Republic of Sierra Leone Becomes 51st Member of Islamic Corporation for the Insurance of Investment and Export Credit (ICIEC), Strengthening West Africa’s Trade & Investment Linkages

The Islamic Corporation for the Insurance of Investment and Export Credit (ICIEC) (http://ICIEC.IsDB.org), a Shariah-based multilateral insurer and member of the Islamic Development Bank Group, is pleased to announce the accession of the Republic of Sierra Leone as its 51st Member Country.

This milestone marks ICIEC’s expanding presence in Sub-Saharan Africa and underscores Sierra Leone’s commitment to strengthening its trade and investment partnerships through multilateral cooperation. DRC Mining Week wins “Event of the Year” at the Katanga Awards

DRC Mining Week, organised annually by VUKA Group (https://WeAreVUKA.com/) in Lubumbashi, has been awarded “Event of the Year” at the Katanga Awards, reaffirming its status as the leading platform for mining investment, project development, and economic transformation in the Democratic Republic of the Congo.

Two suspects to appear before Pretoria Magistrate’s Court on charges of corruption

Two suspects — a police official attached to the Directorate for Priority Crime Investigation (DPCI) and a Tembisa Hospital official — are expected to appear before the Pretoria Magistrate’s Court this morning on charges of corruption.

It is alleged that on Friday a DPCI officer was approached by a 41-year-old suspect, a sergeant from the DPCI. 

The sergeant informed the officer that a 53-year-old Tembisa Hospital official wanted to meet regarding an ongoing investigation linked to the hospital. The sergeant further indicated that the hospital official required assistance and was willing to offer gratification in order to avoid prosecution in the ongoing investigation.

On Sunday, the Hawks member and the Tembisa Hospital official met with the complainant, the investigator in the case, and handed over R100 000 cash as gratification. An operation authorised by the Director of Public Prosecutions was subsequently executed by the DPCI’s Serious Corruption Investigation unit leading to the arrest of both the sergeant and the Tembisa Hospital official.

The Acting National Head of the Directorate for Priority Crime Investigation, Lieutenant General Siphosihle Nkosi, commended the investigating officer, who refused to concede to criminal solicitation.

“We assure the public that investigations relating to corruption at Tembisa Hospital will continue without deterrence. We also emphasise that those within the DPCI who involve themselves in criminal activities will be rooted out of the organisation,” said Nkosi.

The DPCI remains committed to upholding transparency, accountability, and the rule of law and remains steadfast in the fight against corruption. – SAnews.gov.za

Tributes pour in for South Africa’s first female judge

Minister of Justice and Constitutional Development, Mmamoloko Kubayi, has paid tribute to Judge Leonora van den Heever who has passed away at the age of 99. 

Van den Heever was the first woman ever to serve as a judge in South Africa.

“Known for her sharp wit, humanity, and rigorous legal mind, she transformed the judiciary not only through her historic firsts but through the substance of her contributions.

“Her career opened doors for generations of women in law and remains a lasting example of judicial excellence,” Kubayi said.

The Minister also noted that Judge van den Heever’s appointment as the first woman judge in South Africa was ground-breaking and instrumental in the transformation of the country’s judiciary, as it paved the way for generations of women judges who have since followed in her footsteps.

She described van den Heever as a “pioneering and principled jurist whose legacy is defined by integrity, courage, and a deep commitment to justice.”

“The late judge broke significant barriers while upholding exceptional standards of clarity, independence, and fairness. Judge van den Heever’s significant body of work included landmark judgments protecting citizens’ rights, such as issuing an interdict against police harassment of students, and firmly correcting trial irregularities in magistrates’ courts to safeguard fair procedure.”

The Minister added that Judge van den Heever made a significant contribution to interpreting the Divorce Act, emphasising that a divorce should be granted only when there is clear and demonstrable evidence of the irretrievable breakdown of a marriage.

“Known for her sharp wit, humanity, and rigorous legal mind, she transformed the judiciary not only through her historic firsts but through the substance of her contributions. Her career opened doors for generations of women in law and remains a lasting example of judicial excellence,” Kubayi said.

The judiciary – led by Chief Justice Mandisa Maya, also sent their condolences to van den Heever’s family.

