Confirmation of nominations to the National Dialogue Steering Committee

President Cyril Ramaphosa, in his capacity as Convenor of the National Dialogue, has confirmed the nominations received from different social sectors to the Steering Committee of the National Dialogue.
 
In line with his responsibility in terms of Section 83 of the Constitution to promote national unity, President Cyril Ramaphosa has convened an inclusive National Dialogue to address the challenges confronting the country. 
 
The National Dialogue Steering Committee is responsible for setting strategic priorities and coordinating implementation of the National Dialogue process across the country.
 
In confirming the nominations, President Ramaphosa is giving effect to the decision of the First National Convention, held on 15-16 August 2025, that agreed that all identified social sectors should nominate representatives to serve on the Steering Committee.
 
This was to ensure that the National Dialogue is an inclusive and citizen-led process that accommodates all sectors that want to be involved in shaping the destiny of our country. 
 
Over the last few months, many organisations in the 33 identified sectors and 6 sub-sectors held various meetings to identify their nominees. Every effort has been made to ensure that no sector of our society is left behind.
 
In addition to the sectoral representatives, the President was invited to nominate 2 representatives and the former Preparatory Task Team and Convention Organising Committee was invited to nominate 3 persons.
 
Provision has also been made for the Steering Committee to co-opt up to 5 people with appropriate expertise and experience. This is to ensure that no voice is left out of the National Dialogue process. 
 
The National Dialogue has been convened as a citizen-led, society-wide and inclusive process to reflect on the multiple challenges our country faces, agree on a shared vision for our future in the next decades and the priority actions that should be undertaken across the different sectors of society. 

Through the National Dialogue, we seek to forge a new social compact that will unite all South Africans on the kind of socioeconomic development and transformation our country should undergo in the next decades.
 
The Eminent Persons Group, which is comprised of prominent South Africans appointed as guarantors of the integrity and inclusivity of the National Dialogue process, compiled the nominations from the sectors and presented these to the President for confirmation.
 
The Steering Committee is expected to convene early in January 2026 for its inaugural meeting and induction. Once established, the Steering Committee will be able to co-opt members as agreed by the National Convention and assist any sectors that have not yet completed their nominations process.
 
President Ramaphosa has thanked all nominees for making themselves available for the Steering Committee. “I wish all Steering Committee members well in undertaking this important task to advance the building of a free, equal, united and prosperous nation,” he said.

The NBA family (www.NBA.com) and the global basketball community, including the International Basketball Federation (FIBA), USA Basketball, the National Collegiate Athletic Association (NCAA), the Naismith Basketball Hall of Fame, the National Basketball Coaches Association (NBCA) and the National Federation of State High School Associations (NFHS), will celebrate the third annual World Basketball Day on Sunday, Dec. 21 by engaging hundreds of millions of youth and fans in the U.S. and around the world through clinics, social media campaigns, in-arena activities and more. 

In conjunction with World Basketball Day and the 175th anniversary of the YMCA – where Dr. James Naismith first introduced the game of basketball in 1891 – the NBA and YMCA are announcing an extension of their longstanding relationship by collaborating on year-long youth basketball and community-focused programming that will support the YMCA and the 6 million youth it serves in the U.S. annually. The collaboration will also feature renovations of some YMCA facilities across the country.

In celebration of World Basketball Day, the NBA’s global and localized social and digital media channels, which reach hundreds of millions of fans globally, will feature sound bites from NBA players about what World Basketball Day means to them, along with highlights of World Basketball Day activations around the world. Additionally, in collaboration with local federations and partners, the Jr. NBA/Jr. WNBA and NBA Basketball School programs that reach tens of millions of youth and coaches worldwide each year will have access to a playbook with exclusive basketball training and education content.

Established in 2023 by the United Nations, World Basketball Day is observed annually on Dec. 21, the date Dr. James Naismith first introduced the game of basketball at the YMCA in Springfield, Mass., in 1891, and celebrates cross-cultural unity through a shared passion for the game and the values it represents. Today, basketball is the fastest-growing sport in the world and the No. 2 sport globally.  NBA fans are encouraged to participate by tagging @ nba, @ nbacares and @ jrnba on social media using the hashtag #WorldBasketballDay.

World Basketball Day will also serve as a “3-for-1 Day” in NBA All-Star Voting. On Dec. 21, fans with an NBA ID can submit one ballot each day via the NBA App and www.NBA.com to have their vote count three times.

