Guinée-Bissau : la moitié des premiers cas de mpox signalés touchent des enfants

La moitié des cas suspects de variole simienne (mpox) signalés en Guinée-Bissau concernent des enfants de moins de 15 ans, a averti jeudi l’agence de l’ONU pour l’enfance, appelant à renforcer la surveillance, la prévention et la sensibilisation communautaire alors que le pays est confronté à sa première flambée connue de la maladie.

Sur les 46 cas suspects recensés, 23 concernent des enfants de moins de 15 ans, dont 16 âgés de 0 à 4 ans, selon le Fonds des Nations Unies pour l’enfance (UNICEF). Cette forte proportion parmi les plus jeunes suscite des inquiétudes en raison du risque accru de complications liées au virus dans cette tranche d’âge.

Depuis la déclaration de la flambée, le 4 juillet, sept cas de mpox ont été confirmés au 17 août, tous chez des adultes. Six ont été recensés dans le secteur autonome de Bissau et un dans la région de Biombo. 

Aucun décès n’a été signalé à ce jour.

Il s’agit de la première apparition signalée du mpox en Guinée-Bissau. Pour l’UNICEF, cette flambée encore limitée constitue « un événement majeur de santé publique ».

La rentrée scolaire ravive les inquiétudes

« Alors que le système de surveillance du pays reste extrêmement fragile, nous faisons face au risque que des cas ne soient pas détectés, en particulier chez les enfants les plus vulnérables à des complications graves », a déclaré dans un communiqué, Sandra Martins, représentante adjointe de l’UNICEF en Guinée-Bissau.

La réouverture des écoles en septembre renforce encore ces inquiétudes, compte tenu du potentiel d’augmentation de la transmission chez les enfants.

Le fait que les cas confirmés ne semblent pas liés entre eux porte à penser que des chaînes de transmission pourraient passer inaperçues et que d’autres cas pourraient ne pas être détectés.

Des lacunes critiques subsistent dans la surveillance communautaire, notamment pour identifier les contacts, tester les échantillons et retracer systématiquement la propagation du virus.

Sur le terrain, l’UNICEF travaille en étroite collaboration avec le ministère de la Santé publique, l’OMS et ses partenaires pour soutenir la réponse dirigée par le gouvernement, renforcer la surveillance et la recherche des contacts, accentuer le contrôle de la prévention des infections.

Appel à la vigilance

Les autorités sanitaires misent aussi sur des mesures d’assainissement et d’hygiène dans les établissements de santé, et veillent à ce que les enfants et les familles reçoivent des informations rapides, précises et efficaces afin de prévenir la propagation ultérieure des mpox.

Grâce à une détection précoce, des soins et une prévention, la propagation du virus mpox peut être réduite, insiste l’agence onusienne.

« Nous exhortons les familles à consulter immédiatement si un enfant ou un membre de la famille développe une éruption cutanée, de la fièvre, des ganglions lymphatiques enflés ou d’autres symptômes, et à suivre les consignes concernant le lavage des mains, l’évitement du contact rapproché avec les cas suspects et la réduction de la stigmatisation », a ajouté Mme Martins.

Alors que la réponse nationale plus large est en cours, l’UNICEF sollicite plus de 150.000 dollars pour soutenir la réponse.

Angola tem 26 Associações Mutualistas

O secretário de Estado para o Trabalho e Segurança Social, Pedro Filipe informou, hoje, em Luanda, que Angola tem, actualmente, 26 Associações Mutualistas, inscritas na Direcção Nacional da Segurança Social, representando mais de 233.000 associados.

Pedro Filipe falava durante o seminário de divulgação sobre o Regime de Supervisão Financeira das Associações Mutualistas, realizado pelo Ministério da Administração Pública, Trabalho e Segurança Social (MAPTSS), através da Direcção da Segurança Social, em parceria com a Agência Angolana de Regulação e Supervisão de Seguros (ARSEG).

O secretário de Estado anunciou que neste momento existem mais sete associações que se encontram em processo de inscrição, mas alerta que estes números merecem mais atenção e sentido de responsabilidade, porque por atrás de cada associado, existem pessoas, famílias, contribuições e expectativas legítimas de protecção social, por essa razão, esta discussão não é baseada apenas em matéria de supervisão financeira. “Estamos a falar de confiança, credibilidade, segurança, garantia e consolidação do sistema”, realçou.

