President of Haitian Transitional Presidential Council Meets Minister of State at Ministry of Foreign Affairs

HE President of the Transitional Presidential Council of the Republic of Haiti Anthony Frank Laurent Saint-Cyr met Friday with HE Minister of State at the Ministry of Foreign Affairs Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi, on the sidelines of the 80th session of the United Nations General Assembly in New York.

Discussions during the meeting dealt with cooperation relations between the two countries and means to support and enhance them, as well as several issues of common interest.

HE the President of the Transitional Presidential Council of Haiti lauded the prominent role of the State of Qatar in the field of mediation, noting its tangible contributions to promoting stability, especially in Latin America, where it has established itself as a reliable party in resolving regional and international conflicts.

The State of Qatar participated Friday in the annual ministerial meeting of foreign ministers of the least developed countries (LDCs), on the sidelines of the 80th session of the United Nations General Assembly in New York.

The State of Qatar was represented at the meeting by HE Minister of State for International Cooperation Dr. Maryam bint Ali bin Nasser Al Misnad.

In a statement during the meeting, the Minister of State for International Cooperation outlined Qatar’s role in supporting LDCs through pioneering development and humanitarian initiatives.

Highlighting that Qatar attaches special priority to enabling LDCs to achieve sustainable development, she said that global challenges such as climate change and humanitarian crises require the solidarity of the international community to ensure that these countries are not marginalized. She also reiterated Qatar’s commitment to continuing partnerships with the United Nations and the international community to promote development and prosperity in LDCs. 

Qatar Participates in High Level International Conference on Repatriation of Persons from Al Hol, Surrounding Camps and Places of Detention in Syria

The State of Qatar has participated in the High-Level International Conference on the Repatriation of Persons from Al Hol, Surrounding Camps and Places of Detention in Syria, convened by Iraq and the United Nations Office of Counter-Terrorism, on the sidelines of the 80th session of the United Nations General Assembly in New York.

The State of Qatar was represented at the conference by HE Minister of State at the Ministry of Foreign Affairs Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi. In his remarks during the conference, His Excellency said that Al Hol and Al Roj camps, as well as detention centers in northeastern Syria, pose a threat to peace and security at various levels and represent a major humanitarian and human rights dilemma.

He believed that addressing these problems primarily requires political will and international cooperation to return detainees to their countries for trial, as appropriate, and to ensure their reintegration and rehabilitation, especially innocent women and children.

His Excellency added that they have repeatedly heard from those who were detained that they were striving to survive amid constant fear and great hardship, including chronic shortages of food, clean water, medical care, and security risks, and that the common denominator among detainees is the desire to return home.

He said that they have repeatedly heard success stories of returnees, thanks to the care, tolerance, and practical training in life and work skills in particular, in addition to the support provided by authorities and communities for rehabilitation and reintegration.

His Excellency also commended the efforts of the Republic of Iraq and the Central Asian countries, which have made efforts to repatriate and rehabilitate their citizens.

He also commended the Syrian government’s commitment and keenness to resolve this issue and cooperate in this regard, while also praising the role of the United Nations in facilitating international cooperation in this regard.

HE the Minister of State at the Ministry of Foreign Affairs emphasized that the moral imperative, security considerations, and the aforementioned success stories should serve as an incentive to exert further efforts in this regard, allowing those trapped in tragic situations in the camps to return to their countries to live in peace and build a better future.

His Excellency noted that the State of Qatar has supported efforts to address this issue, in line with its commitment to global initiatives to counter terrorism and prevent violent extremism, through its financial support to the United Nations Office of Counter-Terrorism, which serves as the secretariat for the core task force dedicated to the Al Hol camp.

He recalled that the State of Qatar is one of the leading financial partners of the Global Community Engagement and Resilience Fund, noting that the Fund has implemented a campaign to support the reintegration and rehabilitation of Iraqi returnees from camps in Syria, and that the campaign has achieved tangible successes.

Qatar Participates in Meeting of AHLC for Coordinating Aid to Palestinian People

The State of Qatar participated in the ministerial meeting of the Ad Hoc Liaison Committee for Coordination of International Aid to the Palestinian People (AHLC), held on the sidelines of the 80th session of the United Nations General Assembly in New York.

The State of Qatar was represented at the meeting by HE Minister of State at the Ministry of Foreign Affairs HE Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi.

In his remarks during the event, Al Khulaifi noted that this year’s meeting was taking place under exceptional circumstances. He pointed out that the long-standing Palestinian issue and the ongoing war in Gaza continue to worsen, adding that Qatar had experienced these repercussions firsthand through the recent Israeli airstrike on its capital, which was met with clear and unequivocal international condemnation.

He added that the recent high-level international conference on the peaceful resolution of the Palestinian question and the implementation of the two-state solution confirmed a growing international consensus on the need for a lasting settlement and comprehensive peace in the Middle East that addresses security, economic, and political dimensions in an integrated way. He emphasized that the Ad Hoc Liaison Committee continues to play a key role in advancing this process.

His Excellency highlighted that the Two-State Solution Conference produced valuable outcomes, presenting a clear roadmap that included concrete proposals and practical initiatives, particularly on the economic front.

HE the Minister of State at the Ministry of Foreign Affairs stressed that continued international support for the efforts of the State of Palestine remains essential to overcoming current challenges and moving toward the establishment of a viable Palestinian state. In this context, he noted that the New York Declaration reaffirmed the commitment of member states to provide both political and financial backing for the Palestinian Authority in support of its reform agenda.

His Excellency underlined the importance of this support to strengthen institutional capacities, ensure effective implementation of reforms, and enable the Authority to carry out its responsibilities across all the occupied Palestinian territories.

