Egypt: President El-Sisi Speaks with French President Macron

Today, President Abdel Fattah El-Sisi received a phone call from French President Emmanuel Macron.
The Spokesman for the Presidency, Ambassador Mohamed El-Shennawy, said that the call reviewed the latest regional and international developments, as well as the military escalation in the region.

The call also touched on the Palestinian issue and the two-state solution conference. The two presidents emphasized the urgent necessity to respect established international rules, principles, and international law.

The two presidents reiterated the significance of continued joint coordination in addressing regional and international crises, particularly in light of the pressing need to avoid escalation and regulate the situation in the Middle East. They also affirmed their commitment to continuing efforts to strengthen bilateral relations across various fields, especially in economic, trade, and investment aspects, thereby consolidating the close ties between the two friendly peoples.

Cabo Verde: Plano de Cargos, Funções e Remunerações do pessoal médico e de enfermagem aprovado em Conselho de Ministros

O Governo aprovou na última reunião do Conselho de Ministros, o Plano de Cargos, Funções e Remunerações (PCFR) para o pessoal médico e de enfermagem, anunciou hoje, 13 de junho, a Ministra dos Assuntos Parlamentares, Janine Lélis.

De acordo com a Ministra, com esta aprovação ficam definidas a nova grelha salarial dos médicos e enfermeiros. “No caso da carreira médica geral, o salário base actual de 87.250 escudos passará para um teto de 146 mil escudos, podendo atingir os 158 mil, o que representa um aumento de 58,14%”, anunciou, sendo que para os médicos especialistas, o salário base sobe de 109 mil para 158 mil escudos, com um teto máximo de 185 mil, correspondendo a um aumento de 44,9%.

“A carreira de enfermagem também será beneficiada, uma vez que os enfermeiros gerais terão o salário base reajustado de 68 mil, para 91 mil escudos, com possibilidade de atingir os 136 mil escudos”, avançou. E no caso dos enfermeiros especialistas, estes passam a ter uma nova carreira estruturada, com base inicial de 111 mil escudos e teto de 146 mil.

Em fase de finalização, o PCFR dos técnicos de diagnóstico e terapêutica, e ainda dos auxiliares de saúde. “A carreira dos auxiliares já foi elaborada, submetida ao parecer dos sindicatos e as suas contribuições foram recebidas. Estamos agora na fase de consolidação”, concluiu a Ministra da Presidência do Conselho de Ministros.

Sexual violence survivors and United Nations partners promote economic empowerment at workshop

Abuk Buol is a survivor in every sense of the word.

The 39-year-old endured horrific sexual violence, brutality and was forced from her home in Bor during the civil war that ravaged South Sudan.

“I struggled to cope with what happened,” she says. “Every time I saw a man, I felt scared, and I experienced long-lasting psychological distress.”

Today, she personifies strength and resilience.

Reunited with her family back home, the mother of six, is working to secure justice for the horrors that she and so many others endured and to rebuild her life.

“In 2018, I received training from the United Nations in tailoring and local soap-making. This empowered me to make soap and sell it to restaurants. Eventually, I was able to support my family.”

Abuk was among 60 participants at workshop in Juba focused on building on an existing project that seeks to ensure the socio-economic empowerment of survivors of conflict-related sexual violence (CRSV).

The project delivers survivor-centered services in Jonglei, Unity, Western Equatoria and Juba, including medical care, psychosocial support, legal aid, and livelihood assistance, through referrals to specialised Family Protection or One Stop Centers. Supported by UNFPA, the United Nations Mission in South Sudan, and the International Trade Centre, it also supports survivors in speaking out and supporting others. 

“The project has really helped survivors because, before we trained them how to be open, they could not really express their story in front of people, but now they are capable to talk about what happened to them and to advise others who have experienced sexual violence,” says Anna Reagan Tut from Rural Development Action Aid.

The objective of the workshop was to learn about the challenges in accessing services and reintegrating into society, share best practices, and strengthen coordination and partnerships. Most of all, it was to amplify the voices of the survivors.

“Their courage in seeking healing and justice is nothing short of inspiring,” says Sheila Keetharuth, Senior Women’s Protection Advisor at the United Nations Mission in South Sudan. “Each survivor’s story is a testament of their unyielding spirit and the importance of standing together against sexual violence in conflict.”

