President to hand over title deeds in KwaZulu-Natal

President Cyril Ramaphosa is set to preside over a significant land restitution milestone today as government hands over title deeds to communities in uMzimkhulu in KwaZulu-Natal. 

The ceremony, to be held at the Esayidi Technical and Vocational Education and Training (TVET) College uMzimkhulu Campus, will see more than 17 000 hectares of land restored to four claimant groups — the St Paul, Ngunjini, Ndzimankulu/Vierkant communities, and the Lawrence family.

The handover forms part of government’s ongoing land restitution programme under the Restitution of Land Rights Act, aimed at redressing historical dispossession caused by colonial and apartheid-era policies.

Led by Department of Land Reform and Rural Development Minister, Mzwanele Nyhontso, the initiative restores land rights to communities dispossessed after 1913, while also unlocking opportunities for economic development, particularly in commercial forestry.

The event coincides with Human Rights Month, observed this year under the theme: ‘Bill of Rights at 30: Making Human Dignity Real’, reinforcing the link between land ownership, dignity, and socio-economic inclusion.

KwaZulu-Natal Premier Thamsanqa Ntuli, alongside members of the Inter-Ministerial Committee on Land Reform, leadership from the Harry Gwala District Municipality and the uMzimkhulu Local Municipality, traditional leadership, as well as representatives from the Commission on Restitution of Land Rights will join the President at the ceremony. 

Beyond restoring land ownership, the handover signals a broader shift towards sustainable post-settlement development, with beneficiaries supported through structured models aimed at improving livelihoods, reducing poverty, and strengthening local economies.

The Presidential handover is expected to underscore government’s commitment to accelerating land reform, while delivering tangible outcomes that restore not only land, but dignity and opportunity to affected communities. 

“Land restitution remains a critical mechanism for addressing the injustices of the past by restoring access to land rights, including ownership and opportunities for sustainable development. 

“This contributes to improved household welfare, economic growth, poverty alleviation, and a better quality of life for affected communities,” the Presidency said in a statement earlier this week. – SAnews.gov.za

Cabo Verde: Governo inaugura Centro de saúde de Achada Monte em São Miguel

Na presença da população local o Primeiro-Ministro de Cabo Verde José Ulisses Coreia e Silva, inaugurou na tarde deste domingo, o Centro de Saúde de Achada Monte, no município de são Miguel, Interior de Santiago.

Na sua intervenção o Primeiro Ministro, afirmou que saúde não começa no hospital. Começa na prevenção, e é por isso que os centros de saúde têm um papel fundamental. São o primeiro ponto de contacto das populações com os serviços de saúde, próximos das comunidades, permitindo atender crianças, mulheres, idosos e pessoas com deficiência de forma mais rápida e acessível.

Este centro integra um conjunto de investimentos realizados em Santiago Norte, onde já foram construídos centros de saúde em Assomada, São Lourenço dos Órgãos, Cancelo de Santa Cruz e agora Achada Monte, além da ampliação do centro de saúde de Santa Cruz e do projeto em curso para os Picos, em São Salvador do Mundo, totalizando seis centros de saúde na região.

“Com estes investimentos estamos a reforçar uma rede de cuidados de saúde mais próxima das pessoas, articulada com o Hospital Regional de Santa Catarina, garantindo melhor acesso, prevenção e qualidade no atendimento às populações.”

A nível nacional, estão também em curso ou concluídos centros de saúde em Ribeira das Patas (Santo Antão), Monte Sossego (São Vicente), Santa Maria e Palmeira (Sal), Cidade Velha e Achadinha (Praia), reforçando uma rede de saúde cada vez mais próxima das pessoas.

A delegacia de saúde assegura neste momento a cobertura de 23 localidades servindo uma população de mais de 12mil habitantes. Trata-se de um território maioritariamente rural e com comunidades dispersas e que coloca desafios consideráveis no acesso aos cuidados de saude.

Neste contexto, considerou a Delgada de Saúde local, Antonieta Lopes, que a construção do centro de saúde de Achada Monte representa um passo relevante no reforço da rede de cuidados de saude primários neste município.

“Com a inauguração deste novo centro de saude passa a reforçar o acesso à saude para as populações de diversas localidades como achada monte, monte pousada, mato coreia espinho branco, boca de mabas as ribeiras, hortelã thatha, gongon e principal e outras duas localidades do município do Tarrafal nomeadamente Achada tenda e Achada Ponto.

