Vaal Dam gates remain fully open as levels rise

The Department of Water and Sanitation (DWS) has announced that it will maintain the current status of keeping all 10 sluice gates open at the Vaal Dam. 

At Bloemhof Dam, an increase in release of 1 200 cubic meters per second (m³/s) has been activated through the radial gates, starting at 10 am, this morning.

According to the department, the Vaal Dam’s current level is at 106.80%, with an inflow of 1 327.52 m³/s and an outflow of 1 359 m³/s. 

Meanwhile, the Bloemhof Dam’s level is at 97.76%, with an outflow of 1 002 m³/s, which will rise to 2 202 m³/s after the increased release.

The department said it continues to implement its flood management operations within the Integrated Vaal River System (IVRS).

“DWS remains on high alert and will continue to conduct real-time monitoring of inflows at both Vaal and Bloemhof Dams as the country experiences sustained rainfall this week, necessitating continuous monitoring and proactive intervention. Further updates will be issued as conditions change.

“As the releases continue, from the Vaal and Bloemhof Dams, downstream areas may experience overflowing riverbanks, which could affect infrastructure located in low-lying zones of the floodplain,” the statement read.

The department urgently urges communities along the Vaal River, especially those in riparian settlements, to stay vigilant and closely monitor rising river levels.

Farmers and residents with pumps, movable equipment, or infrastructure located near the water’s edge should take immediate action to secure their assets.

In addition, livestock and valuable property should be relocated to higher ground.

“The opening of sluice gates is a standard operating procedure and a critical dam safety measure implemented when water levels rise sharply. Controlled releases help prevent overtopping, safeguard the structural integrity of dam infrastructure and protect communities downstream from potential disaster.” – SAnews.gov.za

NTCSA welcomes awarding of Market Operator Licence

The National Transmission Company South Africa SOC Ltd (NTCSA) has received the Market Operator Licence which bring the country closer to establishing a competitive market for electricity provision.

“The NTCSA today received approval from NERSA of its Market Operator Licence application, marking an important step toward establishing a fair, competitive market for electricity in South Africa,” the NTCSA said in a statement on Thursday.

Having commenced trading last year, the NTCSA is wholly owned subsidiary of Eskom and will own and operate the country’s national transmission system, the world-class System Operator, the grid strengthening function and energy market services among others.

In March last year, the NERSA announced that it had approved Eskom’s application for a transfer of its powers and duties related to section 34 Power Purchase Agreements (PPAs) with Independent Power Producers (IPPs) to the NTCSA.

The as the license was granted by the National Energy Regulator of South Africa (NERSA).

The purpose of the Market Operator Licence is to authorise the NTCSA to operate and administer a new electricity market platform in accordance with the Electricity Regulation Amendment Act (ERAA).

The approval of the licence enables further progress toward a transparent, non-discriminatory trading environment that allows a wider range of participants to compete on equal terms.

“This is a significant milestone for South Africa’s evolving electricity sector. A competitive market will unlock economic and societal benefits over time by broadening participation, stimulating investment in new capacity, and enhancing long-term system resilience. We welcome also the creation of the Electricity Market Advisory Forum (EMAF) and the Grid Capacity Allocation rules” said the transmission company’s Chief Executive Officer, Monde Bala.

Bala said the entity which is the transmission arm of Eskom has undertaken extensive engagement on the Market Code with stakeholders across the sector.

“With the Market Operator now licenced, the next step is to finalise the Market Code and submit it to NERSA for its consideration and approval, thereby establishing a clear and stable rules framework for the operation of the future electricity market,” said Bala.

Finalisation of the Market Code 

With extensive preparatory work already completed, the NTCSA will now focus on finalising the Market Code for submission to NERSA, which makes the final decision on approval.

The NTCSA has ensured the proposed Market Code reflects broad stakeholder input and supports the transition to a competitive marketplace.

“The NTCSA will await the licence conditions and reason for decision and will submit any further information required by NERSA relating to potential conflicts of interest and independence within the context of the market development roadmap,” said the NTCSA.