The Chief Justice said: “To her family, we offer our heartfelt condolences. The Judiciary mourns with you and honours her memory. To her former colleagues, the legal fraternity and all whose lives she touched – may we continue to emulate her strength of character and her unshakeable faith in the power of the law to serve society”.

A career of distinction

In a statement, the Office of the Chief Justice described van den Heever’s career as distinguished and a “testament to courage and perseverance”.

“As South Africa’s first female judge, first appointed in 1969, she shattered a formidable glass ceiling at a time when the bench was the exclusive preserve for male Judges.

“Later, in 1991, she became the first woman to serve permanently at the Appellate Division which became the Supreme Court of Appeal. Her pioneering presence opened doors for women in the Judiciary law, and her legacy lives on in the many who follow in her footsteps,” the statement read.

Van den Heever retired from the bench in 1996.

“Her legal mind was sharp, principled. She rendered judgments of clarity and conviction, moulding legal doctrine with integrity and a sense of justice that transcended the courtroom.

“Beyond her role in the Judiciary, she was a woman of culture and an author of note. She wrote children’s books, short stories, and contributed to significantly to South African literary life. Her commitments extended also into service on cultural boards, poetry, and the arts,” the office said.

She was awarded numerous honours including an honorary Doctor of Laws (LLD), “recognising not only her legal acumen but her unwavering dedication to justice and fairness”.

“Justice Leonora Van den Heever leaves behind a legacy that is both enduring and transformational. She reminds us that courage and conviction can reshape institutions and open pathways where none existed before. Though she has passed from this world, her spirit endures in the very fabric of our courts.

“May she rest in peace, and may her life continue to inspire our judicial service and pursuit of justice,” the statement concluded.– SAnews.gov.za

Fastest Trade Route to Walvis Bay Port Launched by Western Corridor Limited in Zambia

His Excellency, the President of the Republic of Zambia, Mr. Hakainde Hichilema, officiated at the groundbreaking ceremony of the Western Corridor Transformation Project, marking the official commencement of a landmark development initiative undertaken through a Public-Private-Partnership (PPP) with Western Corridor Limited (WCL). Executed as a Special Purpose Vehicle (SPV), the Western Corridor Limited (https://www.WesternCorridorLimited.com) is the concessionnaire incorporated by BeefCo Limited and First Quantum Minerals (FQM) Limited.

Significant work has already commenced on the project since the groundbreaking ceremony held on October 31, 2025 in Kasempa town. The ceremony was attended by key Government Officials such as the Minister of Finance and National Planning, Dr. Situmbeko Musokotwane, the Minister of Commerce, Trade and Industry, Mr. Chipoka Mulenga, the Minister of Infrastructure and Urban Development, Mr. Charles Milupi, the Road Development Agency (RDA) officials, senior government personnel, traditional leaders, private sector partners and members of the electorate.

This project is a strategic private sector-led initiative, aligned with the government’s Eighth National Development Plan (8NDP). It is poised to unlock the vast economic potential of the Western Corridor through strategic investments in key sectors, including integrated agriculture, infrastructure development, and value addition.

Western Corridor Limited (WCL) is set to upgrade the current gravel alignment to bituminous standard, including two new bridges over the Lalafuta and Luena rivers and selected urban road works in Kasempa and Kaoma Districts. The 371km road project promises improved road standards which will significantly reduce travel times, create jobs and boost export potential. The road will link key mining zones and boost agricultural capacity, as well as being the fastest trade route to the port at Walvis Bay in Namibia.

Speaking at the ceremony, President Hakainde Hichilema highlighted the project’s alignment with government priorities in driving economic growth, particularly in agriculture and mining. The President highlighted the vast potential that awaits in regional connectivity and international trade, he said, “This road means business, business to move goods from Zambia to the world through the port of Walvis Bay, and from the world, through Walvis Bay, back to Zambia.” The President emphasized that even when the country was bankrupt, the main priority was to help the people of Zambia through interventions such as the Public-Private-Partnership (PPP) to unlock investment. “This is a great day because infrastructure, roads in particular, open up investment. From Mutanda to Kasempa, Kaoma to Mongu, Senanga to Sesheke upto Katima Mulilo; this will be the fastest route to Walvis Bay. Since Independence, the residents of Kasempa can for the first time travel shorter distances to Lusaka through Kaoma and Mumbwa,”

The President further expressed contentment at the prospect of the improved road infrastructure directly addressing issues of unemployment by providing jobs to the local community and the youth as well as providing support for MSMEs through opportunities for local contractors and suppliers, with at least 20% of project works reserved for Zambian citizen contractors, service providers and/ or suppliers.

