Réduction Du Taux De Décrochage : La Dob Renforce Les Compétences Des Acteurs Des Cellules De Lutte Et De Prévention

En vue de répondre au besoin de formation et d’objectivité d’efficacité des Cellules de prévention et de Lutte contre le décrochage scolaire (CPLDS), le ministère de l’Education nationale et de l’Alphabétisation, à travers la Direction de l’orientation et des bourses (DOB), a organisé, le lundi 03 novembre 2025 à Abidjan, une session de renforcement des capacités des membres des CPLDS sur l’accompagnement holistique des élèves à risque de décrochage.

A l’ouverture des travaux, le directeur de l’Orientation et des Bourses, Ségali Stéphane Yéwé, a indiqué qu’en dépit des efforts continus du gouvernement, le décrochage scolaire constitue l’un des défis majeurs du système éducatif. C’est pourquoi, a-t-il ajouté, le ministère a institué la mise en place des CPLDS, avec pour mission essentielle de détecter précocement des risques de décrochage scolaire.

Selon lui, cette initiative matérialise la ferme volonté du gouvernement de faire de la lutte contre le décrochage scolaire, une priorité nationale afin de bâtir une école de qualité, levier transformateur du développement durable de la Côte d’Ivoire. 

Ségali Stéphane Yéwé a souligné que cette rencontre qui concerne les Directions régionales de l’éducation d’Abidjan 1,2,3 et 4 est un cadre d’échange visant à doter les membres des CPLDS des outils et méthodes nécessaires à une action plus efficiente dans la lutte contre ce fléau.

Notons qu’en 2022-2023, ces cellules ont permis de détecter 9759 élèves potentiels décrocheurs dont 3249 ont été pris en charge.  A l’issue de ce suivi, 2 827 élèves potentiels décrocheurs ont été maintenus dans le système éducatif, soit un taux de maintien de 87,01%.

A Ministra de Estado e da Defesa Nacional, Janine Lélis, efetuou nesta segunda-feira, 03 de novembro, uma visita aos Comandos da Guarda Costeira e da 1ª Região Militar, bem como no Centro de Instrução Militar.

Visitas que acontecem no âmbito da celebração do Dia da Defesa Nacional e que teve como propósito inteirar-se do trabalho feito pelas as Forças Armadas durante a tempestade Erin, que atingiu São Vicente, a 11 de agosto deste ano.

A Ministra Janine Lélis aproveitou o ensejo para também prestar reconhecimento e felicitar os militares e as Forças Armadas, pelos trabalhos realizados após a tempestade Erin.

A sua visita serviu ainda para se inteirar da instrução dos recrutas de 2ª Incorporação de 2025, bem como o impacto da reforma do Programa Soldado Cidadão.

A Ministra partilhou também com os militares e recrutas informações relativas as reformas e investimentos que estão sendo feitas em prol das Forças Armadas, e bem assim os programas que podem beneficiar, durante o serviço militar como a reformulação do Programa Soldado Cidadão (P.S.C) que permitiu abranger mais benificiários, formações de capacitação, cooperações internacionais, etc.

Em relação ao Programa Soldado Cidadão, a governante destacou a sua importância como um instrumento de qualificação profissional e promoção da empregabilidade, destinado aos jovens militares no quadro do serviço militar obrigatório.

As ofertas formativas no âmbito do PSC tem abrangido diversas áreas e cursos profissionais com vários níveis, destacando os cursos habilitação para condução auto, mecânica auto, hotelaria e turismo, culinária, manutenção e montagem de instalações na área de energia renováveis, telecomunicações e informações, gestão de empresas e secretariado, infraestruturas e obras, serralharia de estruturas metálicas e por fim curso de usinagem.

Ainda sobre as reformas, a Ministra da Defesa Nacional falou da questão do aumento do subsídio que é atribuído aos Praças, uma medida que se junta a muitas outras que vêm sendo adotadas pelo Governo, com vista ao reforço do Serviço Militar Obrigatório.

Official Press Statement by H.E. Amb. Amma A. Twum-Amoah – AUC Commissioner for Health, Humanitarian Affairs and Social Development on the Humanitarian Assessment Mission in the Republic of the Sudan

The African Union Commission deployed a Humanitarian Assessment Team composed of humanitarian experts voluntarily nominated by Member States, and led by H.E. Amb. Amma A. Twum-Amoah, Commissioner for Health, Humanitarian Affairs, and Social Development, and H.E. Amb. Nasir Aminu, Ambassador of the Federal Republic of Nigeria to the Federal Democratic Republic of Ethiopia, permanent representative to the African Union, and the United Nations Economic Commission for Africa (ECA), and representative of the PRC Sub-Committee on Refugees, Returnees, and IDPs, in the Republic of the Sudan, from 22－31 October 2025.