Eskom welcomes NERSA decision

Meanwhile, Eskom has welcomed the NERSA decision to award a Market Operator Licence to the NTCSA as the next step to establishing a market for electricity and delivering competition.

“The awarding of the Market Operator Licence to the NTCSA represents significant progress in establishing a competitive electricity market in South Africa. It aligns with global best practice, supports a level playing field for market participation and enhances certainty for investors looking to bring new capacity into the system,” said Eskom Group Chief Executive, Dan Marokane said.

In its statement on Thursday, Eskom said the decision is an important milestone in the country’s energy reform agenda and in building a power system that is more secure, better run, and open to wider participation.

“With the Market Operator now licensed, and following extensive engagement on the Market Code already undertaken with stakeholders, the necessary structures are in place for its finalisation and submission to NERSA who provides final approval.

“Further, the publication of the grid allocation rules will provide a clear basis for performance reporting to all stakeholders, and the Electricity Market Advisory Forum will play a vital guidance and advisory role. This sends a strong signal to investors that the country remains committed to a rules-based transition to a competitive marketplace,” Marokane explained.

The ERAA provides the legal foundation for restructuring the electricity sector. It mandates the establishment of a fully independent Transmission System Operator (TSO) within five years, while allowing NTCSA to temporarily fulfil certain TSO roles during the transition.

“Eskom is implementing the building blocks to ensure this is achieved within the anticipated timelines. Eskom has transitioned from a single, vertically integrated company to a group structure.”

The power utility said it will manage the changes responsibly, in partnership with government, regulators, organised labour, municipalities and all relevant stakeholders.

“A structured engagement process is underway to keep stakeholders informed, safeguard power system stability and support employees throughout the unbundling journey,” it said. –SAnews.gov.za 
 

Government condemns Guinea-Bissau coup

The South African Government has condemned the unconstitutional military seizure of power in Guinea-Bissau.

The Presidency said that the timing of this action, which occurred during a crucial phase of the democratic electoral process, displays a significant disregard for the constitutional order and the will of the people of Guinea-Bissau.

“In unwavering support of the African Union’s principle of ‘zero tolerance’ for unconstitutional changes of government, South Africa calls for the immediate restoration of the legitimate civilian government and the unhindered completion of the electoral process,” the Presidency said in a statement on Thursday.

Reports indicate that Major General Horta Inta-A has been sworn in as the transitional President of Guinea-Bissau, just one day after army officers announced the ousting of the country’s President, marking the latest military coup in the West African nation.

Inta-A, who has served as the Chief of Staff of the Army, is believed to have had a close relationship with the recently deposed President Umaro Sissoco Embalo.

On Thursday, the Chairperson of the African Union Commission also condemned the military coup and called for the immediate and unconditional release of Embalo and all detained officials. 

“We urge all national stakeholders to pursue peaceful dialogue and affirm our commitment to work with the African Union and ECOWAS [Economic Community of West African States] to support a swift return to constitutional order and lasting stability in Guinea-Bissau,” the Presidency said. 

According to reports, ousted President Embalo arrived in Senegal on a special flight after an intervention by the West African regional bloc. – SAnews.gov.za

Basic Education marks conclusion of 2025 NSC exams

The Department of Basic Education (DBE) says the 2025 National Senior Certificate (NSC) examinations have officially reached their conclusion, with rewrite opportunities for selected subjects having taken place on Thursday. 

In a statement on Thursday, the DBE said provinces have reported high levels of stability, procedural consistency and compliance throughout the exam period.

This as this year’s NSC examinations concluded on Thursday, 27 November 2025.

The DBE commended the Class of 2025 for the resilience and maturity shown during what it described as “a demanding but well-managed” examination cycle. 

To ensure fairness, additional papers are being administered as second-opportunity sittings for candidates who could not complete their exams due to valid reasons, a move the department says demonstrates its continued commitment to equity and access.

