The State of Qatar participated Thursday in a meeting, via video conference, of the supervision and verification mechanism of the ceasefire stemming from the Declaration of Principles between the Government of the Democratic Republic of the Congo (DRC) and the Congo River Alliance (March 23) Movement, which was signed in Doha on July 19, 2025.

In a speech during the meeting, Qatar affirmed the need to refrain from taking any escalatory steps or carrying out any measures that may be considered a violation of the ceasefire in the eastern region of the Democratic Republic of the Congo, before formally reporting any concerns or observations through the approved mechanism.

Qatar also stressed the importance of raising all security concerns through the agreed channels, allowing mediators and facilitators the opportunity to address issues and work to resolve them through the agreed peaceful and diplomatic means.

During the meeting, reference was made to the active role played by the Expanded Joint Verification Mechanism (EJVM), with the support of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), in assisting monitoring and verification on the ground.

They also emphasized the need to fully benefit from these mechanisms in a way that contributes to achieving a full and comprehensive ceasefire.

À la suite de la visite historique de la Chambre africaine de l’énergie (AEC) (https://EnergyChamber.org) au Venezuela en février 2026, le Venezuela a répondu en envoyant son vice-ministre de l’Intelligence artificielle et de l’Efficacité productive dans le domaine des hydrocarbures, Arturo Gil, en Afrique du Sud afin de renforcer les liens énergétiques.

Une réunion de haut niveau s’est tenue au Cap, réunissant le vice-ministre Gil et Carlos Feo Acevedo, ambassadeur du Venezuela en Afrique du Sud, ainsi qu’une équipe de l’AEC dirigée par le président exécutif NJ Ayuk et une équipe d’Energy Capital & Power, dirigée par le PDG James Chester. Les discussions ont porté sur le renforcement des flux d’investissement, l’exploitation de l’expertise du Venezuela pour soutenir la résilience énergétique de l’Afrique et l’identification de pistes de collaboration tout au long de la chaîne de valeur énergétique.

Cette réunion fait suite à une visite de haut niveau de l’AEC à Caracas fin février, qui comprenait des rencontres avec Delcy Rodríguez, présidente par intérim du Venezuela, ainsi qu’avec la société pétrolière publique Petróleos de Venezuela SA et les ministères de la Géopolitique des hydrocarbures et du Gaz. Ces réunions ont abouti à la signature d’un protocole d’accord visant à renforcer les investissements et la collaboration dans les secteurs du pétrole, du gaz et de l’énergie en général. Les discussions du Cap représentent la prochaine étape de cette collaboration, soulignant l’engagement du Venezuela à établir des liens solides avec les nations africaines.

Développement de la main-d’œuvre et coopération technique

L’un des principaux résultats de la réunion a été l’engagement à renforcer le développement de la main-d’œuvre dans le secteur énergétique africain. Dans le cadre de cette initiative, l’AEC invitera entre 10 et 15 parties prenantes africaines à participer à des programmes de formation technique spécialisés à l’Université des hydrocarbures du Venezuela, afin de soutenir le développement des compétences et le transfert de connaissances entre les deux régions.

La délégation vénézuélienne a souligné l’importance d’établir des partenariats techniques à long terme, notant que des programmes de formation structurés permettraient aux professionnels africains d’acquérir une expertise pratique tout en favorisant une coopération institutionnelle plus approfondie entre l’Afrique et le Venezuela.

« Nous pensons qu’il serait utile d’organiser une visite de travail en Afrique du Sud et d’y envoyer une délégation vénézuélienne afin d’explorer les possibilités de coopération et d’investissement », a déclaré le vice-ministre Gil.

Tirer parti de l’expertise vénézuélienne en matière de pétrole et de gaz

La réunion a également examiné comment l’Afrique peut tirer parti de l’expérience de plus de 100 ans du Venezuela dans la production de pétrole et de gaz. M. Ayuk a souligné les similitudes géologiques entre le Venezuela et les principaux pays producteurs africains tels que la Namibie et l’Angola, suggérant que l’échange de connaissances sur la géologie des bassins et l’interprétation des données pourrait accélérer l’exploration et la production dans les deux régions.

« Nous devons renforcer la collaboration entre l’Afrique et le Venezuela. J’espère voir davantage d’acteurs africains tirer parti de votre coopération, en particulier dans le domaine du partage des données et du commerce », a déclaré M. Ayuk.

Il a également souligné le rôle unique du Venezuela en tant que membre de l’Organisation des producteurs africains de pétrole, insistant sur l’importance d’une participation accrue aux initiatives continentales telles que la Banque africaine de l’énergie afin de relever les défis en matière d’investissement tant sur le continent que dans ce pays d’Amérique du Sud.