Para a Representante do Banco Mundial, Indira Campos, esta inauguração representa um investimento na saúde no bem-estar e na dignidade das comunidades beneficiadas. Trata-se de um centro financiado no âmbito do Projeto de Resposta à Covid19, pelo Grupo banco Mundial e embora tenha nascido no âmbito de uma emergência, o mesmo foi pensado numa visão muito mais ampla e de forma duradoura.

O centro representa um investimento de 113 mil contos e irá disponibilizar, consultas medicas de clinica geral, acompanhamento de doenças crónicas, saude materno Infantil, planeamento familiar, vacinação, saude dos adolescentes, dos idosos, saude mental, e programas de promoção da saude e prevenção da doença.

Centro de Simulação Clínica de Cabo Verde inaugurado pelo Primeiro‑ministro

A cerimónia teve lugar no inicio da tarde de hoje, 16 de março, na cidade da Praia, foi presidido pelo Primeiro-ministro, Ulisses Correia e Silva acompanhado do Ministro da Saúde Jorge Figueiredo.

A criação do Centro de Simulação Clinica faz parte de um dos compromissos do Programa do Governo agora concretizado e constitui uma iniciativa estratégica destinada a reforçar as capacidades formativas nacionais e a promover a melhoria contínua da qualidade dos cuidados de saúde.

O objetivo é contribuir para o fortalecimento das competências clínicas e profissionais dos recursos humanos em saúde em Cabo Verde, através da implementação de programas de formação baseados em simulação clínica.

Para o Primeiro Ministro José Ulisses Coreia e Silva, com este centro, Cabo Verde passa a dispor de um sistema tecnologicamente avançado para formação e treino contínuo dos profissionais de saúde, permitindo desenvolver competências clínicas em ambiente de simulação. O espaço estará também ao serviço de estudantes de medicina e enfermagem, agentes da proteção civil e bombeiros, em ações de emergência e suporte à vida.

Esta iniciativa integra o Plano de Formação Médica Graduada Especializada 2026–2045, que introduz planeamento, previsibilidade e compromisso financeiro na qualificação dos nossos profissionais. Paralelamente, o Governo tem avançado com medidas de valorização da carreira, através do Plano de Carreiras, Funções e Remunerações do pessoal da saúde, e com investimentos em infraestruturas e tecnologia.

“o Governo tem vindo e investir no sector da saúde em varias áreas nomeadamente nas infraestruturas, equipamentos, tecnologia e meios de diagnósticos e tambem nos recursos humanos nos centros de saúde, nos hospitais regionais e centrais.” reafirmou.

O progresso tem sido assinalável, em respostas as doenças oncológicas, cardiovasculares, doença renal crónica de tal forma que hoje já não evacuamos doentes com doenças renais crónicas. A redução das evacuações externas é uma das prioridades do Governo afirmou dizendo que faz parte do principio fundamental cujo objetivo é a criação e construção do novo Hospital Nacional de Cabo Verde, na Praia.

“Um hospital tecnologicamente avançado com recursos humanos qualificados e especializados e anunciou que o concurso para a infraestruturação do terreno no local onde o hospital vai ser construído já foi lançado e terá um período de apresentação das propostas, para iniciar as obras e é um processo que vai exigir o seu tempo.”

Orçado em cerca de 50 mil contos através do financiamento da Cooperação Luxemburguesa, o Centro de Simulação Clínica pretende afirmar-se como um centro de referência nacional para a formação prática em saúde, podendo no futuro desenvolver parcerias com instituições nacionais e internacionais, bem como apoiar iniciativas de investigação, formação especializada e capacitação avançada dos profissionais de saúde em Cabo Verde.

Este centro irá desenvolver atividades pedagógicas, científicas e tecnológicas no domínio das ciências médicas e biomédicas, utilizando simulação clínica como principal ferramenta de ensino e aprendizagem.

O CSC disponibiliza diversas atividades de aprendizagem baseadas em simulação, incluindo: treino de competências (skills training), simulação em escala real (full scale simulation), simulação com realidade virtual, utilização de pacientes simulados, entre outros.

Estas atividades abrangem várias áreas clínicas, nomeadamente, anestesiologia, medicina interna, ginecologia-obstetrícia, cardiologia, pediatria, neonatologia, cirurgia geral, cuidados intensivos, enfermagem, trauma, emergência e catástrofe e emergência pré-hospitalar, estando outras especialidades médicas a integrar progressivamente esta ferramenta de formação.