Pedro Filipe considera que o mutualismo constitui um importante pilar da protecção social, cuja relevância se enquadra na visão do Executivo, para a criação de uma protecção social cada vez mais abrangente, sustentável e inclusiva, assente na articulação dos diferentes pilares e no reforço da protecção dos cidadãos.

O governante destacou que a supervisão financeira deve ser entendida como um instrumento de protecção dos associados e de reforço da confiança no sistema mutualista, que requer, igualmente, uma mudança de cultura dentro das próprias organizações.

Pedro Filipe ressaltou que a supervisão financeira não significa retirar às associações a sua natureza, autonomia ou os princípios que estão na base do mutualismo.
“Precisamos, na verdade, de encontrar um equilíbrio entre autonomia e responsabilidade, solidariedade, sustentabilidade, liberdade associativa e protecção dos associados.

O secretário de Estado reforçou que este espírito deve orientar a implementação do presente regime, daí a razão deste seminário ser um espaço de esclarecimento, diá. e partilha de experiências, de modo a ouvir as associações, conhecer as suas dificuldades, compreender os principais desafios a serem enfrentados para que a sua implementação seja efectiva, gradual, equilibrada e adequada a realidade do sector mutualista.

O seminário obedece os termos do n.º 2 do artigo 81.º do Decreto n.º 32/22, de 1 de Fevereiro, aprovado no Decreto Executivo Conjunto n.º 3/26, de 24 de Abril, que define os montantes para efeitos de supervisão e a sua entrada em vigor, a partir de Abril, deste ano.

O novo diploma estabelece normas e procedimentos destinados a reforçar a transparência, boa gestão, sustentabilidade financeira e a protecção dos interesses dos associados, definindo, igualmente, mecanismos de supervisão financeira das Associações Mutualistas.

Angola: Ministra alerta que a formação superior deve estar alinhada às necessidades do mercado de trabalho

A ministra da Administração Pública, Trabalho e Segurança Social, Teresa Rodrigues Dias defendeu a necessidade de aproximar, cada vez mais, a formação superior as reais do mercado de trabalho, para que os jovens terminem os seus cursos com competências capazes de responder aos desafios da economia e da sociedade.

A posição foi manifestada durante a Oração de Sapiência, proferida na cerimónia de outorga de diplomas da Universidade Óscar Ribas, onde a governante abordou os desafios do Ensino Superior, formação profissional e da empregabilidade em Angola.

Para Teresa Rodrigues Dias, a expansão do Ensino Superior, registada nas últimas décadas, permitiu o aumento do acesso de cidadãos às universidades, assim como o número de instituições e cursos, sendo que o desafio actual passa pela consolidação da qualidade, preparação de profissionais capazes de responder às necessidades do país.

“Não basta termos mais Instituições, elas precisam ser melhoradas, assim como não basta termos mais estudantes, sem estarem melhor preparados”, sublinhou.

A ministra considerou que os licenciados, pós-graduados, mestres e doutores devem estar preparados para responder às necessidades reais do mercado de trabalho, para isso, é necessário ter uma academia mais moderna, centrada no pensamento crítico, humanista e na resolução de problemas concretos.

Segundo a governante, a questão central já não deve ser apenas colocar mais jovens nas universidades, mas perceber se aquilo que aprendem é socialmente relevante, tendo em conta as competências que desenvolvem e que problemas são capazes de resolver.

A ministra apontou a participação do sector produtivo na definição da oferta formativa como um dos caminhos para garantir que os cursos respondam às qualificações de que as empresas efectivamente necessitam.

Entre as áreas que considerou estratégicas para a diversificação económica, mencionou a Indústria, Agricultura, Tecnologias Digitais, Construção, Energia e Águas, Mineração, Logística, Turismo e Saúde.

A governante associou esta necessidade à transformação do mercado de trabalho provocada pelo desenvolvimento das tecnologias digitais, Inteligência Artificial, automação, biotecnologia, energias renováveis e agricultura inteligente.

Angola: PCA da Agência Angolana de Regulação e Supervisão de Seguros (ARSEG) assegura gestão adequada e transparente das Associações Mutualistas

A Presidente do Conselho de Administração da Agência Angolana de Regulação e Supervisão de Seguros (ARSEG), Filomena Manjata revelou, hoje, que a instituição que dirige vai assegurar a regularidade e a adequada gestão dos recursos e activos financeiros, confiados às Associações Mutualistas.

Filomena Manjata disse que este processo vai ser feito para salvaguardar os associados, de modo a contribuir para que os responsáveis das associações possam cumprir, de forma sustentável, as obrigações e prestações sociais assumidas nos termos dos seus Estatutos, Regulamentos ou Contratos.

