Amélioration de la qualité des soins : Le système de santé s’équipe de 600 concentrateurs d’oxygène

Le Ministre de la santé, Prof. Benjamin HOUNKPATIN, a procédé le jeudi 16 avril 2026, à la réception officielle de 600 concentrateurs d’oxygène. Cet important lot d’équipements est acquis par l’UNICEF grâce au Fonds d’appui de l’Ambassade de la République Populaire de Chine près le Bénin pour le renforcement du système de santé. Etaient présents à cette importante cérémonie, l’Ambassadeur de la Chine près le Bénin, S.E.M. Wei ZHANG, le Représentant résident de l’UNICEF, Monsieur Ousmane NIANG, et le Chef de file des partenaires techniques et financiers pour le secteur de la santé, Dr Jean Kouamé KONAN. 

À travers cet important appui, la Chine et le Bénin se donnent la main pour renforcer la prise en charge des urgences vitales dans les structures sanitaires du Bénin. Au total, 23 hôpitaux et centres de santé des départements de l’Alibori, du Littoral, de l’Atacora, du Borgou, de la Donga, du Couffo et de l’Atlantique recevront ces concentrateurs d’oxygène de dernière génération de type “10LPM single flow”. 

Pour le Ministre de la santé, la disponibilité de l’oxygène est d’une importance vitale pour le patient en détresse et un levier majeur pour la réduction de la mortalité maternelle, néonatale et infantile. « Les 600 concentrateurs d’oxygène reçus représentent, bien plus qu’un simple don de matériels. Ils sont la preuve tangible de la solidarité internationale et de l’engagement collectif à garantir à chaque citoyen, où qu’il soit, un accès équitable à des soins de qualité », a-t-il déclaré. 

D’une valeur globale de plus de 205.450 dollars US, soit plus de 116 millions de francs CFA, ces équipements fruits de la coopération agissante entre la Chine et le Bénin, viennent compléter les efforts inlassables déployés par le Gouvernement dans le cadre du renforcement de la capacité opérationnelle des structures de santé du Bénin. 

Dans son allocution, l’Ambassadeur de Chine près le Bénin, Son Excellence Wei ZHANG, a salué l’excellente coopération entre les deux pays dans le domaine de la santé. Il  a réitéré l’engagement de la Chine à poursuivre ses efforts d’accompagnement du système de santé sur le chantier de l’amélioration de la qualité des soins. 

Le représentant résident de l’UNICEF, Dr Ousman NIANG, a salué les avancées majeures notées dans le cadre de la mise en œuvre du plan d’urgence pour la réduction de la mortalité maternelle et néonatale. Il a mis l’accent sur l’importance de l’appui pour le système de santé. « Ces équipements, acquis grâce à la générosité des donateurs individuels de Chine, permettront d’améliorer significativement la qualité des soins tout en renforçant la résilience du système de santé au Bénin », a-t-il fait savoir

La Charte des jeunes appelle à un communiqué plus axé sur la jeunesse suite au Forum des jeunes de Conseil économique et social des Nations Unies (ECOSOC) 2026

Suite à sa participation active au Forum des jeunes de l’ECOSOC 2026 au Siège des Nations Unies, la Charte des jeunes (www.YouthCharter.org) appelle à un communiqué mondial plus centré sur la jeunesse et orienté vers l’action. Cet appel exhorte le Conseil économique et social des Nations Unies (ECOSOC) et tous les États membres à renforcer l’engagement des jeunes et à consolider leur soutien au mouvement mondial en pleine expansion du sport au service du développement, élément clé de la réalisation des Objectifs de développement durable (ODD) à l’horizon 2030.

Le Forum de cette année, placé sous le thème « Promouvoir des solutions durables, inclusives, scientifiques et fondées sur des données probantes pour le Programme 2030 », a été l’occasion d’un dialogue stimulant entre les jeunes leaders, les agences des Nations Unies et les États membres. Toutefois, la Charte de la jeunesse relève une lacune importante dans les résultats officiels : la sous-représentation des solutions menées par les jeunes, issues de la base et ancrées dans la communauté ; en particulier celles qui exploitent le sport, la culture et les arts.