  • On Dec. 13, the Gateway Region YMCA in St. Louis, which NBA champion Jayson Tatum (Celtics) attended as a child, hosted a youth basketball clinic and announced renovations to be made with support from NBA Cares and The Jayson Tatum Foundation.
  • On World Basketball Day, former NBA player Taj Gibson will lead a Jr. NBA/Jr. WNBA clinic in New York City for 200 youth from the YMCA of Greater New York.
  • On World Basketball Day, the Naismith Basketball Hall of Fame will host a basketball clinic in Springfield for youth from local YMCAs, led by former NBA player Michael Carter-Williams.
  • The NBA, in collaboration with New York Cares, provided 150 Wilson basketballs to students across New York City as part of World Basketball Day and NBA Cares Season of Giving.
  • The WNBA will highlight 21 ways to celebrate World Basketball Day on its social channels.
  • The NBA G League will celebrate World Basketball Day on its social channels as part of the NBA G League Winter Showcase in Orlando, Fla.

  • On World Basketball Day, FIBA will announce the inductees to the FIBA Hall of Fame Class of 2026.
  • The NBA will honor Dr. Naismith, who was born in Almonte, Ontario, Canada, on its localized channels in Canada.

African Development Fund mobilises a historic $11 billion, marking a new era of African ownership and investment-led development

The African Development Fund (ADF), the concessional financing arm of the African Development Bank Group (www.AfDB.org), has secured a record $11 billion from 43 Partners for its 17th Replenishment (ADF-17), the largest in the Fund’s history, despite severe global fiscal constraints and declining aid budgets.

The outcome represents a 23% increase over the previous replenishment and sends a clear signal of confidence in Africa’s development prospects, the African Development Bank Group’s leadership, and a new development model centred on investment, risk-sharing, and scale.

“This is not just a replenishment,” said Dr Sidi Ould Tah, President of the African Development Bank Group. “It is a turning point. In one of the most difficult global environments for development finance, our partners chose ambition over retrenchment, and investment over inertia.”

Africa steps forward as a co-investor in its own future

For the first time in the Fund’s history, 23 African countries have made unprecedented contributions to their own concessional financing window.

A total of $182.7 million was pledged by African countries, with 19 countries contributing for the first time, alongside long-standing regional contributors. This represents a five-fold increase compared to the previous replenishment.

“This is not symbolic,” Dr Ould Tah said. “This is transformational. Africa is no longer only a beneficiary of concessional finance. Africa is a co-investor in its own future.”

From aid to investment: a new financial era for concessional finance

ADF-17 marks a structural shift in how concessional resources will be used. Partners endorsed a new financial model that allows the African Development Fund to:

  • Leverage its balance sheet, including through a Market Borrowing Option to be operationalised during this cycle;
  • Deploy innovative instruments, including hybrid capital;
  • Use concessional finance strategically to absorb risk, crowd in private capital, and catalyse investment at scale.

Each dollar invested through the Fund already unlocks more than $2.50 in co-financing and private capital, a ratio expected to increase further under the new model.

“This allows concessional finance to do what it must do best,” Dr Ould Tah said: “Absorb risk, unlock private investment, and accelerate development at scale.”

New generation of large-scale partnerships

ADF-17 also anchors, for the first time, large-scale concessional co-financing partnerships alongside the Fund.

Development finance partners announced major commitments, including:

  • Up to $800 million from the Arab Bank for Economic Development in Africa (BADEA);
  • ⁠Up to $2 billion from the OPEC Fund for International Development.

These partnerships signal the launch of a new generation of scaled, risk-sharing collaboration, significantly strengthening the Fund’s ability to deliver transformational projects in the most challenging environments.

Delivering impact where it matters most

Resources mobilised under ADF-17 will support 37 low-income and fragile African countries, with a focus on:

  • Expanding access to energy;
  • ⁠Strengthening food systems and food security;
  • ⁠Investing in human capital;
  • Advancing regional integration and trade;
  • ⁠Building resilient infrastructure.

Targeted support will continue for countries facing fragility and vulnerability, including through the Transition Support Facility.

A global signal of confidence

Co-hosted by the United Kingdom and Ghana, the London pledging session concluded a year-long replenishment process conducted amid exceptional global uncertainty.

Baroness Jenny Chapman, the United Kingdom’s Minister of State for International Development and Africa, said: “The UK is proud to co-host the 17th replenishment of the African Development Fund alongside the Republic of Ghana. We have a long-standing partnership with the African Development Bank and support it in driving sustainable and inclusive growth on the continent – for the benefit of the UK and our African partners.”

Thomas Nyarko Amprem, Ghana’s Deputy Minister of Finance, said: “The African Development Fund is a strategic instrument of the African Development Bank Group to reduce vulnerability on the continent.”

“The success of ADF-17 confirms strong international confidence in the Fund’s strategic direction and in Africa’s potential to deliver results at scale,” Dr Ould Tah said. “This replenishment goes beyond aid. It is a strategic investment, with measurable returns in stability, growth, trade, and global resilience.”