“The 2025 NSC examinations has operated with discipline, reliability, and problem-solving agility across all provinces. Minor administrative omissions inevitable at this national scale were identified early, escalated appropriately, and resolved without disadvantage to any candidate,” the DBE said. 

Incidents 

The department said it also noted a rise in candidates experiencing illness and anxiety-related difficulties. As a result, psychosocial support teams were activated through the Khuluma for Wellness platform and provincial units, ensuring affected learners received counselling and could continue writing, including from hospitals or alternative venues where required.

However, the department expressed concern over isolated incidents of crime and unrest. This included an armed robbery at an overnight study camp, after which trauma counselling was provided and affected candidates scheduled to write a special paper on Thursday, 27 November 2025. 

The DBE further conveyed its condolences following the death of a learner linked to an irregularity matter, an incident it says highlights the need for continued ethical and emotional preparation of young people for high-stakes examinations.

“Pens down”

With the end of the exam season that began on 21 October 2025, the department has urged learners to avoid unsafe celebrations linked to unregulated “Pens Down” parties, warning of risks such as alcohol abuse, violence and exploitation. 

“Unregulated pens down” parties expose learners to alcohol abuse, violence, exploitation, and serious personal harm. The department urged candidates to prioritise rest, discipline, and final revision; to report any unsafe gatherings to trusted adults or authorities; and to honour their schooling journey by returning all textbooks and learning materials. 

“Learners are also encouraged to demonstrate responsible citizenship by donating uniforms or stationery where possible, further strengthening the culture of care within school communities. These actions reflect the civic responsibility and maturity expected of the Class of 2025,” the department said.

Marking

Early marking, which began on 22 November 2025, has now been completed successfully. The DBE said this phase allowed for verification of systems, finalisation of training and readiness assessments ahead of the full-scale national marking process.

Full marking will officially commence on 1 December 2025 across designated centres, with more than 52 000 markers appointed nationally, one of the largest deployments of academic expertise in the public sector. 

“Their professionalism, independence, and technical skill form the backbone of the credibility of the NSC examinations. Marking preparations have included the verification of centre readiness, security controls, script-management systems, extensive training for chief and senior markers, and pre-standardisation processes to ensure uniform application of marking guidelines,” the department said. 

It added that oversight visits by the Director-General have reinforced confidence in the integrity of the process.

The DBE thanked educators, invigilators, principals, district officials, provincial teams and parents for their collective role in ensuring a secure and credible examination environment. 

The department said the system continues to demonstrate strong coordination, technical capacity and resilience.

With full-scale marking ahead, the DBE expressed confidence that the professionalism of markers and the sector’s commitment will uphold the credibility of the NSC as the country moves into the results-finalisation phase.

“These collective efforts reflect a national system that is strong, responsive, and professionally aligned as it transitions into the marking and results-finalisation phase. The department remains assured that the dedication shown throughout the examination period will continue to guide the sector in delivering a credible and fair outcome for the Class of 2025,” the department said. – SAnews.gov.za

Côte d’Ivoire : le Groupe de la Banque africaine de développement et les États-Unis échangent sur des opportunités communes pour soutenir la transformation économique

Le directeur général adjoint du Groupe de la Banque africaine de développement (www.AfDB.org) pour l’Afrique de l’Ouest, Joseph Martial Ribeiro, a reçu, le 17 novembre dernier au siège de l’institution à Abidjan, une délégation américaine de haut niveau conduite par Jessica Davis Ba, ambassadrice des États-Unis en Côte d’Ivoire, et Alex Severens, administrateur suppléant du Groupe de la Banque pour les États-Unis. Cette rencontre visait à renforcer la coopération bilatérale, avec un objectif commun : soutenir la transformation économique de la Côte d’Ivoire et dynamiser les partenariats d’investissement.

M. Ribeiro a présenté un aperçu global et actualisé du portefeuille du Groupe de la Banque en Côte d’Ivoire. Il a indiqué que l’institution financière panafricaine était engagée, à fin octobre, dans 46 opérations pour un montant global de 4,2 milliards de dollars américains. Ces projets soutiennent en particulier les infrastructures, le secteur financier, le secteur de l’énergie, la transformation de l’agriculture, l’industrialisation et le développement du secteur privé en Côte d’Ivoire.