é um centro com mais de 500m², constituído por Receção, Sala de reuniões, Sala de debriefing, salas de formação (Sala de Multitrauma, Bloco Operatório, Sala de Procedimentos, Sala de Enfermagem e Sala de Desinfeção), salas de controlo, Sala de armazenamento, copa, balneários masculino e feminino, entre outros.

Uganda: Kawempe Hospital cuts maternal deaths by over 100

Maternal deaths annually recorded at Kawempe National Referral Hospital have been slashed over the past three years from 200 to 60, Members of Parliament have been told. 

The revelation was made by the hospital’s Executive Director, Dr Emmanuel Byaruhanga, while appearing before the Public Accounts Committee (Central Government) of Parliament on Wednesday, 18 March 2026.

His remarks followed probing by MPs on whether patients receive free services at the health facility.

Byaruhanga told the MPs that services at the hospital were generally offered free of charge, except for radiology that includes x-ray, ultrasound, CT scan and MRI services, whose charges constitute the hospital’s non-tax revenue.

The only charge levied on c-section operations, Byaruhanga clarified,  is done at the hospital’s six-bed private wing at Shs2.5 million.

Committee chairperson, Hon. Gorreth Namugga, questioned the charges levied on expectant mothers who go through the caesarean section mode of delivery.

“Can a woman walk into Kawempe Hospital and find the c-section operation free? The women out there need to know this and they must be sensitised so that they do not pay for what is supposed to be at zero cost,” Namugga said.

Hon. Hope Nakazibwe (NUP, Mubende District Woman Representative) put the hospital administration to task on whether items like mama kits are offered without a cost to mothers expecting to deliver from the hospital.

“Is there an instance where the theatre or the hospital itself runs out of some of the health supplies and they have to charge patients who come for either an operation or any other medical service?” Nakazibwe asked.

Kalungu West County MP, Hon. Joseph Ssewungu, alluded to the many  pharmacies situated around the hospital, which he said patients are often referred to buy essential medicines for treatment.

“Doctor, confirm to this committee that a patient will come to Kawempe (hospital) and get all those services without spending a single penny. When you move around Mulago hospital, you will notice that it is surrounded by pharmacies. Why is that? it is business,” Ssewungu noted.

“All services in Kawempe (hospital) are 100 per cent free except for radiology. I have heard of patients who were charged but this is not official. Several times we follow up with these patients, but they cannot give us the information,” he said.

He added: “There are pharmacies around the hospital, but this is totally out of our control. There is even a mini hospital about one kilometre from the hospital, but this is out of my control. I think they are registered by KCCA.” 

The hospital team appeared before the Committee to answer queries arising from the Auditor General’s report for the financial year ending 30 June 2025.

Economic Community of West African States (ECOWAS) Commission President Holds High-Level Meetings with Mexican Ambassador and Irish Minister

The President of the ECOWAS Commission, H.E. Dr. Omar Alieu Touray, received in audience H.E. Alfredo Miranda, Ambassador of Mexico, followed by Honourable Minister Jack Chambers, Ireland’s Minister for Public Expenditure, Infrastructure, Public Service Reform, and Digitalization, at the ECOWAS Commission Headquarters in Abuja on Wednesday 18 March 2026.

The meetings form part of the Commission President’s ongoing diplomatic engagements aimed at strengthening regional cooperation, deepening bilateral relations, and enhancing partnerships with international stakeholders.

During discussions with Ambassador Miranda, who is at the end of his mandate, both parties explored avenues for increased collaboration between ECOWAS and Mexico, particularly in the areas of economic cooperation, trade, and shared global priorities. The engagement underscored the importance of fostering mutually beneficial partnerships that support regional development and integration.

During the meeting, discussions focused on opportunities for cooperation in public sector reform, infrastructure development, and digital transformation between ECOWAS Member States, Ireland, and the European Union. The dialogue highlighted Ireland’s experience in governance innovation and the potential for knowledge exchange to support ECOWAS Member States in enhancing institutional efficiency and service delivery.

Seychelles and Rwanda Chart Path for Expanded Cooperation and Market Access

Trade expansion, institutional cooperation, and the implementation of existing agreements were at the forefront of discussions this morning as the Vice President of the Republic of Seychelles, Mr Sebastien Pillay, received Hon. Christine Nkulikiyinka, Special Envoy of President Paul Kagame, during a courtesy call at State House.