Appel mondial à l’action pour la jeunesse

En tant qu’ONG accréditée auprès des Nations Unies, la Charte de la jeunesse a réaffirmé son engagement envers son Appel mondial à l’action pour la jeunesse, présenté lors du Forum, qui exhorte les gouvernements et les partenaires au développement à :

  • Soutenir l’intégration du sport au service du développement dans les stratégies nationales pour la jeunesse, les systèmes éducatifs et les cadres de développement communautaire
  • Adopter et reproduire le modèle de campus communautaire de la Charte de la jeunesse, qui s’appuie sur l’innovation locale pour mobiliser, outiller et autonomiser les jeunes par le biais du sport, de l’art, de la culture et de l’apprentissage numérique
  • Investir dans des programmes de formation de mentors sociaux afin de former des mentors locaux capables d’orienter les jeunes vers un avenir meilleur, loin de la violence et du désengagement
  • Veiller à ce que les jeunes soient non seulement consultés, mais aussi acteurs de la création des politiques et initiatives visant à atteindre les objectifs de l’Agenda 2030

Un rôle renforcé pour l’ECOSOC

La Charte de la jeunesse appelle également à une meilleure reconnaissance et intégration des résultats axés sur la jeunesse issus du Forum de la jeunesse de l’ECOSOC dans la Déclaration ministérielle officielle du Forum politique de haut niveau (FPHN). Cela comprend l’adoption d’un communiqué annuel du Conseil économique et social (ECOSOC) destiné aux jeunes, co-créé par ces derniers, afin de garantir que leurs contributions soient non seulement entendues, mais également intégrées à la prise de décision de haut niveau.

« Si nous voulons vraiment “ne laisser personne de côté”, les jeunes ne doivent pas être marginalisés dans les discussions sur le développement mondial, mais bien au cœur de ces discussions », a déclaré le professeur Geoff Thompson, fondateur et président exécutif de la Charte de la jeunesse.

Perspectives d’avenir
Alors que le monde approche de la mi-parcours de l’Agenda 2030, la Charte de la jeunesse intensifiera ses efforts de plaidoyer afin que la voix des jeunes se traduise par des résultats concrets et que le sport, la culture et la créativité soient reconnus comme des outils essentiels pour lutter contre les inégalités, le désengagement et la violence juvénile à l’échelle mondiale.

SIU freezes director’s assets in UIF TERS fraud case

The Special Investigating Unit (SIU) has obtained an order from the Special Tribunal freezing assets belonging to Nhlakanipho Mngomezulu after an investigation into the unlawful receipt of Temporary Employer/Employee Relief Scheme (TERS) funds.

According to the SIU, Lubelo Hlomuka Holdings, trading as SA Scrum Assembly, of which Mngomezulu is the director, unlawfully received approximately R16 362 525.29 from the Unemployment Insurance Fund (UIF), administered by the Department of Employment and Labour.

The SIU said the funds were secured through a sophisticated fraudulent scheme involving ghost employees, with money diverted from its intended purpose of supporting workers affected by the COVID-19 lockdown.

Investigators found that between 2020 and 2022, shortly after receiving the funds, Mngomezulu allegedly embarked on a spending spree, purchasing several vehicles in cash.

The vehicles affected by the preservation order included a Volkswagen VN 750 Caravelle, KIA K2700, Toyota Avanza and Ford Ranger.

The tribunal order also covers immovable properties allegedly bought using the misappropriated funds. These include two properties in Glyndale, KwaZulu-Natal, four apartments in Pietermaritzburg, and one property in Zeekoe Vallei, eThekwini.

Bank accounts linked to Mngomezulu and SA Scrum Assembly have also been frozen.

The SIU said analysis of bank records showed SA Scrum Assembly received 45 payments from the UIF, with no evidence that employee salaries were paid.

Instead, investigators found that the funds were channelled through other accounts in a pattern that appeared to be a money-laundering scheme.

The investigation further revealed that Mngomezulu personally benefited from the alleged fraud, receiving more than R5 million in multiple payments derived from the TERS funds.