Le Fonds africain de développement (FAD), la branche de financement concessionnel du Groupe de la Banque africaine de développement (www.AfDB.org), a obtenu un montant record de 11 milliards de dollars de contributions auprès de 43 partenaires dans le cadre de la 17e reconstitution de ses ressources (FAD-17). Il s’agit de la plus importante reconstitution de l’histoire du Fonds en dépit de sérieuses contraintes budgétaires au niveau mondial et d’une baisse des budgets consacrés à l’aide au développement.

Ce résultat, qui représente une hausse de 23 % par rapport à la reconstitution précédente, envoie un signal clair de confiance dans les perspectives de développement de l’Afrique, dans le leadership du Groupe de la Banque et dans un nouveau modèle de développement axé sur l’investissement, le partage des risques et la mise à l’échelle.

« Il ne s’agit pas seulement d’une reconstitution de ressources », a déclaré M. Sidi Ould Tah, président du Groupe de la Banque africaine de développement. « C’est un tournant. Dans l’un des environnements mondiaux les plus difficiles pour le financement du développement, nos partenaires ont choisi l’ambition plutôt que la réduction des dépenses, et l’investissement plutôt que l’inertie. »

L’Afrique s’engage en tant que co-investisseur dans son propre avenir

Pour la première fois dans l’histoire du Fonds, 23 pays africains ont apporté des contributions sans précédent à leur propre guichet de financement concessionnel.

Au total, 182,7 millions de dollars ont été promis par les pays africains, dont 19 ont contribué pour la première fois aux côtés des contributeurs régionaux de longue date. Cela représente un montant multiplié par cinq par rapport à la reconstitution précédente.

De l’aide à l’investissement : une nouvelle ère financière pour les financements concessionnels

Le FAD-17 marque un changement structurel dans la manière dont les ressources concessionnelles seront utilisées.

Les partenaires ont approuvé un nouveau modèle financier qui permet au Fonds africain de développement de :

  • Tirer parti de son bilan, notamment grâce à une option d’emprunt sur le marché qui sera mise en œuvre au cours de ce cycle.
  • Déployer des instruments innovants, notamment des capitaux hybrides.
  • Utiliser le financement concessionnel de manière stratégique pour absorber les risques, attirer les capitaux privés et catalyser les investissements à grande échelle.

Chaque dollar investi par le biais du Fonds permet déjà de débloquer plus de 2,50 dollars de cofinancement et de capitaux privés, un ratio qui devrait encore augmenter dans le cadre du nouveau modèle.

« Cela permet au financement concessionnel de remplir sa mission première, à savoir absorber les risques, débloquer les investissements privés et accélérer le développement à grande échelle », a assuré M. Ould Tah.

Une nouvelle génération de partenariats à grande échelle

Le FAD-17 établit également, pour la première fois, des partenariats de cofinancement concessionnel à grande échelle parallèlement au Fonds.

Les partenaires financiers au développement ont annoncé des engagements importants, notamment :

  • Jusqu’à 800 millions de dollars de la Banque arabe pour le développement économique en Afrique (BADEA).
  • Jusqu’à deux milliards de dollars du Fonds de l’OPEP pour le développement international.

Ces partenariats marquent le lancement d’une nouvelle génération de collaborations à grande échelle et à risque partagé, renforçant considérablement la capacité du Fonds à mener à bien des projets transformationnels dans les environnements les plus difficiles.

Avoir de l’impact là où cela compte le plus

Les ressources mobilisées dans le cadre du FAD-17 soutiendront 37 pays africains fragiles et à faible revenu, en mettant l’accent sur :

  • L’élargissement de l’accès à l’énergie.
  • Le renforcement des systèmes alimentaires et de la sécurité alimentaire.
  • L’investissement dans le capital humain.
  • La promotion de l’intégration régionale et du commerce.
  • La mise en place d’infrastructures résilientes.

Un soutien ciblé continuera d’être apporté aux pays fragiles et vulnérables, notamment par le biais de la Facilité d’appui à la transition.

Un signe de confiance à l’échelle mondiale

Coorganisée par le Royaume-Uni et le Ghana, la session d’annonce des contributions, qui s’est tenue à Londres, a conclu un processus de reconstitution des ressources qui a duré un an et s’est déroulé dans un contexte mondial exceptionnellement incertain.