Western Corridor Limited’s CEO, Buks Jansen Van Rensburg reiterated the importance of working as a team to actualise the vision of the Mutanda to Kaoma road.  He stated, “Let’s build more roads, let’s protect our roads and infrastructure and give support to the country and to all the communities,” he emphasised. “Do not look for outside help, let’s look for Zambian solutions to Zambian challenges. Honourable Milupi gave Western Corridor Limited an opportunity, he pushed us out of our limits and now this road is a reality through Public-Private-Partnership,” he added.

First Quantum Minerals (FQM) Limited Country Manager, Dr. Godwin Beene, said the initiative reflects FQM’s belief that mining must act as a catalyst for inclusive and sustainable development. “We understand that a thriving mining sector depends on a robust and well-maintained road network — one that connects production centers to markets, communities to opportunities, and people to prosperity”, Dr. Beene asserted. He added that, “over the past decade, First Quantum Minerals has invested in road infrastructure within Solwezi and Kalumbila. These projects, like this one, were designed to improve accessibility, enhance safety, and stimulate local enterprise. The Mutanda–Kaoma Road builds upon that legacy; demonstrating how responsible private investment can meaningfully complement public infrastructure priorities.”

The groundbreaking ceremony signifies the beginning of major development works, heralding a new era of economic and social prosperity for the Western Corridor. This event underscores the Government’s commitment to fostering sustainable development, creating significant employment opportunities, and improving livelihoods throughout the province.

Africans strongly support women’s autonomy in marriage and reproductive decisions, but are divided on contraceptive access, new Afrobarometer Pan-Africa Profile reveals

Most Africans support the right of girls and women to make their own choices about marriage and childbearing, a new Afrobarometer (www.Afrobarometer.org) Pan-Africa Profile report (http://apo-opa.co/3Kjg688) shows.

The report, based on 50,961 interviews conducted during Afrobarometer’s Round 10 surveys across 38 African countries in 2024/2025, shows that most citizens want girls who become pregnant to be allowed to continue their schooling. A large majority also favour the teaching of sexuality education in schools to help young people make informed decisions about their health and relationships.

Despite strong support for teaching sexuality education in schools, public opinion is divided on whether to make contraceptives available to anyone who is sexually active regardless of age. However, a majority of Africans endorse the idea of making contraceptives available to anyone who is sexually active regardless of marital status.

Opinions are also mixed on the issue of abortion: There is broad acceptance of pregnancy termination if the mother’s health or life is in danger, but only half of citizens consider abortion justifiable if the pregnancy is due to rape or incest, and there is strong opposition to abortion if the woman does not want to have a baby or does not have the resources to take care of one.

Given the sensitive nature of topics explored in this report, analyses of the proportions of non-responses and the robustness of measurement of individual items point to findings that should be interpreted with caution. Afrobarometer survey

Afrobarometer is a pan-African, non-partisan survey research network that provides reliable data on African experiences and evaluations of democracy, governance, and quality of life. Ten survey rounds in up to 45 countries have been completed since 1999. Round 10 surveys (2024/2025) cover 38 countries.

Afrobarometer’s national partners conduct face-to-face interviews in the language of the respondent’s choice. National samples of 1,200-2,400 yield country-level results with margins of error of +/-2 to +/-3 percentage points at a 95% confidence level.

Key findings

  • On average across 38 countries, large majorities of Africans say women should be able to decide for themselves whether and when to marry (75%) as well as when to have children and how many children to have (62%) (Figure 1).
    • Women are significantly more likely than men to support a woman’s autonomy in marriage decisions (78% vs. 71%) and reproductive choices (69% vs. 55%) (Figure 2).
  • More than seven in 10 Africans (73%) endorse the teaching of sexuality education in school.
    • Support is almost universal in Madagascar and Cabo Verde but drops below one-fourth of citizens in Morocco and Mauritania (Figure 3).
  • About eight in 10 citizens (81%) – including majorities in all surveyed countries – say girls who get pregnant or have children should be allowed to continue their schooling (Figure 4).
  • A majority (58%) of Africans say contraceptives should be made available to anyone who is sexually active regardless of marital status (Figure 5).
    • But only about half (49%) would make them available to anyone who is sexually active regardless of age.
    • Access to contraceptives regardless of marital status and age is less popular among rural residents, older respondents, and less educated citizens.
  • A majority (63%) of respondents say abortion can “sometimes” or “always” be justified if the woman’s health or life is at risk (Figure 6).
    • Almost half (48%) say the same for pregnancies resulting from rape or incest, while the other half (47%) disagree.
    • Solid majorities say pregnancy termination is “never justified” in cases where the woman is economically unable to care for a child (65%) or where she doesn’t want the pregnancy for any reason (69%).