L’économiste principal du Groupe de la Banque pour l’Afrique de l’Ouest, Marcellin Ndong Ntah, a présenté un bilan économique détaillé de la Côte d’Ivoire, soulignant la résilience remarquable de son économie, avec une croissance estimée à 6% en 2024 et des perspectives tout aussi favorables pour 2025-2026 (6,5%). M. Ndong Ntah a également exposé les orientations majeures du Document de stratégie pays (DSP 2023-2028) de la Côte d’Ivoire axées sur la diversification, la durabilité et la transformation structurelle, avant de préciser qu’une revue à mi-parcours du DSP était prévue en 2026.

La réunion s’est poursuivie par une présentation du portefeuille pays et du programme opérationnel indicatif du Groupe de la Banque pour 2026 par Blanche Kiniffo, chargée de programmes pays. Elle a mis en lumière un portefeuille particulièrement dynamique, dominé par les secteurs du transport, de la finance, de l’énergie et de l’agriculture, qui concentrent plus de 80 % des financements de l’institution en Côte d’Ivoire. Les projections pour l’année 2026 prévoient de nouvelles opportunités dans des domaines clés tels que l’industrialisation, la gouvernance et l’eau et l’assainissement.

De son côté, la délégation américaine a présenté la stratégie commerciale des États-Unis en Côte d’Ivoire élaboré par un groupe du travail spécifique (U.S. Embassy Prosperity Working Group). Les échanges ont permis ensuite d’identifier plusieurs axes de rapprochement entre les priorités américaines et les interventions du Groupe de la Banque, ouvrant la voie à des initiatives conjointes dès 2026, notamment en faveur du secteur privé.

Les discussions ont aussi porté sur les opportunités en matière de passation de marchés et le pipeline de projets du Groupe de la Banque africaine de développement en Côte d’Ivoire, ainsi que sur les opérations du secteur privé, incluant les instruments de financement et les perspectives pour les entreprises américaines.

Cette séance de travail, à la fois technique et stratégique, a confirmé une volonté commune d’approfondir le dialogue et de renforcer les collaborations autour de projets à fort impact. Les deux parties ont réaffirmé leur engagement à créer un environnement propice aux investissements et à soutenir les entreprises intéressées par les opportunités offertes en Côte d’Ivoire.

République démocratique du Congo (RD Congo) : le gouvernement et la Banque africaine de développement adoptent un plan d’amélioration de la performance du portefeuille

Le gouvernement de la République démocratique du Congo (RDC) et le Groupe de la Banque africaine de développement (www.AfDB.org) ont validé un plan commun d’amélioration de la performance du portefeuille des projets de l’institution au terme d’une revue de portefeuille organisée du 17 au 20 novembre à Kinshasa.

Ce plan met l’accent sur une appropriation renforcée des projets par les ministères sectoriels, une meilleure maturation des opérations et une programmation plus coordonnée des investissements. Il prévoit également la digitalisation des processus de mise en œuvre et de rapportage, le renforcement des capacités des équipes et une collaboration plus proactive pour réduire les délais d’exécution. Enfin, il introduit un dispositif d’évaluation de la performance des Unités de gestion assorti de mécanismes d’incitation enfin d’accélérer la mise en œuvre des projets et d’en optimiser l’impact.

« La performance des projets financés par la Banque africaine de développement est essentielle pour répondre aux attentes légitimes de notre population », a déclaré la vice-ministre des Finances de la RDC, Yamba Kazadi Gracia. Avant d’ajouter : « Chaque dollar non utilisé représente une école non construite, une route non réhabilitée, un centre de santé non équipé. Nous avons le devoir moral et politique de transformer ces financements en résultats tangibles pour le développement de notre pays ».