In November 2025, the SIU approached the Special Tribunal seeking preservation orders over the identified properties, vehicles and bank accounts, with the intention of ultimately forfeiting the assets to the State.

Judge Margaret Victor, President of the Special Tribunal, granted an interim order preventing Mngomezulu from selling, disposing of, transferring, leasing or otherwise dealing with the assets until the matter is finalised.

President Cyril Ramaphosa authorised the SIU to investigate allegations relating to the affairs of the UIF under Proclamation R.8 of 2021, including TERS payments made to ineligible recipients and false or irregular applications.

The SIU said it remains committed to recovering public funds meant for workers during the COVID-19 pandemic and holding accountable those who unlawfully benefited.

In terms of the Special Investigating Units and Special Tribunals Act, the SIU said any evidence of criminal conduct uncovered during the investigation would be referred to the National Prosecuting Authority for further action. – SAnews.gov.za

Deputy Minister leads ID and voter registration drive

Deputy Minister of Home Affairs Njabulo Nzuza will today lead an ID Campaign and high impact outreach programme in Escourt, in KwaZulu-Natal, aimed at bringing key government services closer to communities.

The initiative is focused on ensuring that all qualifying residents have access to important civic documents, particularly identity documents, ahead of the upcoming Local Government Elections.

According to the Department of Home Affairs, the programme seeks to ensure that no eligible community member is left behind, recognising that IDs are more than documents, but “a gateway to dignity, opportunity and full participation in society”.

Working alongside the Electoral Commission of South Africa, the outreach programme will include voter education to help residents understand the importance of participating in shaping the future of their communities.

The campaign comes as South Africa marks 30 years of its Constitution, highlighting the continued commitment to protecting the rights of citizens and ensuring that all people, particularly those in underserved areas, are able to fully exercise their democratic rights.

Youth Charter Calls for Stronger Youth-Focused Communiqué Following United Nations (UN) Economic and Social Council (ECOSOC) Youth Forum 2026

Following active participation in the 2026 ECOSOC Youth Forum at United Nations Headquarters, the Youth Charter (www.YouthCharter.org) is issuing a call for a more youth-centred and action-oriented global communiqué. This call urges the UN Economic and Social Council (ECOSOC) and all Member States to elevate youth engagement and strengthen support for the growing global sport for development movement as a key contributor to achieving the 2030 Sustainable Development Goals (SDGs).

This year’s Forum, themed “Advancing sustainable, inclusive, science- and evidence-based solutions for the 2030 Agenda”, featured inspiring dialogue between youth leaders, UN agencies, and Member States. However, the Youth Charter notes a critical gap in the formal outputs: the underrepresentation of youth-led, grassroots, and community-based solutions; particularly those harnessing sport, culture, and the arts.

A Global Youth Call2Action

As a United Nations-accredited NGO, the Youth Charter reiterated its commitment to its Global Youth Call2Action, presented during the Forum, which urges governments and development partners to:

  • Support the integration of sport for development into national youth strategies, education systems, and community development frameworks
  • Adopt and replicate the Youth Charter Community Campus model, which uses place-based innovation to engage, equip, and empower young people through sport, art, culture, and digital learning
  • Invest in Social Coach Leadership Programmes, to train local mentors who can guide young people away from violence and disengagement toward purpose and opportunity
  • Ensure youth are not only consulted but co-creators in shaping policies and initiatives aimed at achieving the 2030 Agenda

A Stronger Role for ECOSOC

The Youth Charter is also calling for greater recognition and integration of youth-focused outcomes from the ECOSOC Youth Forum into the formal Ministerial Declaration of the High-Level Political Forum (HLPF). This includes adopting an annual ECOSOC Youth Communiqué, co-created by youth, to ensure their contributions are not only heard but embedded in high-level decision-making.

“If we are truly serious about ‘leaving no one behind,’ then young people must not be at the margins of global development discussions—they must be at the centre,” said Professor Geoff Thompson, Founder and Executive Chair of the Youth Charter.

Looking Ahead

As the world moves toward the halfway mark of the 2030 Agenda, the Youth Charter will intensify its advocacy efforts to ensure that youth voices translate into youth outcomes, and that sport, culture, and creativity are recognized as essential tools in tackling inequality, disengagement, and global youth violence.