Lançada Pela Western Corridor Limited na Zâmbia a Rota Comercial Mais Rápida para o Porto de Walvis Bay

Sua Excelência, o Presidente da República da Zâmbia, Sr. Hakainde Hichilema, presidiu a cerimónia de lançamento da primeira pedra do Projeto de Transformação do Corredor Ocidental, marcando o início oficial de uma iniciativa de desenvolvimento marcante levada a cabo através de uma Parceria Público-Privada (PPP) com a Western Corridor Limited (WCL). Executada como um Veículo de Propósito Específico (VPE), a Western Corridor Limited (https://www.WesternCorridorLimited.com) é a concessionária constituída pela BeefCo Limited e pela First Quantum Minerals (FQM) Limited.

Trabalhos significativos já começaram no projeto desde a cerimónia de lançamento da primeira pedra realizada a 31 de outubro de 2025 na cidade de Kasempa. A cerimónia contou com a presença de altos funcionários do Governo, como o Ministro das Finanças e do Planeamento Nacional, Dr. Situmbeko Musokotwane, o Ministro do Comércio, Indústria e Comércio, Sr. Chipoka Mulenga, o Ministro das Infraestruturas e Desenvolvimento Urbano, Sr. Charles Milupi, oficiais da Agência de Desenvolvimento Rodoviário (RDA), pessoal superior do governo, líderes tradicionais, parceiros do setor privado e membros do eleitorado.

Este projeto é uma iniciativa estratégica liderada pelo setor privado, alinhada com o Oitavo Plano Nacional de Desenvolvimento (8NDP) do governo. Está posicionada para desbloquear o vasto potencial económico do Corredor Ocidental através de investimentos estratégicos em setores chave, incluindo agricultura integrada, desenvolvimento de infraestruturas e adição de valor.

A Western Corridor Limited (WCL) irá melhorar o alinhamento atual de gravilha para um padrão betuminoso, incluindo duas novas pontes sobre os rios Lalafuta e Luena e obras rodoviárias urbanas selecionadas nos Distritos de Kasempa e Kaoma. O projeto rodoviário de 371 km promete padrões de estrada melhorados que reduzirão significativamente os tempos de viagem, criarão empregos e impulsionarão o potencial de exportação. A estrada ligará zonas mineiras chave e impulsionará a capacidade agrícola, além de ser a rota comercial mais rápida para o porto de Walvis Bay na Namíbia.

Discursando na cerimónia, o Presidente Hakainde Hichilema destacou o alinhamento do projeto com as prioridades do governo na promoção do crescimento económico, particularmente na agricultura e na mineração. O Presidente destacou o vasto potencial que aguarda na conectividade regional e no comércio internacional, afirmando: “Esta estrada significa negócios, negócios para movimentar mercadorias da Zâmbia para o mundo através do porto de Walvis Bay, e do mundo, através de Walvis Bay, de volta para a Zâmbia.” O Presidente enfatizou que mesmo quando o país estava falido, a prioridade principal era ajudar o povo da Zâmbia através de intervenções como a Parceria Público-Privada (PPP) para desbloquear o investimento. “Este é um grande dia porque as infraestruturas, as estradas em particular, abrem o investimento. De Mutanda a Kasempa, Kaoma a Mongu, Senanga a Sesheke até Katima Mulilo; esta será a rota mais rápida para Walvis Bay. Desde a Independência, os residentes de Kasempa podem, pela primeira vez, viajar distâncias mais curtas até Lusaka através de Kaoma e Mumbwa.” O Presidente expressou ainda satisfação com a perspetiva de a infraestrutura rodoviária melhorada abordar diretamente as questões do desemprego, proporcionando empregos à comunidade local e aos jovens, bem como fornecendo apoio às MPME através de oportunidades para empreiteiros e fornecedores locais, com pelo menos 20% dos trabalhos do projeto reservados para empreiteiros, prestadores de serviços e/ou fornecedores cidadãos zambianos.