Neste exercício, revelou, a ARSEG terá, igualmente, em consideração as especificidades próprias das Associações Mutualistas, designadas com a sua natureza jurídica, fins prosseguidos, regime aplicável à sua constituição, características da sua actividade e a autonomia dos seus associados, no que respeita à aprovação dos respectivos regulamentos de benefícios.

“Queremos assim, assegurar uma supervisão rigorosa, proporcional e adequada à realidade do sector, respeitando a identidade e a natureza própria das Associações Mutualistas. Estamos conscientes de que este novo modelo representa um processo de adaptação, quer para as associações, quer para a própria ARSEG.
Por essa razão, a implementação deverá ser feita de forma progressiva, permitindo conhecer a realidade das entidades e criar as condições necessárias para o cumprimento efectivo das novas exigências”, esclareceu.

A PCA considerou que o seminário representa o primeiro passo de um processo de implementação gradual e estruturado do novo regime de supervisão financeira.

Por isso, disse, o encontro serviu de um espaço de alinhamento institucional, esclarecimento e diá. técnico, que permitiu às Associações Mutualistas compreenderem o novo regime, as suas implicações e as responsabilidades que dele decorrem.
Filomena Manjata considera que os fins fundamentais das Associações Mutualistas se traduzem na concepção de benefícios de Segurança Social e de Saúde aos seus associados.

Por essa razão, realçou, a sua atividade está directamente relacionada com os objectivos do Executivo, que prima pelo reforço e desenvolvimento complementar dos sistemas de protecção social. É neste contexto que a sujeição destas entidades ao poder de fiscalização do Estado, particularmente na vertente da supervisão financeira.

Numa mensagem muito clara, a PCA destacou que a supervisão financeira não significa substituir a gestão das Associações Mutualistas, sendo que o papel da ARSEG será acompanhar, avaliar e promover condições adequadas de sustentabilidade financeira, identificando riscos e contribuir para o reforço da transparência, boa governação e dos mecanismos de controlo.

A PCA sublinhou que neste período transitório, a ARSEG pretende desenvolver um conjunto de acções concretas, nomeadamente, através de visitas às Associações Mutualistas, para conhecer a sua realidade organizacional, financeira e operacional, acções de capacitação e esclarecimento, para assegurar
uma compreensão adequada do novo regime, definição dos mecanismos de submissão das informações periódicas necessárias ao exercício da supervisão, análise e acompanhamento da informação submetida, que permite identificar eventuais riscos, insuficiências e necessidades de melhoria.

A ARSEG, disse, pretende, ainda, que o processo de supervisão seja também um processo de capacitação e fortalecimento institucional das próprias Associações Mutualistas.

Filomena Manjata considera que o sucesso desta nova etapa dependerá, naturalmente, da articulação entre o MAPTSS, através da Direcção Nacional da Segurança Social, a ARSEG e as Associações Mutualistas. “Temos responsabilidades distintas, mas complementares, e devemos assegurar uma actuação coordenada, clara e orientada para um objectivo comum, para garantir a sustentabilidade do sector e a protecção dos interesses dos associados”.

A PCA espera que este novo modelo de supervisão financeira contribua para maior transparência, confiança, solidez e sustentabilidade do sector mutualista em Angola, reforçando, em última instância, a protecção dos associados.

Suspect linked to syndicate nabbed over mineral theft

A 44-year-old suspect has been arrested for allegedly coordinating the theft and illicit trade of minerals valued at approximately R26 million in and around Richards Bay, KwaZulu-Natal.

The suspect, believed to be a key figure in a criminal syndicate, allegedly paid individuals to steal the minerals.

He was arrested on Tuesday by the South African Police Service (SAPS) National Organised Crime Task Team, bringing to 12 the number of suspects arrested and charged in connection with the investigation.

The suspect appeared before the Empangeni Magistrate’s Court on Wednesday on a charge of theft of minerals. The matter was postponed to 28 August 2026 for a formal bail application.

The latest development follows the sentencing of 37-year-old Sphamandla Mdletshe, who was sentenced to 10 years’ direct imprisonment by the Richards Bay Regional Court on 5 August 2026 for theft of minerals valued at R26 million.

Mdletshe’s conviction followed a plea and sentence agreement entered into with the State.

The Richards Bay Investigation Team, which is probing the criminal syndicate allegedly involved in the theft and illicit trade of minerals, has arrested 11 suspects and charged them with various offences, including theft of minerals, money laundering and racketeering.