Le directeur général adjoint du Groupe de la Banque pour l’Afrique centrale, Mohamed Chérif, a salué la qualité du dialogue avec les autorités congolaises et réaffirmé l’engagement de l’institution panafricaine à accompagner le pays dans la réalisation de ses priorités nationales.

Pour M. Chérif, « cette rencontre témoigne de notre engagement commun à accompagner la vision nationale et réaffirme notre soutien aux grandes priorités nationales (…). C’est pour cette raison que nous nous devons de travailler davantage ensemble pour améliorer l’efficacité de nos projets et programmes et de renforcer leur impact sur le développement et le bien-être des populations congolaises. »

La revue de la performance du portefeuille pays, qui constitue un moment clé du dialogue stratégique et opérationnel entre le Groupe de la Banque et le gouvernement congolais, visait à évaluer l’état d’avancement des opérations financées par l’institution, à identifier les contraintes qui freinent leur mise en œuvre et à convenir d’actions prioritaires pour améliorer la performance globale du portefeuille.

Pendant trois jours, les équipes techniques du gouvernement, à travers la Cellule de suivi des projets et programmes du ministère des Finances, des Unités de gestion des projets du Groupe de la Banque ont travaillé en ateliers thématiques afin d’examiner en détail chaque opération, d’évaluer les progrès réalisés, de relever les défis, d’en proposer des mesures correctives adaptées et les actions concrètes pour une mise en œuvre efficace.

Le portefeuille actif du Groupe de la Banque africaine de développement en République démocratique du Congo s’élève à plus de 1,6 milliard de dollars, couvrant les secteurs de l’agriculture, des transports, de l’énergie, des réseaux d’eau potable et d’assainissement, de la gouvernance, du capital humain et du numérique. Le portefeuille de la Banque en RDC est l’un des plus importants du Groupe de la Banque en Afrique centrale en termes d’engagement.

Costa do Marfim: Grupo Banco Africano de Desenvolvimento e Estados Unidos debatem oportunidades comuns para apoiar a transformação económica

O diretor-geral adjunto do Grupo Banco Africano de Desenvolvimento (www.AfDB.org) para a África Ocidental, Joseph Martial Ribeiro, recebeu, no dia 17 de novembro, na sede da instituição em Abidjan, uma delegação americana de alto nível liderada por Jessica Davis Ba, embaixadora dos Estados Unidos na Costa do Marfim, e Alex Severens, governador suplente do Grupo Banco para os Estados Unidos.

Este encontro teve como objetivo reforçar a cooperação bilateral, com um objetivo comum: apoiar a transformação económica da Costa do Marfim e dinamizar as parcerias de investimento. Martial Ribeiro apresentou uma visão global e atualizada da carteira do Grupo Banco na Costa do Marfim.

No final de outubro, a instituição financeira pan-africana estava envolvida em 46 operações, num montante total de 4,2 mil milhões de dólares. Esses projetos apoiam, em particular, as infraestruturas, o setor financeiro, o setor energético, a transformação da agricultura, a industrialização e o desenvolvimento do setor privado na Costa do Marfim.

O economista principal do Grupo Banco para a África Ocidental, Marcellin Ndong Ntah, apresentou um balanço económico detalhado da Costa do Marfim, destacando a notável resiliência da sua economia, com um crescimento estimado em 6% em 2024 e perspetivas igualmente favoráveis para 2025-2026, na ordem dos 6,5%. Ndong Ntah também expôs as principais orientações do Documento de Estratégia do País (CSP 2023-2028) da Costa do Marfim, centradas na diversificação, sustentabilidade e transformação estrutural, antes de precisar que uma revisão intercalar estava prevista para 2026.

A reunião prosseguiu com uma apresentação da carteira do país e do programa operacional indicativo do Grupo Banco para 2026 por Blanche Kiniffo, responsável pelos programas do país. Destacou uma carteira particularmente dinâmica, dominada pelos setores de transportes, finanças, energia e agricultura, que concentram mais de 80% dos financiamentos da instituição na Costa do Marfim. As projeções para o ano de 2026 preveem novas oportunidades em áreas-chave, como industrialização, governação e água e saneamento.