O CEO da Western Corridor Limited, Buks Jansen Van Rensburg, reiterou a importância de trabalhar em equipa para concretizar a visão da estrada Mutanda para Kaoma. “Vamos construir mais estradas, vamos proteger as nossas estradas e infraestruturas e dar apoio ao país e a todas as comunidades,” enfatizou. “Não procurem ajuda externa, procuremos soluções zambianas para desafios zambianos. O Honrado Milupi deu uma oportunidade à Western Corridor Limited, ele nos impulsionou para além dos nossos limites e agora esta estrada é uma realidade através da Parceria Público-Privada,” acrescentou.

O Diretor Nacional da First Quantum Minerals (FQM) Limited, Dr. Godwin Beene, disse que a iniciativa reflete a crença da FQM de que a mineração deve atuar como um catalisador para o desenvolvimento inclusivo e sustentável. “Compreendemos que um setor de mineração próspero depende de uma rede rodoviária robusta e bem conservada — uma que ligue os centros de produção aos mercados, as comunidades às oportunidades e as pessoas à prosperidade”, afirmou o Dr. Beene. Ele acrescentou que, “ao longo da última década, a First Quantum Minerals investiu em infraestruturas rodoviárias em Solwezi e Kalumbila. Estes projetos, como este, foram concebidos para melhorar a acessibilidade, aumentar a segurança e estimular a iniciativa local. A Estrada Mutanda–Kaoma baseia-se nesse legado; demonstrando como o investimento privado responsável pode complementar de forma significativa as prioridades de infraestrutura públicas.”

A cerimónia de lançamento da primeira pedra significa o início de grandes obras de desenvolvimento, anunciando uma nova era de prosperidade económica e social para o Corredor Ocidental. Este evento sublinha o compromisso do Governo em promover o desenvolvimento sustentável, criar oportunidades significativas de emprego e melhorar os meios de subsistência em toda a província.

Lancement en Zambie de la Route Commerciale la Plus Rapide Vers le port de Walvis Bay par Western Corridor Limited

Son Excellence Monsieur le Président de la République de Zambie, Hakainde Hichilema, a présidé la cérémonie d’inauguration du Western Corridor Transformation Project (Projet de Transformation du Corridor Occidental), marquant le lancement officiel d’une initiative de développement historique entreprise dans le cadre d’un partenariat public-privé (PPP) avec Western Corridor Limited (WCL). Constituée en tant que Entité intermédiaire à vocation spécifique (Special Purpose Vehicle), Western Corridor Limited (https://www.WesternCorridorLimited.com) est le concessionnaire créé par BeefCo Limited et First Quantum Minerals (FQM) Limited.

D’importants travaux ont déjà commencé sur le projet depuis la cérémonie d’inauguration qui s’est tenue le 31 octobre 2025 dans la ville de Kasempa. La cérémonie a réuni des hauts fonctionnaires du gouvernement tels que le Ministre des Finances et de la Planification Nationale, le Dr Situmbeko Musokotwane, le Ministre du Commerce, de l’Industrie et du Commerce, M. Chipoka Mulenga, le Ministre des Infrastructures et du Développement Urbain, M. Charles Milupi, des responsables de l’Agence de Développement Routier (RDA), des cadres supérieurs du gouvernement, des chefs traditionnels, des partenaires du secteur privé et des membres de l’électorat.

Ce projet est une initiative stratégique menée par le secteur privé, alignée sur le Huitième Plan National de Développement (8 NDP) du gouvernement. Il est destiné à libérer le vaste potentiel économique du Corridor Occidental grâce à des investissements stratégiques dans des secteurs clés, notamment l’agriculture intégrée, le développement des infrastructures et la valeur ajoutée.