The Youth Charter extends its appreciation to ECOSOC, the UN Youth Office, and all collaborating partners, and stands ready to work with global stakeholders to translate this year’s Forum energy into lasting impact.

eThekwini strengthens crime-fighting capacity with expanded K9 Unit

The eThekwini Municipality has expanded its Durban Metro Police K9 Unit, as part of ongoing efforts to strenghten safety, combat crime and restore public confidence.

A total of 13 newly trained K9 handlers were officially introduced during a passing-out parade this week near the Moses Mabhida Stadium. The teams demonstrated their capabilities in drug detection, suspect tracking and combating illegal activities.

The addition of the new handlers follows four months of intensive training and brings the total number of K9 Unit personnel to 20, significantly boosting the Metro Police’s ability to respond effectively to crime.

eThekwini Deputy Mayor and Chairperson of the Community Safety and Security Committee, Zandile Myeni, highlighted the important role of the K9 Unit in modern policing.

She described the unit as a critical force multiplier, assisting in detection of drugs, explosives and illegal firearms, as well as in tracking suspects.

She said this milestone marked a significant advancement in the city’s law enforcement capacity.

“As crime continues to challenge our communities, including drug trafficking, vehicle hijackings, and violent crime, the deployment of specialised teams such as the K9 Unit is essential in strengthening our response and improving public safety,” Myeni said.

The municipality continues to make significant progress towards its 2030 vision of becoming Africa’s most liveable and caring city, with safety and security remaining a key priority.

Metro Police Commissioner Sibonelo Mchunu urged the newly qualified officers to uphold the values of integrity and accountability, reminding them that their role carries both authority and public trust.

Head of College Geraldine Stevens also welcomed the new members, urging them to serve with discipline, courage and professionalism.

The passing-out parade marks the beginning of the unit’s operational deployment.

Eskom concludes wage agreement with employees

Eskom has concluded a three-year wage agreement following a Central Bargaining Forum (CBF) process which entails a 7% annual salary increase for workers.

The signatory unions represent more than 75% of the employees in the CBF. The agreement is binding on all employees within the bargaining unit, including those affiliated with the National Union of Metalworkers of South Africa (NUMSA).

“The conclusion of the wage process represents an important procedural milestone. It provides Eskom with the stability and predictability required to focus fully on delivering our business objectives and fulfilling our mandate to South Africa. We recognise that our people are central to driving sustainable growth and to building an organisation that is resilient and attractive to future partners and investors,” said Eskom’s Group Chief Executive, Dan Marokane.

By maintaining a three year framework, Eskom and organised labour have established a predictable environment that reduces the volatility associated with annual bargaining cycles. The agreement continues Eskom’s established practice of multi year collective bargaining arrangements, supporting cost predictability and operational stability, which has also contributed to the delivery of Eskom’s successful turnaround strategy.

The agreement entails a 7% annual salary increase for all employees within the bargaining unit and effective for a three-year period, starting from 1 July 2026, providing labour certainty over the medium term.

The established multi-year framework secures the labour stability and skills necessary to maintain and reinforce Eskom’s recent gains in overall system performance.

“Eskom remains dedicated to maintaining a constructive partnership with organised labour as a fundamental driver of operational excellence and business sustainability. This collaborative approach ensures the utility remains focused on its primary mandate: the safe and reliable operation of the national power system for the benefit of all South Africans.

“The agreement concludes a structured and intensive collective bargaining process. While negotiations were robust, Eskom acknowledges that NUMSA has declared a deadlock and opted not to sign the current agreement,” said the power utility.

The wage process has been concluded in line with applicable Central Bargaining Forum processes and labour legislation. Eskom remains committed to structured and ongoing engagement with all three of its recognised trade unions on all other matters of mutual importance. – SAnews.gov.za

Necsa attracts global interest in Small Modular Reactor programme

The South African Nuclear Energy Corporation SOC Ltd (Necsa) has attracted international and local interest in its planned Small Modular Reactor (SMR) demonstration project, following a compulsory briefing session held for prospective suppliers.