Por seu lado, a delegação americana apresentou a estratégia comercial dos Estados Unidos na Costa do Marfim, elaborada por um grupo de trabalho específico (U.S. Embassy Prosperity Working Group). As discussões permitiram identificar várias áreas de convergência entre as prioridades americanas e as intervenções do Grupo Banco, abrindo caminho para iniciativas conjuntas a partir de 2026, nomeadamente direcionadas para o setor privado.

As discussões também incidiram sobre as oportunidades em matéria de contratos públicos e o pipeline de projetos do Grupo Banco Africano de Desenvolvimento na Costa do Marfim, bem como sobre as operações do setor privado, incluindo os instrumentos de financiamento e as perspetivas para as empresas americanas.

Esta sessão de trabalho, tanto técnica como estratégica, confirmou a vontade comum de aprofundar o diá. e reforçar a colaboração em torno de projetos de grande impacto. Ambas as partes reafirmaram o seu compromisso em criar um ambiente propício ao investimento e apoiar as empresas interessadas nas oportunidades disponíveis na Costa do Marfim.

República Democrática do Congo (RDCongo): Governo e Banco Africano de Desenvolvimento adotam plano para melhorar o desempenho da carteira

O governo da República Democrática do Congo (RDCongo) e o Grupo Banco Africano de Desenvolvimento (www.AfDB.org) aprovaram um plano comum para melhorar o desempenho da carteira de projetos da instituição, após uma revisão da carteira realizada de 17 a 20 de novembro em Kinshasa.

Este plano enfatiza uma maior apropriação dos projetos pelos ministérios setoriais, uma melhor maturação das operações e uma programação mais coordenada dos investimentos. Prevê também a digitalização dos processos de implementação e relatório, o reforço das capacidades das equipas e uma colaboração mais proativa para reduzir os prazos de execução. Por fim, introduz um mecanismo de avaliação do desempenho das Unidades de Gestão, acompanhado de mecanismos de incentivo para acelerar a implementação dos projetos e otimizar o seu impacto.

“O desempenho dos projetos financiados pelo Banco Africano de Desenvolvimento é essencial para responder às expectativas legítimas da nossa população”, afirmou a vice-ministra das Finanças da RDCongo, Yamba Kazadi Gracia. “Cada dólar não utilizado representa uma escola não construída, uma estrada não reabilitada, um centro de saúde não equipado. Temos o dever moral e político de transformar estes financiamentos em resultados tangíveis para o desenvolvimento do nosso país”, acrescentou.

O diretor-geral adjunto do Grupo Banco para a África Central, Mohamed Chérif, saudou a qualidade do diá. com as autoridades congolesas e reafirmou o compromisso da instituição pan-africana em acompanhar o país na realização das suas prioridades nacionais.

Para Chérif, “este encontro testemunha o nosso compromisso comum em acompanhar a visão nacional e reafirma o nosso apoio às grandes prioridades nacionais (…). É por esta razão que devemos trabalhar mais em conjunto para melhorar a eficácia dos nossos projetos e programas e reforçar o seu impacto no desenvolvimento e bem-estar das populações congolesas”.

A revisão do desempenho da carteira do país, que constitui um momento-chave do diá. estratégico e operacional entre o Grupo Banco e o governo congolês, teve como objetivo avaliar o estado de avanço das operações financiadas pela instituição, identificar os constrangimentos que impedem a sua implementação e acordar ações prioritárias para melhorar o desempenho global da carteira.

Durante três dias, as equipas técnicas do governo, através da Unidade de Acompanhamento de Projetos e Programas do Ministério das Finanças, e as Unidades de Gestão de Projetos do Grupo Banco trabalharam em workshops temáticos para examinar em detalhe cada operação, avaliar os progressos realizados, identificar os desafios e propor medidas corretivas adequadas e ações concretas para uma implementação eficaz.