« Le Royaume-Uni est fier de coorganiser la 17e reconstitution des ressources du Fonds africain de développement aux côtés de la République du Ghana », a déclaré la baronne Jenny Chapman, ministre d’État britannique chargée du Développement international et de l’Afrique. « Nous avons un partenariat de longue date avec la Banque africaine de développement et la soutenons dans sa volonté de promouvoir une croissance durable et inclusive sur le continent, dans l’intérêt du Royaume-Uni et de nos partenaires africains. »

Pour Thomas Nyarko Amprem, vice-ministre ghanéen des Finances, le Fonds est un « instrument stratégique du Groupe de la Banque pour réduire la vulnérabilité sur le continent ».

« Le succès de l’ADF-17 confirme la solide confiance internationale dans l’orientation stratégique du Fonds et dans le potentiel de l’Afrique à obtenir des résultats à grande échelle », a affirmé M. Ould Tah. « Cette reconstitution va au-delà de l’aide. Il s’agit d’un investissement stratégique, avec des retours mesurables en termes de stabilité, de croissance, de commerce et de résilience mondiale. »

DWYPD warns of increased financial abuse during festive season

The Department of Women, Youth and Persons with Disabilities (DWYPD) has urged women and people with disabilities to remain vigilant against financial abuse during the festive season.

The department raised concern over the increased risk of financial exploitation targeting women and persons with disabilities during this period.

The department explained that financial abuse can take various forms, including controlling access to money, misusing income or social grants, forcing individuals into debt under their names, and exploiting economic dependence.

According to the DWYPD, perpetrators often intensify these tactics during the festive season, leaving women and persons with disabilities financially trapped and burdened with debt.

The department emphasised that economic abuse is recognised as a form of domestic violence under South African law and urged women and persons with disabilities to remain alert.

“We must recognise that financial abuse is not only an economic violation; it is a form of control and intimidation used to silence women and persons with disabilities. During the festive season, when financial pressures increase, so does the risk,” the department said.

The department also called on families and communities to remain vigilant, supportive, and protective of the rights of women and persons with disabilities.

The department noted that many women and persons with disabilities are often denied access to their own salaries, bonuses, savings, and government benefits during this time.

“Many are also pressured to cover holiday expenses while partners or family members misuse household funds.”

To address the growing concern, the department called for:
•    Increased community awareness on recognising and reporting financial abuse.
•    Closer collaboration between government departments, banks, and social services to detect and prevent financial exploitation.
•    Protection of social grants and income from misuse by partners or family members.
•    Strengthened economic empowerment programmes for women, especially women with disabilities.
The department further reminded South Africans that gender-based violence (GBV) is not only physical.

“Financial control is a powerful tool of oppression. Let us work together to ensure women, especially women with disabilities, remain safe, supported, and financially independent,” the department said.

Members of the public who suspect financial exploitation are urged to report it to the relevant authorities and ensure that women, particularly women with disabilities, receive the necessary support to protect their independence and dignity. – SAnews.gov.za

President Ramaphosa urges unity and inclusive dialogue

President Cyril Ramaphosa has called for unity, dialogue and regional cooperation as the Southern African Development Community (SADC) concluded its virtual Extraordinary Summit on the political and security situation in Madagascar.

Delivering closing remarks at the summit on Wednesday, President Ramaphosa said the engagements by Heads of State and Government reflected a shared commitment to peace and stability in the region.

“The unity of purpose that has governed our engagements on this and other critical matters affecting our region is indeed commendable. We must continue in this vein,” he said.

President Ramaphosa said deliberations on Madagascar had been “substantive, detailed, constructive and most importantly, outcomes based,” underscoring SADC’s resolve to support a peaceful resolution to the country’s political challenges.

He called on the people of Madagascar to seize the moment and pursue national reconciliation.

“We call on all the Malagasy people to take this opportunity to deeply reflect on the challenges facing their country and choose the path of peace, unity, reconciliation and development,” the President said.

The SADC Chairperson welcomed the restoration of calm in Madagascar and noted steps taken by the Transitional Government to initiate national consultations earlier this month, saying these developments provided a foundation for further engagement and dialogue.

President Ramaphosa emphasised that SADC would remain actively engaged in Madagascar’s transition process, reaffirming the regional bloc’s commitment to peace, constitutional order and democratic governance.

He also highlighted the importance of cooperation among SADC Member States, noting that instability in one part of the region has implications for all. 

“Inasmuch as conflict and instability in one part of the region impacts us all, cooperation is key to the region’s stability, peace and progress,” he said.

Turning to organisational matters, President Ramaphosa congratulated Zambian President Hakainde Hichilema on his election as incoming Chair of SADC, expressing confidence in continued collaboration to advance the organisation’s mandate.

“I look forward to working closely with you, my dear brother as we advance the mandate of SADC in pursuit of peace, security and shared prosperity for our region and all its peoples,” he said.

President Ramaphosa concluded by thanking Heads of State and Government, Ministers and senior officials for their participation and preparatory work and extended well wishes to the region.