During the engagement, the Vice President spoke of the strong and longstanding ties between Seychelles and Rwanda, noting the shared values and mutual respect that continue to underpin relations between the two countries.

Discussions centred on advancing cooperation in key sectors, including education, tourism and agriculture. In this regard, the Vice President proposed the establishment of a designated focal point of contact to facilitate coordination and enhance the implementation of joint initiatives.

Trade and export opportunities were also explored, with particular emphasis on opening new avenues for Seychelles’ maritime products in the Rwandan market.

The exchange also addressed collaboration in public service delivery, institutional capacity building, and the sharing of expertise, reflecting a common ambition to strengthen governance and drive sustainable development.

During the 2023 State Visit of President Paul Kagame to Seychelles, a comprehensive framework for cooperation across key sectors, including health, agriculture, tourism, investment and security, was established. Among these was a visa waiver arrangement aimed at facilitating the movement of people between the two countries, alongside strengthened collaboration in law enforcement and institutional capacity building. The ongoing engagement signals a shared commitment to advancing the implementation of these initiatives while exploring new avenues for partnership.

Vice President Pillay conveyed Seychelles’ appreciation for the continued engagement and partnership with Rwanda, noting the importance of sustained dialogue in advancing common development objectives.

Hon. Nkulikiyinka, who is also Rwanda’s Minister for Public Service and Labour, conveyed warm greetings from President Paul Kagame and reiterated Rwanda’s commitment to deepening bilateral ties and fostering closer cooperation with Seychelles.

Seychelles: President Leads by Example in Asset Declaration as Government Reinforces Commitment to Transparency

The President of the Republic of Seychelles, Dr Patrick Herminie, on Wednesday set the tone for transparency in public office by becoming the first to submit his declaration of assets to the Anti-Corruption Commission Seychelles (ACCS), leading a coordinated exercise across the country’s highest offices.

The President’s submission was followed by the Vice President, Mr Sebastien Pillay, and members of the Cabinet ministers, with all 14 completing the process, underscoring a collective adherence to the principles of good governance and ethical leadership.

The move reflects the government’s continued efforts to uphold public trust and strengthen institutional accountability, as senior office holders fulfil their legal obligations under the asset declaration framework.

The legal framework for the declaration of assets in Seychelles was formally established with the enactment of the Public Persons (Declaration of Assets, Liabilities and Business Interests) Act, 2016, introduced as part of broader efforts to strengthen transparency, accountability, and the fight against corruption in public office. The law requires designated public officials to declare their assets, liabilities, and business interests, and establishes a mechanism for oversight.

In the years that followed, the legislation underwent several amendments, reflecting evolving policy priorities. Notably, in 2021, significant changes were introduced, including the transfer of oversight functions to ACCS and the removal of the requirement for public officials to declare the assets of their spouses and immediate family members; a-move that sparked debate over transparency and accountability.

Subsequent reforms have sought to revisit and strengthen aspects of the law. Recent legislative proposals and amendments, including those in 2025, aim to reintroduce provisions relating to the declaration of assets of immediate family members and refine definitions within the Act, signaling a continued effort to enhance the effectiveness of the asset declaration regime.

The coordinated submission of declarations by the country’s leadership highlights a unified approach to reinforcing transparency and ensuring that public office is exercised in the interest of the people of Seychelles.

Entrepreneuriat au Bénin : Le Projet d’Appui à l’Entrepreneuriat au Bénin (PAEB) lance sa cohorte 2026 pour soutenir 365 PME dans leur croissance

Le Projet d’Appui à l’Entrepreneuriat au Bénin (PAEB) franchit une nouvelle étape dans sa mission de promotion du tissu entrepreneurial national. Après une première phase jugée concluante, ayant permis d’accompagner 160 petites et moyennes entreprises (PME) dans des domaines diversifiés, dont 46 femmes et plus de 3,3 Milliards de FCFA déployés, le programme a procédé au lancement officiel de sa cohorte 2026. 

La cérémonie s’est tenue le mardi 17 mars 2026 au Novotel à Cotonou, à l’occasion d’une matinée d’échanges, en présence des acteurs clés de l’écosystème entrepreneurial, ainsi que du Ministre des Petites et Moyennes Entreprises et de la Promotion de l’Emploi, Monsieur Modeste Tihounté KEREKOU. 