The remaining accused are expected to appear before the Richards Bay Regional Court on 27 August 2026 for a pre-trial conference.

Acting National Commissioner of the SAPS, Lieutenant General Puleng Dimpane, commended the National Organised Crime Task Team for securing the warrant and successfully apprehending the latest suspect.

“The arrest of this suspect is an important development in advancing the investigation into the theft and illicit trade of minerals in and around Richards Bay.

“We remain committed to dismantling criminal syndicates involved in organised crime and ensuring that those who participate in the illegal exploitation and trade of our mineral resources are identified, arrested and brought before the courts.

“We will continue to intensify our efforts to disrupt organised criminal networks and recover assets linked to criminal activities,” Lieutenant General Dimpane said. – SAnews.gov.za

Mathale to lead Limpopo ministerial imbizo

Police Deputy Cassel Mathale, together with the Limpopo Provincial Commissioner, Lieutenant General Jan Petrus Scheepers, will lead a Crime Prevention Ministerial Imbizo in Giyani, Thomo Village in Limpopo.

“The imbizo aims to provide a platform for meaningful and effective engagement between the South African Police Service (SAPS), traditional leaders, community members, and key stakeholders on collaborative efforts to combat and prevent crime,” the police said on Friday.

Saturday’s imbizo will also entail tackling gender-based violence and femicide (GBVF), stock theft, as well as other prevalent crimes affecting Thomo Village and surrounding communities.

According to the police, the engagement aims to identify practical, sustainable solutions and strengthen partnerships in the fight against crime. – SAnews.gov.za

Churches urged to help fight GBV, injustice

Deputy Minister in the Presidency for Women, Youth and Persons with Disabilities, Mmapaseka Steve Letsike, has called on churches to take a firm stand against gender-based violence (GBV), child abuse, discrimination and other forms of injustice.

Letsike made the call while addressing the Central District Young Women’s Manyano 21st Annual Convention in Soweto.

“If the church could find its voice against racial oppression, it must find its voice against gender-based violence. If our church halls could become spaces in which oppressed communities organised for freedom, they must become safe spaces for survivors today,” Letsike said on Thursday.

The Deputy Minister noted that some of the most difficult “unmapped territories” confronting society are not geographical, but exist within homes, communities, and in some cases, churches.

These include violence against women, abuse of children, the vulnerability of persons with disabilities, poverty, unemployment, discrimination and the isolation experienced by many people.

She said women may enter churches while carrying the burden of unemployment, single parenthood, disability, financial dependence on an abusive partner or trauma caused by sexual violence.

“These realities do not disappear when the hymn begins. Our religion must therefore be capable of responding to the deepest social needs of the people who practise it. There is no justification for silence when abuse is taking place.”

The Deputy Minister also warned against using forgiveness to shield perpetrators from accountability.

“Forgiveness cannot be manipulated into immunity from accountability.”

Letsike said survivors often faced a second battle after surviving abuse – persuading their communities to believe them.

For women and children with disabilities, the risks can be compounded because of their dependence on others for transport, communication, money, personal assistance or care.

“The very relationship that should provide safety can become the relationship through which power is abused. That is why our approach must be intersectional,” she said.

Letsike also called for the inclusion and protection of lesbian, gay, bisexual, transgender, and intersex (LGBTI) people, saying their dignity should not be regarded as less important.

“Lesbian, bisexual and transgender women are women. They experience the same economic pressures, violence and insecurity that other women experience, while sometimes also confronting discrimination because of who they are,” she said.

Equality cannot depend on a person’s sex, disability, sexual orientation, gender identity, race, class, or where someone happens to live.

Letsike said faith communities should ensure that prayer is accompanied by action and service, noting that the Young Women’s Manyano is a prayer and service union.

“Not prayer alone. Prayer and service. The conjunction matters. Prayer turns us towards God. Service turns us towards one another.”

While government has established policies and institutions to address gender-based violence and femicide, including the National Strategic Plan on GBVF, Letsike stressed that no national strategy can succeed through government intervention alone.

“The success is determined in homes, churches, schools, clinics, police stations and communities.”

The Deputy Minister called on the church not to spiritually mediate conduct that requires legal and social accountability.

“A child who has been sexually abused requires protection. A woman whose life is threatened requires safety. A person with a disability who reports violence requires accessible justice,” Letsike said.

Reflecting on 70 years since the 1956 Women’s March, 50 years since the 1976 Student Uprising and 30 years of Constitutional Democracy, Letsike said South Africans should not merely admire previous generations but consider what courage requires of them today.