Western Corridor Limited (WCL) s’apprête à transformer le revêtement actuel en gravier en une route bitumée, incluant deux nouveaux ponts sur les rivières Lalafuta et Luena et des travaux routiers urbains sélectionnés dans les districts de Kasempa et Kaoma. Le projet routier de 371 km promet des normes routières améliorées qui réduiront considérablement les temps de trajet, créeront des emplois et stimuleront le potentiel d’exportation. La route reliera les zones minières clés et augmentera la capacité agricole, tout en étant la route commerciale la plus rapide vers le port de Walvis Bay en Namibie.

S’exprimant lors de la cérémonie, le Président Hakainde Hichilema a souligné l’alignement du projet avec les priorités du gouvernement en matière de croissance économique, en particulier dans l’agriculture et les mines. Le Président a souligné le vaste potentiel qu’offre la connectivité régionale et le commerce international, déclarant : ‘‘Cette route est synonyme d’affaires, d’affaires pour acheminer des marchandises de la Zambie vers le monde via le port de Walvis Bay, et du monde, via Walvis Bay, vers la Zambie.’’  Le Président a souligné que même lorsque le pays était en faillite, la priorité principale était d’aider le peuple zambien par des interventions telles que le Partenariat Public-Privé (PPP) pour débloquer les investissements.  C’est un grand jour car les infrastructures, les routes en particulier, ouvrent l’investissement. De Mutanda à Kasempa, de Kaoma à Mongu, de Senanga à Sesheke jusqu’à Katima Mulilo ; ce sera la route la plus rapide vers Walvis Bay. Depuis l’Indépendance, les habitants de Kasempa peuvent pour la première fois parcourir des distances plus courtes jusqu’à Lusaka en passant par Kaoma et Mumbwa, a poursuivi le Président, exprimant également sa satisfaction quant à la perspective que l’amélioration des infrastructures routières s’attaque directement aux problèmes de chômage en offrant des emplois à la communauté locale et aux jeunes, ainsi qu’un soutien aux MPME grâce à des opportunités pour les entrepreneurs et les fournisseurs locaux, avec au moins 20 % des travaux du projet réservés aux entrepreneurs, prestataires de services et/ou fournisseurs citoyens zambiens.

Le PDG de Western Corridor Limited, Buks Jansen Van Rensburg, a réitéré l’importance de travailler en équipe pour concrétiser la vision de la route Mutanda à Kaoma. ‘‘Construisons plus de routes, protégeons nos routes et nos infrastructures et soutenons le pays et toutes les communautés,’’ a-t-il souligné. Ne cherchez pas d’aide extérieure, cherchons des solutions zambiennes aux problèmes zambiens. L’honorable Milupi a donné une opportunité à Western Corridor Limited, il nous a poussés au-delà de nos limites et maintenant cette route est une réalité grâce au Partenariat Public-Privé, a-t-il ajouté.

Le directeur national de First Quantum Minerals (FQM) Limited, Dr. Godwin Beene, a déclaré que cette initiative reflète la conviction de FQM selon laquelle l’exploitation minière doit servir de catalyseur pour un développement inclusif et durable.  Nous comprenons qu’un secteur minier florissant dépend d’un réseau routier solide et bien entretenu – un réseau qui relie les centres de production aux marchés, les communautés aux opportunités et les personnes à la prospérité, a affirmé le Dr Beene. Il a ajouté : ‘‘Au cours de la dernière décennie, First Quantum Minerals a investi dans les infrastructures routières à Solwezi et Kalumbila. Ces projets, comme celui-ci, ont été conçus pour améliorer l’accessibilité, renforcer la sécurité et stimuler l’entreprise locale. La route Mutanda–Kaoma s’appuie sur cet héritage, démontrant comment un investissement privé responsable peut compléter de manière significative les priorités d’infrastructure publiques.’’

La cérémonie d’inauguration marque le début de grands travaux de développement, annonçant une nouvelle ère de prospérité économique et sociale pour le Corridor Occidental. Cet événement souligne l’engagement du gouvernement à favoriser le développement durable, à créer d’importantes opportunités d’emploi et à améliorer les moyens de subsistance dans toute la province.

Les Africains soutiennent l’autonomie des femmes dans les décisions de mariage et de procréation, mais sont divisés sur l’accès à la contraception, révèle un nouveau Profil Panafricain d’Afrobarometer

La plupart des Africains soutiennent le droit des filles et des femmes à faire leurs propres choix en matière de mariage et de procréation, selon un nouveau Profil Panafricain d’Afrobarometer (http://apo-opa.co/4pz0kFj).