Mis en œuvre par l’Agence de Développement des Petites et Moyennes Entreprises (ADPME), avec l’appui technique et financier de l’Agence Française de Développement (AFD) et de l’Union européenne (UE) pour un montant global de 32,2 Millions d’euros sur la période de 2023-2028, le PAEB vise à structurer, et renforcer l’accès aux services techniques et financiers destinés aux MPME béninoises afin d’accroître leur compétitivité et leur résilience. 

« Notre ambition désormais est d’aller plus loin en accompagnant davantage les entreprises, en renforçant la présence du programme sur l’ensemble du territoire national et en encourageant davantage l’entrepreneuriat féminin » a indiqué Madame Marlène HOUSSOU, Coordonnatrice du PAEB. 

Saluant les progrès enregistrés en deux années de mise en œuvre du Programme, la Directrice de l’Agence Française de Développement au Bénin, Madame Laure WEISGERBER laisse entendre que grâce au PAEB, les entrepreneurs, au delà du financement bénéficient d’un écosystème solide et d’un service d’accompagnement de qualité. 

Pour le Directeur Général de l’ADPME, Monsieur Laurent GANGBES, les défis restent nombreux mais les résultats enregistrés sont encourageants et il faut les poursuivre, a-t-il martelé. 

« Mon entreprise était risquée mais grâce au PAEB, elle est aujourd’hui derisquée » ont laissé entendre les bénéficiaires saluant un programme bien pensé et bien structuré. 

Pour 2026, le PAEB veut changer d’échelle pour toucher plus de PME. Ainsi, après une phase de structuration réussie, le programme entre désormais dans une phase d’accélération avec 365 nouvelles PME à accompagner, 7,7 Milliards de FCFA de ressources mobilisées, 40% de femmes entrepreneurs à impacter et une couverture nationale qui sera étendue. 

De quoi réjouir le Ministre Modeste Tihounté KEREKOU qui lance un appel vibrant à tous les PME afin qu’ils puissent candidater jusqu’au 31 mars 2026 afin de bénéficier du PAEB pour la croissance et la compétitivité de leurs entreprises. « Vous êtes les créateurs d’emplois et le Gouvernement continuera de prendre toutes les dispositions pour vous faciliter la tâche. Que les entrepreneurs, surtout féminin qui sont dans la salle et qui ne sont même pas ici prennent l’engagement de ce qu’ils seront parmi les 365 PME de 2026 » a indiqué le Ministre. 

Le vœu de Modeste Tihounté KEREKOU est de voir plus de moyennes émergées avant la fin du programme. Un engagement pris par la Coordinatrice du programme ainsi que le Directeur Général de l’ADPME. 

Le lancement de la cohorte 2026 du PAEB apparaît ainsi comme une opportunité stratégique pour de nombreuses PME, appelées à jouer un rôle déterminant dans le développement économique du Bénin.

Aprovação de Financiamento Adicional para o Projeto de Conectividade e Infraestruturas Urbanas de Cabo Verde no montante de 40 milhões de dólares

O Governo de Cabo Verde informa que o Banco Mundial aprovou, no dia 18 de março, o financiamento adicional para o Projeto de Melhoria da Conectividade e das Infraestruturas Urbanas de Cabo Verde (P178644), no montante total de 40 milhões de dólares norte-americanos da IDA, dos quais 30 milhões provenientes da Janela de Recuperação de Crises (CRW).

O presente financiamento adicional permitirá, nomeadamente:

(i) expandir o âmbito dos investimentos prioritários, identificados na sequência da rápida mobilização do financiamento inicial;

(ii) apoiar as necessidades de recuperação pós-desastre e de reconstrução resiliente, na sequência das cheias de agosto de 2025 nas ilhas de Barlavento e das chuvas intensas de novembro de 2025 em Santiago;

(iii) acomodar custos adicionais face às estimativas iniciais, decorrentes de ajustamentos de conceção, incluindo o reforço dos padrões de resiliência climática, bem como de atrasos associados a fenómenos meteorológicos extremos e a constrangimentos logísticos, entre outros fatores.

A concretização deste importante marco foi possível graças ao empenho, profissionalismo e espírito de colaboração dos parceiros envolvidos e dos representantes do Ministério das Finanças, nomeadamente da Direção Nacional do Planeamento (DNP) e da Unidade de Gestão de Projetos Especiais (UGPE), bem como do Ministério das Infraestruturas, Ordenamento do Território e Habitação e das demais instituições participantes.