She said the “unmapped territory” could include confronting conversations about abuse, building churches where women could disclose violence without fear, ensuring that persons with disabilities take leadership roles, and challenging homophobia and the exclusion of LGBTI people. – SAnews.gov.za

Zambia: Statement by the Spokesperson on the general elections

The European Union acknowledges the announcement by the Electoral Commission of Zambia of the results of the general elections held on 13 August and the re-election of President Hakainde Hichilema.

The European Union Election Observation Mission (EU EOM), invited by the Zambian authorities, has been deployed throughout the country, reflecting the EU’s continued support to Zambia’s democratic governance.

In its preliminary findings, the EU EOM noted that the election day was calm overall, with voting generally conducted efficiently and voters were offered a competitive choice, although restrictions on campaigning and advantages associated with incumbency contributed to an uneven playing field. The latest EOM statement points to serious incidents and procedural irregularities during the counting and tabulation, impacting the transparency and the credibility of the process.

As the electoral process continues, the EU encourages all stakeholders to build on Zambia’s strong democratic record and address any grievances peacefully and constructively. Any disputes should be addressed through the established legal procedures, and any reported episodes of violence should be duly investigated with full accountability.

The EU values its long-standing partnership with Zambia and stands ready to continue working together in view of a democratic, prosperous and peaceful future for the people of Zambia.

Third suspect arrested in connection with Reiger Park killings

A 27-year-old suspect is expected to appear in the Boksburg Magistrates’ Court today in connection with the brutal killing of two police officers and two civilians in Reiger Park, Ekurhuleni, earlier this month.

The suspect was arrested on Wednesday by the Serious Organised Crime Investigation team based in Germiston, following an intelligence-driven operation that traced him to Ekurhuleni.

The latest arrest brings to three the number of suspects identified and charged in connection with the murders.

The suspect faces charges similar to those of his co-accused.

Acting National Head of the Directorate for Priority Crime Investigation, Lieutenant General Sphesihle Nkosi, commended the team for its swift and methodical response, which led to the suspect’s arrest.

“The Hawks will remain steadfast in their efforts to investigate and apprehend those who involve themselves in taking innocent lives, particularly the lives of our law enforcement officers,” Nkosi said.

Earlier, the Acting Minister of Police, Firoz Cachalia, commended the multidisciplinary team, following the arrest of a second suspect in connection with the tragic shooting that took place on 7 August 2026.

Copper cable thief handed 15-year prison sentence

A 45-year-old man has been sentenced to 15 years’ direct imprisonment for tampering with Eskom copper cables supplying electricity to households at Morgenzon, in Standerton.

Ncanawe Andrew Mngomezulu was sentenced by the Standerton Regional Court in Mpumalanga this week.

According to the National Prosecuting Authority (NPA), Mngomezulu was seen cutting Eskom copper cables by a witness in May 2022. He subsequently fled the scene when he realised that he had been seen.

“The complainant informed her brother about the incident and subsequently reported the matter to the police and Eskom, leading to the accused’s arrest.

“In court, Mngomezulu pleaded not guilty and denied the allegations. He claimed that he had previously been involved in a casual sexual relationship with the complainant between 2018 and 2019,” the NPA said in a statement on Wednesday.

The witness told the court that Mngomezulu’s actions resulted in her home being without electricity for a month until Eskom repaired the damage.

“An Eskom technician also testified, confirming that the damaged copper cable was Eskom property. The technician further testified about the extent of the damage and the replacement value of the cable.

“The court found the complainant to be a reliable and credible witness and convicted Mngomezulu as charged,” the statement read.

Following the verdict, the defence requested a lesser sentence based on “substantial and compelling circumstances,” which the state opposed.

“The state…submitted that the accused had been convicted of a prevalent offence that undermines service delivery efforts to communities. Prosecutor Mkhabela highlighted that vandalism of essential infrastructure has far-reaching consequences [which] negatively affected the complainant’s quality of life and forced her to relocate while the electricity supply remained disrupted.

“The court considered the mitigating and aggravating factors and emphasised that crimes of this nature require appropriate punishment that fits both the offence and the circumstances surrounding its commission. Mngomezulu was sentenced to 15 years’ direct imprisonment and was automatically declared unfit to possess a firearm.

“The NPA welcomes the sentence, which demonstrates that the courts will impose serious consequences on those who vandalise essential infrastructure and disrupt the delivery of critical services to communities,” the statement concluded. – SAnews.gov.za