During the visit, the delegation held high-level consultations with senior government officials, including the Acting Minister of Foreign Affairs and International Cooperation, the Minister of Health, the Governor of the Red Sea State, the Commissioner for Humanitarian Affairs, the Advisor to the President on Humanitarian Affairs, the Undersecretary of the Ministry for Human Resource and Social Development, the Director General of National Intelligence, and other senior officials.

The delegation also met with representatives of key humanitarian and development partners, including the Sudanese Red Crescent Society (SRCS), the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), the International Committee of the Red Cross (ICRC), the International Organization for Migration (IOM), and the United Nations High Commissioner for Refugees (UNHCR).

The delegation also visited the Darser IDP camp in Port Sudan, where 107 displaced families are sheltered, and interacted with community representatives, humanitarian workers, and local authorities to better understand the conditions, needs, and coping mechanisms of displaced populations, and provided humanitarian assistance. The team also delivered food items (FIs) and non-food items (NFIs), procured from local vendors, to the Humanitarian Aid Commission of the Republic of the Sudan.

The discussions focused on ways to:

l Strengthen coordination between the African Union, the Government of Sudan, and humanitarian actors in responding to the ongoing humanitarian crisis;
l Support the protection and assistance of refugees, returnees, and IDPs in line with the African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa (Kampala Convention);
l Reinforce national and local capacities for humanitarian action, resilience building, and recovery; and
l Explore avenues for closer collaboration in the operationalisation of the African Humanitarian Agency (AfHA).

The Commission wishes to extend its deepest gratitude to the Government of Sudan and its partners for their fruitful engagement with the delegation, and for their continued commitment to supporting affected populations under very challenging conditions. The Commission also reaffirms the African Union’s solidarity with the people of Sudan and its commitment to work with national, regional, and international stakeholders towards durable solutions to the humanitarian crises in the country.

The findings and recommendations from this mission will inform the AU’s forthcoming policy discussions and advocacy efforts within the PRC, the Executive Council, the Assembly, and the Peace and Security Council (PSC) on the humanitarian situation in Sudan.

African Union (AU) Commission Chairperson appoints Ambassador Mohamed Idris Farah, as Special Envoy to the Republic of Madagascar

Chairperson of the African Union, H.E. Mahmoud Ali Youssouf, is pleased to announce the appointment of Ambassador Mohamed Idris Farah, currently Senior Advisor to the Minister of Foreign Affairs and International Relations of the Republic of Djibouti, as Special Envoy to the Republic of Madagascar.

Ambassador Farah brings to this new role, a wealth of cognitive expertise, experience and top performing Pan- African Diplomat with full knowledge of African Union approaches in promoting conflict prevention and resolution, preventive diplomacy, transformative mediation and dialogue. He served meritoriously as the Permanent Representative of Djibouti to the African Union for over a decade and the Overall Dean of African Ambassadors. He was also Advisor to the AU High Level Panel on the Ethiopian peace process for Tigray region from 2022-2023.

This appointment forms part of the roadmap setup by the AU Peace and Security Council (PSC) based on the decisions adopted, at its 1305th and 1306th meetings, held on 14 and 15 October 2025, respectively, on the ongoing political situation in the Republic of Madagascar.

The Special Envoy’s mandate encompasses the intensification of engagements with governmental authorities, youth leaders, civil society, regional actors and organizations, as well as all relevant stakeholders, with a view to fostering inclusive dialogue, building consensus, and promoting mutual understanding towards a peaceful resolution of the crisis and the swift restoration of constitutional order in the Republic of Madagascar.

With his extensive professional experience, profound understanding of the regional dynamics and deep knowledge of the inner functioning of the AU system, the Chairperson reposes full confidence in the capability of Ambassador Farah to contribute to the effective delivery and coordination of the AU efforts towards addressing the current political situation in the Republic of Madagascar.

The Chairperson of the African Union Commission expresses full support to Ambassador Farah in the execution of his mission and calls upon all Malagasy stakeholders, regional actors and partners to collaborate with the Special Envoy.

Eritrea: Awareness-Raising Training Program in Massawa

As part of efforts to enhance youth workers awareness, the National Confederation of Eritrean Workers (NCEW) branch in the Northern Red Sea Region organized an awareness-raising training program for young workers from various government institutions in the port city of Massawa and Ghinda. The training took place at the Massawa Workers Training Center.

The program covered topics such as the role of youth workers in the current stage, positive thinking, self-assertiveness, the importance of having vision, objectives and planning, safety at workplace, challenges faced by women in the workplace, and labor law in Eritrea.

Noting that capacity-building programs for workers have been regularly organized, Mr. Habtemariam Tesfamicael, Head of the National Confederation of Eritrean Workers branch in the Northern Red Sea Region, called on the trainees to apply the knowledge they gained in their respective workplaces.