The workshop also provided an opportunity for partners to discuss the steps taken to prevent and respond to persistent sexual violence as well as to explore new measures.

 “As we know, conflict-related sexual violence is pervasive and is underreported in South Sudan,” says Esther Ikere Eluzai, Undersecretary Ministry of Gender, Child and Social Welfare. “A lot of effort has been made to address this problem within communities and society more generally. But challenges remain, and I this project has been at the center of this response.”

The workshop aims to improve future projects and secure new commitments from national and international stakeholders to sustain support for CRSV survivors, as well as to encourage policy reform in South Sudan.

Prime Minister Holds Phone Call with Iranian Minister of Foreign Affairs

Doha, June 13

HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani, held a phone call today with HE Minister of Foreign Affairs of the Islamic Republic of Iran Dr. Abbas Araghchi.

The two sides discussed the latest regional developments, particularly the Israeli attack on Iranian territory.

In this context, HE the Prime Minister and Minister of Foreign Affairs reiterated the Qatar’s strong condemnation and denunciation of the Israeli attack, describing it as a blatant violation of Iran’s sovereignty and security, and a clear breach of international law and its principles.

His Excellency also extended the State of Qatar’s condolences to the families of the victims, affirming that Qatar will work with its regional and international partners to urgently end the aggression against Iran and to spare the region the disastrous consequences such escalation could have on its security, safety, and stability.

His Excellency emphasized that constructive dialogue among all parties remains the only path to defusing crises and resolving outstanding issues, in order to build lasting peace and security in the region and the world. 

Qatar Warns of Dangers of Israeli Violations on International Peace and Security

The State of Qatar has reiterated its strong condemnation and deep denunciation of the Israeli attack that targeted the territory of the Islamic Republic of Iran, describing it as a blatant violation of Iran’s sovereignty and security at a time when countries around the world are striving to reach diplomatic solutions to restore peace to the Middle East.

This came in Qatar’s statement delivered by HE Ambassador and Permanent Representative of the State of Qatar to the United Nations and international organizations in Vienna Jassim Yaqoub Al Hammadi before the Board of Governors of the International Atomic Energy Agency (IAEA), during discussions on the situation in the occupied Palestinian territories and the Israeli nuclear file.

His Excellency called on the international community to uphold its legal and moral responsibilities to urgently stop Israeli violations before it is too late, warning of their grave consequences for the region, particularly the destruction of prospects for peace and the endangerment of the people of the region as well as regional and global security.

He further urged the international community and its organizations to pressure Israel, the occupying power, to immediately end its campaign of genocide against unarmed civilians in the Gaza Strip, its use of food as a weapon, and its ongoing military operations and settlement projects in the occupied West Bank.

His Excellency reaffirmed the State of Qatar’s firm and unwavering position in support of the legitimate rights of the Palestinian people, foremost among them the right to establish an independent state along the 1967 borders with East Jerusalem as its capital. He also noted that Qatar continues its mediation efforts alongside the Arab Republic of Egypt and the United States of America to reach a permanent ceasefire and create conditions conducive to launching serious negotiations toward achieving a two-state solution.

Regarding Israel’s nuclear capabilities, His Excellency emphasized the need for the international community and its institutions to fulfill their commitments under United Nations Security Council and General Assembly resolutions, as well as IAEA decisions and the 1995 Non-Proliferation Treaty (NPT) Review Conference resolution, all of which call on Israel to subject its entire nuclear program to the Agency’s comprehensive safeguards system and to join the NPT as a non-nuclear state.

Africa: Unlocking the Power of Women and building strong movement for Peace in the Sahel

Since the outbreak of crises in Libya in 2012, then in Mali and the entire central Sahel, as well as the proliferation of Boko Haram in the countries of the Lake Chad Basin, the Sahel region has been facing enormous security challenges that are aggravated by political, geopolitical, socio-economic, and environmental factors. The deterioration of the security situation is aggravated by highly porous borders, attacks by non-state armed groups as well as inter-community conflicts that have had and continue to have negative impacts on communities and force millions of people to be displaced. But also this situation has generated a major crisis of governance and lack of confidence in the governments of the affected countries having led to a wave of coups d’état and political transitions in : Mali, Niger and Burkina Faso and Chad.  The crisis in the Sahel prevails in a context where women were already subject to several forms of violence and discrimination underpinned by socio-cultural barriers deeply rooted in tradition. 