Recalling the ongoing destruction in Gaza over the past two years, His Excellency said that the scale of the humanitarian catastrophe defies description and requires every possible effort to address it. He added that the repercussions of this situation have spread across the region, making it difficult to imagine progress on the Palestinian question without a fundamental solution to the crisis in Gaza.

His Excellency added that since the committee’s previous meeting, humanitarian needs in Gaza and the rest of the occupied Palestinian territories have escalated and the economic situation has significantly deteriorated. This, he said, underscores the vital role of the committee in confronting these growing humanitarian and economic challenges, as well as in addressing the consequences of the war and supporting reconstruction efforts in Gaza.  

HE Minister of State at the Ministry of Foreign Affairs Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi praised the steps taken by international partners in this field during his remarks at the ministerial meeting of the Ad Hoc Liaison Committee for the Coordination of International Assistance to the Palestinians. He highlighted in particular the recent decision of the European Commission to form a donor group for Palestine next month, which will include a dedicated mechanism for the reconstruction of Gaza.

Al Khulaifi stated that the Palestinian Authority is facing additional challenges, most notably the heavy restrictions on the transfer of Palestinian tax revenues, which are compounding financial burdens and economic difficulties.

His Excellency stressed that with regard to the West Bank, the State of Qatar’s position remains clear and consistent that any illegal settlement activity, unlawful annexation, land seizure, or attempts to alter the historic status quo at holy sites violate international law and undermine the prospects for achieving peace.

His Excellency pointed out that these practices obstruct international efforts to provide the necessary support for a lasting peace and threaten the possibility of establishing a Palestinian state on the 1967 borders with East Jerusalem as its capital, a goal shared by all parties involved.

His Excellency added that since the outbreak of the war, the State of Qatar has exerted every effort to meet humanitarian and medical needs in Gaza, emphasizing that the top priority for everyone now must be to increase the flow of aid amid an extreme humanitarian and health emergency and the declaration of famine, which will be difficult to reverse.

His Excellency underscored the vital role of the United Nations in delivering aid safely and without obstacles and reaffirmed Qatar’s full support for UNRWA.

His Excellency also reiterated the State of Qatar’s unwavering commitment to supporting the efforts of the Ad Hoc Liaison Committee and international partners to meet both the immediate and long-term needs and rights of the Palestinian people, contributing to the achievement of peace and security at both the regional and international levels.

Qatar Highlights Commitment to Peace, Humanitarian Efforts in Eastern DRC at UNGA

Qatar reaffirmed its active role in supporting peace and humanitarian efforts in the eastern Democratic Republic of Congo (DRC) and the Great Lakes region during a key event held on the sidelines of the 80th session of the United Nations General Assembly in New York.

Representing Qatar at the event was HE Minister of State at the Ministry of Foreign Affairs, Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi.

In his address, Dr. Al Khulaifi underscored Qatar’s ongoing contributions to fostering dialogue and advancing the peace process in the volatile region. He highlighted a landmark trilateral meeting hosted by HH the Amir Sheikh Tamim bin Hamad Al-Thani on March 18 this year. The meeting brought together the presidents of the Democratic Republic of Congo and Rwanda for direct and candid dialogue – the first since heightened tensions arose between the two nations in 2022.

The minister emphasized that this trilateral meeting served as a crucial starting point for continued African-led mediation efforts, complementing initiatives underway in Luanda and Nairobi.

Dr. Al Khulaifi also pointed to Qatar’s facilitation of consultations in Doha on April 23 between representatives of the DRC and the March 23 Movement (M23) group. These talks culminated in an agreement to pursue a ceasefire aimed at strengthening the existing ceasefire framework. Both parties committed to an immediate cessation of hostilities, rejected hate speech and intimidation, and called on local communities to uphold these principles.

Further, His Excellency welcomed the signing of the Declaration of Principles between the DRC and Rwanda in Washington, D.C., on April 25 – a critical step in addressing ongoing conflicts in eastern Congo.

In a related development, Dr. Al Khulaifi noted a high-level meeting hosted in Doha on April 30 involving representatives from Qatar, Togo, the United States, France, the DRC, and Rwanda. The participants reaffirmed their shared commitment to peace, stability, and economic development in the Great Lakes region.

Discussions at the meeting covered the humanitarian crisis in eastern Congo and progress in dialogue between the DRC government and M23. The group welcomed the Declaration of Principles signed with M23, facilitated by the African Financing Institution.

HE the minister reiterated Qatar’s support for the June 27 peace agreement between the DRC and Rwanda in Washington, describing it as a significant milestone toward lasting peace.

Highlighting Qatar’s ongoing engagement, Dr. Al Khulaifi recalled the July 19 signing ceremony in Doha of the Declaration of Principles between the DRC government and M23, facilitated by Qatar. He stressed Qatar’s active participation in the Joint Monitoring Committee overseeing the peace agreement’s implementation.

Dr. Al Khulaifi affirmed Qatar’s belief that its role in supporting peace and stability will empower humanitarian organizations and aid workers, as well as regional and international donors, to better reach vulnerable populations in eastern Congo.

Alongside mediation efforts, Qatar continues to expand its humanitarian and development assistance. Notably, through the Qatar Fund for Development in cooperation with UNICEF, Qatar has allocated over US$ 29 million to enhance access to education and protection services for children affected by conflict in the DRC.

Concluding his remarks, the Minister of State pledged Qatar’s steadfast commitment to facilitating dialogue among all concerned parties in the DRC and the Great Lakes region. He called on all stakeholders to sustain constructive dialogue that fulfills the Congolese people’s aspirations for lasting peace, development, and prosperity