Libérer les opportunités d’investissement et de marché

Les opportunités d’investissement dans le secteur des hydrocarbures au Venezuela ont également été au centre de la réunion. La délégation vénézuélienne a mis en avant la vaste base de données géologiques du pays, constituée au cours de plus d’un siècle d’exploration et de production, qui fournit aux investisseurs des informations détaillées sur les ressources inexploitées et les opportunités de développement.

Avec 1 000 puits prévus pour le développement et plus de 20 000 puits déjà forés, dont beaucoup doivent encore être optimisés, le pays offre des opportunités d’investissement substantielles et très lucratives dans l’ensemble de son secteur amont.

Développement du gaz et accès à l’énergie

Les vastes ressources en gaz naturel du Venezuela ont également été évoquées comme une solution potentielle aux défis croissants de l’Afrique en matière d’accès à l’énergie. Avec environ 600 millions de personnes en Afrique qui n’ont pas accès à l’électricité et près d’un milliard qui vivent sans accès à des solutions de cuisson propre, M. Ayuk a souligné le rôle potentiel du gaz brûlé au torchère du Venezuela dans le renforcement de l’approvisionnement énergétique du continent, tout en soutenant la croissance économique de la nation sud-américaine.

« Le Venezuela dispose d’importantes ressources gazières terrestres qui peuvent être davantage exploitées, mais pour libérer ce potentiel, il faudra investir davantage afin de soutenir à la fois le développement national et les besoins de notre population », a déclaré le vice-ministre Gil. « Le GPL n’est pas seulement une ressource énergétique, mais aussi une solution sociale à forte valeur économique et sociétale. Il existe un potentiel d’expansion considérable dans nos secteurs gaziers terrestres et offshore. »

Rôle des indépendants africains dans l’expansion en amont

Au cours de la réunion, les parties ont souligné l’influence croissante des compagnies pétrolières indépendantes africaines, soulignant leur succès dans l’expansion de la production à travers le continent après des décennies d’expérience aux côtés des grandes compagnies internationales. Établissant un parallèle avec des marchés tels que le Nigeria, il a suggéré que les opérateurs indépendants pourraient également jouer un rôle dans le soutien des efforts du Venezuela pour augmenter sa production pétrolière grâce au réaménagement des sites industriels désaffectés et à l’optimisation des actifs matures.

« En dehors des États-Unis, l’Afrique, en particulier le Nigeria, compte l’une des plus grandes populations de producteurs de pétrole indépendants, avec de nombreux opérateurs produisant à partir de seulement 1 000 barils par jour », a déclaré M. Ayuk.

Following the historic visit by the African Energy Chamber (AEC) (https://EnergyChamber.org) to Venezuela in February 2026, Venezuela responded by sending its Deputy Minister of Artificial Intelligence and Productive Efficiency on Hydrocarbons Arturo Gil to South Africa to advance energy ties.

A high-level meeting was held in Cape Town, featuring Deputy Minister Gil and Carlos Feo Acevedo, the Venezuelan Ambassador to South Africa, alongside an AEC team led by Executive Chairman NJ Ayuk and a team from Energy Capital & Power, led by CEO James Chester. Discussions centered on strengthening investment flows, leveraging Venezuela’s expertise to support Africa’s energy resilience and identifying avenues for collaboration across the energy value chain.

The meeting follows a high-level visit by the AEC to Caracas in late February, which included meetings with Delcy Rodríguez, Interim President of Venezuela as well as the state-owned oil corporation Petróleos de Venezuela SA and the ministries of Hydrocarbon Geopolitics and Gas. The outcome of these meetings was a signed MoU, aimed at strengthening investment and collaboration across the oil, gas and broader energy sectors. The Cape Town discussion represents the next step in this collaboration, underscoring Venezuela’s commitment to establishing resilient ties with African nations.

Workforce Development and Technical Cooperation

A key outcome of the meeting was a commitment to strengthening workforce development across Africa’s energy sector. Under the initiative, the AEC will engage between 10 and 15 African stakeholders to participate in specialized technical training programs at Venezuela’s University of Hydrocarbons, supporting skills development and knowledge transfer between the two regions.

The Venezuelan delegation emphasized the importance of building long-term technical partnerships, noting that structured training programs would allow African professionals to gain hands-on expertise while fostering deeper institutional cooperation between Africa and Venezuela.

“We believe it would be valuable to organize a working visit to South Africa and bring a Venezuelan delegation to explore cooperation and investment opportunities,” stated Deputy Minister Gil.