Against this backdrop, women are actively working for peace. They have organized themselves into associations at local, national, and regional levels to influence peace and to advocate for the advancement of their rights. But their efforts face several challenges, mainly organizational and lack of funding. It is in this context that UN Women has developed and is implementing since 2023 a program aimed at strengthening the capacities of women’s organizations for peace in the Sahel. Funded by the Government of  Netherlands, the program plans to support 103 organizations applying a comprehensive approach combining institutional, technical and advocacy support and partnership. 

Building on the commitments of UNSCR 1325, 2024 marked a pivotal shift toward strengthening local women’s organizations and positioning them as key actors for inclusive peace. At the core of the initiative, lies a powerful bet on grassroots transformation. A total of 103 women-led peace organizations received tailored support spanning institutional diagnostics, technical training, coaching, and access to equipment. Twelve organizations now operate from fully equipped, staffed offices, and five have successfully mobilized new funding based on project proposals developed with the program’s guidance.  Fifteen organizations began designing income-generating initiatives to secure independent funding streams.

Beyond capacity building, the program invested in coalition building and advocacy. A mapping of peace-focused women’s organizations was completed in all five countries, laying the foundation for connected national networks and an emerging regional alliance. Virtual convenings and a digital platform piloted in Mali are facilitating knowledge exchange and cross-border solidarity. The 103 organizations are now informally networked across countries, forming the backbone of a regional movement of women peacebuilders in the Sahel.

A cohort of 170 women leaders across the five countries received in-depth training in advocacy strategy, messaging, and influence. Women’s organizations developed national advocacy plans with concrete actions, strategic targets, and implementation roadmaps. The execution of those plans has already begun through targeted lobbying and partner engagement. So many successful advocacy initiatives have been conducted. For example, a National Women’s Dialogue was organized in Niger after the July 2023 coup, uniting 44 women’s groups to define priorities for inclusive transition. Those priorities were presented to the government and some of them considered in the transition roadmap. 

In all the five countries, women hold quarterly citizen dialogues  to reflect on solutions for durable peace and their inclusion in peace processes.

With a dedicated visual identity “Sahel Women’s Leadership for Peace” the initiative rolled out communications campaigns targeted millions of people across all countries. Public debates, radio programs, and digital storytelling amplified the voices and priorities of women peacebuilders, while increasing public awareness of the WPS agenda.

With this innovative approach, UNWOMEN is catalyzing deep shifts in the peace infrastructure of the region. From grassroots organizations gaining legitimacy and funding, to regional coalitions taking shape and national advocacy plans being rolled out, women are now repositioned as peace leaders. The initiative is not just building capacity, it is reshaping systems. And as these women organize, influence, and lead, they are redefining what inclusive peace looks like in some of the region’s most fragile contexts. Even though the region is still in crisis, there is hope that this women’s movement will contribute to the stabilization of the region.

Cidade da Praia conta com duas novas infraestruturas em curso para o setor da saúde

O Ministro da Saúde, Jorge Figueiredo, visitou na tarde desta quinta-feira, 12 de junho, duas obras em curso na Cidade da Praia: o Centro Técnico Integrado de Manutenção de Equipamentos Médicos e o Centro de Simulação Clínica. O financiamento das infraestruturas está a ser assegurado pelo Grão-Ducado de Luxemburgo, no âmbito do Apoio Orçamental. Na visita, o Ministro fez-se acompanhar pelo Embaixador Jean-Marie Frentz para verificar o estado de avanço das obras.

As obras do Centro Técnico de Instalação e Manutenção de Equipamentos (CTIME) foram consignadas desde 14 de março de 2025. Trata-se de um projeto cuja fiscalização é financiada pelo Governo de Cabo Verde, através do Tesouro do Estado, e a empreitada é financiada pela Cooperação Luxemburguesa.

Esta é uma obra que integra o programa do Governo e visa criar um centro de referência nacional em matéria de gestão, manutenção, treinamento e formação em equipamentos clínicos hospitalares, garantindo a sustentabilidade dos meios de diagnóstico, prevenção, tratamento e reabilitação em saúde.

Quanto ao Centro de Simulação Clínica, trata-se também de uma obra do Governo de Cabo Verde, que visa criar um centro de apoio à formação e treinamento dos profissionais de saúde.