Le rapport, basé sur 50.961 entretiens menés dans le cadre du Round 10 d’Afrobarometer à travers 38 pays africains en 2024-2025, révèle que la plupart des citoyens souhaitent que les filles enceintes ou mères puissent poursuivre leur scolarité. Une large majorité des citoyens sont également favorables à l’enseignement de l’éducation à la sexualité à l’école afin d’aider les jeunes à prendre des décisions éclairées concernant leur santé et leurs relations.

Malgré un large soutien à l’enseignement de l’éducation sexuelle à l’école, l’opinion publique est partagée quant à l’accès aux contraceptifs pour toute personne sexuellement active, quel que soit son âge. Cependant, une majorité d’Africains sont favorables à cet accès indépendamment du statut marital.

Les opinions sont également partagées sur la question de l’avortement : L’interruption de grossesse est largement acceptée si la santé ou la vie de la mère est en danger, mais seulement la moitié des citoyens considèrent l’avortement comme justifiable si la grossesse est due à un viol ou à un inceste, et l’opposition est forte à l’avortement si la femme ne souhaite pas avoir d’enfant ou n’a pas les moyens de s’en occuper.

Compte tenu de la nature délicate des sujets abordés dans ce rapport, les analyses des taux de non-réponse et de la fiabilité des mesures des différents items aboutissent à des résultats à interpréter avec prudence. L’enquête Afrobarometer

Afrobarometer est un réseau panafricain et non-partisan de recherche par sondage qui produit des données fiables sur les expériences et appréciations des Africains relatives à la démocratie, à la gouvernance et à la qualité de vie. Dix rounds d’enquêtes ont été réalisés dans un maximum de 45 pays depuis 1999. Les enquêtes du Round 10 (2024/2025) couvrent 38 pays.

Les partenaires nationaux d’Afrobarometer réalisent des entretiens face-à-face dans la langue du répondant. Des échantillons nationaux de 1.200 à 2.400 donnent des résultats au niveau national avec des marges d’erreur de +/-2 à +/-3 points de pourcentage à un niveau de confiance de 95%.

Résultats clés

  • En moyenne à travers 38 pays, une grande majorité d’Africains estiment que les femmes devraient pouvoir décider elles-mêmes si et quand elles veulent se marier (75%), ainsi que quand elles veulent avoir des enfants et combien elles veulent en avoir (62%) (Figure 1).
    • Les femmes sont nettement plus nombreuses que les hommes à soutenir la liberté des femmes quant aux décisions matrimoniales (78% contre 71%) et aux choix de reproduction (69% contre 55%) (Figure 2).
  • Plus de sept Africains sur 10 (73%) approuvent l’enseignement de l’éducation à la sexualité à l’école.
    • Ce soutien est quasi universel à Madagascar et au Cabo Verde, mais tombe à moins d’un quart des citoyens au Maroc et en Mauritanie (Figure 3).
  • Environ huit citoyens sur 10 (81%), dont la majorité dans tous les pays sondés, estiment que les filles qui tombent enceintes ou ont des enfants devraient être autorisées à poursuivre leur scolarité (Figure 4).
  • La majorité (58%) des Africains estiment que les contraceptifs devraient être mis à la disposition de toute personne sexuellement active quel que soit son statut marital (Figure 5).
    • Mais seulement la moitié (49%) d’entre eux seraient disposés à les mettre à la disposition de toute personne sexuellement active quel que soit son âge.
    • L’accès aux contraceptifs, indépendamment de la situation matrimoniale et de l’âge est moins populaire parmi les habitants des zones rurales, les personnes âgées et les citoyens moins instruits.
  • La majorité (63%) des citoyens estiment que l’avortement peut « parfois » ou « toujours » se justifier si la santé ou la vie de la femme est en danger (Figure 6).
    • Presque la moitié (48%) des Africains sont du même avis pour les grossesses résultant d’un viol ou d’un inceste, tandis que l’autre moitié (47%) des répondants ne sont pas d’accord.
    • Une forte majorité de répondants estiment que l’interruption de grossesse n’est « jamais justifiée » dans les cas où la femme n’a pas les moyens financiers de s’occuper d’un enfant (65%) ou lorsqu’elle ne souhaite pas mener sa grossesse à terme pour quelque raison que ce soit (69%).