Leveraging Venezuelan Oil and Gas Expertise

The meeting also examined how Africa can benefit from Venezuela’s more than 100 years of oil and gas production experience. Ayuk highlighted geological similarities between Venezuela and key African producing countries such as Namibia and Angola, suggesting that knowledge exchange on basin geology and data interpretation could accelerate exploration and production across both regions.

“We need to strengthen collaboration between Africa and Venezuela. I hope to see more African stakeholders leveraging your cooperation, particularly in the area of data sharing and trade,” stated Ayuk.

He also underscored Venezuela’s unique role as a member of the African Petroleum Producers’ Organization, emphasizing the importance of increased participation in continental initiatives such as the African Energy Bank to address both the continent and the south American nation’s investment challenges.

Unlocking Investment and Market Opportunities

Investment opportunities within Venezuela’s hydrocarbon sector was also a central focus of the meeting. The Venezuelan delegation highlighted the country’s extensive geological database, built over more than a century of exploration and production activity, which provides investors with detailed insights into untapped resources and development opportunities.

With 1,000 wells planned for development and over 20,000 wells already drilled – including many yet to be optimized – the country presents substantial and highly lucrative investment opportunities across its upstream sector.

Gas Development and Energy Access

Venezuela’s vast natural gas resources were also discussed as a potential solution to Africa’s growing energy access challenges. With approximately 600 million people in Africa lacking access to electricity and nearly one billion living without access to clean cooking solutions, Ayuk highlighted the potential role of Venezuela’s flared gas in strengthening the continent’s energy supply while also supporting economic growth for the South American nation.

“Venezuela has significant onshore gas resources that can be further developed, but unlocking this potential will require greater investment to support both national development and the needs of our people,” stated Deputy Minister Gil. “LPG is not only an energy resource but also a social solution with strong economic and societal value. There is substantial potential for expansion in both our onshore and offshore gas sectors.”

Role of African Independents in Upstream Expansion

During the meeting, the parties emphasized the growing influence of African independent oil companies, noting their success in expanding production across the continent after decades of experience working alongside international majors. Drawing parallels with markets such as Nigeria, he suggested that independent operators could also play a role in supporting Venezuela’s efforts to increase oil output through brownfield redevelopment and mature asset optimization.

“Outside the U.S., Africa – especially Nigeria – has one of the largest populations of independent oil producers, with many operators producing from as little as 1,000 barrels per day,” stated Ayuk.

As both regions seek to expand production and address energy access challenges, deeper collaboration between African and Venezuelan stakeholders could unlock new opportunities across the global energy landscape.

President Ramaphosa declares Special Official Funeral Category 2 for Lekota

President Cyril Ramaphosa has declared that the late former Minister of Defence and leader of the Congress of the People (COPE), Mosiuoa Gerard Patrick Lekota, will be honoured with a Special Official Funeral Category 2 on Saturday, 14 March.

Lekota, who served the nation as a struggle activist, inaugural Chairperson of the National Council of Provinces, Premier of the Free State, Minister of Defence, and co-founder of the Congress of the People, passed away on Wednesday, 4 March, at the age of 77.

“President Ramaphosa reiterates his deep condolences to the Lekota family, the Congress of the People and Mr Lekota’s comrades and associates across the political spectrum,” the Presidency said on Friday.

President Ramaphosa has paid tribute to Lekota as “a patriot, freedom fighter, and servant of the people, whose life story is closely intertwined with our journey of struggle and the realisation of democracy”.

The President said: “We honour him, especially for his principled dedication to non-racialism during our struggle and in a liberated South Africa.

“We deeply value his service to his home province, where he served as Premier and to our Armed Forces and our national security in his role as Minister of Defence.”

Reflecting the nation’s appreciation, President Ramaphosa has declared that Lekota will be accorded a Special Official Funeral Category 2, which will take place in Bloemfontein on 14 March.

The funeral will feature ceremonial elements provided by the South African Police Service.

The State of Qatar condemns, in the strongest terms, the Iranian attack that targeted buildings in various areas of the sisterly Kingdom of Bahrain housing personnel from the Qatar Amiri Naval Forces, participating within the Unified Maritime Operations Center affiliated with the Unified Military Command of the Gulf Cooperation Council (GCC), describing it as a blatant act of aggression and a flagrant violation of the sovereignty of the Kingdom of Bahrain and a direct threat to its security and stability as well as the security of the region.

The Ministry of Foreign Affairs affirms the State of Qatar’s full solidarity with the sisterly Kingdom of Bahrain in confronting this attack, stressing that targeting facilities hosting forces operating within the framework of joint Gulf cooperation represents a dangerous escalation that affects the security of GCC states and undermines the principles of good neighborliness and respect for state sovereignty.