O Ministro da Saúde afirmou que estas obras irão contribuir para a melhoria do Serviço Nacional de Saúde (SNS), tanto no aumento da esperança de vida dos equipamentos como na capacidade de formação, treinamento e reciclagem dos profissionais de saúde.

“Aqui é um simulador dos cuidados médicos, que é da enfermagem, e irá funcionar bastante bem em articulação com a Faculdade de Medicina, e eu acho que é um passo importante nas mudanças que nós pretendemos”, declarou Jorge Figueiredo.

O Embaixador do Luxemburgo, Jean-Marie Frentz, mostrou-se satisfeito com o avanço das obras e afirmou estar “muito impressionado” com o progresso realizado. Referiu que os projetos são financiados através do apoio financeiro ao setor da saúde em Cabo Verde. “Temos três projectos, os centros que visitamos e também temos uma unidade de saúde intensiva no Mindelo”, disse.

Parlamento aprova alteração à Lei de Precários para simplificar e agilizar o processo de regularização

A proposta de lei que procede à primeira alteração à Lei n.º 42/X/2024, de 12 de agosto, que estabelece os termos do II Programa de Regularização de Vínculos Precários na Administração Pública (PRVPAP), foi aprovada na globalidade pelo Parlamento, esta sexta-feira, 13 de junho, por unanimidade dos deputados presentes na sessão, sendo 29 do MPD, 17 do PAICV e 4 da UCID.

As alterações introduzidas neste importante diploma, que estabelece as condições de regularização dos colaboradores vinculados com contrato de prestação de serviços, até 30 de junho de 2023, contrato de trabalho a termo, até 31 de dezembro do mesmo ano, ou contrato de assalariamento, celebrados com isenção de concurso prévio, e de ingresso dos colaboradores denominados analistas de imagens de scanners de contentores e bagagens, na carreira dos Técnicos de Receitas”, informou o Ministro da Modernização do Estado e da Administração Pública, Eurico Monteiro, durante a sua apresentação, abrangem duas matérias essenciais: a dispensa de concurso público que vinha instituído na legislação que ora se altera, e o estabelecimento do princípio da oficiosidade nos processos de regularização.

Uma vez que a finalidade última da lei é a regularização de todos os colaboradores que preenchem os pressupostos fixados, explicou o governante, a realização de um procedimento concursal que implique a aplicação de métodos de seleção, não se mostra necessária, porquanto “estamos a falar de colaboradores que já se encontram em exercício de funções por tempo indeterminado”, com experiência acumulada e conhecimentos indispensáveis ao exercício da função.

Por outro lado, ao estabelecer o princípio da oficiosidade nos processos de regularização, eliminando a necessidade de preenchimento de um requerimento de regularização pelo funcionário, a iniciativa para desencadear o processo passa a ser do Estado, assumindo, deste modo, a sua responsabilidade, na linha da frente, de garante da legalidade e da regularidade da situação laboral dos seus colaboradores.

Ademais, ao desencadear o processo de forma oficiosa, a Administração Pública garante que todos os colaboradores estarão integrados na lista e a sua situação ficará regularizada a final perante a lei, demonstrando o Estado um compromisso mais forte com a regularização, reforçando a sua função de promover a justiça e a equidade no emprego Público”, afirmou o Ministro.

Em suma, esta medida visa simplificar e tornar mais célere o processo de regularização, ao mesmo tempo que contribui para uma maior uniformidade nos processos, evitando discrepâncias na formulação dos pedidos, exposição dos motivos e nos procedimentos.

Estas duas alterações, conforme o Ministro, vão contribuir para uma maior eficiência do programa, uma vez que elimina etapas que não são consideradas indispensáveis, agiliza e simplifica o procedimento, focando-se apenas no que é essencial: a prova inequívoca da qualidade do trabalhador da Administração Pública, a função exercida, a data de início da função e a remuneração auferida.

“Estaremos assim em condições de publicar a lista de todos os precários da Administração direta e indireta, em sete dias úteis após a publicação da presente lei no Boletim Oficial”, finalizou o Ministro, reiterando a disponibilidade do seu Ministério para prestar, a todos os Municípios, a assistência técnica necessária para a regularização da precariedade dos seus colaboradores.
