South Member of Parliament, Hon. Jonathan Odur also challenged the minister to provide a list of all villages in which the LC elections will be conducted, for purposes of accountability.

La Fondation Merck (www.Merck-Foundation.com), branche philanthropique de Merck KGaA Allemagne, a lancé son Programme « Éduquer Linda » à la Maison d’État du Kenya, en partenariat avec S.E. Mme Rachel Ruto E.G.H, Première Dame de la République du Kenya et Ambassadrice de la campagne « Fondation Merck Plus Qu’une Mère ». À cette occasion, le Sommet des Anciens Boursiers de la Fondation Merck au Kenya 2026 s’est tenu afin de mettre en lumière l’impact de leur programme de bourses, dont l’objectif est de renforcer les capacités du système de santé et de transformer les soins aux patients à travers tout le Kenya.

La Première Dame de la République du Kenya, S.E. Mme Rachel Ruto E.G.H., Chairman du Conseil d’Administration de la Fondation Merck, Prof. Dr. Frank Stangenberg-Haverkamp, CEO de la Fondation Merck et Présidente de la Campagne « Plus Qu’une Mère », Dr. Rasha Kelej et le Ministre de la Santé du Kenya, l’honorable Aden Duale ont assisté au programme.

L’une des spécialités importantes sur lesquelles la Fondation Merck se concentre au Kenya en 2025 et 2026 est la bourse menant à un Diplôme d’un an en Nutrition, afin de soutenir le programme d’alimentation et de sécurité alimentaire de la Première Dame du Kenya.

Plus de 90 bourses sont dédiées à cette spécialité dans les 47 provinces du Kenya. Cela engendrera un changement culturel favorisant l’adoption d’un mode de vie sain pour l’ensemble de la population, contribuant ainsi à des communautés plus saines et, par conséquent, au développement socio-économique du pays tout entier.

Les lauréats kenyans des Prix des Médias de la Fondation Merck 2024 et 2025 étaient également présents.

« Ce fut un plaisir de rencontrer et de célébrer nos lauréats, ces champions de la santé et du social, qui portent la voix des sans-voix », a ajouté le Dr. Rasha Kelej.

Sur un total de 328 bourses d’études, la Fondation Merck a octroyé :

  • 121 bourses d’études pour des diplômes post-universitaire d’un an et des masters de deux ans en Diabétologie, Médecine Cardiovasculaire Préventive, Cardiologie et Endocrinologie. Ces programmes permettent aux médecins de créer des cliniques spécialisées en diabétologie à travers le pays.
  • 10 bourses d’études en Oncologie, une spécialité essentielle pour renforcer les capacités de prise en charge du cancer.
  • 49 bourses d’études en Fertilité, Embryologie et Médecine Reproductive dans le cadre de la campagne « Plus Qu’une Mère », apportant espoir et soutien aux couples confrontés à l’infertilité.
  • 148 bourses d’études pour d’autres spécialités importantes telles que la Médecine Interne, Psychiatrie, Neurologie, Médecine d’Urgence, Dermatologie et bien d’autres, contribuant significativement au renforcement du système de santé kenyan.

Au total, la Fondation Merck a octroyé plus de 2 600 bourses d’études à des professionnels de santé dans 44 spécialités essentielles et sous-représentées, provenant de plus de 52 pays.

Lors du Sommet, les anciens boursiers de la Fondation Merck ont partagé des témoignages inspirants sur la façon dont ces bourses ont transformé leur parcours professionnel et amélioré les soins aux patients dans leurs communautés.

La Fondation Merck, en partenariat avec la Première Dame du Kenya, lance également des livres pour enfants – « Plus Qu’une Mère », « Éduquer Linda », « Le Secours de Jackline », « Pas qui vous êtes », « Une balade vers le futur », « Jude Sans Sucre » et « La Tension de Mark » – en anglais et en swahili, afin de sensibiliser les jeunes enfants aux enjeux sociaux et sanitaires cruciaux. Des milliers d’exemplaires seront distribués dans les écoles du Kenya. Ces livres ont également été adaptés en films d’animation pour amplifier leur impact.

Par ailleurs, la Fondation Merck a organisé quatre sessions de Formation en ligne des Médias sur la Santé à destination des journalistes kenyans. L’objectif est de les outiller pour sensibiliser le public aux questions sociales et sanitaires sensibles, telles que la lutte contre la stigmatisation de l’infertilité, le soutien à l’éducation des filles, l’éradication du mariage des enfants et des violences sexistes, et la promotion de modes de vie sains.

La Fondation Merck, en collaboration avec la Première Dame du Kenya, organise chaque année des prix destinés aux médias, aux musiciens, aux cinéastes et aux créateurs de mode afin d’encourager les talents créatifs à sensibiliser le public aux grands enjeux sociaux.

La Fondation Merck, en partenariat avec la Première Dame de la République du Kenya, a également lancé un appel à candidatures pour ses huit prix annuels, destinés aux médias, aux musiciens, aux créateurs de mode, aux cinéastes, aux étudiants et aux jeunes talents prometteurs dans ces domaines.

Prix du Film de la Fondation Merck « Plus Qu’une Mère » 2026 :  tous les cinéastes africains, étudiants des établissements de formation en réalisation cinématographique ou jeunes talents d’Afrique sont invités à créer et à partager un long ou un court métrage, qu’il s’agisse d’un drame, d’un documentaire ou d’un docudrame, pour transmettre des messages forts et influents sur un ou plusieurs des problèmes sociaux suivants tels que : briser la stigmatisation liée à l’infertilité, soutenir l’éducation des filles, l’autonomisation des femmes, mettre fin au mariage des enfants, mettre fin aux MGF et/ou mettre fin à la VBG à tous les niveaux.

Prix de la Mode de la Fondation Merck « Plus Qu’une Mère » 2026 : tous les étudiants et créateurs de mode africains sont invités à créer et à partager des créations pour transmettre des messages forts et influents afin de sensibiliser à un ou plusieurs des problèmes sociaux suivants tels que : briser la stigmatisation liée à l’infertilité, soutenir l’éducation des filles, l’autonomisation des femmes, mettre fin au mariage des enfants, mettre fin aux MGF et/ou mettre fin à la VBG à tous les niveaux.

HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani met on Tuesday with HE Minister of Foreign Affairs of the Republic Singapore Dr. Vivian Balakrishnan, who is currently visiting the country.

During the meeting, the two sides discussed strategic cooperation between the two countries and ways to further strengthen and expand it across various fields. They also exchanged views on regional developments, particularly with regard to the ceasefire between the United States and Iran, as well as efforts aimed at de-escalation in a manner that contributes to enhancing regional security and stability.