The ministry clarifies that the personnel of the Qatar Amiri Naval Forces who were present in the targeted buildings are safe and no injuries were recorded among them.

The Embassy of the State of Qatar in the Kingdom of Bahrain takes the necessary measures to follow up on their situation and ensure their safety, in coordination with the competent authorities in the Kingdom.

In this context, the ministry expresses its appreciation for the cooperation and coordination shown by the relevant authorities in the Kingdom of Bahrain in dealing with this incident and ensuring the safety of those present at the targeted sites.

The ministry renews the State of Qatar’s condemnation of all acts that threaten the security of countries in the region and the safety of their facilities, calling for an end to escalation and adherence to the principles of international law and the Charter of the United Nations in a manner that preserves the security and stability of the region and spares its peoples the risks of further tension.

Government ensures reliable water source for Bronkhorstspruit residents

The South African government has reaffirmed its commitment to expanding access to water and addressing persistent supply challenges.

This as the Department of Water and Sanitation handed over a newly completed borehole to the Sokhulumi community in Bronkhorstspruit on Friday.

Speaking during the handover at the Indlu Yokuthula Service Centre, Water and Sanitation Minister Pemmy Majodina said the project forms part of broader government interventions aimed at strengthening water security and improving access to basic services in communities that continue to face supply interruptions. 

The borehole – delivered during National Water Month and in the lead-up to International Women’s Day and Human Rights Day commemorations – is intended to provide a reliable water source for residents while also easing the burden on households that have struggled with inconsistent supply.

Majodina said the intervention goes beyond the delivery of infrastructure, highlighting government’s efforts to restore dignity, improve public health and bring services closer to communities. 

She noted that for many South Africans, particularly women in rural and peri-urban areas, water insecurity remains a daily reality, often requiring long walks to collect water and placing additional strain on households. 

According to the Minister, the Sokhulumi borehole is part of ongoing government programmes to expand reliable access to water through sustainable water, sanitation and hygiene initiatives. 

The intervention is also linked to the department’s International Women’s Day 2026 Ministerial Engagement and Water Month flagship programme. 

Government has acknowledged that while significant progress has been made since the advent of democracy in 1994, challenges persist across the water sector. Majodina said millions of households previously excluded under apartheid have since been connected to basic water services through expanded bulk infrastructure, new dams and rural water schemes.

However, she conceded that ageing infrastructure, rapid urbanisation, climate variability, vandalism and governance weaknesses have placed increasing pressure on water systems in several areas. 

These factors, combined with South Africa’s status as a water-scarce country with limited rainfall and unevenly distributed resources, have contributed to ongoing supply constraints. 

The Minister said targeted interventions such as the Sokhulumi borehole demonstrate government’s efforts to respond to local needs while building resilience against disruptions in supply.

“This intervention strengthens water security and shows that government listens and acts,” she said, adding that ensuring reliable access to water remains central to fulfilling the constitutional right to sufficient water. 

Beyond infrastructure delivery, government is also using the initiative to advance its Sector Wide Women in Water Programmatic Approach for 2026 to 2030. 

The framework aims to promote women’s participation and leadership across the water and sanitation sector, including expanding skills development opportunities for young women and supporting women-owned enterprises within the water value chain. 

Majodina said improving water access is closely linked to broader social outcomes, including better healthcare services, improved school attendance and stronger livelihoods for households.

She added that government is also preparing for future pressures on the water system by prioritising maintenance, diversifying water supply sources, reducing leaks and promoting water conservation as part of long-term planning.

The Minister called on communities to play a role in protecting water infrastructure, reporting leaks and illegal connections, and using water responsibly, emphasising that water security requires cooperation between government and citizens.

She said the handover in Sokhulumi serves as both a symbol of progress and a reminder that government must continue accelerating delivery in areas where service backlogs remain. – SAnews.gov.za

FMD Vaccine rollout campaign continues

Agriculture Minister John Steenhuisen and Gauteng MEC for Agriculture and Rural Development, Vuyiswa Ramokgopa, will spearhead continuing efforts to roll out the Foot and Mouth Disease (FMD) vaccine campaign, with a visit to Katlehong on Saturday.

This is part of government’s robust, multi-pronged strategy to protect the national livestock herd and ensure food security, with a nationwide mass vaccination campaign.

“This ongoing vaccination rollout forms part of government’s urgent response to curb the spread of FMD, a highly contagious viral illness affecting cloven-hoofed animals.

“The campaign aims to reach as many farmers and livestock owners as possible, reducing economic losses and ensuring food security,” the department said in a statement.

A consignment of 1.5 million vaccines was received last week.