Similarly, the National Confederation of Eritrean Workers branch provided training for unit heads of the confederation, focusing on the basic concepts of administration and leadership, the background and significance of the workers’ confederation, and joint discussion and collective agreements.

Eritrea: Monetary Contribution Towards Augmenting Martyrs Trust Fund

The Ministry of Labor and Social Welfare reported that Eritrean nationals residing in various countries have extended monetary contributions towards augmenting the National Martyrs Trust Fund and in support of families of martyrs.

Accordingly, nationals in the Swedish city of Norrköping contributed 91,676 Nakfa; the Eritrean communities in Söderhamn and Bollnäs contributed 40,935 Nakfa; and individual Eritreans in Västerås contributed 2,235 Euros. The Eritrean community in Tromsø, Norway, contributed 31,800 Nakfa, while the Eritrean community in Calgary, Canada, contributed 17,400 Dollars towards the National Martyrs Trust Fund.

Similarly, Eritrean nationals residing in Germany under the group “Eritrea Red Sea Paltalk” contributed 4,300 Euros; the cooperative association of Eritreans in Tübingen and its environs, Sweden, contributed 2,160 Euros; nationals in Nybro and its environs, Sweden, contributed 1,440 Euros; the Eritrean community in Olaskjeret, Norway, contributed 20,000 Kroner; Ms. Shewainesh Negash contributed 20,000 Nakfa; and nationals in Zestrossen, Sweden, contributed 14,303 Nakfa in support of the families of martyrs.

Prime Minister and Minister of Foreign Affairs Meets Deputy Prime Minister of Kazakhstan

HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani met on Monday with HE Deputy Prime Minister of the Republic of Kazakhstan Galymzhan Koishybayev during his visit to the country to participate in the Second World Summit for Social Development, hosted by the State of Qatar from November 4 to 6.

During the meeting, they discussed bilateral cooperation relations and ways to support and strengthen them, along with discussing topics of common interest.

Minister of State for International Cooperation Stresses Urgent Need for Innovative Social Protection Solutions

HE Minister of State for International Cooperation Dr. Maryam bint Ali bin Nasser Al Misnad emphasized the urgent need for innovative social protection solutions, particularly those targeting vulnerable groups requiring special care during conflicts.

In her remarks during the “Innovative Social Protection Systems” session at the Doha Solutions Forum for Social Development, held Monday as part of the Second World Summit for Social Development hosted by Qatar from November 4 to 6, Her Excellency said that Qatar has shifted from traditional to innovative solutions in addressing the escalating armed conflicts and disputes on the international stage. She noted the country’s commitment to assisting groups such as women, people with disabilities, and children.

Her Excellency stated that these solutions cannot be implemented by a single partner without strategic partnerships, highlighting Qatar’s heavy reliance on such partnerships with other stakeholders, including governments and the private sector.

She also explained that Qatar has adopted smart digital solutions through financial transfers via UN partners such as the World Food Programme (WFP) and the UN Office for the Coordination of Humanitarian Affairs, as well as many other partners.

Her Excellency added that Qatar has relied on the creative economy, which allows communities to invest in this field and achieve self-sufficiency and independence. Many of these methods have proven their effectiveness in providing aid, such as those related to Gaza, which is considered one of the most challenging areas, as well as Sudan and Yemen.
Her Excellency stated that Qatar strives to invest in human capital, both nationally and internationally, noting its long-standing efforts to empower women and people with disabilities and develop solutions tailored to their specific needs and circumstances. She added that Qatar always offers a unique solution to every challenge.

Her Excellency also stressed that international cooperation and the integration of efforts between partner countries and organizations represent a fundamental pillar for achieving sustainable development.

She noted that the State of Qatar’s experience embodies an inspiring model in combining innovation and humanity, through development initiatives that adopt modern technology and artificial intelligence to improve the quality of services and expand opportunities for community participation, thereby consolidating the human-based development approach and supporting the achievement of the Sustainable Development Goals.

Banco Africano de Desenvolvimento e República do Congo consolidam a sua parceria para a diversificação económica e a integração regional

Uma delegação de alto nível do Grupo Banco Africano de Desenvolvimento (www.AfDB.org), liderada pela vice-presidente Marie-Laure Akin-Olugbade, esteve em Brazzaville de 26 a 28 de outubro de 2025. Esta visita insere-se no âmbito do reforço da parceria entre o Banco e a República do Congo e dos preparativos para os Encontros Anuais do Grupo Banco, em maio de 2026, em Brazzaville.

Durante a sua estadia, a delegação foi recebida em audiência pelo Presidente da República do Congo, Denis Sassou Nguesso. As discussões incidiram sobre as excelentes relações entre o Banco e o Congo, bem como sobre a vontade comum de intensificar a cooperação em apoio à implementação da visão do chefe de Estado congolês para a transformação económica do país, definida no Plano Nacional de Desenvolvimento 2022-2026. As discussões também destacaram as prioridades nacionais em matéria de diversificação económica, desenvolvimento de infraestruturas, energia, agricultura e integração regional.