The session formed part of Necsa’s recently issued Expression of Interest (EOI), which was released at the end of March and closes on 29 May 2026. 

A total of 54 potential partners attended the briefing, representing 12 countries, including South Africa.

Necsa Group CEO Loyiso Tyabashe said the meeting provided an important opportunity to clarify technical, commercial and strategic aspects of the corporation’s SMR programme.

“The briefing session held with the interested suppliers [on Thursday] provided a platform to clarify technical, commercial and strategic aspects of Necsa’s SMR programme,” he said.

Tyabashe added that it was encouraging to see strong interest from nuclear designers and institutions involved in advancing nuclear technology.

Following the closing date for submissions on 29 May 2026, Necsa will evaluate the responses and move to the next stage of the process, which will involve issuing a request for proposals to shortlisted organisations.

Necsa Board Chairperson David Nicholls said the organisation was committed to ensuring the SMR programme includes local industry participants.

“It was important to see a number of South African organisations in the briefing session [on Thursday],” he said.

Nicholls said Necsa remains committed to a transparent and competitive process aligned with South Africa’s energy policies, while seeking to combine local and global expertise through strategic partnerships. – SAnews.gov.za

MEC Gaoage Molapisi delivers houses and hosts district imbizo for Military Veterans

North West MEC for Cooperative Governance, Human Settlements and Traditional Affairs (COGTA), Gaoage Oageng Molapisi, will today hand over seven houses to military veterans in Jouberton, in the City of Matlosana Local Municipality. 

According to the department, the housing project is implemented in accordance with the Military Veterans Act, 2011 (Act No. 18 of 2011), which outlines government’s responsibility to support and manage the affairs of military veterans across all nine provinces. 

The Act further makes provision for a range of benefits to military veterans, including access to housing support.

“The hand over will be followed by an Imbizo with Military Veterans across the Dr Kenneth Kaunda District. This engagement will serve as an important platform for military veterans to engage government on various issues, particular those within the human settlements mandate,” the department said.

Basic Education Deputy Minister Dr Reginah Mhaule is today leading a government and stakeholder-wide Career Expo Day to commemorate Freedom Month and Schools Democracy Month. 

The inaugural Career Expo Day is taking place at the Spamplek Sports Ground in Daggakraal in the Gert Sibande District in Mpumalanga. 

In a statement, the Department of Basic Education (DBE) said the initiative responds to a request made by several entities focusing on the interests and well-being of learners, community leaders, the Portfolio Committee on Basic Education, and its concern for the holistic well-being of learners. 

It also aligns with the call made by President Cyril Ramaphosa during his address at the 2026 Basic Education Lekgotla, urging the department to conduct more career expos.

“The engagement is intended to expose learners to diverse career opportunities and relevant institutions, including entrepreneurship and small business development opportunities available in South Africa, while leaving the district in a more capacitated position. 

“The engagement will leave districts and local institutions capacitated by equipping School Governing Bodies (SGBs), School Management Teams (SMTs), School-Based Support Teams (SBSTs), Representative Councils of Learners (RCLs), parents, and other school-based stakeholders with the necessary support,” the department said. 

The proposed programme will see the DBE working with key government departments and stakeholders to provide integrated services and career awareness activities, both as build-up interventions and on the main day of engagement. 

Each sector department will have specific contributions and roles that they are playing in the advancement of child welfare.

Furthermore, the engagement will guide emerging trends and upcoming skills requirements relevant to the new age of technology and a world increasingly shaped by AI. 

In addition, the engagement will introduce learners to entrepreneurship as a viable career pathway, highlighting how they can create jobs and economic opportunities within their own communities in line with national development. 

The departments that are participating in the Career Expo Day include the South African Police Service (SAPS), The Presidency, Department of Science, Technology and Innovation, Pixley Ka Seme Local Municipality, Department of Minerals and Petroleum Resources, Department of Public Works and Infrastructure and the Mpumalanga Department of Education among others. 

The other participants represented includes the Daggakraal Parliamentary Constituency Office (Hon. MP), Independent Electoral Commission (IEC Chairperson), National Youth Development Agency (NYDA) and the Local House of Traditional Leaders Ka Moloi. – SAnews.gov.za