A carteira ativa do Grupo Banco Africano de Desenvolvimento na RDCongo ascende a mais de 1,6 mil milhões de dólares, abrangendo os setores da agricultura, transportes, energia, redes de água potável e saneamento, governação, capital humano e digital. A carteira do Banco no país é uma das mais importantes do Grupo Banco na África Central em termos de compromisso.

Director General of Operations at Senegal’s Energy Ministry to Speak at MSGBC 2025

Papa Samba, Director General of Control and Monitoring Operations at Senegal’s Ministry of Energy, Petroleum and Mines has been confirmed as a speaker at the upcoming MSGBC Oil, Gas & Power 2025 conference and exhibition – taking place from December 8-10 in Dakar.

Samba is expected to showcase upcoming projects aimed at ensuring the sustainable growth of the country’s oil and gas sector, including a $1 billion, 400 km national gas pipeline project led by State-owned Réseau Gazier du Sénégal. Once operational, the pipeline will connect offshore fields – including the GTA gas hub and the upcoming deepwater Yakaar-Teranga field – to power plants and industrial zones across the country, driving the country’s energy security, affordability and access agenda. The pipeline will transport up to 2.5 billion cubic meters of gas annually.

Senegal is also prioritizing the expansion of its refinery capacity to enhance local value addition to cater for growing petroleum demands locally and across the region. The Société Africaine de Raffinage is progressing its SAR 2.0, $2–5 billion expansion project, which will increase refining capacity from 1.5 million tons per year to 5.5 million tons by 2029.

Côte d’Ivoire: the African Development Bank Group and the United States discuss joint opportunities to support economic transformation

A senior African Development Bank (www.AfDB.org) official met with a high-level United States delegation at the Bank’s headquarters on 17 November to discuss ways to deepen cooperation and strengthen support for Côte d’Ivoire’s economic transformation and investment priorities.

The meeting was led on the Bank side by Joseph Martial Ribeiro, Deputy Director General for West Africa, and on the US side by Jessica Davis Ba, United States Ambassador to Côte d’Ivoire, and Alex Severens, the Bank Group’s Alternate Executive Director for the U.S. The discussions focused on opportunities to expand collaboration across key sectors.

Ribeiro provided an updated overview of the Bank Group’s portfolio in Côte d’Ivoire, noting that as of the end of October the institution was financing 46 operations totalling $4.2 billion. These investments support infrastructure, the financial sector, energy, agricultural transformation, industrialisation, and private sector development.

The Bank Group’s Lead Economist for West Africa, Marcellin Ndong Ntah, presented a detailed economic briefing, highlighting the country’s strong macroeconomic performance, with growth estimated at six percent in 2024 and expected to reach 6.5 percent in 2025–2026. He also outlined the strategic focus of Côte d’Ivoire’s Country Strategy Paper (CSP 2023–2028) — centred on diversification, sustainability, and structural transformation—and noted that a mid-term review is planned for 2026.

The meeting continued with a presentation of the Bank Group’s country portfolio and indicative operational programme for 2026 by Blanche Kiniffo, Country Programme Officer. She highlighted a particularly dynamic portfolio, dominated by the transport, finance, energy and agriculture sectors, which account for more than 80 percent of the institution’s financing in Côte d’Ivoire. Projections for 2026 foresee new opportunities in key areas such as industrialisation, governance, and water and sanitation.

For its part, the US delegation presented the country’s trade strategy in Côte d’Ivoire, developed by a specific working group (the US Embassy Prosperity Working Group). The discussions then identified several areas of convergence between US priorities and the Bank Group’s interventions, paving the way for joint initiatives starting in 2026, particularly in favour of the private sector.

Discussions also focused on procurement opportunities and the African Development Bank Group’s project pipeline in Côte d’Ivoire, as well as private sector operations, including financing mechanisms and prospects for US companies.

This working meeting, which was both technical and strategic, confirmed a shared desire to deepen dialogue and strengthen collaboration on high-impact projects. Both parties reaffirmed their commitment to creating an investment-friendly environment and supporting companies interested in opportunities in Côte d’Ivoire.