À margem desta audiência, a vice-presidente e a sua delegação tiveram conversações aprofundadas com vários membros do governo, nomeadamente Jean Jacques Bouya, ministro de Estado, e do Ordenamento do Território e Grandes Obras; e Ludovic Ngatsé, ministro do Planeamento, Estatística e Integração Regional. Abordando os preparativos para os próximos Encontros Anuais do Grupo Banco, as diferentes partes discutiram a coordenação dos preparativos para o evento, sob a supervisão do Comité Nacional de Preparação liderado pelo Ministro de Estado, Jean Jacques Bouya. Na ocasião, Akin-Olugbade saudou a assinatura do protocolo de acordo ocorrido durante a primeira missão preparatória de setembro de 2025, demonstrando a vontade do Congo de garantir uma organização exemplar.

Os Encontros Anuais de 2026, que se realizarão em Brazzaville, proporcionarão uma plataforma única para promover o potencial económico do Congo e destacar as suas grandes reformas e infraestruturas estruturais.

Com uma carteira ativa de 223 milhões de dólares, inteiramente constituída por operações soberanas, o Grupo Banco Africano de Desenvolvimento continua a ser um parceiro de confiança do Congo. The African Development Bank Group and the Republic of Congo strengthen partnership for economic diversification and regional integration

As part of efforts to strengthen the partnership between the African Development Bank Group (www.AfDB.org) and the Republic of Congo, and to advance preparations for the Bank Group’s Annual Meetings scheduled to take place in the capital Brazzaville in May 2026, a high-level delegation from the Bank visited the country from 26 to 28 October 2025.

The delegation, led by Senior Vice President Marie-Laure Akin-Olugbade, met with the President of the Republic of Congo, Denis Sassou Nguesso, in Brazzaville. Discussions underscored the excellent relationship between the Bank and Congo, as well as the shared desire to intensify cooperation in support of President Sassou Nguesso’s vision for the country’s economic transformation, as outlined in the 2022–2026 National Development Plan. The discussions also highlighted national priorities in terms of economic diversification, infrastructure development, energy, agriculture and regional integration.

During the mission, the Bank Group Vice President and her delegation also held talks with several members of the government, including Jean Jacques Bouya, Minister of State and Minister of Land Use Planning and Public Works, and Ludovic Ngatsé, Minister of Planning, Statistics and Regional Integration.

These various meetings provided an opportunity to discuss several strategic cooperation issues and take stock of the progress made in preparations for the 2026 Annual Meetings of the Bank Group. The mission concluded with a visit to the site of the national data centre project being financed by the Bank (https://apo-opa.co/3JrhYLJ) in Brazzaville. The delegation was accompanied on the tour by Minister Ngatsé, and Mr Léon Juste Ibombo, Minister of Post, Telecommunications and the Digital Economy.

“This high-level mission marks a new stage in the exemplary partnership between the Republic of Congo and the African Development Bank. It reflects our shared desire to consolidate our achievements and accelerate the implementation of core projects included in the 2022–2026 National Development Plan. We welcome the Bank’s continued support for our vision of economic diversification, agricultural transformation and regional integration, which are central to Congo’s future prosperity,” said Minister Ludovic Ngatsé, who is also the Bank Group Governor for the Republic of Congo.

Ms Akin-Olugbade praised the quality of the discussions and reaffirmed the Bank’s commitment to supporting Congo in its transformation process. “We were able to review the status of our cooperation, which is excellent and focuses on supporting Congo in implementing the vision of the President of the Republic. Our discussions focused on flagship projects in the transport, energy and agriculture sectors, as well as regional initiatives that will help strengthen economic integration and lay a solid foundation for the African Continental Free Trade Area, starting in Central Africa,” said the Senior Vice President.

Towards the success of the 2026 Annual Meetings

The preparations for the hosting of the 2026 Annual Meetings are under the supervision of the National Preparatory Committee, headed by Minister of State Jean Jacques Bouya. Ms Akin-Olugbade welcomed the signing of the memorandum of understanding for the hosting, which took place during the first preparatory mission by the Bank to Brazzaville in September 2025, describing the milestone as a demonstration of Congo’s commitment to the success of the event.

The 2026 Annual Meetings will provide a unique platform to promote the Congo’s economic potential and highlight its major reforms and infrastructure developments.

With an active portfolio of $223 million, consisting entirely of sovereign operations, the African Development Bank Group remains a trusted partner of Congo. Its interventions support regional integration infrastructure—notably the Ndendé-Dolisie and Ketta-Djoum roads—as well as the deployment of fibre optic cables between Congo, Cameroon and the Central African Republic.
